When a cryptographic primitive is deprecated, do not simply swap a function call. Identify every use and its purpose, determine which standard or policy governs each case, choose a standards-backed replacement, and migrate through tested, observable stages. Keep weak algorithms out of new protection, and allow any compatibility exception only when an authoritative rule permits it and its end date is controlled.
Deprecation is a context-specific engineering signal
“Deprecated” means an algorithm, key size, protocol mode, or implementation should no longer be selected for new work, but the required action depends on the exact operation and governing rule. A primitive used for a digital signature has different transition constraints from the same primitive used for hashing, key derivation, message authentication, encryption, or key agreement. A protocol specification, regulator, contract, platform policy, or internal standard may set different dates and exceptions.
Start by recording the primitive, parameters, key sizes, protocol version, and operation. Then establish whether the rule forbids creating new protection, verifying or decrypting existing material, or both. This distinction is essential: a system may need to stop generating new SHA-1 signatures while still being required to validate records protected years earlier under an approved exception.

Build an inventory before changing code
A reliable migration begins with an evidence-based map of where the primitive exists. Search source code, dependencies, generated build artifacts, configuration, certificates, devices, stored records, vendor services, and protocol peers. Include uses that are hidden behind framework defaults or hardware modules; a direct search for an algorithm name will not find every negotiated or configured use.
Record the exact operation
- Primitive and variant, such as a hash function, signature scheme, block cipher mode, key-agreement group, or MAC.
- Parameters, key sizes, curves, digest lengths, padding modes, and protocol cipher-suite identifiers.
- Purpose: signing, verification, encryption, decryption, hashing, key derivation, authentication, archival validation, or another function.
- Whether the system creates new protected data, processes existing data, or performs both.
Map the blast radius
- Applications, services, libraries, SDKs, plug-ins, build images, and infrastructure-as-code.
- Keys and certificates, including generation, rotation, storage, backup, revocation, and expiration schedules.
- Retained ciphertext, signatures, hashes, logs, database records, firmware, and long-lived archives.
- External peers, customer integrations, devices, vendors, and protocol versions that must interoperate.
- Owners, deployment environments, data-retention periods, and business processes that depend on successful verification or decryption.
Give every finding an owner and a status. A useful inventory distinguishes “actively generating,” “accepting from peers,” “verifying historical material,” and “present but unreachable.” Those categories determine whether a change is urgent, staged, or governed by a documented exception.
Read the rule that caused the deprecation
Locate the primary notice and capture its scope, effective date, and exceptions. Check the current NIST publication or policy, the applicable protocol RFC and registry, platform or vendor support notice, and any regulatory or contractual requirement. Do not infer a global ban from a warning that applies only to one protocol version or one operation.

NIST SP 800-131A Rev. 2 (March 2019) provides transition guidance for stronger algorithms and keys. Its publication page also lists a Revision 3 initial public draft dated October 21, 2024; that draft is not the final revision, so do not describe it as a current final requirement.
RFC 7696 discusses algorithm agility, migration mechanisms, interoperability, security strength, and the risk that negotiation or a large option set creates downgrade and maintenance problems. Treat its recommendations as general protocol guidance rather than as approval for a particular primitive.
NIST CSWP 39upd1, whose final update date is June 29, 2026, surveys the operational trade-offs of replacing algorithms. It defines crypto agility as "the capabilities needed to replace and adapt cryptographic algorithms in protocols, applications, software, hardware, firmware, and infrastructures while preserving security and ongoing operations."

Choose a supported transition path
There is no universal replacement for an unspecified primitive. Select the algorithm approved for the exact function, parameters, protocol, and deployment environment by the authority that governs your system. Never invent a new primitive or combine standard components in an unreviewed construction merely to avoid a migration.
Compare candidates against the system, not just a data sheet
| Decision area | Questions to answer |
|---|---|
| Security status | Is the candidate approved for this operation, parameter set, key size, and environment? Is it permitted by the applicable standard and policy? |
| Interoperability | Do active protocol versions, libraries, devices, vendors, and counterparties implement the same algorithm and identifiers? |
| Existing material | Can keys, signatures, ciphertext, or retained records be migrated, re-protected, re-signed, or only verified? What must remain readable? |
| Operations | What changes to performance, hardware or module support, validation, key management, monitoring, and incident response are required? |
| Negotiation and fallback | Can an attacker force a weaker choice? Is any overlap window bounded, logged, and protected against downgrade? |
| Future changeability | Can the implementation and protocol replace this choice later without rewriting unrelated application logic? |
Document the decision and the evidence for each row. A candidate that is cryptographically strong but unsupported by a required peer is not a deployable transition until the interoperability constraint is resolved.
Implement the migration as a controlled sequence
- Identify the primitive and operation. Capture deployed variants, parameters, key sizes, protocol identifiers, and whether the code creates or processes protected information.
- Complete the dependency map. Trace libraries, defaults, configuration, keys, certificates, data stores, devices, services, and counterparties. Mark owners and lifecycle dates.
- Read and record the governing rule. Note the authority, publication date, effective date, affected protocol or operation, and any explicit historical-processing exception.
- Select the approved replacement. Confirm algorithm and parameter requirements, implementation availability, key-management implications, and the treatment of existing keys and data.
- Separate algorithm-specific code. Put cryptographic choices behind stable interfaces where practical, expose explicit algorithm identifiers when the protocol requires them, and make configuration auditable.
- Test representative combinations. Exercise new and still-supported legacy peers, key generation and rotation, stored-data handling, invalid inputs, negotiation failures, observability, and rollback behavior.
- Deploy in stages and retire. Monitor remaining deprecated use and interoperability errors, tighten the overlap window, remove old support when agreed conditions are met, and retain only time-bounded exceptions allowed by the governing authority.
The exact test matrix and rollout timing are system-specific. The sequence prevents a common failure mode: discovering an overlooked device or archive only after the old algorithm has been disabled globally.

Design for crypto agility instead of another hard-coded dead end
Isolate cryptographic choices
Keep algorithm-dependent code, parameters, and provider-specific calls separate from business logic. Use configuration that can be reviewed and changed without editing every caller, while preventing untrusted input from selecting arbitrary algorithms. Version configuration and record the selected identifier in logs or metadata where the protocol permits it.
Use explicit identifiers and bounded negotiation
When a protocol defines algorithm identifiers, use them rather than inferring the choice from a key or payload. If negotiation is required, define a server- or policy-controlled minimum, reject unknown or disallowed options, and test that an active attacker cannot force a downgrade. A temporary overlap should have a start date, an end date, telemetry, and a removal owner.
Limit the option set
Supporting every historical algorithm can enlarge rarely exercised, bug-prone code and make policy enforcement difficult. Keep only the alternatives needed for current interoperability or an authorized historical-processing function. RFC 7696 specifically highlights the trade-off between flexibility and the security and maintenance cost of too many choices.

Separate new protection from historical processing
Existing signatures, ciphertext, and records often outlive the algorithm that protected them. Decide separately whether the system may create new material, accept newly received material, verify old material, or decrypt old material. An exception for historical processing is not permission to continue generating weak protection.
NIST’s SHA-1 transition illustrates the distinction. In its announcement dated December 15, 2022 and updated February 3, 2025, NIST says it will transition away from SHA-1 for applying cryptographic protection to all applications by December 31, 2030. The notice also recognizes that applications may still need to handle information protected before that date and says the specification will remain available for that purpose. Read the notice at NIST’s SHA-1 transition announcement, then apply any exception only to the use case and date that authoritative guidance permits.

Read the complete protocol rule at RFC 10015. A TLS deployment that still supports TLS 1.2 must evaluate the RFC’s specific restrictions; a TLS 1.3 deployment must be assessed against TLS 1.3’s own rules rather than inheriting the TLS 1.2 conclusion.

Quick Recap
Test the failure modes that matter
- Peer mismatch: a device or partner may not implement the replacement. Verify the negotiated identifier and provide a controlled remediation path rather than silently selecting a weak option.
- Hidden defaults: a library upgrade may change one service while another retains the deprecated default. Inspect effective runtime configuration, not just source declarations.
- Key lifecycle gaps: new algorithms may require different key sizes, certificate profiles, hardware support, rotation schedules, or backup procedures.
- Archive access failure: disabling a primitive can make retained records unverifiable or undecryptable. Test representative historical data before changing verification or decryption policy.
- Downgrade exposure: an overlap that is not authenticated or bounded can let an attacker force the older choice. Include active negotiation attacks in security testing.
- Observability blind spots: emit metrics and alerts for deprecated use, rejected negotiations, policy exceptions, and fallback activation so that retirement decisions rely on measured traffic.
- Rollback ambiguity: define what can be reverted, for how long, and under which incident authority. A rollback should not permanently restore an uncontrolled weak path.
A practical approval checklist
- The exact primitive, operation, parameters, key sizes, and protocol versions are recorded.
- Every code path, dependency, key, data set, device, service, and counterparty has an owner and lifecycle status.
- The applicable standard, RFC, regulator, contract, or platform policy is identified, including effective dates and exceptions.
- The replacement is approved for the exact use case and is available across required implementations.
- New protection, peer acceptance, historical verification, and historical decryption policies are separately documented.
- Algorithm identifiers, configuration changes, negotiation rules, and fallback limits are auditable.
- Representative interoperability, security, performance, data-retention, and failure tests pass.
- Staged rollout telemetry shows where the deprecated primitive remains, and retirement criteria have an owner and date.
