Cement production cost depends chiefly on the quantities and prices of kiln fuel, electricity, raw materials and clinker, as well as how efficiently and intensively a plant operates. Labour, maintenance, product specifications, location and cost-accounting boundaries matter too. There is no dependable universal cost-share breakdown: a figure is meaningful only when its date, place, plant and included expenses are clear.
What counts as cement production cost?
Before comparing figures, establish what the word “cost” includes. A plant’s production cost per tonne is not automatically the same as the price a customer pays for delivered cement. Delivery, packaging, distribution and administration may be outside a production-cost figure; capital spending may be treated separately from day-to-day operating expenses. Carbon-related expenses and investments in emissions-control equipment can also be counted differently.
The product boundary matters as well. Clinker is the kiln-produced intermediate used to make cement; it is not the finished cement itself. Cement is made by combining clinker with other constituents. A cost stated per tonne of clinker therefore cannot be compared directly with one stated per tonne of cement unless the product mix and clinker content are known.

This is a comparison framework, not a standard reporting formula: companies and studies may define both the expenses and the output differently. If an estimate does not state its denominator, cost categories and period, it may be impossible to interpret fairly.

Which inputs and operations drive the cost?
Thermal fuel for the kiln
Making clinker requires very high-temperature heat in the kiln and precalciner. Fuel cost consequently depends not just on the price paid for fuel, but also on the quantity and type used, its quality, the process’s heat demand and the plant’s ability to use available alternative fuels. Fuel availability and local prices can make two otherwise similar plants face different bills.
The International Energy Agency (IEA) describes high-temperature heating requirements as one reason cement emissions are difficult to reduce. Its 2023 report says: “Cutting emissions from cement production is difficult due to the present reliance on carbon-containing raw materials and high-temperature heating requirements.” The statement helps explain why kiln energy is both a material operating input and a central challenge in changing the production process.
Electricity for grinding and equipment
Electricity is a separate cost driver from kiln fuel. Plants use it for grinding raw materials and cement and for running other equipment. Electricity prices, the amount of power required by the equipment and operating efficiency all affect the bill. A plant with expensive electricity may have a different cost profile from one with costly fuel, even if their total energy expenses appear similar.
For a useful comparison, look for fuel and electricity consumption per tonne separately, along with the local prices and the product basis used. A single “energy cost” total can conceal whether the difference comes from heat, power or the price of either input.
Quarry materials, processing and transport
Limestone and other raw materials must be obtained, prepared and moved to the production process. Quarry conditions, land use, material quality, extraction method and distance from the plant affect the resources and work required. The cost of the material itself is not the whole story: extraction, processing and transport can all be relevant, depending on the accounting boundary.

Material quality and availability also connect quarry costs to the finished product. A plant’s resource base can influence which materials it can use and how much processing they require. For a comparison, identify the raw-material source and whether the reported figure includes quarry operations and transport, rather than assuming those costs are treated consistently.
Clinker content and the cement product mix
Because clinker is made in the energy-intensive kiln stage, the amount of clinker required for each tonne of cement affects how much kiln-produced material the plant needs. Cement products can differ in their specifications and constituent mix, so a cost per tonne of one product is not necessarily a like-for-like comparison with a cost per tonne of another.
A lower clinker-to-cement ratio can reduce the amount of clinker needed, provided the product requirements and the availability of suitable other constituents allow it. It does not, by itself, establish a particular cost saving: the cost and availability of those constituents, processing needs and applicable product requirements also matter.
The IEA’s 2023 net-zero pathway gives a global clinker-to-cement ratio of 0.71 for 2022, with milestones of 0.65 in 2030 and 0.57 in 2050. The latter two are scenario milestones, not forecasts for every plant or guaranteed commercial outcomes. These values describe pathway progress in material efficiency; they are not a plant-level cost model or direct estimates of cost reductions.
Efficiency, maintenance and capacity utilization
Plant configuration, equipment, process design, maintenance and operating performance affect how much energy and material is used per tonne. A unit cost can also change with capacity utilization: when fixed plant expenses are spread across more output, the allocation per tonne can differ. The size of that effect is not established on a comparable basis across plants, so utilization should be recorded rather than converted into an assumed universal adjustment.

Maintenance and other operating inputs matter alongside fuel and power. A plant’s age or configuration alone does not establish its efficiency; the relevant question is what inputs it uses to produce the specified amount and type of cement under its operating conditions. Comparisons that omit operating performance may mistake a difference in efficiency for a difference in local prices, or vice versa.

Labour, maintenance and other intermediates contribute to production economics, and their costs vary with geography, technology and the reporting scope. Historical evidence illustrates why dates matter: a European Commission factsheet published in 2016, citing a 2013 sector analysis, reports that production costs rose over 2007–2011 by 6% for labour, 12% for electricity and 10% for other intermediates. These are changes over that historical period, not present-day prices, cost shares or a forecast of future increases.
Carbon policy and decarbonization
Carbon-related regulation and prices, the use of alternative fuels or materials, and investment in carbon capture can alter both operating and capital costs. The effect depends on the region, plant and pathway; it should not be treated as a single surcharge that applies equally to all cement production.
In 2025, the IEA estimated that production costs for early commercial near-zero-emissions cement plants using carbon capture and storage (CCS) would be 75–150% higher than for conventional plants, with the premium varying by region. This is a regional estimate for a specific emerging CCS pathway. It is not a general cost premium for conventional cement, every low-emissions option or every plant using a decarbonization measure.
What do published cost figures actually show?
Available examples are useful as illustrations, not as a universal industry breakdown. The European Commission’s 2016 factsheet reports a historical cost breakdown for Lafarge in 2012. In that company-specific account, energy was 33% and quarry raw-material extraction was 29% of average production costs. The account excluded distribution and administrative costs. Its figures are not current industry averages, and the two categories should not be generalized to other plants or periods.

| Published figure | What it describes | How to interpret it |
|---|---|---|
| 33% | Energy’s share of Lafarge’s average production costs in 2012, as reported in a European Commission factsheet published in 2016. | Historical, company-specific; distribution and administration were excluded. |
| 29% | Quarry raw-material extraction’s share of the same Lafarge 2012 average production-cost breakdown. | Historical, company-specific; not a universal quarry-cost share. |
| 6% labour; 12% electricity; 10% other intermediates | Production-cost increases over 2007–2011, reported in the 2016 European Commission factsheet citing a 2013 sector analysis. | Historical changes over that period, not current shares or prices. |
| 75–150% | IEA’s 2025 estimate of the production-cost premium for early commercial near-zero-emissions cement plants using CCS over conventional plants. | Varies by region and applies to this specific pathway. |
The table’s figures answer different questions: two are shares in one company’s historical cost account, one set describes historical increases, and one is an estimated premium for a particular emissions pathway. They cannot be combined into a single current cost model. In particular, the 2012 shares do not establish today’s split between energy and quarrying, and a cost premium for CCS plants is not comparable to an operating-cost share without aligned definitions.
Why do costs differ between plants and regions?
Location changes the prices and availability of fuel, electricity, labour and raw materials. Plant configuration and efficiency change the amount of inputs needed. Utilization affects how fixed expenses are distributed across output, while product specifications and clinker content change what is being produced. These variables interact: a lower input price does not necessarily mean lower unit cost if a plant uses more of that input per tonne or reports a different set of expenses.
Accounting choices can create apparent differences even when plants’ underlying operations are more alike than their published numbers suggest. One figure may include quarry extraction while another begins at the plant gate; one may include packaging or administration while another excludes them. A delivered price adds another layer and should not be mistaken for a factory production cost.
There is no supported current global cost curve or universal percentage split to resolve these differences. The historical Lafarge account and the IEA’s region-dependent CCS estimate each have specific scope and context. Any claim that a particular plant, technology or fuel is always cheaper would exceed what these figures establish.

How to make a fair comparison
Before comparing a cost per tonne across plants, companies or regions, assemble the same information for each side. If a figure is missing, mark it as unknown rather than assuming the boundary matches.

- Fix the geography and period. Record the plant location and year or reporting period, then identify the relevant local prices for fuel, electricity, labour and raw materials.
- Define the product and denominator. State whether the figure is per tonne of cement or clinker, identify the cement product or mix, and record the clinker-to-cement ratio when available.
- Describe the plant and its operation. Note the process configuration, efficiency information and capacity utilization for the period. Do not assume that plants with similar names or capacities use the same inputs per tonne.
- Separate energy inputs. Record thermal-fuel mix and consumption apart from electricity use, with the units and per-tonne basis used in the underlying figures.
- Trace materials to the plant. Identify raw-material sources, extraction and processing conditions, and transport included in the account.
- Align the cost boundary. Check treatment of quarrying, packaging, distribution, administration, capital expense, carbon costs and CCS. Keep delivered prices separate from production costs.
- Label the evidence. For each figure, record who reported it, when it applies, the region or company covered and whether it is a measured historical value, an estimate or a scenario milestone.
Only after these items are aligned does a unit-cost difference say much about operational or regional economics. If they cannot be aligned, describe the figures as different scopes rather than ranking one plant as cheaper.
How to read the cost question in practice
For a first-pass explanation of a difference, separate the possibilities into three groups: input prices, input quantities per tonne and expenses included in the calculation. A region may have different fuel or electricity prices; a plant may need more energy or raw material for its output; or the two reported numbers may include different stages of the supply chain. The same observed cost gap can reflect more than one of these at once.
Then check the product and pathway. A cement with a different clinker content may require a different amount of kiln-produced clinker, while a near-zero-emissions CCS estimate concerns a particular production route and regional conditions. Neither comparison can be reduced to a generic “cement cost” without preserving those distinctions.

The most defensible conclusion is therefore conditional: production cost is shaped by energy, materials, plant performance, labour and other operating expenses, plus geography, product choice and accounting scope. Published percentages can illustrate one dated account, but they do not replace a matched comparison using the same product basis, period and cost boundary.
