An AI agent should access only the data and operations needed for its assigned task—not automatically everything its user can access. Start with a narrowly scoped, read-only permission; add specific data fields or limited write actions only when the task requires them. The right boundary depends on the data’s sensitivity, the agent’s authority, the environment it operates in, and the potential consequences of its actions. There is no universal list of data every agent should be allowed to see.
Why an agent’s access should be narrower than its user’s
An agent may act on behalf of a person or organization, but that does not mean it should inherit that person’s full access. A broad account can expose records unrelated to the task and give an agent capabilities it has no reason to use. If the agent is asked to summarize a particular set of documents, for example, access to an entire drive or mailbox is difficult to justify unless the task actually requires it.
NIST defines least privilege as restricting the access privileges of users or processes acting on their behalf to the minimum necessary to accomplish assigned tasks. Its glossary also describes the principle in terms of the minimum resources and authorizations each entity needs for its function. Applied to agents, the practical question is not simply “Which data can this person access?” but “Which data and operations does this agent need for this task?” NIST’s least-privilege definition provides the underlying principle.
This matters because access is capability. Permission to read can expose information; permission to write can alter records, trigger processes, or create effects that persist after the interaction. A sound design therefore sets boundaries around both the information available to the agent and what it can do with that information.

Decide access by task, data, operation, and context
Access should be an authorization decision, not a permanent assumption attached to a general-purpose agent. NIST SP 800-205 describes evaluating attributes of the subject, the object, the requested operation, and sometimes environmental conditions against policies, rules, or relationships. In plain terms, a system can ask who or what is requesting access, which resource is involved, what action is requested, and whether the surrounding conditions permit it. NIST SP 800-205 is foundational access-control guidance, not an agent-specific standard, but its model offers a useful way to structure these decisions.
For an agent, those attributes can be translated into questions such as these:
- Identity: Which agent or agent instance is making the request, and which person or organization authorized it?
- Resource: Which particular records, files, messages, or application areas are in scope?
- Operation: Is the agent allowed to read, make a constrained change, or write freely?
- Context: Is the request within the approved task, environment, and conditions?
A policy that authorizes only a particular agent to read a defined set of records for a particular task is more informative and enforceable than one that says merely “the agent has access.” The same request may also warrant different treatment depending on the resource and operation: reading a record is not equivalent to changing it.

Choose the narrowest useful level of access
There is no single permission level that fits every agent. A practical starting point is read-only access to a narrowly defined resource, followed by a deliberate decision about whether the task needs constrained or unrestricted writes. This progression is an implementation recommendation based on NIST’s tool-use examples, not a universal NIST mandate.
| Access level | What it permits | When it may fit | Questions to settle first |
|---|---|---|---|
| Read-only | Retrieve or inspect permitted information without changing the source system. | Tasks such as searching, summarizing, or answering questions from a defined set of material. | Are the records and fields limited to what the task needs? Could the information be sensitive when combined or returned in the answer? |
| Constrained write | Make specified, bounded changes while keeping other actions unavailable or subject to a control. | A task that needs a particular update or application action but does not justify unrestricted modification rights. | Which exact actions are allowed? Can the change be reviewed, limited, or reversed? |
| Write | Change state in the relevant environment, potentially with a broader range of effects. | A task that genuinely requires the agent to make changes, with boundaries and monitoring appropriate to the consequences. | What can the action affect? How severe, persistent, and reversible are its effects, and how will they be observed? |
NIST’s August 2025 tool-use article illustrates why labels alone are not enough. It presents retrieval-augmented generation (RAG) and deep research as read-only examples; application-specific GUI or API use and browser use as constrained-write examples; and a coding agent in a trusted repository and computer use as write examples. These are illustrative patterns, not categorical statements that every implementation of those tools has identical permissions. Configuration and deployment can change what a tool can reach and do. NIST’s tool-use discussion also organizes tool considerations around functionality, access patterns, risk, reliability, modality, and monitoring.
Limit the data as well as the tool
Read-only does not mean harmless or automatically appropriate. An agent that cannot change a source record may still expose information through its response, retrieve material unrelated to its task, or combine separate records into a revealing result. The useful boundary is therefore not just “read-only”; it is which information can be read, for which purpose, and what the agent may do with it afterward.

When defining a data boundary, consider:
- Purpose: State the task the access supports. If a field or resource has no clear connection to that purpose, leave it out.
- Scope: Prefer particular records, collections, or application areas over a broad account-level grant when the task can be completed with less.
- Fields: Where the system supports it, expose only the fields needed for the task rather than every available detail in each record.
- Derived information: Decide how to handle summaries, inferences, and answers that combine multiple records. Several individually permitted facts can produce a more sensitive result together.
- Destination: Consider where retrieved information or agent-generated output can go, especially when the agent can pass data to another tool or system.
The aggregation question deserves an explicit policy. NIST’s 2026 concept paper identifies the classification and authorization of aggregated responses as an open issue. That is a design concern under discussion, not a settled universal solution. An organization should decide whether access to source records also authorizes the agent to produce a combined result, and whether that result needs its own handling rules. The NIST/NCCoE concept paper frames agent identity and authorization topics for project development and stakeholder feedback.

Scale controls to the risk of an action
Two tools with similar names can have very different consequences. A browser configured to retrieve information is not equivalent to one that can submit forms or alter account settings. A coding agent limited to reading files is not equivalent to one that can modify and run code in a consequential environment. Evaluate the actual capabilities and deployment, not just the tool category.
NIST’s tool taxonomy highlights risk dimensions including action severity, statefulness, reversibility, reliability, and the observability available for monitoring. These dimensions help determine how much authority and oversight are appropriate:

- Severity: What harm could occur if the action is mistaken, misused, or taken in response to misleading instructions?
- Statefulness: Does the action change a system or create effects that remain after the interaction?
- Reversibility: Can the change be undone reliably, and what would recovery require?
- Reliability: How likely is the tool to carry out the intended action correctly in this environment?
- Observability: Can a reviewer see what the agent requested, accessed, and changed?
As severity and persistence rise, or reversibility and observability fall, the case for tighter boundaries and stronger oversight becomes more important. That can mean keeping an action unavailable, limiting it to a specified operation, or requiring human review at the point where a consequential change would occur. These are risk-based design choices; the cited NIST materials do not prescribe one approval workflow for every deployment.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Make the agent’s identity and delegated authority explicit
An access rule is difficult to review if the system cannot distinguish an agent’s activity from a person’s or another process’s. Give the agent an identifiable identity, and connect its permission to the authority actually delegated by the person or organization it serves. The authorization should make clear whose authority is involved, what task it covers, and which actions fall within it.
NIST’s February 2026 concept-paper announcement says agents may access diverse data sets, tools, and applications, and identifies appropriate identification and authorization controls as necessary considerations. The related concept paper raises questions about authentication, dynamic authorization, proof of authority, delegation, and binding agent identity to human authorization. It also discusses auditing, non-repudiation, and prompt-injection controls. These are issues the project puts forward for development and feedback, not finalized universal solutions. NIST’s announcement on agent identity and authority describes the project context.

In practice, avoid treating a human’s broad credentials as a substitute for an agent’s own authorization boundary. A system should be able to determine which agent made a request and what delegated permission applied to it. If an agent’s task, tools, or context changes, review whether the old grant still fits rather than assuming an earlier approval covers new capabilities.
Put the decision into a reviewable process
A compact access review can turn the principles above into a deployable rule. Record the decision in terms that administrators and reviewers can verify, rather than relying on a vague label such as “trusted agent.”
- Describe the task. State what the agent is expected to accomplish and identify the specific resources necessary to do it.
- Specify permitted operations. Mark separately whether it may read, make defined changes, or write more broadly. Do not infer write authority from permission to read.
- Check the data boundary. Remove unrelated resources and fields. Decide whether the task permits combined outputs derived from multiple records.
- Assess the environment and consequences. Identify whether the agent interacts with trusted or untrusted resources, how severe and persistent an error could be, whether effects can be reversed, and what can be monitored.
- Bind access to identity and authority. Record which agent is making the request and whose authorization supports the task.
- Define oversight and records. Decide which requests, accessed resources, and consequential actions need to be logged or reviewed, and how the activity can be attributed.
- Revisit the grant when conditions change. Review permissions when the task, available tools, or operating context changes, or when the existing boundary no longer matches the work.
For each grant, a useful record can capture the agent identity, authorizing person or organization, purpose, resource scope, allowed operations, applicable conditions, and monitoring expectations. This gives a reviewer something concrete to compare with actual behavior and makes it easier to narrow or remove a permission that is no longer needed.

What NIST guidance does—and does not—settle
The sources support least privilege, attribute-based authorization, explicit consideration of tool risk, and attention to identity and auditability. They do not establish a fixed inventory of data categories every agent may access, nor do they define one permission scheme that fits all tools and deployments.
NIST SP 800-205, finalized in June 2019, is general access-control guidance. NIST’s August 2025 tool-use article provides examples and a way to think about agent tools, while the 2026 identity-and-authorization concept paper raises questions for project development and stakeholder feedback. Separately, the NIST Control Overlays for Securing AI Systems project describes an ongoing effort; its project page, updated January 8, 2026, includes proposed single-agent and multi-agent use cases rather than a completed agent-specific control baseline. The AI Agent Standards Initiative announcement provides broader initiative context, not a replacement for an organization’s own task- and risk-specific access decision.
The practical answer is to grant the smallest combination of data and operations that allows the assigned task to succeed, identify the authority behind that grant, and match oversight to the consequences of misuse or error. Review the boundary as the agent’s work and capabilities evolve.
