There is no single data-centre noise limit that applies near every home. The enforceable number, if one exists, depends on the country, state or council; the zoning or planning approval; any environmental permit; the measurement location; the sound metric and averaging period; and whether the assessment covers daytime or night-time operation. A reading only has legal meaning when it is compared with the correct local rule and method.
The examples below show why you must identify the authority and site before treating a decibel figure as a limit. They also explain how to interpret measurements, account for low-frequency or tonal noise, and make a complaint that reaches the body able to act.
Why data-centre limits vary
Noise from a data centre can be regulated through several routes rather than one dedicated national standard. A zoning ordinance may set a maximum at a residential property line. A planning approval may impose a site-specific condition. An environmental permit may require an acoustic assessment and a noise-management plan. A general statutory duty may prohibit unreasonable noise without stating one universal decibel value.

A planning department may control building design and operating conditions; a zoning-enforcement office may investigate a property-line violation; an environmental regulator may enforce permit or nuisance duties; and a council may have powers under local environmental law. Before comparing a measured level with a number, identify the facility’s jurisdiction, zoning district, permit and the agency that issued or enforces them.

Published examples (not interchangeable limits)
| Location | Rule or guidance | Number or test | What it means |
|---|---|---|---|
| Loudoun County, Virginia | County noise information describing the zoning ordinance | 55 dBA at the receiving property line for residential properties | A county example; verify the current ordinance, zoning district and site facts before applying it to a dispute. |
| South Carolina | 2025–2026 Bill 902 text | 60 dBA Leq from 7 a.m. to 10 p.m.; 50 dBA Leq from 10 p.m. to 7 a.m., measured at a boundary with residential property | Proposed bill text, not a statement of current law unless enactment and status are confirmed. |
| England | Environment Agency noise-advisory-tool guidance | No universal data-centre number; the tool considers night operation, distance, receptor setting and other factors | The tool can indicate whether an assessment and management plan may be requested. Its output is not legally determinative. |
| Victoria, Australia | EPA Victoria data-centre guidance | Compliance with the general environmental duty and unreasonable-noise duty | A duty-based framework rather than one numeric value quoted on the data-centre guidance page. |
| Fairfax County, Virginia | September 2024 zoning amendment and related county information | Noise studies required in relevant cases | Check the actual ordinance, application type and site conditions; the county information does not establish one number for every facility. |
These figures cannot be averaged into a “typical” limit. They use different legal instruments, locations and metrics. A 55 dBA receiving-line rule is not directly comparable with a 60 dBA Leq boundary proposal, and neither tells you what an English permit or Victorian duty requires.
How to interpret a noise limit correctly
1. Confirm the measurement point
“At the property line” is not a universal location. A rule may specify the receiving residential property line, the nearest dwelling, a noise-sensitive receptor, the data-centre site boundary or another surveyed point. Loudoun County describes its 55 dBA value at the receiving property line. South Carolina Bill 902 specifies a boundary with residential property. A reading taken beside a generator, on a roof or inside a bedroom cannot be compared with either figure unless the rule expressly uses that location.
2. Identify the metric and averaging period
dBA is an A-weighted sound level, but the weighting alone does not describe the test. Leq is an equivalent continuous sound level averaged over a stated interval. The applicable rule may also require a measurement duration, time weighting, calibration, tonal correction or other adjustment. Never compare an instantaneous phone reading with a limit expressed as Leq over an hour or another defined period. Use the method in the ordinance, permit or regulator’s instruction.

Day and night often have separate limits or risk assessments because background sound generally falls after dark. Bill 902 proposes 7 a.m.–10 p.m. daytime and 10 p.m.–7 a.m. night-time periods. The Environment Agency’s English noise advisory tool defines night as 11 p.m.–7 a.m. Those windows are jurisdiction- or tool-specific, not a common international definition. A site can comply during the day yet create a night-time impact when the same equipment is operating against a quieter background.
4. Check for tones and low frequencies
A-weighted measurements can under-represent a persistent low-frequency hum or a tonal buzz. Loudoun County warns that dBA generally does not capture low-frequency noise or discomfort from steady tonal sounds. Cooling equipment, mechanical systems, HVAC plant, backup generators and on-site energy systems can produce these characteristics. If residents describe a noticeable hum or whine but a single dBA reading appears modest, the result does not automatically disprove the complaint. The applicable rule may require a specialist assessment or additional analysis.

5. Account for context and masking
England’s guidance asks assessors to consider the distance to homes, whether the setting is rural, suburban or urban, existing background sound, proposed homes in the planning system, containment and other major noise sources that may mask or compound the data centre. A level that is acceptable beside a busy road may be intrusive in a quiet rural setting. Context does not replace a numeric condition, but it can determine whether an assessment, mitigation or management plan is required.
What the main jurisdictions say
Loudoun County, Virginia
Loudoun County’s official Data Centers: Noise & Air Quality Concerns page says the zoning ordinance sets a maximum of 55 dBA at the receiving property line for residential properties. The page identifies cooling, mechanical systems, HVAC, backup generators and on-site energy systems as possible sources. It also explains the limits of dBA for low-frequency and tonal sound.

For an individual site, verify the current ordinance text, the applicable zoning district, any approved development conditions and the exact receiving location. The county says zoning enforcement responds to complaints and collects data when it assesses suspected noise violations. A complainant should therefore provide the address, dates and times, operating conditions and any recordings or meter logs, then ask the county which enforcement procedure and measurement method apply.
South Carolina
Bill 902 in the 2025–2026 legislative session proposes that data centres meet 60 dBA Leq from 7 a.m. to 10 p.m. and 50 dBA Leq from 10 p.m. to 7 a.m., measured at a property boundary with residential property. The text also proposes baseline monitoring before operation, a check within six months and monitoring every three years thereafter, with possible case-by-case adjustments.
Those provisions are proposals in bill text. Do not describe the figures as binding South Carolina law unless you have checked the bill’s current enactment and effective status. The bill says data centres shall implement reasonable measures to minimize noise, vibration and light impacts on surrounding communities. Proposed measures include acoustic barriers or enclosures, lower-noise equipment, strategic building orientation, vegetative buffers where practical and regular maintenance. Their legal force depends on enactment and any later rules.

England
The Environment Agency’s noise and vibration risk-assessment guidance applies its data-centre discussion to backup energy generation and associated infrastructure, not automatically to every source across a campus. The advisory tool considers night operation, facility size, distance to existing or proposed residential receptors, receptor setting, containment and other major noise sources.
The tool can indicate whether an applicant may be asked for a noise impact assessment and noise-management plan. Its result is advisory, not a legally binding limit, and the guidance says it does not replace site-specific professional judgment. Emergency backup-generation operating scenarios should not be entered into the tool. Permit officers can still require information about those systems through the wider application and assessment process.
The Environment Agency’s environmental-permit noise guidance says operators may need to act when circumstances change, such as homes being built closer to a facility. Persistent unacceptable impacts can result in reduced or stopped operations under the permit framework.
Victoria, Australia
EPA Victoria’s data-centre guidance says every data centre must comply with environmental-protection obligations, including the general environmental duty and the unreasonable-noise duty. The page does not quote one universal numeric data-centre limit. EPA Victoria can advise on referred planning applications, but the planning authority makes the planning decision. Local councils also have enforcement powers for some environmental laws.
For a Victorian concern, determine whether the issue is a planning condition, an unreasonable-noise allegation or another environmental obligation. Contact the planning authority, council or EPA according to that classification, and retain evidence showing when the sound occurs and which equipment is operating.

Fairfax County, Virginia
Fairfax County says its September 2024 zoning-ordinance amendment established rules for where data centres may be built and how they are designed, and requires noise studies in relevant cases. The county’s Data Centers information does not establish one numeric threshold for every project. Review the adopted ordinance, the application’s type, approved conditions and the site’s receptor locations before assigning a limit.

- Locate the controlling documents. Search the planning approval, zoning case, environmental permit, variance and any noise-management plan. Note the issuing authority, effective date, site address and equipment covered.
- Read the test definition. Record the measurement point, metric, averaging period, time window, calibration requirements, weather limits and any tonal or low-frequency corrections.
- Map the receptors. Identify the nearest existing homes, approved future homes, schools and other noise-sensitive locations. A new development can change the assessment even if the data centre has not changed.
- Separate sources and operating modes. Log cooling plant, HVAC, generators, battery or energy systems, construction activity and alarms. Note whether the sound is continuous, intermittent, tonal or associated with testing.
- Document conditions consistently. Keep dated notes, weather, equipment status and time-stamped recordings or meter readings. Consumer meters can help establish a pattern, but they do not prove compliance unless they meet the local method.
- Ask for the correct assessment. If the complaint involves a hum or buzz, request a qualified acoustic assessment that addresses spectrum and tonality rather than relying only on one dBA value.
- Use the correct complaint channel. Send the evidence to the planning or zoning-enforcement office, environmental regulator or permit issuer identified in the documents. Ask what formal measurement, inspection and appeal steps apply.
Mitigation and operating controls
Where an assessment identifies an impact, controls should target the source and the path to homes. Measures listed in the South Carolina proposal include acoustic barriers or fully designed enclosures, quieter equipment, orienting buildings and plant to shield receptors, vegetative buffers where practical and preventive maintenance. Similar engineering principles can be required through planning conditions or permits elsewhere, but the enforceable measure must come from the local approval or law.
Operators should examine fan and compressor tones, generator testing schedules, enclosure ventilation, reflected sound from hard surfaces and changes caused by added equipment. A management plan can set inspection intervals, response times, operating restrictions and follow-up measurements. In England, permit guidance allows regulators to revisit controls when nearby homes are added or other circumstances change.
Is the historical 55 dB EPA figure a legal limit?
No. The US Environmental Protection Agency’s 1974 report, Information on Levels of Environmental Noise Requisite to Protect Public Health and Welfare With an Adequate Margin of Safety, associates 55 dB Leq(24) outdoors in residential areas with interference with outdoor activity and annoyance. The report explicitly says its values are not standards and do not account for cost or feasibility. It is historical health-and-welfare guidance, not a data-centre permit limit and not a substitute for current local law.
What residents should expect from a complaint
An authority may first determine whether it has jurisdiction, then inspect the site, review permit conditions and require measurements using the prescribed method. A complaint is stronger when it identifies the receptor, dates, time window, sound character, suspected equipment and relevant planning or permit document. Recordings and consumer-meter results can support the chronology, but an agency may require calibrated measurements by staff or a qualified acoustician.
Possible outcomes range from no violation, to a request for mitigation, a revised management plan, a planning-condition enforcement notice or permit restrictions. The remedy depends on the legal instrument and the evidence; a single reading below a dBA threshold does not resolve a tonal or low-frequency issue that the rule measures differently.
