A useful data-center transparency report lets residents answer five questions: What exactly is being built or operated, how much electricity and water will it use, what local effects will people experience, who pays for related infrastructure, and whether promised benefits are actually delivered. It separates forecasts from measured results, explains methods and uncertainty, and keeps earlier reports available for comparison.
No single national template governs every project. Requirements depend on the host jurisdiction, permits, utility rules and incentive agreements. The checklist below reflects current policy guidance from Innovation, Science and Economic Development Canada, ERCOT, Maryland, the Federation of American Scientists and the Bipartisan Policy Center; local law may require more or less.
What a transparency report is supposed to do
A report is not a sustainability brochure. It is a public record that connects a facility’s physical operations with neighborhood impacts, public costs and contractual commitments. A proposal should publish expected impacts before approval; an operating site should publish measured performance afterward. Those are different kinds of evidence and should never be blended into one number.
Every figure needs a reporting period, geographic boundary, unit, baseline and method. Label each value as projected, measured, estimated or independently verified. Explain material assumptions such as occupancy, expansion phases, weather, drought conditions, backup-generator hours and the portion of shared infrastructure assigned to the project. Keep prior reports online so residents can see trends rather than a sequence of unconnected snapshots.

“They must provide clear, project-appropriate and independently verifiable information on expected local impacts, including power and water use, infrastructure requirements, sound and emissions.”
1. Identify the project and reporting boundary
Start with enough detail for a resident to know which facility the numbers describe and who is accountable.
- Facility name, street location, host municipality and other relevant jurisdictions.
- Developer, operator, parent company, controlling interests and anchor tenant when disclosed.
- Current phase, approved capacity, buildings included, planned expansions and target in-service dates.
- A map or written description of the reporting boundary: buildings, substations, generators, water systems, substations, roads and other related infrastructure counted in the report.
- Reporting period and publication date, with a clear statement of whether data covers construction, commissioning, normal operations or an outage period.
- A named community contact, postal or electronic contact method, and a public channel for questions and comments.
Ownership and control matter because a community needs to know which entity can correct a problem. If several tenants share a campus, the report should show campus totals and explain how tenant-level figures are allocated.
2. Show electricity demand, supply and grid consequences
Electricity information should distinguish the facility’s maximum demand from the energy it actually consumes. A one-hour peak and a full year of consumption answer different questions.
| Disclosure | What readers need to see |
|---|---|
| Peak demand | Forecast and actual maximum demand, with the date or operating conditions that produced each value. |
| Annual consumption | Forecast and actual electricity use for the stated period, with units and the campus boundary. |
| Energy sources | Utility supply, contracts, renewable purchases or other sources, including the accounting method used for claimed attributes. |
| On-site generation | Generators, batteries or other generation; rated capacity, fuel, operating hours and whether equipment is routine, standby or emergency-only. |
| Grid infrastructure | New substations, transmission or distribution upgrades, interconnection status, construction schedule and which party funds each item. |
| Public assistance | Energy or infrastructure grants, tax benefits and other assistance, identifying recipient, amount, duration and conditions when public records permit. |
ERCOT’s 2026 request for information specifically asks qualifying developers about grid-power dependence, on-site generation, water, cooling, noise, light, traffic, ownership and public financial assistance. Its submission deadline was October 12, 2026, with a report planned for December 10, 2026; those dates apply to that request, not to every data center.

Reports should explain whether a renewable-energy claim means electricity physically delivered to the site, a contract, a certificate or another accounting treatment. If the project relies on the grid during normal operation but uses fuel generators during outages, show both conditions and the emissions implications.
3. Account for water, cooling, wastewater and land
Water disclosures must identify both the source and the amount. A withdrawal, a discharge and water consumed through evaporation are not interchangeable.
Recommended Free Tools
- Water source, supplier and treatment status.
- Projected and actual withdrawals, consumption and discharge, by month or season when variability matters.
- Cooling technology, including air, evaporative, liquid or hybrid systems, and the conditions under which each operates.
- Drought, heat-wave and seasonal assumptions, plus curtailment or conservation procedures.
- Wastewater destination, treatment process, discharge limits, stormwater controls and reported compliance issues where applicable.
- Site acreage, impervious area, buffers, flood or habitat constraints and material mitigation measures.
A useful report shows water intensity in a way that can be checked: for example, total site consumption alongside workload or facility activity, if that denominator is defined. Do not present a favorable intensity metric without also showing total withdrawals, because a larger campus can reduce intensity while increasing its absolute demand.
4. Put neighborhood-scale impacts beside sustainability metrics
Residents experience a facility through sound, light, traffic and air quality as much as through annual energy totals. These categories belong in the same public report.
Air emissions and backup generation
List routine and backup equipment, fuel types, permitted pollutants, operating hours, monitoring data and permit limits. Explain how often generators are tested, what triggers non-emergency operation and how emissions are calculated. If monitoring is unavailable, say so and identify the permit or study that governs the equipment.

Noise and light
Provide measurement locations, dates, times, weather conditions, instruments or methods, applicable limits and complaint records. Distinguish daytime, nighttime and tonal or low-frequency issues when the method allows. For lighting, describe fixture locations, operating schedules, shielding and any mitigation promised in approvals. The Federation of American Scientists identifies noise-level testing and community-benefit reporting as practical local-government requirements; Maryland’s 2026 executive order also treats noise and lighting as community-review topics.
Traffic and emergency services
Report construction and operating vehicle counts, delivery windows, routes, road upgrades, parking and incident-response arrangements. Include expected effects on fire, medical, police and hazardous-material services, along with training, equipment or staffing commitments. State whether the project reimburses those costs or whether taxpayers do.
5. Make public costs and benefits auditable
“Investment” is not the same as a net fiscal benefit. A credible report separates gross construction spending from recurring tax revenue, incentives, service costs and infrastructure obligations.
| Topic | Required distinction |
|---|---|
| Taxes and incentives | Expected and actual taxes by type, exemptions or abatements, duration, eligibility conditions and payments received. |
| Infrastructure | Capital and operating costs for roads, utilities, grid work, water and emergency services; identify the payer and repayment terms. |
| Jobs | Construction versus permanent operations jobs, duration, occupation, wage or wage standard when available, and direct versus contractor positions. |
| Local access | Local hiring, apprenticeships, training seats, completion rates and procurement from local or Indigenous businesses where commitments exist. |
| Community benefits | Promised amount, money actually allocated and spent, recipient or project category, delivery date, responsible party and remedy for missed commitments. |
Use plain-language assumptions for a projected net benefit: time horizon, discounting if used, expected staffing, tax treatment, public-service costs and what happens if an expansion is delayed or canceled. The Bipartisan Policy Center asks whether the projected net economic and fiscal benefit has been communicated to the host community in plain language. That question should be answered directly, not buried in an economic-impact appendix.
Construction jobs can disappear when building ends, while operations jobs may be fewer but longer-lived. Report them separately, include job quality information when available and compare results with the original commitment.

6. Track commitments instead of merely listing them
Community-benefit agreements, permit conditions and development promises need a status register. For each commitment, show the baseline, target, deadline, current result, evidence and corrective action. Include successor obligations if ownership changes and explain who has authority to enforce them.
Maryland Executive Order 01.01.2026.16 calls for project information, demand and water details, an energy plan, commitments, annual reporting and public comments in its dashboard and review approach. The order is a Maryland policy example, not a universal rule. Other jurisdictions may use permits, agreements or separate agency reports instead.
7. Explain methods, verification and uncertainty
Readers should be able to reproduce or challenge the numbers. A methods section should identify meters, sampling locations, calculation formulas, estimation periods, data exclusions and quality checks. State whether figures are audited, reviewed by an engineer, verified by an independent assessor or supplied by the operator without external verification.
- Define every unit and acronym.
- Describe the baseline year and explain any change in boundary or equipment.
- Mark missing, estimated or confidential data instead of silently substituting zero.
- Explain how shared substations, treatment plants, roads and emergency services are allocated among neighboring facilities.
- Publish corrections with the original figure, revised figure, date and reason for change.
Independent verification should be proportionate to risk. Energy and water meters, emissions tests, noise surveys and financial disbursements may require different reviewers. A statement that data are “verified” is incomplete unless the report names the verifier, scope and period.
8. Compare alternatives on the same basis
When officials or residents are comparing sites, designs or expansions, place the options in one table rather than issuing separate promotional summaries.

| Comparison field | Questions to standardize |
|---|---|
| Energy and grid | Peak MW, annual MWh, supply sources, on-site generation and required grid upgrades. |
| Water | Source, withdrawals, consumption, cooling system, wastewater and stormwater controls. |
| Local environment | Emissions, noise, light, traffic, emergency demand and cumulative effects with nearby facilities. |
| Public finance | Assistance and infrastructure costs compared with realized taxes and other benefits. |
| Workforce and commitments | Construction and permanent jobs, training access, procurement and progress against community promises. |
Every column must use the same geographic boundary, baseline, units, measurement method and reporting period. The current policy sources identify these categories but do not establish one universal measurement protocol; a comparison that mixes boundaries or years can look precise while being misleading.
9. How residents can test a report
- Confirm identity and scope. Check the address, owner, phase, buildings and infrastructure included.
- Separate forecast from performance. Look for measured values, meter periods and explanations of variance from the original projection.
- Follow resources to their source. Trace electricity and water from supplier to site, then check cooling, discharge and backup operations.
- Look for local exposure. Find monitoring locations, nighttime data, traffic routes, complaints and emergency-service effects.
- Reconcile money. Compare incentives and public spending with tax receipts, service costs and the timing of community-benefit payments.
- Check accountability. Identify the contact, verifier, next publication date, complaint process and remedy for missed commitments.
10. Common reporting failures and fixes
- Only projections are published: add annual measured results and a variance explanation.
- Campus totals hide tenant differences: publish the campus total and a documented allocation method.
- Water is reported without a source: identify the utility, watershed or other source and seasonal assumptions.
- “Green” power obscures grid dependence: show physical demand, procurement instruments and on-site generation separately.
- Investment claims omit public costs: list incentives, infrastructure spending, service demands and net assumptions.
- Jobs are counted once at groundbreaking: distinguish temporary construction work from ongoing positions and report retention.
- Complaints are summarized vaguely: provide dates, category, location, response and whether the issue was resolved.
- Reports disappear after an update: maintain an archive with version dates and corrections.
What differs by jurisdiction
Canada’s Responsible Data Centre Development Principles provide a federal framework emphasizing local engagement, lasting benefits and independently verifiable information. ERCOT’s RFI applies to qualifying developers pursuing ERCOT interconnection. Maryland’s executive order establishes a state dashboard and review provisions. New Jersey announced legislation and community resources on August 27, 2026, while Massachusetts Executive Order No. 650 includes annual-reporting guidance for projects above 25 MW within its permitting framework. These examples show policy direction, not a single binding national requirement.
Before labeling an item legally mandatory, check the current statute, agency rule, permit, interconnection agreement and incentive contract for the specific site. A voluntary disclosure can still be valuable, but it should be labeled voluntary and should not be presented as proof of regulatory compliance.
A practical publication schedule
Publish a baseline report before major approval or construction, update it during construction when traffic and land disturbance change, and issue at least an annual operating report on a predictable date. Publish event-driven updates after major expansions, ownership changes, prolonged outages, permit violations or material changes in water or grid demand. Keep the archive, methods and contact information with every edition so a resident can compare like with like.
The strongest report is specific enough to audit and readable enough for a non-specialist. It pairs expected and actual impacts, shows where resources and public money flow, measures neighborhood conditions and records whether benefits arrive. That combination turns transparency from a promise into an ongoing accountability system.
