Data-center growth can place a very large, continuous demand on a particular electricity network and water system, but the effect is not automatic or identical everywhere. The outcome depends on the facility’s requested load and ramp schedule, available utility capacity, required grid upgrades, rate terms, cooling design, water source, discharge plan, climate, and drought conditions. National forecasts show why the issue matters; only local utility, regulator, water-provider, and project documents can show whether a specific proposal changes reliability, infrastructure costs, household rates, or water-system risk.

How large is data-center electricity demand?

The latest national estimate from Lawrence Berkeley National Laboratory and the U.S. Department of Energy (DOE), published in 2025, puts U.S. data-center electricity use at 192 terawatt-hours (TWh) in 2024. That was about 4.7% of total U.S. electricity consumption. The same report models substantially higher use by 2030, but its figures are scenarios rather than guaranteed outcomes.

Measure Value How to interpret it
U.S. data-center electricity use, 2024 192 TWh Estimated national consumption; about 4.7% of U.S. electricity use (LBNL/DOE, 2025)
2030 Reference Case 649 TWh Modeled estimate equal to 11.8% of forecast U.S. electricity use (LBNL/DOE, 2025)
2030 compounded uncertainty range 521–843 TWh Equivalent to 9.5–15.3% of forecast U.S. electricity use (LBNL/DOE, 2025)
Coverage Servers, storage, networking, and facility infrastructure Cryptocurrency mining is outside this report’s scope

The report uses a bottom-up model. It combines information on planned shipments of information-technology equipment, modeled energy use for those devices, cooling-system simulations, and the types and locations of facilities. Changes in equipment shipments, utilization, cooling performance, or construction schedules can therefore move the estimate. Treat the Reference Case as a planning assumption, not a promise that the United States will reach exactly 649 TWh.

Why a national number does not predict your local grid

Electricity systems experience data centers as geographically concentrated loads. A national percentage can rise while a particular utility has adequate capacity, or remain modest while one transmission corridor faces a difficult interconnection. The practical question is whether the requested facility load arrives where and when the local system can serve it.

Load size and operating pattern

Operators normally request a maximum electrical capacity and a schedule for bringing equipment online. A site that reaches its full demand quickly can create different planning requirements from one that ramps over several years. Continuous computing loads also differ from flexible industrial demand that can curtail during system emergencies. Ask for the contracted peak megawatts, expected average demand, ramp milestones, and any interruption or demand-response commitments.

Generation, transmission, and distribution work

Serving a new campus may require more than a connection at the property boundary. Utilities can study new generation, substations, transformers, distribution feeders, and high-voltage transmission. The interconnection study should identify which facilities must be built, their expected completion dates, and what happens if the data center’s load arrives before those upgrades. A project can be physically connected yet still depend on broader network work to maintain reliable service under contingencies.

Reliability and resource adequacy

Utilities and regulators must determine whether enough firm capacity and energy will be available during peak conditions, including heat waves, cold snaps, drought-related generation limits, or unexpected plant outages. DOE’s large-load rate-design work identifies resource-adequacy risk as a central issue when very large customers grow faster than planned supply. A credible plan should show how the utility will meet the added demand, not merely state that a connection is technically possible.

Who pays for upgrades?

Large-load proposals raise three related financial questions: which facilities are assigned directly to the customer, which costs are spread across the utility’s customer base, and what happens if the promised load is delayed or never materializes. DOE highlights fair cost allocation and stranded-investment risk. The answer is controlled by the utility tariff, commission decisions, special contracts, security or exit provisions, and the project’s interconnection agreement.

It is therefore inaccurate to say that a data center automatically raises every household’s bill. Rates could be affected if system costs are broadly allocated, but a project may also pay for dedicated facilities or produce revenue that helps cover shared costs. Read the applicable tariff and regulatory filings before drawing a conclusion.

What data centers do to water supplies

There is no single water-use figure that applies to every data center. Cooling architecture, information-technology heat load, weather, operating temperatures, equipment efficiency, treatment choices, and the source of water all matter. A facility using mostly air cooling in a cool climate can have a very different water profile from one relying on evaporative cooling during hot periods.

Cooling towers: evaporation and blowdown

In a cooling tower, heat is rejected by evaporating some of the circulating water. Minerals become concentrated as water evaporates, so operators drain a portion of the loop as blowdown and replace it with makeup water. Evaporation and blowdown are distinct components of consumption and discharge. Higher heat loads generally require more heat rejection; tower efficiency and the number of cycles of concentration influence how much makeup water is needed.

Water usage effectiveness

DOE’s Federal Energy Management Program defines water usage effectiveness (WUE) as annual site water use divided by annual information-technology equipment energy use, measured in liters per kilowatt-hour:

WUE = annual site water use (liters) ÷ annual IT equipment energy use (kWh)

WUE is a facility-level metric, not a universal allowance or a guarantee of low community impact. A proposal should state the measurement boundary, whether the value is modeled or measured, the period covered, and whether it includes potable makeup water, reclaimed water, treatment losses, and other site uses. Annual averages can also hide high summer or peak-day demand that matters to a constrained water system.

Water source, treatment, and discharge

Ask whether makeup water will be potable, reclaimed, industrial, storm-derived, or another permitted source. Reclaimed water can reduce pressure on drinking-water supplies, but it still requires treatment, pipelines, storage, and dependable quality. Cooling blowdown may need pretreatment and a permitted discharge route. A project that reports low withdrawals but sends a substantial treated stream to a wastewater plant still creates capacity and operating obligations for that plant.

Drought and seasonal risk

Annual consumption should be paired with a drought-contingency plan. Important details include the maximum daily and monthly demand, curtailment triggers, backup water sources, storage, cooling changes during restrictions, and which users receive priority when supplies are tight. The local water provider must confirm that treatment and delivery capacity exists during the same hot, dry periods when cooling demand can be highest.

Electricity and water trade-offs in cooling design

Reducing water use can require more electricity, capital, or operational complexity. DOE guidance describes several measures that must be evaluated together rather than treated as universal solutions.

  • Temperature and humidity controls: Widening acceptable operating ranges can reduce mechanical cooling, but the facility must remain within equipment limits.
  • Hot-aisle and cold-aisle separation: Better airflow management prevents cooled and heated air from mixing, improving cooling efficiency.
  • Outside-air economizing: In suitable weather, outdoor air can provide cooling with less mechanical energy; hot, humid, dusty, or polluted conditions may limit its use.
  • Cooling-tower cycles of concentration: Operating at higher cycles can reduce blowdown and makeup water, subject to mineral buildup, corrosion, and treatment constraints.
  • Treated-water reuse: Reusing suitable water can lower potable demand, while reverse-osmosis treatment may add energy use, concentrate disposal, and maintenance requirements.

The right design is site-specific. A water-saving measure can shift impacts to electricity use or treatment; an energy-saving measure can increase withdrawals. Require the operator to show the assumptions and trade-offs for normal, peak, and drought conditions.

How to evaluate a proposed data center in your area

Use the following sequence when reviewing a planning application, utility filing, environmental document, or public meeting presentation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Identify the load request. Record requested peak megawatts, expected average demand, construction phases, energization dates, and the ramp schedule.
  2. Read the interconnection study. Look for required substations, transformers, transmission lines, distribution work, network upgrades, contingency assumptions, and completion dependencies.
  3. Check the supply and reliability plan. Determine which generation or purchased resources will serve the load, how firm capacity is demonstrated, and what happens during system emergencies.
  4. Find the rate and cost-allocation terms. Determine deposits, minimum bills, take-or-pay obligations, exit charges, ownership of dedicated facilities, and treatment of common network costs.
  5. Document the cooling system. Record the cooling technology, design conditions, expected WUE, measurement boundary, annual use, peak-day use, and assumptions about equipment density.
  6. Trace the water path. Identify the source, treatment provider, delivery infrastructure, blowdown destination, discharge permit, and wastewater capacity.
  7. Test extreme conditions. Ask how the project performs during heat waves, drought restrictions, low river flows, outages, and delayed grid upgrades.
  8. Compare commitments with enforceable documents. Separate binding permit or tariff conditions from estimates, targets, and statements made at public meetings.

A side-by-side framework for competing proposals

When two or more sites or designs are under consideration, compare the same fields. A project with a smaller nameplate load may still have higher peak water demand, while a larger project may offer stronger cost protections or reclaimed-water infrastructure.

What residents can reasonably conclude

National projections establish that data centers could become a much larger share of U.S. electricity use, but they do not establish a particular town’s bill, outage risk, aquifer condition, or municipal-water balance. Those conclusions require local evidence: the utility’s load forecast and supply plan, commission filings, interconnection records, tariff or special-contract language, the water provider’s capacity analysis, and the project’s cooling and consumption disclosures.

Public agencies should publish peak as well as annual figures, identify who owns and pays for each upgrade, and explain the assumptions behind demand forecasts. Residents can ask for the same information in writing and compare it with adopted water plans, drought rules, and reliability standards. If a document gives only a national percentage or an annual average, it has not answered the local-impact question.

The practical bottom line

Data-center expansion is a planning and cost-allocation issue as much as a technology issue. Electricity effects depend on concentrated load, timing, interconnection work, available firm supply, and the governing rate. Water effects depend on cooling design, heat load, climate, WUE, source, discharge, and drought capacity. Neither higher household bills nor blackouts follows automatically from construction, and neither a low annual water figure nor a national forecast proves local safety. A defensible judgment comes from matching the project’s peak demands and enforceable commitments with the utility’s grid plan and the water provider’s real capacity.
