Security and fraud teams can share information when it is necessary for a defined fraud-prevention purpose, lawful in the relevant jurisdiction, and protected with controls proportionate to its sensitivity. There is no universal field list: the right dataset depends on the decision the fraud team must make, the people and systems involved, and whether a less intrusive signal would work.
The practical rule is to share the smallest reliable set that supports that decision, document the purpose and responsibilities, secure the transfer and access, set a deletion point, and give people a way to challenge or correct harmful errors.
Start with a defined fraud decision
A security data lake is not a fraud-data export. Before anyone moves records, write the decision the receiving team needs to make: for example, whether an account needs an extra verification step, whether a payment should be held for review, or whether a suspected scam pattern should be investigated. A field belongs in the exchange only when it materially supports that decision.

Describe the use case and the data flow
Record who generates the signal, where it is stored, who receives it, which systems will use it, and what happens after the fraud decision. Include onward disclosures, human review, automated scoring, and any return feed to security. A simple flow diagram often reveals that a platform, contractor, or analytics service would receive the information and therefore needs its own review.

Assign legal roles before sharing
Determine whether each organization is acting as a controller, processor, or another legally recognized role for each processing activity. The recipient must identify its own lawful basis and safeguards; the sender’s justification does not automatically cover the recipient’s use.
In the United Kingdom, the Information Commissioner’s Office (ICO) says a lawful basis must be identified before personal information is shared. Private-sector fraud-prevention examples can include legitimate interests, consent, or contract performance, but the choice depends on the facts. A legitimate-interests assessment should document the purpose, why the disclosure is necessary, and how the organization’s interest balances against people’s rights and reasonable expectations. Criminal-offence information and special-category information require additional legal analysis and an applicable condition.
Assess risk and document the arrangement
Carry out a data-protection impact assessment (DPIA) when processing is likely to be high risk. The ICO also describes a DPIA as good practice for major disclosure projects and routine sharing even when a high-risk trigger is not obvious. For an ongoing exchange, use a data-sharing agreement that states the purpose, permitted fields, operational process, security requirements, retention, incident contacts, audit rights, and each party’s responsibilities.

The ICO does not prescribe a universal list of fields. Instead, apply a purpose-and-necessity test to every category. Its example describes a telecom or digital platform sharing information that a person may have been exposed to a scam with a bank, allowing the bank to assess risk and consider additional checks. That example is a pattern, not permission to collect or distribute every security signal.

| Possible information category | Fraud decision it could support | Questions to answer before inclusion |
|---|---|---|
| Scam-exposure or compromise signal | Whether to warn a customer, pause a risky action, or add verification | What evidence produced the signal? How current is it? What confidence or status can be supplied without exposing unnecessary investigative detail? |
| Fraud report, case status, or outcome | Whether a related transaction, account, or identity needs review | Is the report confirmed, suspected, or closed as unfounded? Who may see that distinction, and how will corrections be propagated? |
| Limited identity attributes | Matching a person or account to the correct case or applying a step-up check | Which attributes are strictly needed for matching? Can a token, pseudonym, or one-time reference replace a direct identifier? |
| Security event summary | Prioritizing investigation or deciding whether an action needs stronger authentication | Can a risk label, time window, and source be shared instead of raw logs, message content, credentials, or full telemetry? |
| Decision-support metadata | Helping analysts interpret a signal consistently | What is the signal’s age, reliability, source, and expiry? Is the recipient able to understand its limits? |
These categories are illustrative. They are not a blanket authorization to exchange identity, account, device, network, or investigative data. For each field, write down the fraud decision it supports, why it is necessary, how accurate and current it is, whether a less intrusive signal would work, who receives it, and how long it is needed. If the answer is unclear, leave the field out or redesign the workflow.
Prefer a signal over a data dump
A fraud team may need to know that a reliable, recent scam-exposure indicator exists, not the entire security investigation behind it. Send a bounded status, confidence or expiry value where that is enough. Privacy-enhancing technology can reduce the personal information disclosed; assess whether tokenization, pseudonymization, matching inside a controlled environment, or another privacy-preserving method can achieve the same result.
Protect the exchange from end to end
Minimize use and prevent function creep
State the permitted purpose in the agreement and technical design. Use the information only for that purpose unless a compatible, consented, or otherwise authorized reuse is established under applicable law. Separate fraud signals from unrelated security investigations, employee monitoring, marketing, and model-training datasets. Tag records with purpose and retention metadata so downstream users can enforce the boundary.

Assess sensitivity, volume, urgency, and the risks of interception or misdelivery. Written procedures should name approved channels and standards. ICO security-audit examples include encrypted email and Secure File Transfer Protocol (SFTP), but the suitable method depends on the data and threat model. Verify any intermediary platform’s security, subcontractors, hosting locations, access model, logging, and deletion behavior before routing information through it. Never make an ad-hoc consumer mailbox or an unencrypted attachment the default path.

Control access and test it
Limit access to named contacts or agreed employee categories whose duties require it. Use role-based permissions, strong authentication, separate administrator access, and logs that record viewing, export, and changes. Review access when people change roles and test that revoked accounts and expired links no longer work. The Federal Reserve’s interagency guidance for financial institutions describes a risk-based assessment of authentication, access controls, encryption, monitoring, and response; it does not impose one universal encryption or authentication standard.
Protect storage and copies
Encrypt stored data where the risk warrants it, isolate fraud datasets from broad security archives, and control exports, screenshots, downloads, and analyst workspaces. Keep a register of production, backup, test, and disaster-recovery copies. Apply the same purpose and deletion rules to each copy, including extracts made for investigations or model validation.
Monitor partners and providers
Obtain security assurance before sharing and recheck it periodically and when systems, ownership, or subprocessors change. Evidence may include an independent assessment, penetration-test summary, incident history, access-control description, and recovery capabilities. Contracts should require cooperation with audits, prompt notice of suspected incidents, preservation of relevant evidence, and secure return or deletion at the end of the arrangement.
Build data quality, retention, and redress into the workflow
Label confidence and provenance
Fraud controls can harm people when an unverified alert is treated as fact. Attach the source, collection time, status, confidence or reliability information, and an expiry or review date. Distinguish suspected, confirmed, disproved, and unresolved cases. Give analysts instructions for resolving conflicting records and correcting an upstream error.

Set a defensible retention period
Keep information only while the documented fraud purpose requires it, subject to applicable legal or regulatory retention obligations. Define deletion or secure disposal for live systems, caches, exports, backups, and paper records. A periodic review should ask whether the decision still needs the field and whether an aggregated or de-identified result can replace it.
Provide notice and a route to challenge outcomes
Explain clearly how information is used, who may receive it, and how people can exercise applicable rights. Establish a process for correcting inaccurate records and handling a fraud-check failure. NIST SP 800-63A calls for documented failure practices and redress in its digital-identity context. A useful procedure identifies the case owner, preserves the original evidence, records the correction, notifies every recipient that acted on the bad record, and prevents an obsolete alert from silently reappearing.
Choose an exchange pattern deliberately
An internal workflow, a direct partner transfer, and a shared platform can all be appropriate. Compare them against the same control questions rather than assuming that one architecture is inherently safer.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems| Decision factor | Internal workflow | Direct partner transfer | Shared platform |
|---|---|---|---|
| Data minimization | Usually offers the finest control over fields and views. | Requires an explicit field contract and validation at the boundary. | Requires tenant, workspace, and API-level controls to prevent broad visibility. |
| Purpose and reuse | Enforce through internal roles and purpose tags. | Define permitted uses, onward sharing, and deletion in the agreement. | Check the platform’s data-use terms, administrator powers, analytics, and subprocessors. |
| Access and logging | Use existing identity, role, and monitoring systems. | Agree who may access, how they authenticate, and what logs each party retains. | Verify fine-grained permissions, export controls, immutable logs, and customer access to them. |
| Transfer and storage security | Keep data within approved internal zones where feasible. | Use an approved encrypted channel and validate recipient endpoints. | Assess encryption, key management, regional storage, isolation, and backup deletion. |
| Partner assurance | Apply internal security and privacy reviews. | Review the partner before launch and after material changes. | Review the provider and every relevant subprocessor or integration. |
| Incident response | Use one incident process and a clear escalation owner. | Set notification times, contacts, investigation duties, and evidence preservation. | Confirm how the provider detects, contains, and reports a tenant-specific incident. |
| Correction and redress | Provide one case-management route. | Define how corrections propagate across both organizations. | Verify that records, indexes, replicas, and scores can be corrected or removed. |
A practical implementation sequence
- Write the decision statement. Name the fraud action, affected population, decision owner, and acceptable delay or review path.
- Map the flow. Identify source systems, recipients, processors, platforms, storage locations, backups, and onward disclosures.
- Inventory candidate fields. For every field, record purpose, necessity, sensitivity, source, accuracy, age, confidence, recipient, and retention.
- Test a less intrusive design. Compare raw values with a risk label, token, aggregate, or controlled query. Keep the least revealing option that still works.
- Determine roles and lawful bases. Document each party’s role and legal analysis. In the UK, complete the legitimate-interests assessment when that basis is used and address any criminal-offence or special-category information separately.
- Complete the risk assessment. Use a DPIA where required and consider one for major or recurring sharing. Assess discrimination, mistaken matches, unauthorized access, re-identification, and downstream misuse.
- Sign the operating agreement. Specify fields, permitted purposes, access groups, channel, encryption expectations, retention, deletion, audit, incident reporting, and correction duties.
- Configure and test controls. Test authentication, authorization, logging, encryption, endpoint validation, exports, backup handling, deletion, and failure paths with realistic but controlled data.
- Launch with monitoring. Review volumes, false positives, access logs, stale records, complaints, and partner assurance. Set an owner and review date rather than treating launch as completion.
- Reassess after change. Revisit the decision when a new field, recipient, model, jurisdiction, platform, or incident is introduced. Suspend the feed if its purpose, security, or accuracy can no longer be demonstrated.
Jurisdiction and sector boundaries
The ICO material addresses the UK GDPR and Data Protection Act 2018 context and is marked for review following the Data (Use and Access) Act. Confirm the current UK legal position and any sector rules before relying on that guidance.

NIST SP 800-63A addresses digital identity proofing and related fraud-check, privacy-risk, partner-review, and redress practices. Federal Reserve interagency guidance concerns safeguards for customer information held by financial institutions and their service providers. The FTC business guide offers general practices for inventory, minimization, protection, disposal, and incident planning. None of these sources creates a universal permission for organizations outside its scope.
The General Services Administration’s Identity Fraud Detection Playbook, version 1.0.1 dated March 2026, is foundational guidance for federal identity-program managers on fraud techniques, detection, and mitigation. It is not a substitute for the law, a sector regulator’s requirements, or a documented decision about a particular data exchange.
Failure modes to catch before they cause harm
- “Send the whole log.” Replace the export with the smallest signal that answers the fraud question.
- One-sided legal approval. Require the recipient to document its own lawful basis, role, and safeguards.
- Unlabeled suspicion. Mark confidence, provenance, status, and expiry so an allegation is not treated as a fact.
- Permanent retention. Tie deletion to the decision’s need and include backups, extracts, and replicas.
- Unverified platform trust. Review intermediaries, subprocessors, access paths, storage, and incident obligations before use.
- Access without testing. Test permissions, revocation, logging, and export controls; do not rely on a policy document alone.
- No correction path. Give people and internal case owners a way to challenge an outcome and propagate fixes to every downstream recipient.
Responsible sharing is therefore a controlled decision process, not a standing entitlement to exchange security telemetry. As the ICO puts it: “When you approach data sharing in a responsible, fair and proportionate way, data protection law enables you to share personal information for mitigating scams and fraud.”
