An AI network operations agent should have a separate identity, read-only access to only the telemetry and configuration context required for its assigned task, and no routine ability to change network settings. Treat configuration and security-policy information as sensitive. If the agent is allowed to make changes, confine it to explicit, narrowly scoped actions with validation, audit logging, monitoring, and an approval path suited to the potential impact. There is no universal permission template: the exact scope depends on the network, the agent’s job, and the organization’s obligations.

Start with the task, not the data lake

Define the agent’s job before connecting it to network systems. “Monitor service health,” “triage an alert,” “find configuration drift,” and “remediate an outage” are different duties. Each requires a different set of data and authority. An agent that diagnoses a connectivity issue may need interface status and relevant flow or event data; it does not automatically need credentials or permission to alter routing policy.

For each task, write down the inputs the agent needs, the systems it must reach, the actions it may take, and what it must hand off to a person or another controlled workflow. Then grant the smallest set of permissions that supports that definition. NIST SP 800-171 Rev. 3 describes least privilege as applying to both users and the system processes acting on their behalf. Its requirements are authoritative guidance, but whether that publication’s requirements formally apply to a particular organization depends on its CUI obligations and other applicable rules.

This approach also makes permissions reviewable. A role named for a specific duty, such as network-alert triage, is easier to assess than a broad role that grants access to every monitoring system and device-management function.

Which network data does the agent need?

Grant access to the smallest useful subset of operational data. Network visibility can include topology, operating measures such as latency and traffic level, drift, unwanted traffic, alerts, and threat-intelligence feeds. Those categories describe possible inputs, not a mandatory schema or a reason to ingest every available stream. NIST SP 800-215, Guide to a Secure Enterprise Network Landscape (November 2022), discusses monitoring and observability in this context.

Inventory and topology

A monitoring agent may need an inventory of the devices and firmware it is responsible for, plus the relevant network topology, interfaces, and relationships between systems. Inventory helps establish what is in scope; topology helps explain where a fault or traffic path may affect service. Keep the scope tied to the agent’s assigned environment rather than exposing unrelated network segments. CISA’s communications-infrastructure guidance recommends keeping asset and firmware inventories current.

Operational measurements and events

For health monitoring or triage, useful inputs may include interface and service state, latency, traffic levels, network-flow information, logs, and alerts. A security-focused task may also need relevant threat-intelligence feeds. Decide which fields, time ranges, devices, and event types are necessary to answer the agent’s questions. A diagnosis task that needs a flow summary may not need full packet contents or unrelated user data; the exact boundary should follow the task and the organization’s data-classification rules.

Configuration and desired state

An agent tasked with finding drift or explaining a proposed change may need access to current configuration state, a desired-state record, or both. NIST SP 800-215 describes version-controlled infrastructure-as-code and monitoring as ways to provision network environments and track drift. CISA recommends maintaining configurations centrally and scrutinizing changes. Give the agent only the configuration detail needed for comparison or explanation, and distinguish information it may inspect from controls it may change.

These data categories are a practical design inference from the monitoring and operations guidance. Neither NIST SP 800-215 nor CISA’s guidance establishes an agent-specific data schema, retention period, or requirement to collect every listed category.

What should remain outside routine agent access?

Network configuration is not harmless reference material. NIST SP 800-171 Rev. 3 identifies router and firewall filtering rules, security-service configuration, security architecture, cryptographic key-management information, access-control lists (ACLs), and audit information as security-relevant. Exposure or modification of these details can affect how a network is protected and operated.

Keep credentials, cryptographic key material, policy-changing controls, and the ability to alter or delete audit records out of the agent’s routine role. If a narrowly defined task genuinely requires access to a sensitive configuration detail, grant that access explicitly and log its use. Do not give a diagnostic identity privileged access just because the same agent can recommend a fix.

This separation is an implementation recommendation based on NIST’s least-privilege, privileged-function, and logging controls; it is not a product-specific control specification. Apply the organization’s own classification and access rules to determine whether particular fields may be exposed to the model or its supporting services.

Should the agent be allowed to change network configurations?

Keep ordinary monitoring and diagnosis read-only. A proposed fix is not the same as an authorized change: agents can misunderstand context, and even a technically valid configuration change can disrupt other services. Treat configuration writes as privileged actions and place them in a controlled change process rather than inheriting them into the read-only role.

Separate the stages of a change

  1. Diagnose: the agent reads its approved telemetry and configuration context, then identifies a likely cause.
  2. Propose: it prepares a specific change and explains the intended effect, affected targets, and relevant evidence. A proposal alone does not grant permission to execute it.
  3. Validate: send the proposal through policy checks and the organization’s established change workflow. Where the environment supports it, use version-controlled infrastructure-as-code, testing, and audit capture. NIST SP 800-215 describes these practices in network provisioning workflows.
  4. Authorize and execute: require approval or an explicitly authorized automation path according to the change’s impact and uncertainty. If automation is permitted, restrict the agent identity to named operations and targets.
  5. Record and observe: capture the action and monitor its result. Alert on unauthorized changes and investigate unexpected outcomes.

Some low-risk, well-defined actions may be candidates for constrained automation; high-impact or uncertain changes warrant stronger approval. Set the categories locally through threat modeling and change governance. The cited guidance does not say every change must always receive human approval, nor does it establish a universal list of safe actions.

How should identity, connectivity, and oversight work?

Give the agent a distinct service identity rather than borrowing a human administrator’s account or sharing a general-purpose credential. Keep read-only duties separate from any write-capable automation so that a compromised or misused diagnostic process cannot silently gain change authority. NIST SP 800-171 Rev. 3 calls for privileged accounts to be limited to designated roles, for nonprivileged users not to execute privileged functions, and for privileged functions to be logged.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Constrain where the service identity can connect. NIST SP 800-171 Rev. 3 says remote access should be authorized and routed through managed access-control points. CISA’s communications-infrastructure guidance recommends an enforced, limited management path. Apply those controls to the agent’s route to management systems; do not make every device management interface reachable simply because the agent operates on the network.

Monitor logins by service accounts as well as user accounts, configuration changes, and privileged actions. CISA recommends centralized logging, protected in transit and stored off-site where feasible, and alerts for unauthorized configuration changes. Keep logs outside the agent’s ability to tamper with them. The appropriate retention period is a local decision based on operational, legal, and regulatory requirements; the cited sources do not prescribe one universal duration for an AI agent.

CISA and partner agencies’ May 1, 2026 announcement of Careful Adoption of Agentic Artificial Intelligence (AI) Services emphasizes strong identity management, layered defenses, oversight, threat modeling, continuous monitoring, and regular security assessments. It also cautions against broad or unrestricted agent access, especially to sensitive data or critical systems. These are system-design responsibilities: a service identity, network path, and monitoring plan should all reflect the agent’s bounded role.

Model What the agent can do When it fits Main control to establish
Read-only diagnosis Inspect approved telemetry and configuration context; report findings. Monitoring, alert triage, and investigation where a person or separate workflow performs changes. Limit data and reachable systems to the assigned task; log access.
Change proposal Prepare a proposed change without applying it. Workflows where automation can speed analysis but change authorization remains separate. Make approval, validation, and execution distinct from proposal generation.
Constrained execution Perform only explicitly permitted operations on specified targets. A locally approved workflow with bounded actions and a clear way to detect unintended results. Enforce the allowlist, scope, logging, monitoring, and approval thresholds outside the agent’s discretion.

A design review should compare read scope, write authority, target scope, approval and reversibility, and audit and monitoring. Those dimensions expose important differences between two systems that might both be described as “network agents.” The sources support these comparison axes but do not rank a vendor, product, or universal architecture.

How to put the permissions in place

  1. Define a bounded job. State the networks, environments, and operational decisions the agent supports. Exclude unrelated duties rather than relying on the agent to ignore information it can already access.
  2. Map each input to a purpose. List telemetry and configuration fields needed for that job, then remove data with no clear operational purpose. Apply local classification and privacy rules.
  3. Design the identity and path. Create a service identity for the agent’s role, specify the systems and targets it can reach, and use managed access-control points for remote management access.
  4. Keep diagnosis and change authority separate. Start with read-only access. If a use case requires changes, design a separate approval and execution path, with permissions limited to explicit operations and targets.
  5. Protect the audit trail. Log access and privileged actions, monitor account use and configuration changes, and protect centralized logs from alteration by the agent.
  6. Verify effective behavior. In the intended environment, confirm the identity can read only the approved data, cannot perform prohibited changes, and produces the expected audit events. Check that the route to management systems matches the approved design.
  7. Review when the job changes. Reassess permissions when the agent’s task, connected systems, data classification, autonomy, or applicable obligations change. Remove access that no longer has a defined purpose.

These steps turn general security guidance into a reviewable local design. They do not establish a required permission count or a fixed review interval; set those details through the organization’s risk and change-management processes.

What remains a local decision?

The organization’s device and cloud environment, data classification, regulatory or contractual obligations, change-management maturity, and chosen autonomy level determine the exact role, event fields, retention period, and approval threshold. NIST SP 800-215, NIST SP 800-171 Rev. 3, and CISA guidance provide principles and examples, not a universal policy written specifically for every network operations agent.

Before deployment, use threat modeling and a least-privilege review to settle those details, then verify actual permissions and audit behavior in the intended environment. In particular, check that the production identity—not just a design document—has the read scope and action limits the organization intended.
