Short answer: A crypto wallet is not automatically reported to the IRS just because it exists, but activity involving a covered broker can generate Form 1099-DA reporting. Public blockchains also expose transaction history independently of the tax system. For U.S. federal taxes, you must report taxable digital-asset income, gains, and losses whether a form arrives or not.
The practical rule is to treat privacy and tax compliance as separate questions: determine what a broker reports or retains, what a public ledger reveals, and whether your own records support the return you file.
What Form 1099-DA actually reports
Form 1099-DA is an information statement for certain digital-asset broker transactions. It is not a tax bill and it is not a complete calculation of your gain or loss. A broker sends applicable information to you and the IRS so you can prepare your federal return.

This can include custodial trading platforms, certain hosted-wallet providers, kiosks, and some payment processors. A decentralized or non-custodial broker that does not take possession is outside these final rules; Treasury and the IRS said they intended separate rules for that category. That exclusion does not make the activity tax-free or invisible.

What the form can contain
A 1099-DA carries broker and recipient information and transaction proceeds. Basis information appears when the applicable basis-reporting rules require it. The form is therefore one data point in your tax file, not a replacement for your exchange statements, wallet history, or calculations.
What the form does not prove
- Receiving a form does not mean every transaction in your wallet was reported.
- Not receiving a form does not mean your transactions are exempt from reporting.
- The proceeds total is not automatically your taxable gain.
- A form does not establish that the broker knows your complete acquisition history across other platforms and wallets.
Reporting timeline: 2025 proceeds and 2026 basis
The rules phase in, so the transaction date matters.
| Transaction timing | General broker obligation | What you must do |
|---|---|---|
| On or after January 1, 2025 | Covered brokers generally report gross proceeds for reportable sales. | Reconstruct and calculate your own basis and gain or loss; 2025 statements generally do not include basis. |
| On or after January 1, 2026 | Basis reporting begins for certain covered digital assets, subject to the rules and exceptions for the asset and transaction. | Check the reported basis against your records and correct discrepancies when preparing the return. |
Separate exceptions apply to specified stablecoin and non-fungible-token transactions, and a separate de minimis threshold applies to certain digital-asset payment processors. Do not assume that every stablecoin, NFT, or payment transaction follows the ordinary table; use the current Form 1099-DA instructions for the relevant year.

The 2025 requirements generally apply to U.S. brokers. A foreign broker may not furnish a 1099-DA, but taxable transactions still need to be reported. In other words, the presence or absence of a U.S. information statement changes your paperwork, not the underlying tax obligation.

Will the IRS know about your wallet?
There is no single yes-or-no answer because three different information pools are involved.
Information filed with the IRS
If a covered broker issues a 1099-DA, the filed statement contains the information required for that form, such as broker and recipient details and reportable proceeds. The IRS treats information in its custody as tax information subject to federal confidentiality rules. That protection governs IRS handling; it does not erase information that is visible elsewhere.
Information a broker must retain
For covered sales, final regulations require brokers to collect and retain transaction IDs and digital-asset address information for seven years from the due date of the related information return, subject to specified exceptions. Those identifiers are not required to appear on the 1099-DA itself. The regulation preamble explains that retained details may be relevant if requested during an audit or another enforcement effort.
Information on a public blockchain
On-chain transactions are recorded on distributed ledgers. Anyone able to inspect the relevant network can see the address activity and transaction history that the ledger exposes. That public visibility is separate from the IRS receiving a copy of every ledger record through a tax form.

An address is not automatically a legal name. If an address becomes associated with a person through a broker account, a disclosure, a payment, or other information, observers may be able to connect the address’s visible history with that person. The possibility is conditional: the available rules do not establish that every address can always be attributed to an individual.
Wallet privacy in plain language
The IRS describes a wallet as a means of storing private keys. The wallet does not physically contain coins or tokens; control of the keys enables transactions recorded on a network. This distinction matters because custody and visibility are different.
- Custody: A hosted provider may hold or control keys and may fall within broker reporting rules when it takes possession of assets sold.
- Self-custody: You control the keys, but transactions sent to or from the address can still be recorded on-chain.
- On-chain activity: The transfer is recorded on a distributed ledger.
- Off-chain activity: The transaction is not recorded on that ledger, such as an internal movement recorded only in a platform’s books.
Tax-information confidentiality therefore cannot be used as a promise that blockchain activity is private. Conversely, a public address does not by itself disclose your name.

Do you have to report crypto if no tax form arrives?
Yes, when the transaction produces income, a gain, or a loss that must be reported under federal tax rules. The IRS states: “Whether or not you receive a Form 1099-DA, you must report all income, gains and losses from digital asset transactions on your federal income tax return.”

This also means you should not wait for a broker statement before organizing records. A foreign platform may not send a form, a decentralized activity may fall outside the final broker rules, and a 2025 form may show proceeds without basis. None of those situations removes the requirement to calculate and report the result.
How to build records that support your return
Good records connect each disposal to the acquisition history that produced its basis. IRS preparer guidance emphasizes reconciling activity spread across exchanges, wallets, and accounts; applying and documenting an appropriate basis method; and correctly categorizing income events.
Gather source records
- Exchange statements, downloadable transaction histories, and annual tax reports.
- Wallet exports or notes showing inbound and outbound transfers, including transaction IDs.
- Acquisition and disposition dates, quantities, and the assets involved.
- The U.S.-dollar values used for tax calculations at each relevant time.
- Trading, network, and other fees, including whether an amount was withheld from the asset being transferred.
- The basis-identification method you used and the evidence supporting it.
Reconcile across accounts
- List every exchange, hosted wallet, self-custody wallet, and payment service used during the tax year.
- Match outgoing transfers from one account with incoming transfers to another account that you control. Keep the transaction ID and date so the movement is not mistaken for a sale.
- Compare broker proceeds with your complete transaction ledger. Investigate duplicates, missing deposits, failed transactions, and transfers classified as sales.
- Trace each disposal back to its acquisition lots and document the basis method applied.
- Separate taxable income events from purchases, gifts, loans, and self-transfers according to the facts and the applicable tax rules.
- Preserve an unchanged copy of the records used to prepare the return.
Handle transfers between wallets you control
A self-transfer between wallets you own is generally not a taxable sale. Keep records anyway: the receiving wallet’s deposit must be tied to the sending wallet’s withdrawal so the same assets are not counted as a new purchase or an unexplained disposal. A transaction fee can have separate consequences, particularly when digital assets are used or withheld to pay for the service.
How to use a 1099-DA without overstating what it tells you
- Verify the account and year. Confirm that the statement belongs to you and covers the correct transactions.
- Check the transaction scope. Determine whether the broker had custody and whether any stated exception applies.
- Compare proceeds. Reconcile the form’s gross proceeds with the broker’s detailed history and your wallet records.
- Find missing basis. For 2025 statements, expect that basis generally is not supplied. Calculate it from your acquisition records.
- Review 2026 basis entries. For covered assets and transactions subject to basis reporting, compare the reported number with your own calculation rather than accepting it automatically.
- Report the complete picture. Include taxable activity that appears on other platforms or never generated a form.
Copying a proceeds total into a return without this reconciliation can produce the wrong gain or loss. A broker usually cannot see your cost basis from another exchange or a self-custody wallet unless the relevant information was provided and accepted.

Comparing common reporting situations
| Situation | Likely information path | Privacy and record implication |
|---|---|---|
| Custodial broker takes possession and sells assets | Covered sale may generate a 1099-DA; broker retains required identifiers. | Keep your own basis and transfer records; the public ledger may also show address activity. |
| Non-custodial or decentralized broker does not take possession | Outside these final broker rules; separate rules were contemplated. | No form should be treated as proof that activity is unreported or non-taxable. |
| 2025 covered sale | Gross proceeds generally reported; basis generally absent. | You must calculate basis before filing. |
| Qualifying 2026 covered sale | Gross proceeds and, where required, basis reporting begins. | Use the statement as a cross-check, not as your only ledger. |
| Foreign broker transaction | A U.S. 1099-DA may not be furnished. | Tax reporting still applies; retain foreign-platform records. |
| Transfer between wallets you own | Usually no sale proceeds are created by the transfer itself. | Document both sides and any fee or asset withholding. |
Common privacy and compliance mistakes
“My wallet is private because it is self-custodied.”
Self-custody changes who controls the keys. It does not remove on-chain visibility or the need to keep tax records.
“The IRS gets every wallet address on my 1099-DA.”
The final-regulation preamble says brokers are not required to report the transaction ID and digital-asset address on Form 1099-DA. Covered brokers nevertheless have collection and seven-year retention duties for relevant sales, subject to exceptions.
“The proceeds on the form equal my taxable income.”
Proceeds are the amount received. Gain or loss generally depends on basis, fees, and the character of the transaction. A 2025 form generally will not provide the basis you need.
“No form means no filing.”
The federal reporting duty is based on the transaction and its tax consequences, not solely on whether a statement was delivered.
“A public address always identifies me.”
An address is not itself a legal name. Attribution depends on additional information linking that address to a person.
What changed in 2026 and what remains proposed
On March 5, 2026, the IRS announced proposed regulations concerning optional electronic furnishing of 1099-DA statements. Treat that delivery change as proposed unless a later official release confirms finalization. Delivery method does not change the underlying duty to report taxable activity or preserve records.
Because form instructions, thresholds, exceptions, and annual reporting details can change, check the current year’s Form 1099-DA instructions when filing. The principles that remain central are to identify the broker’s custody role, reconcile every account, calculate basis, and distinguish IRS-held information from public-ledger visibility.
