CPU sandbox throughput is the amount of CPU-relevant work an isolated environment completes per unit of time under a defined workload and configuration. It is not the same as the rate at which sandboxes are created. An AI agent can run instructions quickly once its environment exists yet feel slow because provisioning, system calls, filesystem access, networking, or orchestration is the real bottleneck.

Two different meanings of “sandbox throughput”

When engineers say a sandbox is “high throughput,” they may be describing one of two measurements:

  • Execution throughput: completed CPU-bound jobs, benchmark events, compilations, tests, or agent tasks per second (or per minute) inside already-running sandboxes.
  • Provisioning throughput: how many isolated environments an orchestrator can create, configure, start, and sometimes delete over a period of time.

Those metrics answer different questions. A CPU loop that reports events per second says little about how quickly an API can provide 1,000 fresh sandboxes. Conversely, a create/delete test can show excellent orchestration capacity without telling you how fast code executes after startup.

For an agent, the user-visible path usually contains several stages:

  1. A request arrives and the controller schedules work.
  2. A sandbox is selected or provisioned.
  3. The agent executes code and tool calls.
  4. Results and artifacts are returned.
  5. The environment is retained, reset, or destroyed.

Measure the stage that dominates your workload. Short-lived agents that perform one command may be provisioning-bound; long-running analysis in warm sandboxes may be execution-bound.

What happens to CPU work inside a sandbox?

Native instruction execution

A sandbox normally does not emulate every CPU instruction. The gVisor Performance Guide states that “gVisor does not perform emulation or otherwise interfere with the raw execution of CPU instructions by the application.” That statement applies narrowly to instructions executing on the virtual CPU. It does not promise zero overhead for the complete program, because programs also make system calls and access operating-system services. See the gVisor Performance Guide for the documented performance model.

A tight numerical loop that stays in user space can therefore approach the host’s available CPU rate, subject to CPU quotas, contention, and virtualization. If the same program frequently opens files, creates processes, waits on sockets, or invokes other kernel services, time spent crossing the sandbox boundary becomes more important.

Structural and implementation costs

Isolation adds structural layers between an application and host resources. The exact cost depends on the sandbox runtime, its platform or mode, and the subsystem being used. Implementation details can make filesystem and network operations behave differently from raw arithmetic. The gVisor guide separates these structural costs from costs in particular subsystems and notes that the effect depends on how much useful computation occurs between system calls.

In its documented baseline, measurements used uniform Google Compute Engine n1-standard-4 Broadwell virtual machines running Debian GNU/Linux 9 with kernel 4.19.0-0. Unless otherwise noted, tests used the ptrace platform, which the guide identifies as having the highest structural costs and as useful for illustrating the model rather than representing an ideal configuration. Current deployments may use a different runtime version, platform, kernel, or machine type, so the old measurements should not be treated as universal percentages.

Why syscall-heavy jobs can diverge from CPU benchmarks

The guide says the added cost “will principally impact applications that are system call bound, which tend to be high-performance data stores and static network services.” The practical implication is that two jobs with the same nominal CPU limit can have very different throughput:

  • A compiler that spends long intervals doing computation may show modest sandbox impact once dependencies are cached.
  • A test harness that launches thousands of short processes can spend much of its time in process and file system calls.
  • A network tool that makes many small requests can be limited by mediated networking and tail latency rather than arithmetic capacity.

Throughput is not latency

Throughput is completed work per unit of time, usually measured while a specified number of operations run concurrently. Latency is the time required for one operation or task, often reported as an average, median, or percentile. A system can increase throughput by running more work in parallel while making an individual request slower.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Always attach a unit and a load to a result: “420 test jobs per minute at 32 concurrent sandboxes” is meaningful; “the sandbox is fast” is not. A CPU-bound loop might report events per second, whereas an agent platform may need task completions per minute, p95 time to usable environment, or the percentage of requests completed before a deadline.

Do not infer one metric from another. A 200 ms average create latency does not imply five CPU jobs per second, and a high CPU event rate does not reveal cold-start delay. Workload, concurrency, resource limits, and the included lifecycle stages determine the relationship.

Execution throughput versus provisioning throughput

Provisioning becomes critical when agents request disposable environments repeatedly. Intel describes sandbox creation as being “directly in the critical path of agent execution,” so provisioning performance can affect perceived responsiveness and infrastructure scalability. That claim concerns environment creation, not the speed of CPU instructions after startup.

Intel’s September 2026 CubeSandbox comparison increased aggregate concurrency from 100 to 350 and used a reference target of 200 ms average creation latency. Each sandbox had two CPUs and approximately 2 GiB of memory. The reported point at which average creation latency exceeded that target was:

Processor platform Concurrent creation requests at the reported threshold What the figure measures
Xeon 6990E+ Approximately 313 Vendor-reported create/delete provisioning workload
Xeon 6980P Approximately 277 Vendor-reported create/delete provisioning workload
AMD EPYC 9965 Approximately 246 Vendor-reported create/delete provisioning workload

Intel says the 6990E+ platform supported roughly 27% more provisioning concurrency than the EPYC 9965 within that target. These are results for the tested hardware, runtime, controller, and workload—not a direct measurement of CPU instructions completed per second and not a universal processor ranking. The full test description is available from Intel’s benchmark report.

How workload shape changes the result

CPU-bound computation

Examples include numerical simulation, tokenization with long in-memory batches, compression, or a loop that performs little I/O. For these tasks, report CPU time per job, jobs per second, CPU quota, vCPU count, host contention, and whether the sandbox remains warm. Native instruction execution and available host capacity are usually more influential than system-call mediation.

System-call and process-heavy work

Build systems, package managers, test runners, and untrusted code often create files, processes, pipes, and namespaces repeatedly. Measure both total throughput and tail latency, because a small fraction of slow calls can delay an agent’s final response. Include dependency installation and cleanup if those operations occur in production.

Filesystem-heavy work

Large source trees, repeated metadata operations, copy-on-write layers, and artifact extraction can make storage paths dominate. Record image size, cache state, storage medium, mount configuration, and whether data is local or remote. A CPU microbenchmark cannot predict this behavior.

Network-heavy work

Tool-using agents often call APIs, package repositories, or internal services. Report request rate, connection reuse, payload sizes, DNS behavior, and network policy. Distinguish network wait time from CPU time so a slow external service is not misclassified as sandbox overhead.

A lifecycle model for AI-agent performance

Consider an agent that receives a coding task, obtains a fresh sandbox, runs tests, and returns a patch. Its elapsed time can be viewed as:

Total time = queueing + provisioning + setup + execution + result transfer + teardown.

For a one-command task, provisioning and setup may be larger than execution. For a 20-minute training or analysis job in a reused environment, execution and resource contention dominate. The same platform can therefore look excellent in one deployment and disappointing in another without any contradiction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Warm-sandbox tests should state how the environment was reset and whether caches were retained. Cold-sandbox tests should include image fetches, runtime initialization, dependency setup, and readiness checks if users wait for those steps. If teardown is asynchronous, say so rather than silently excluding it.

How to design a useful sandbox benchmark

  1. Define the unit of work. Choose a representative CPU loop, compilation, test suite, dependency install, filesystem task, network task, or complete agent tool task. State exactly what counts as completion.
  2. Separate lifecycle stages. Record provisioning, setup, execution, result return, and teardown independently before publishing an end-to-end number.
  3. Declare the sandbox implementation. Include runtime and version, isolation model, platform or mode, image, kernel, and orchestration layer. Platform selection can materially change results; the gVisor guide notes that its ptrace baseline is not the preferred performance configuration for most users and recommends evaluating Systrap where appropriate.
  4. Fix resource allocation. Document processor model, host topology, vCPU or CPU quota, memory limit, storage, and whether hosts are dedicated or shared.
  5. Vary concurrency deliberately. Test low, medium, and saturation levels. Record queueing and tail latency as concurrency rises instead of reporting only a best-case single request.
  6. Control cache state. Identify cold and warm images, dependency caches, filesystem layers, and network caches. Repeat each condition separately.
  7. Run long enough to expose tails. Report median, p95, and p99 latency where practical, plus completed jobs per second. Include repetitions, duration, failures, and rejected requests.
  8. Publish reproducible inputs. Use the same source tree, dependencies, data, and success criteria for every runtime or hardware comparison.

What published figures do—and do not—prove

gVisor and Tencent’s scale report

A 2026 article contributed by Tencent engineers describes more than 74,000 side-by-side runsc and runc comparisons, reports that approximately 1.7% of test cases had compatibility issues that the team investigated and resolved, and says its production Agentic-RL deployment runs millions of gVisor sandboxes daily. Those figures demonstrate testing breadth, reported compatibility work, and deployment scale. They are not a CPU-throughput result, a percentage CPU penalty, or a transferable per-host rate. Read the account at gVisor’s Tencent case study.

Intel’s provisioning comparison

The Intel numbers above show how a particular create/delete controller workload behaved as concurrency increased. They are useful when sizing an orchestrator for short-lived environments, but they do not predict compilation speed, syscall overhead, network performance, or security compatibility. Intel also warns that performance varies with use and configuration.

Common interpretation mistakes

  • Calling creation rate “CPU throughput.” Label provisioning metrics explicitly and measure in-sandbox work separately.
  • Publishing one average. Averages hide queueing and outliers that agents experience as timeouts. Add percentiles and saturation points.
  • Comparing different allocations. A two-vCPU sandbox with 2 GiB of memory is not comparable to a four-vCPU sandbox with a different storage path unless the difference is disclosed.
  • Ignoring the runtime mode. Isolation platform, kernel, runtime version, and policy affect system-call and I/O behavior.
  • Using a microbenchmark as a universal ranking. Match the benchmark to the agent’s actual mix of computation, process launches, filesystem operations, networking, and provisioning.
  • Counting only successful tasks. Include startup failures, compatibility errors, throttling, and retries; otherwise the reported throughput can look higher than the useful completion rate.

Choosing the right metric for your deployment

Deployment pattern Primary metric Supporting measurements
One fresh sandbox per short tool call Time to usable sandbox and completed tasks per minute Provisioning p95/p99, queue depth, teardown cost, failure rate
Long-running analysis in reused sandboxes CPU jobs or agent tasks per second CPU utilization, throttling, memory pressure, execution latency
Massive test or reinforcement-learning farm Sustained completed environments and tasks per hour Controller throughput, image/cache behavior, compatibility, tail latency
Untrusted, syscall-heavy code Successful task completions at target concurrency System-call latency, process-launch rate, filesystem and network tails

The right comparison therefore has at least six axes: execution throughput, provisioning latency and rate, tail behavior under concurrency, workload compatibility, resource density, and isolation requirements. A platform that wins one axis may be the wrong choice when another axis determines your service-level objective.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Practical decision checklist

  • Write down whether you need CPU execution throughput, provisioning throughput, or both.
  • Use the same workload mix your agents actually run, including setup and cleanup where users wait for them.
  • State runtime, version, isolation mode, processor, quotas, memory, storage, and network conditions.
  • Run cold and warm cases separately and test concurrency up to the point where latency breaches your target.
  • Report units, sample count, median, tail percentiles, failures, and the exact completion definition.
  • Validate promising results with a production-shaped pilot; vendor benchmarks are evidence about their tested configuration, not a universal verdict.

The bottom line

CPU sandbox throughput is a workload-specific rate of useful CPU-related work completed inside isolation. Raw instructions may execute natively, while system calls, files, networking, startup, and orchestration introduce other costs. For AI agents, measure the complete lifecycle and identify whether execution or provisioning is on the critical path. Only then can a throughput number predict the responsiveness, capacity, and cost of your actual agent system.
