In Médiamétrie’s Médiamat audience-measurement system for metropolitan France, an active TV set is one used at least once a month to watch television. That is a rule for deciding which sets enter that system’s measurement scope—not a universal definition, nor a measure of how long someone watched.

How Médiamat defines an active television set

A 2018 article in Economie et Statistique / Economics and Statistics describes the Médiamat panel as a reference for measuring television audiences in metropolitan France. Under the rule it reports, sets used at least once a month to watch television are included in the measurement scope. The article puts the panel at about 5,000 households owning at least one TV; that is a description from 2018, not a current panel-size figure. Read the 2018 measurement description.

For measurement, each included television is connected to a meter that uses audio watermarking to detect the channel. Household members use a connected remote to report that they are in front of the TV. The article says audience results are reported for people aged four and older. These details describe the Médiamat method; other measurement systems may use different rules and equipment.

What “active” does—and does not—tell you

Here, “active” is an inclusion threshold: the set was used to watch television at least once during a month. It does not indicate the number of viewing hours, prove that a person watched at a particular moment, or identify which channel was watched for a particular duration.

Device activity can be a proxy for viewing, but tuning a set-top box is not conclusive proof that a person watched. A technical patent discussion notes that treating tuning time as viewing time can be inaccurate, including when a long program continues without a recent remote command. The patent discussion of audience-measurement approaches illustrates why device status and human viewing should not be treated as identical.

How active-set inclusion differs from HUT and viewer share

Audience-measurement terms can refer to different units and time windows. HUT and viewer share are not alternative names for Médiamat’s monthly active-set rule.

Measure What it describes How it differs from the active-set rule
Active TV set in Médiamat A television used at least once a month to watch television in metropolitan France, according to the 2018 description. A monthly criterion for whether a set falls within the panel’s measurement scope.
HUT (Households Using Television) The share of TV households in a geographic area with at least one set in use during a stated period. A time-specific household measure, rather than a monthly inclusion criterion for an individual set.
Viewer share The share of active receivers tuned to a channel at the same time. A simultaneous channel measure, not a rule for classifying a set as active.

The HUT and viewer-share definitions are described in a technical paper hosted by the University of Nebraska–Lincoln. Read the paper’s discussion of television ratings and audience measures.

Why the measurement path matters

A set may be in use through a viewing path that a particular measurement system does not observe. The Médiamat description explains that return-path data are available in specified connected-box and smart-TV situations, but do not capture TV use outside the set-top-box path. For example, terrestrial digital TV viewing may not be measured when the same set is also connected to an ADSL box. Whether activity is visible therefore depends partly on how the television is receiving the program.

  • Supports HDMI ARC - Sends audio directly from the HDMI jack to a compatible soundbar or AV receiver, removing the need for an extra cable.

When interpreting an “active” figure, check what the system observes and whether the statistic concerns a set, household, viewer, channel, or device event. The label alone does not establish that every way of watching was counted.

Do not confuse active TV sets with Nielsen’s active TV rate

Nielsen uses the separate term “active TV rate” in addressable advertising for the rate at which addressable devices are actively replacing ads across networks. That is an ad-delivery KPI, not a definition of whether a television set qualifies for an audience-measurement panel. Nielsen also notes that definitions and universe estimates can vary among multichannel video programming distributors and smart-TV manufacturers, and calls for standardization. Read Nielsen’s 2020 article on addressable TV.

How to interpret an “active TV” statistic

  • Identify the system and geography. Médiamat’s monthly-use criterion is described for metropolitan France; do not apply it automatically to another measurement provider or market.
  • Check the time window and threshold. “Used once a month” is different from “in use now” or activity during a specific program.
  • Find out what activity means. It could mean watching television, a box or device being tuned, or ads being replaced.
  • Check what is being counted. A set, household, viewer, tuned receiver, or ad event are different units.
  • Ask which viewing paths are observable. A meter or return-path feed may not capture every way a program reaches the screen.

The cited descriptions do not establish one global standard for “active TV set” or a current total number of sets meeting such a definition.
