Copper-resistant bacteria are specific bacterial strains that can keep growing despite copper concentrations that inhibit many other microbes. Their discovery on copper-treated marine surfaces means an antifouling coating is not a sterile barrier: some bacteria can attach, form early biofilms and potentially provide a foundation for later fouling. It does not mean that all marine bacteria resist copper, that copper paint has stopped working, or that resistant bacteria have been shown to raise maintenance costs across commercial fleets.
The practical question is therefore broader than bacterial resistance alone. Ship operators must balance hull-fouling control, fuel consumption, cleaning damage, copper and biocide release, coating durability, local rules and the risk of transporting invasive aquatic species.
What “copper-resistant bacteria” means
Copper resistance is a measurable trait of an organism or strain. A resistant cell may keep growing, maintain its membrane and enzymes, export copper, bind or transform the metal, or activate stress-response systems at concentrations that stop less-tolerant bacteria. Resistance is not an on/off property shared by every member of a species, and laboratory tolerance does not automatically predict survival on every ship or in every harbor.

The coating releases copper ions or compounds at the surface, making attachment and growth harder for algae, invertebrate larvae and microbes. A resistant bacterium can nevertheless attach to the paint, survive the chemical challenge and participate in a biofilm. That observation shows that the coating exerts selective pressure; it does not show that the coating has no antifouling value.

What the strongest bacterial evidence shows
Alteromonas macleodii strains CUKW and KCC02
A 2021 peer-reviewed study examined two Alteromonas macleodii strains, CUKW and KCC02. Both displayed robust growth at 3 mM copper in the reported laboratory assay, while several comparison marine bacteria did not grow robustly at that concentration. The result is an assay condition, not a typical open-water concentration and not a safety limit for a vessel.
The strains carried several candidate copper-resistance systems, including multiple copies of plasmid-associated copA variants. The study also described other genetic systems that can help cells handle metal stress. Plasmids and other mobile genetic elements matter because they can, in principle, move genes between cells. The presence of those elements does not establish how frequently resistance genes move through natural ship biofilms or what effect such transfers have in an operating fleet.
There is an important qualification for KCC02. Researchers generated it by continuous transfer in copper-supplemented medium for one year. Its high tolerance therefore cannot be treated as a typical measurement for an untreated natural hull population. CUKW and KCC02 demonstrate biological possibility, not a fleet-wide prevalence rate.
Early biofilms are diverse and change with time
Separate work examining the first days of biofilm development on copper antifouling paint found several genera, including Roseobacter, Natella, Alteromonas and Marinobacter. The community composition shifted during the following week. This matters operationally because a coating can host a changing microbial film even when it still suppresses visible macrofouling.
Those observations do not identify one bacterium as the cause of vessel-scale fouling. A bacterial film may alter the surface chemically and make later attachment easier, but whether that develops into heavy slime, algae, barnacles or other organisms depends on coating condition, water temperature, salinity, nutrients, vessel speed, idle time and cleaning history.

Can bacteria survive on copper antifouling paint?
Yes. The strain studies and early-biofilm observations show that some bacteria can survive and colonize copper-treated surfaces. “Survive” can mean continued growth, persistence in a dormant state or recovery after the copper challenge; these are not equivalent outcomes. A positive laboratory culture also does not prove that the same strain dominates a working hull.
Antifouling performance is normally judged by the amount and type of fouling over time, not by whether every microbe is eliminated. A coating can reduce barnacle settlement and still support a thin bacterial film. Conversely, a surface that looks clean during one inspection may have a microbial layer that is invisible without sampling.
Do copper-resistant bacteria make hulls foul faster?
The available evidence does not establish that they do. Resistant colonizers provide a plausible route to early biofilm formation, but the reviewed studies did not measure a fleet-wide increase in fouling rate, cleaning frequency or maintenance cost caused by those bacteria. They also did not show that resistance genes have spread widely among ship-hull communities.
For maintenance planning, treat bacterial resistance as one possible contributor to the first stage of fouling rather than as a stand-alone failure diagnosis. A faster-growing slime layer can increase roughness and drag, yet the same symptoms can result from damaged paint, incorrect application, long idle periods, low operating speed, nutrient-rich water or a coating that is incompatible with the vessel’s route.
Why hull biofouling matters to ships and ecosystems
Resistance, fuel and emissions
Organisms attached to a hull increase hydrodynamic resistance. The vessel may need more engine power to maintain speed, which raises fuel use and associated emissions. The magnitude varies with the vessel’s size, speed, draft, fouling coverage and operating profile; no single percentage applies to every ship.

Invasive-species transfer
Fouling can carry aquatic organisms from one port to another. The International Maritime Organization (IMO) treats biofouling management as a way to reduce the transfer of invasive aquatic species. Niche areas such as sea chests, gratings, rudders and propeller shafts can remain biologically active even when the main hull appears clean.
Cleaning has its own environmental cost
In-water cleaning can remove fouling from hulls and niche areas, but the IMO warns that it may physically damage antifouling coatings, shorten coating service life and release harmful waste substances and invasive aquatic species. Cleaning can therefore solve an immediate drag problem while creating a discharge, recoating or species-transfer problem if capture and disposal are inadequate.
How copper coatings work—and where the trade-offs arise
Copper-based antifouling paint is intentionally biocidal: it releases copper to inhibit settlement. That release is also the principal environmental concern. The European Maritime Safety Agency (EMSA) notes that leaching from antifouling paints can harm marine habitats and that copper compounds combined with booster biocides became more common after organotin controls.
Regulation is jurisdiction-specific. International rules restricted the application or reapplication of cybutryne-containing antifouling systems from 1 January 2023, with additional requirements for affected existing systems. Operators should verify the current rule for the vessel’s flag, ports and coating system before applying, retaining or removing a product.
What field measurements actually show
A six-month field study at Arcachon in France, Hundested in Denmark and Tjärnö in Sweden reported that a copper release rate of 7 µg/cm²/day was sufficient to inhibit macrofoulers at all three sites under static conditions. This is a result for those locations, products and experimental conditions—not a universal regulatory limit, a guaranteed threshold for a moving ship or a target that every coating should be set to.

The same work found that performance was not determined by copper-release rate alone. Surface preparation, binder chemistry, film condition, local fouling pressure and vessel operation can change the outcome. A higher release rate is not automatically better if it increases environmental exposure or damages the coating system.
How release changes after deployment or cleaning
A 2014 vessel-maintenance study measured copper associated with initial exposure, passive leaching and cleaning events. In the tested paints and cleaning protocols, passive leach rates peaked three days after initial deployment and after cleaning, declined rapidly over about 15 days and approached asymptotic levels around day 30. These timings are not a universal curve for every formulation, paint age or cleaning method; they illustrate why discharge risk can be highest soon after coating or cleaning work.
Copper biocidal paint versus silicone foul-release coating
Silicone foul-release systems are being assessed as an alternative category. They generally aim to create a low-adhesion surface so organisms are more likely to detach when the vessel moves, rather than continuously releasing a copper biocide. “Alternative” does not mean universally safer or more effective. The correct choice depends on the vessel’s actual route and operating pattern.
| Decision factor | Copper-based biocidal coating | Silicone foul-release coating |
|---|---|---|
| Fouling-control mechanism | Releases copper, often with other active ingredients, to inhibit settlement and growth. | Uses a low-adhesion surface; movement and hydrodynamic forces help organisms detach. |
| Route and speed dependence | Performance still depends on water conditions, coating condition and vessel operation. | Especially sensitive to speed, idle periods and the ability to generate enough shear for release. |
| Environmental release | Potential release of copper, booster biocides, particles and cleaning waste. | Does not rely on copper release, but material life, particles and cleaning waste still require assessment. |
| Cleaning and durability | Aggressive cleaning can strip paint, change release behavior and shorten service life. | Cleaning methods must protect the low-energy surface; damage can reduce foul-release performance. |
| Regulatory considerations | Biocide approvals, copper discharge rules and restrictions such as those covering cybutryne may apply. | Must meet local coating, discharge, waste-handling and port-cleaning requirements. |
| Invasive-species risk | Reduced fouling can lower transport risk, but any surviving fouling and cleaning discharge remain relevant. | Effectiveness depends on keeping the surface clean during idle periods and managing detached organisms. |
The evidence does not support a universal product ranking. Compare both systems using the vessel’s speed profile, time at anchor, water temperature and salinity, expected cleaning interval, repairability, coating life, local discharge rules and invasive-species controls.

2. Inspect the coating and sample suspicious films
Look for blistering, polishing, scratches, bare steel, slime and hard fouling. If a new biofilm appears unusually persistent, collect an authorized sample for microscopy or molecular identification rather than assuming copper resistance. Species identification can reveal whether the issue is bacterial, algal, invertebrate or mixed.
3. Check application and service history
Review the paint system, application thickness, cure time, previous cleaning tools, repair patches and dates of deployment. A coating that was applied outside its specification or repeatedly scrubbed may lose antifouling performance regardless of bacterial community.
4. Choose cleaning controls before the first intervention
Confirm whether in-water cleaning is legal at the intended port, whether capture is required, how waste will be handled and which tools are approved for the coating. Schedule cleaning to minimize damage and avoid releasing viable organisms or concentrated copper residues.

Use measured fouling, fuel trends and cleaning records to compare systems. If considering silicone, verify that the vessel’s minimum operating speeds and idle periods suit foul-release performance. If retaining copper paint, select a system approved for the vessel’s jurisdiction and document its biocide and discharge requirements.
What operators should and should not conclude from the studies
- Supported: particular A. macleodii strains tolerate high copper exposure in laboratory tests and possess multiple candidate resistance systems.
- Supported: diverse bacteria can form early biofilms on copper antifouling paint, and those communities change over time.
- Supported: biofouling increases resistance and can contribute to fuel use and invasive-species transport.
- Not established: that all marine bacteria are copper resistant or that one resistant species drives vessel-scale fouling.
- Not established: that resistant bacteria have caused a measured increase in maintenance costs across commercial fleets.
- Not established: that 7 µg/cm²/day is a universal operating target or regulatory limit.
The bottom line for ship maintenance and marine ecosystems
Copper-resistant bacteria show that antifouling paint is selective rather than sterile. Their ability to survive can support early biofilms, but current evidence stops short of linking that trait to fleet-wide coating failure or higher maintenance bills. The defensible management approach is to monitor actual hull condition and operating data, control cleaning discharges, follow current jurisdictional rules and compare copper and silicone systems against the vessel’s route, speed, idle time, durability needs and invasive-species risk.
