A construction-company IT disaster recovery (DR) plan should connect business priorities to a tested sequence for restoring systems, data, people, vendors, and job-site operations. It should identify who can activate the plan, define acceptable downtime and data loss for each function, protect recoverable copies from the incident, provide manual field procedures, and prove through exercises that restoration works.
What an IT disaster recovery plan must cover
A DR plan is the technology-restoration part of a wider continuity program. It should work alongside incident response, emergency management, crisis communications, insurance procedures, and project-specific continuity requirements. Its purpose is to restore the IT capabilities that let the company perform critical work; it is not a substitute for a plan covering worker safety, physical access, alternative offices, or emergency operations.
Write the plan for the company’s actual projects, software, staff, and contracts. General government guidance can inform the method, but there is no universal construction-industry recovery-time objective (RTO), recovery-point objective (RPO), backup schedule, or restoration order. Those values must come from the company’s own business-impact analysis (BIA).

1. Define purpose, scope, assumptions, and activation
Put a controlled front page on the plan so nobody has to interpret its boundaries during an incident. State:

- Valued Carpenter Pencil Set: You will get 2 pcs solid carpenter pencils with 26 piece 2.8 mm refills, 1 replaceable sharpener, 1 plastic storage box.The complete carpenter pencils combination allows you to finish your work faster and more easily
- Deep Hole Marker Pencil: The deep-hole construction pencils adopts 45mm elongated tip design, which is more convenient to mark in the small hole or in other tight areas that other carpenter markers cannot reach
- Carpenter Pencils with Sharpener: The sharpener is screwed into the top of the work pencil, which won't get lost either. Built-in pencil sharpener that keep the lead with pointed and smooth to Improves line of sight in fine work
- Stronger Solid Lead: This work pencil is matched with a 2.8 mm thick lead , which is much thicker and stronger during the drawing process of construction work, it will not break or damage easily
- Marks on Various Surfaces: 3 colors solid construction pencil can marks on various surfaces, such as metal, plastic, wood, paper etc. Ideals for woodworkers, contractors, craftsmen, builders, merchants and masons
- Which offices, project sites, remote workers, devices, networks, cloud services, and third-party-hosted records are included.
- Which events activate the plan: ransomware, destructive malware, facility loss, prolonged power or connectivity outage, cloud or service-provider outage, hardware failure, accidental deletion, or corrupted project data.
- Severity thresholds, who is authorized to declare a disaster, and who may suspend or end recovery operations.
- Assumptions such as alternate workspace, replacement hardware, telecommunications availability, or access to a clean identity system. Mark every assumption that must be verified during an incident.
- How the DR plan connects to the incident-response and business-continuity plans, including which document governs safety and public communications.
Keep a printed or offline copy of the essential plan. If the company’s identity system, email, or file platform is unavailable, a web-only document and an online contact list may be unreachable when needed most.
2. Perform a business-impact analysis before choosing technology
Start with work, not products. Interview the owners of estimating, project management, field operations, finance, human resources, procurement, safety, and executive decision-making. For each process, record the consequences of an outage, the people who perform it, and the minimum capability needed to continue.
Questions for each business function
- What work stops if this function is unavailable for four hours, one day, one week, or longer?
- Which records are needed to make a safe or contractually valid decision?
- Which systems, identities, networks, devices, sites, and suppliers does the function depend on?
- Who owns the data and who is allowed to approve a restore?
- What safety, revenue, schedule, payment, privacy, or contractual consequences follow from delay or data loss?
- Is there a manual or alternate process, and how will temporary records be reconciled after systems return?
NIST says in the abstract of SP 800-184 (published December 22, 2016): “Identifying and prioritizing organization resources helps to guide effective plans and realistic test scenarios.” Use that principle to rank restoration by business impact and dependency, rather than by whichever application is easiest for IT to restart.

Maintain an inventory that is useful during a rebuild, not merely an asset-counting spreadsheet. CISA recommends documenting logical and physical assets, identifying systems critical to safety, revenue, or critical services, understanding dependencies, and securing the documentation with offline copies and physical hard copies.
| Area to examine | Examples to validate | Dependencies and recovery questions |
|---|---|---|
| Project and document management | Contracts, submittals, RFIs, correspondence, approved drawings, specifications, and closeout records | Who owns the repository? Is it hosted by the company, a client, or a partner? Can records and permissions be exported? |
| Design and engineering | BIM, CAD, models, markups, and revision histories | Which software versions, licenses, fonts, plug-ins, and file servers are required to open the files? |
| Estimating and bidding | Takeoffs, bid packages, pricing databases, and proposals | What deadlines cannot move, and which source data must be available to issue a defensible bid? |
| Scheduling and cost control | Schedules, committed costs, change orders, labor data, and progress records | Can supervisors record progress offline, and how will entries be reconciled? |
| Finance and administration | Accounting, payroll, procurement, timekeeping, and payment approvals | Which banking, tax, payroll, and approval identities must be recovered first? |
| Identity and collaboration | Directory services, multifactor authentication, email, chat, conferencing, and shared drives | How can responders authenticate if the primary identity provider or email is compromised? |
| Field technology | Phones, tablets, laptops, mobile connectivity, printers, and site Wi-Fi | What can crews do without connectivity, and where can clean replacement devices be obtained? |
| Equipment and operational systems | Equipment-management records, telematics, access controls, or site systems the company actually operates or depends on | Are these operational-technology (OT) or safety-relevant systems? What safe shutdown and restart steps apply? |
For every item, record an owner, physical or cloud location, data source, upstream identity and network dependencies, provider contact, backup method, restore method, required credentials, licensing details, and an approved manual or alternate method. Confirm access rights for project information held in a client’s or partner’s environment; a company may be responsible for using the information without owning the platform.

4. Set RTO and RPO by function
An RTO is the maximum acceptable time before a function is usable again. An RPO is the maximum acceptable period of data that may be lost, measured backward from the incident. Set both with the business owner, then document the reason.
| Planning decision | What to document |
|---|---|
| RTO | When the minimum viable service must be available, not merely when a server has powered on |
| RPO | The oldest data point the business can tolerate restoring, including unreplicated field entries or approvals |
| Minimum operating capability | The specific reports, files, users, transactions, and communications needed to keep work safe and authorized |
| Priority and rationale | Why this function precedes another, including dependencies and consequences of delay |
Do not assign identical objectives to every system. Payroll, an active project repository, estimating, and an archive may have very different tolerances. A tighter objective also increases cost and technical complexity, so the approving executive should accept the trade-off explicitly.
5. Design backups that can survive the incident
Backups are useful only if the company can locate them, trust their contents, and restore them with the required credentials and software. CISA recommends offline, encrypted backups of critical data, regular tests of availability and integrity, current system “golden images,” applicable software and executables, license agreements, and consideration of hardware needed for a rebuild.
Backup controls to specify
- Covered data, configurations, virtual machines, endpoint profiles, identity data, SaaS exports, and project metadata.
- Backup frequency, retention, versioning, and the business owner who approved those settings.
- At least one copy isolated from ordinary administrator accounts; encrypt copies in transit and at rest where appropriate.
- Protected administrative access, separate recovery credentials, key custody, and the person authorized to release protected copies.
- Offline media procedures, including labeling, secure storage, rotation, environmental protection, and a documented restore path. An encrypted external hard drive for offline backups can be one medium for suitable data, but a drive alone is not a company-wide recovery strategy.
- Clean system images, installation media, configuration exports, license agreements, and replacement-hardware specifications.
- Cloud and SaaS responsibilities: what the provider retains, what the customer must export, how long deleted data remains recoverable, and whether restore or egress fees apply.
Multiple clouds, immutable storage, and other designs have trade-offs. Immutability can prevent destructive changes, but a misconfiguration may create compliance or cost problems and may not cover every workload. Evaluate isolation, recoverability, administrative compromise, portability, and total cost together.
6. Name decision-makers and communication paths
The plan should identify an executive sponsor, incident lead, IT and security leads, business owners, project and field contacts, alternates, legal and insurance contacts where relevant, and every provider involved in recovery. Verify names, phone numbers, escalation paths, support hours, account numbers, and contract references at each review.

Provide an out-of-band contact method that does not depend on company email or the primary identity system. Define who can approve isolation, evidence preservation, emergency purchasing, restoration, and reconnection. CISA recommends maintaining and exercising both a cyber incident-response plan and a communications plan; technical recovery should feed status, risk, and decision information into the broader business response.

A high-level policy is not enough during a ransomware event or a lost office. Create short playbooks with owners, prerequisites, commands or UI paths where appropriate, verification checks, and a stop condition.
- Declare and scope: record the time, symptoms, affected sites and systems, suspected cause, business impact, and authority that activated the plan.
- Contain safely: isolate affected endpoints, accounts, networks, or cloud workloads. Do not destroy evidence needed for investigation, insurance, or legal obligations.
- Call responders and providers: use the offline contact list, open incident tickets, preserve provider case numbers, and establish a reliable status channel.
- Establish a clean recovery environment: use known-good identity, network, administrator workstations, images, and tools. Reset or rotate credentials and keys exposed by the incident.
- Restore in dependency order: typically identity and core networking first, followed by infrastructure, critical applications, databases, project repositories, endpoints, and lower-priority archives. The BIA must confirm the actual order.
- Validate before release: check file integrity, timestamps, permissions, application consistency, user access, integrations, and a sample of business transactions with the owner.
- Reconnect in stages: monitor restored systems, restrict privileged access, and add sites or user groups gradually so a compromised asset does not reinfect clean systems.
- Record decisions and lessons: capture what was restored, from which recovery point, by whom, with what exceptions, and which follow-up action is required.
Maintain variations for ransomware, facility loss, prolonged power or connectivity failure, provider outage, and accidental corruption. A ransomware playbook should never assume that the newest backup is safe; responders must establish that the recovery copy and restoration environment are clean.
8. Bridge IT recovery to field continuity
Project teams need an approved way to keep work moving while systems are unavailable. Define how supervisors can access the last approved drawings and current revisions, communicate with the office and job sites, record decisions and changes, and identify which person can authorize a temporary method.
- Designate controlled read-only copies or printed sets for critical drawings and safety information, with revision date and approval status visible.
- Provide an alternate phone, radio, or messaging method for essential contacts when email and collaboration tools are down.
- Use numbered paper forms or an approved offline file to capture daily reports, change decisions, inspections, deliveries, and time records.
- Assign a custodian who prevents duplicate versions and records the time a temporary process began.
- After restoration, reconcile each temporary entry into the authoritative system, obtain the normal approval, and retain the original for audit or contract needs.
These procedures must be checked against client contracts, project controls, safety obligations, and jurisdiction-specific records requirements. They are continuity measures surrounding the IT plan, not a universal construction standard.

9. Coordinate providers and contracts
For every managed service, SaaS platform, cloud environment, and backup service, record what the provider is responsible for and what remains the customer’s job. NIST’s guidance for managed service providers can help frame due diligence about backup planning and availability, but a provider’s feature list is not evidence that the company’s recovery will succeed.
Ask for documented answers to these questions:
- Which workloads, configurations, identities, endpoints, and project repositories are covered?
- Who owns backup data, encryption keys, administrator accounts, and restore execution?
- What support hours, incident escalation, notification duties, and target response times apply?
- Can the company export data and configurations in a usable format if the contract ends?
- What restore tests have been completed, what was actually recovered, and what dependencies were discovered?
- Which retention, licensing, compliance, egress, hardware, and professional-services charges could arise during recovery?
Keep customer-held credentials and export instructions in the recovery-safe documentation. Review contract language directly; provider claims and availability can change.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.10. Include OT only when the company operates or depends on it
Some contractors operate or depend on site controls, equipment systems, access controls, or other OT-like technology. Treat those systems separately from ordinary office IT because safety, timing, proprietary controllers, and physical processes may constrain backup and restoration.
NIST SP 1339, the OT Backup Quick Start Guide published June 17, 2026, describes integrating backups into change management, creating them regularly, testing them, and reviewing them in recovery exercises. Its sector label is manufacturing, so apply the practices only where they fit the company’s actual OT or similar systems; do not present the guide as construction-specific regulation.
11. Test restoration, not just backup completion
A successful backup job does not demonstrate a usable recovery. Test availability, integrity, credentials, dependencies, and the time required to deliver the minimum operating capability. Include both tabletop exercises and technical restores.

Exercise types
- Tabletop: decision-makers walk through a scenario, activation threshold, communications, approvals, and field workarounds.
- Component restore: restore representative files, databases, configurations, and identity objects into an isolated environment.
- End-to-end recovery: rebuild a clean environment, restore in dependency order, authenticate representative users, open current project files, and complete a business transaction.
- Provider exercise: require the relevant service provider to participate or supply evidence for its part of the sequence.
Define pass/fail criteria before each exercise: maximum elapsed time, oldest acceptable restored data, required users and permissions, file and application integrity, communication milestones, and safe reconnection. Record observed times, missing credentials, unavailable software, data gaps, and provider delays. Assign every corrective action an owner and due date.
12. Maintain the plan as projects and systems change
Review the plan after material changes to software, identity, networks, projects, staff, offices, providers, contracts, or regulatory obligations. Also review it after an incident, failed exercise, major near miss, or discovery that a backup or contact was inaccurate.
Keep version history, approval dates, distribution records, and a list of superseded copies. Train new staff in their roles and alternates, especially project and field contacts. Reconfirm that offline copies, credentials, licenses, replacement hardware, and provider contacts remain usable. CISA and NIST support regular exercising and continual improvement, but the sources do not establish one universally correct testing interval; set a schedule that reflects the company’s change rate and risk.
Do these 3 things before closing this tab:

- Scope, assumptions, activation authority, severity thresholds, and links to continuity and incident-response plans are documented.
- Critical processes, systems, records, owners, dependencies, providers, safety implications, and manual methods are mapped.
- Business-approved RTO, RPO, minimum capability, and restoration order exist for each important function.
- Offline or isolated, encrypted recovery copies are protected from ordinary administrative compromise and have passed restore tests.
- Golden images, software, licenses, hardware requirements, credentials, keys, and configuration data are available through a secure recovery process.
- Named decision-makers, alternates, provider contacts, escalation routes, and out-of-band communications have been verified.
- Ransomware, facility loss, connectivity outage, provider outage, and corruption playbooks include isolation, clean recovery, validation, and staged reconnection.
- Field teams have approved temporary access, communication, change-record, and reconciliation procedures.
- Exercises produce measured results, corrective-action owners, due dates, and documented plan updates.
How to compare recovery approaches
Choose an architecture only after the company has agreed on required recovery outcomes. Compare approaches on demonstrated capability, not marketing terminology:
| Decision axis | Evidence to request |
|---|---|
| Recovery time and data-loss window | Measured exercise results for the company’s workloads, not a theoretical target |
| Coverage | Project repositories, SaaS, identity, endpoints, infrastructure, custom applications, and configurations included or excluded |
| Isolation and protection | Encryption, immutable or offline options, separate administration, key control, and resilience to compromised accounts |
| Dependencies and alternate recovery | Documented sequence and ability to restore into replacement equipment or an alternate environment |
| Responsibilities and support | Who detects, declares, restores, validates, communicates, and supports the incident, including hours and escalation |
| Portability and cost | Export format, retention, licensing, compliance fit, restore charges, egress, hardware, and professional services |
The strongest plan is the one the company can activate, execute, verify, and improve under pressure. A recovery copy that has never been restored, a provider contract nobody can access, or a field workaround nobody has approved is an assumption—not recovery capability.
