Apartment landlords can compete with a temporary free-rent period, waived fee, utility credit, amenity, or smaller deposit while keeping the advertised base rent unchanged. That does not make the incentive free: measure its dollar value, calculate net effective rent over the whole lease, and compare the result with vacancy and turnover costs. A sustainable offer has a defined amount, end date, eligibility rule, and renewal plan, and complies with local rent, disclosure, affordable-housing, and lease requirements.
What “preserving the rent” actually means
A lease can show a $2,400 monthly rent while the resident pays less over the term because one month is free, a move-in credit is applied, or recurring fees are waived. The $2,400 figure is the face (or stated) rent. The amount the owner actually collects is the realized rent. The average collected amount after incentives is net effective rent.
Those are different economic measures. Keeping a high face rent can help an owner display a consistent price, but it does not guarantee future rent growth. A resident deciding whether to renew will compare the proposed renewal payment with competing homes and with the value they actually received. If demand is weak, an owner may need another concession or a lower renewal price regardless of the original face rent.
Use the stated rent for the lease and advertising only as permitted by local rules. Use realized and net effective rent for investment decisions, budgeting, and renewal analysis.

Concession types that do not require cutting the listed monthly rent
Every concession is a discount in economic terms. The forms differ in cash timing, renter appeal, administrative work, and how clearly they affect future pricing.
| Concession | How it is applied | Owner’s economic cost | Issues to evaluate |
|---|---|---|---|
| Free-rent period | One or more specified months, or a fixed credit, are free after the lease begins. | The scheduled rent for the free period, subject to the exact credit language. | Usually easy for renters to understand; can create a large cash-flow gap and must state whether the free period is earned immediately or depends on timely payment and compliance. |
| Fee waiver | Waive an application, administrative, amenity, pet, parking, or other disclosed fee. | The fee amount that would otherwise have been collected. | Works best when the fee is optional or separately itemized; check fee-disclosure and fair-housing rules. |
| Utility credit or included utilities | Credit a fixed dollar amount or include specified utilities for a defined period. | The credit or the owner’s expected utility cost, whichever the lease requires. | Variable bills can exceed the assumed value. Identify the utilities, cap, billing method, and end date. |
| Amenity or service | Free parking, storage, internet, a furnished package, or another service for a stated term. | Incremental operating cost and forgone fee revenue. | Perceived value may be high even when the owner’s marginal cost is low; availability and service quality must be reliable. |
| Reduced deposit | Lower the security deposit or allow installments, where lawful. | Less cash held and potentially greater unpaid-damage exposure. | Follow deposit limits, escrow, accounting, and refund rules. Do not describe a refundable deposit as rent. |
| Move-in credit | Apply a one-time credit to the first statement or documented move-in costs. | The fixed credit amount. | State whether it can be used for rent, fees, or specified charges and whether unused credit expires. |
The available evidence does not establish that one form consistently produces better retention or profit than another. Compare each offer using the same lease term, vacancy assumptions, and compliance requirements.
How to calculate net effective rent
For a fixed term, calculate:
Net effective rent = (total scheduled base rent − concession value) ÷ number of months in the lease term.
This calculation covers base rent only. Add or subtract utilities, recurring fees, deposits, taxes, and other costs separately so that unlike items are not mixed.

Example: one month free on a 12-month lease
- Scheduled base rent: $2,400 × 12 months = $28,800.
- Concession value: one free month × $2,400 = $2,400.
- Collected base rent: $28,800 − $2,400 = $26,400.
- Net effective rent: $26,400 ÷ 12 = $2,200 per month.
The lease may still state $2,400 per month, but the 12-month average collected base rent is $2,200 before any other charges. This arithmetic does not determine a lawful rent, a renewal price, or what a resident will accept later.
Example: a fixed utility credit
Suppose the same lease provides a $100 utility credit for six months. The concession value is $600, so net effective base rent plus the stated credit is ($28,800 − $600) ÷ 12, or $2,350 per month before the resident’s remaining utility responsibility. If the owner instead promises to pay actual utility bills, model a reasonable range and set a lawful cap or clearly defined inclusion where permitted.
Is one month free better than lowering monthly rent?
Compare economically equivalent offers over the same lease, then consider timing and behavior.

| Offer on a 12-month, $2,400 lease | Collected base rent | Net effective rent | Cash-flow pattern |
|---|---|---|---|
| One month free | $26,400 | $2,200/month | Usually no rent in one specified month, then $2,400 in the other 11 months. |
| $200 reduction every month | $26,400 | $2,200/month | $2,200 collected in each month. |

- One month free preserves a $2,400 recurring charge after the free period and may be more visible in advertising. It creates a larger early cash-flow shortfall and requires precise credit language.
- A monthly reduction smooths cash flow and may be easier for a resident to budget, but it displays a lower monthly price that can influence comparable listings and renewal expectations.
- A credit or amenity can have a lower owner cost than its perceived value, but only if the item is useful to the target renter and reliably delivered.
Do not call the offers equivalent without stating the term and assumptions. A free month on a 15-month lease, a credit tied to a move-in date, or a concession that is forfeited after a late payment changes the calculation.
How market conditions affect the decision
Concessions are most useful when competing supply gives renters leverage. Orphe Divounguy, Zillow senior economist, summarized the mechanism: “When supply expands and vacancies rise, property managers have to adjust on both price and terms.”
National figures provide context, not a pricing rule for a particular building:
| Measure | Finding | Scope and date |
|---|---|---|
| Units offering concessions by class | 19.7% of Class A, 20.7% of Class B, and 24.0% of Class C units | RealPage data reported by Fannie Mae for 2024 Q4. Fannie Mae said concession levels remained below one month of free rent, described as 8.3% of asking rent. |
| Estimated concession value | 8.2% of asking rent, versus 7.3% in October 2023 | Fannie Mae, October 2024 measure. |
| Listings with a concession | 38.8% of U.S. Zillow rental listings | Zillow national table for January 2026; just below its January 2025 record of 41.1%. |
| Apartment vacancy and effective-rent growth | 7.5% vacancy and 1% average effective-rent growth | HUD Office of Policy Development and Research report as of January 1, 2024; HUD linked softness partly to completions outpacing absorption. |
These statistics use different populations and methods: units, listings, and concession value. They are not directly comparable or a single current national benchmark. A landlord should examine the property’s signed leases, competing availability, days vacant, and renewal outcomes.

A decision framework for choosing the incentive
Use the following sequence for each vacant unit or renewal campaign.
- Define the objective. Decide whether the offer is intended to reduce days vacant, attract a specific renter segment, compensate for an undesirable feature, or improve lease-up of a new building. An offer without an objective is difficult to evaluate.
- Set the reference rent. Document how the face rent was selected from current comparable homes, condition, location, and included services. Do not raise the reference rent solely to make a concession appear larger.
- Price at least two equivalent scenarios. Model a one-time concession and the same dollar value spread monthly over the lease. Include the owner’s expected vacancy, collection loss, payment timing, and turnover work.
- Estimate vacancy avoided. Compare the incentive with the rent and operating costs lost during additional vacant days. A $2,400 concession may be less expensive than a month of vacancy, but only if the offer actually shortens the vacancy.
- Score renter value. Ask whether the target renter values parking, storage, internet, utilities, or a lower move-in cash requirement more than a free month. Value varies by unit and market segment.
- Check future pricing effects. Record the face rent, concession, net effective rent, and any renewal language. Consider how the resident will perceive the offer when the concession ends.
- Approve a bounded policy. Specify the eligible units, lease-start window, minimum term, payment status, and expiration date. Require the same written terms for similarly situated applicants.
How to design an offer that stays bounded
Specify amount, duration, and eligibility
Write the dollar value or exact months covered, the lease term, the start-date window, eligible unit numbers or floor plans, and the date the offer expires. If the concession depends on signing by a date, state whether a signed lease, paid deposit, or actual move-in is the trigger.
Explain how the credit appears in the ledger
Show the face rent, each month’s charge, the concession line, and the resulting amount due. State whether a free month is the first month, a later month, or a prorated credit. Explain what happens if the lease ends early, the resident defaults, or the concession is conditioned on timely payment; local law may limit remedies.

Plan the renewal conversation at signing
Do not promise that the face rent will rise by a particular amount. Explain only what the current lease says and calendar the renewal review. At renewal, compare current market evidence, resident payment history, service quality, and the net effective rent the resident experienced.

Rules differ by jurisdiction and property. Before advertising or applying a concession, obtain local legal or compliance guidance on:
- Rent stabilization, rent-control, maximum lawful rent, and rules for calculating increases after a concession.
- Required disclosure of a free period, credit, effective rent, or fee waiver in advertisements and leases.
- Security-deposit caps, escrow, installment options, accounting, and refund deadlines.
- Affordable-housing, tax-credit, public-housing, or voucher program rules that may define allowable rent, utility allowances, income calculations, or owner-paid charges.
- Fair-housing requirements governing who receives an offer and how comparable applicants are treated.
- Lease provisions addressing early termination, default, recapture, renewal, and prorated charges.
No national statistic can answer these property-specific questions. A concession that is lawful in one city, building program, or lease form may require different disclosure or may not be allowed elsewhere.

Metrics to monitor after launch
Track outcomes at the property and floor-plan level rather than relying on advertised rent alone.
| Metric | What it tells you |
|---|---|
| Signed face rent | Whether the stated price is stable across leases. |
| Signed net effective rent | The average base-rent economics after concessions. |
| Days vacant | Whether the offer appears to shorten downtime. |
| Concession dollars per lease | The direct cost of the tactic. |
| Turnover and make-ready cost | Whether faster leasing avoids cleaning, repairs, marketing, and staff expense. |
| Collection and delinquency | Whether the offer attracts residents who can sustain the post-concession payment. |
| Renewal acceptance and renewal effective rent | Whether the initial tactic supports credible long-term pricing. |
| Resident complaints or service usage | Whether an amenity or utility promise is creating unexpected operating costs. |
Review cohorts with similar units and lease terms. A concession is successful only if its cost is justified by improved occupancy, lower turnover, better resident quality, or another measured outcome.
Worked comparison including vacancy cost
Assume a $2,400 unit needs either a $2,400 one-month-free concession or no concession. If the no-concession scenario is expected to leave the unit vacant for one additional month, the owner forgoes approximately $2,400 of rent before operating expenses. If the offer fills the unit one month earlier, the gross rent trade-off is roughly even; the incentive may still be worthwhile if it also avoids advertising, utilities, make-ready, and turnover costs. If market evidence suggests the concession would not change the move-in date, the owner would be giving away $2,400 without recovering vacancy time.
Run the same comparison for a $200 monthly reduction: its 12-month cost is also $2,400, but the cash arrives evenly. Include renewal scenarios separately. A resident who paid $2,200 effective rent may reject a sudden return to $2,400 if comparable homes remain discounted, even though the lease’s face rent was $2,400.

Common mistakes and corrections
- Calling a discount free. Correction: record its dollar value in the lease ledger and net-effective-rent report.
- Comparing offers with different terms. Correction: normalize every option to the same lease length and include prorated months.
- Ignoring the cash-flow gap. Correction: model when money is collected, not only the total over the term.
- Assuming face rent guarantees growth. Correction: test renewal acceptance against current demand and resident experience.
- Offering open-ended perks. Correction: cap utility credits and define the service, duration, and cancellation conditions.
- Applying incentives inconsistently. Correction: use written eligibility rules and retain records.
- Using national averages as local pricing. Correction: treat the figures above as context and rely on property-level lease and vacancy data.
A practical landlord checklist
- Choose the objective and target unit or resident segment.
- Set and document a defensible face rent.
- Calculate the concession in dollars and net effective rent.
- Compare a one-time incentive with an equivalent monthly reduction.
- Estimate vacancy, turnover, operating, and collection costs under each scenario.
- Confirm local rent, disclosure, deposit, fair-housing, and program requirements.
- Publish exact eligibility, dates, amount, and lease conditions.
- Show every credit and charge in the lease and resident ledger.
- Track signed effective rent, days vacant, turnover cost, and renewals.
- Adjust or end the offer when measured results no longer justify its cost.
