When a proposed data center could affect local power, water, roads, public services, or quality of life, residents and local officials should first identify which decisions are still open, then request project-specific evidence and bring the relevant decision-makers into the review. A data center’s resource demands depend on its size, cooling system, location, power supply, and operating plan; no single impact estimate or approval path applies everywhere.
Start with the proposal and the decision calendar
Before debating whether a project is acceptable, establish what is actually proposed and what the community can still influence. A project may be at an early inquiry stage, seeking land-use approval, applying for permits, or already operating while proposing an expansion. Those stages create different opportunities to ask questions or request changes.
Ask the municipality for the application materials, relevant land-use plans, hearing and notice requirements, public-records procedures, and known decision dates. Deadlines and participation rights depend on local and state law; the Pennsylvania Department of Community and Economic Development’s Data Center Planning Toolkit is organized to help municipalities consider a proposal from initial inquiry through zoning, permitting, and long-term planning, but it does not establish a universal calendar for other places.

- Site address, applicant and parent company, project phase, and construction and operating schedules.
- Site plans, requested approvals, proposed building and equipment layout, and any expected future phases.
- Expected and peak electricity demand, power connection plans, and proposed sources of electricity.
- Water source, expected withdrawals and consumption, cooling approach, and wastewater and stormwater plans.
- Backup generator count and operating assumptions, fuel storage, batteries, and uninterruptible power supply equipment.
- Construction traffic, modeled operational noise at nearby locations, jobs by phase, and expected tax and public-service effects.
A list of requested approvals is especially useful: it lets residents see which authority is deciding each issue and when comments may matter. Do not assume that a public meeting on one permit is the only chance to participate in land-use, utility, or environmental decisions.
Map who has authority over each issue
Responsibility is commonly divided among local governments, state agencies, utility regulators, service providers, and sometimes federal authorities. The division is jurisdiction-specific, and one agency’s approval does not necessarily settle questions assigned to another.

Michigan’s official data center guidance describes state oversight of subjects such as water withdrawals, air emissions, wastewater, wetlands, construction, and electric service, while local governments retain land-use and community-impact authority. That is a useful example of divided responsibility, not a map of powers for every state or country. Confirm the rules with the agencies and municipal counsel responsible for the proposed site.
Request evidence that can be checked
Ask the developer to provide written estimates, methods, assumptions, and supporting studies rather than relying on broad statements such as “low impact” or “fully sustainable.” Canada’s Responsible Data Centre Development Principles call for clear, project-appropriate, independently verifiable information about power, water, infrastructure, sound, and emissions, along with tracking of material commitments.

For each estimate, ask whether it describes peak demand, an expected operating average, a design maximum, or a future phase. Request the time period and conditions behind it, and ask whether the analysis includes construction, backup systems, seasonal conditions, or expansion. These distinctions matter: a peak electric load is not the same as annual consumption, and water withdrawal is not the same as water consumed.
- Electricity: Request load by phase and over time, interconnection and upgrade studies, reliability assumptions, proposed supply, and the applicable cost-allocation method.
- Water: Request the source, withdrawal and consumption estimates, seasonal assumptions, cooling design, wastewater plan, and stormwater controls.
- Sound and emissions: Request modeled noise at nearby receptors and assumptions for cooling equipment and generators, plus generator emissions and operating assumptions.
- Construction and transport: Request the construction schedule, traffic estimates, road or bridge needs, and plans to manage disruption.
- Public services: Request the fire, emergency response, communications, and hazardous-material assumptions associated with generators, fuel, batteries, and UPS equipment.
- Community effects: Request jobs by construction and operating phase, tax estimates, and assumptions about additional demand for local services.
If the evidence is complex or the community lacks technical capacity, residents or local agencies can consider obtaining independent planning, engineering, water, environmental, utility, or legal review. The scope should match the unresolved question—for example, reviewing a water balance is different from assessing grid upgrades. Ask who commissioned a study, what data it used, and whether its assumptions can be checked.
Review electricity, water, and infrastructure with providers
Electricity: separate project demand from cost allocation
Ask the utility how much capacity is available, what connection work or grid upgrades may be needed, when they would be built, and how the project’s demand fits with other customers’ needs. Request the relevant interconnection or planning materials and ask how the utility or regulator evaluates reliability, who pays for directly attributable work, and whether costs can be shifted to other ratepayers under applicable tariffs or rules.

Canada’s national principles state that project proponents must pay costs of connecting and serving projects, including directly attributable generation, transmission, substations, and grid upgrades, in proportion to scale and impact. This is a Canadian policy statement; it is not a rule that can be assumed to govern a U.S. project. For a proposal elsewhere, ask the local utility regulator or public utility commission how cost allocation and ratepayer protections work.

Water: examine source, consumption, and competing needs
Ask water and sewer providers what capacity exists, whether upgrades or drought contingencies may be needed, how other customers could be affected, and who would pay for improvements. Review freshwater availability, withdrawals, consumption, wastewater, and stormwater separately. A facility’s water demand can vary with its scale, cooling technology, electricity source, and location, so a figure from another project is not a substitute for a site-specific estimate.
Maryland’s Executive Order 01.01.2026.16 identifies adequate water supply without adverse effects, cooling options that include non-potable sources, and public disclosure of water-use and efficiency metrics as review considerations. Those considerations are informative, but an executive order from Maryland does not itself establish requirements elsewhere. Ask the relevant local and state authorities which water standards and permits apply to the proposal.
Check the wider service network
Resource questions extend beyond the building boundary. NJEDA’s General Guidance recommends engaging municipal engineering and public works, utilities, and fire authorities and assessing water supply, roads and bridges, access, communications, generators, fuel, batteries, and UPS systems. Ask whether the site needs road work, emergency access changes, fire-water capacity, utility extensions, or new communications infrastructure, and whether those needs affect existing plans or service levels.

Test the site against plans, zoning, and alternatives
Compare the application with the community’s comprehensive or master plan, zoning, infrastructure plans, nearby homes and sensitive uses, and the capacity of local services. Pennsylvania’s toolkit identifies land use, zoning, infrastructure, fiscal effects, and legal considerations as local review subjects. Maryland’s executive order also considers consistency with local plans and zoning.

Ask whether the applicant or local government has considered alternatives that could reduce impacts: a different site or layout, additional setbacks or buffers, another cooling approach, a non-potable water source where feasible, or changes to traffic and equipment placement. Do not assume that a local body can deny, delay, or condition a proposal simply because residents oppose it. Its options depend on governing law, the approvals already granted, and the facts of the application; communities should get jurisdiction-specific advice before treating any option as legally available.

Engage affected residents, community organizations, local workers, trades, municipal staff, nonprofits, service providers, and emergency responders early enough to identify concerns while plans can still change. NJEDA recommends this kind of engagement and calls attention to fire water, site access, roads and bridges, communications, and site-specific hazards.
Backup equipment deserves its own review. Generators, fuel storage, batteries, and UPS systems can create distinctive fire, electrical, or hazardous-material response needs. Ask fire officials and emergency responders what information, access, equipment, training, or coordination they would need, and whether the applicant’s response assumptions match local capacity.
Noise can come from cooling equipment as well as generators. Michigan’s guidance notes that impacts depend on equipment, setbacks, barriers, and operating practices, and that local governments can impose additional noise-mitigation requirements. Ask for a study appropriately scoped to nearby receptors and operating conditions. Discuss possible operating limits, setbacks, barriers, monitoring, complaint handling, and enforcement with the authority that has power to require them.

Compare proposals on the same basis
If the community is evaluating more than one site or design, use the same categories and ask for the same level of supporting information. Otherwise, a proposal with more complete disclosure can look worse than one that has simply supplied fewer details.

Where an estimate is unavailable, record that it has not been provided rather than filling the gap with assumptions. Keep a written log of requests, responses, unresolved questions, and the agency or provider responsible for each answer. This helps the community distinguish missing information from a finding that the impact is negligible.
Turn community priorities into measurable commitments
If local law and the parties’ bargaining positions allow, a written community benefits agreement or other enforceable instrument can address impacts and benefits identified through engagement and technical review. New Jersey guidance identifies possible funding for roads and water or sewer improvements. Maryland’s executive order lists possible agreement subjects including noise, traffic, emergency services, reporting, remedies, and decommissioning.

Specific, measurable terms are more useful than general promises. For each commitment, define:
- The responsible entity and the deadline or operating condition that triggers performance.
- A measurable standard, such as a defined monitoring or reporting requirement.
- How compliance will be independently verified and what information will be made public.
- What remedy applies if the commitment is missed, and who can invoke it.
- Whether the term covers future phases, expansions, transfers, or successor ownership.
Potential subjects, depending on local priorities and legal authority, include infrastructure contributions, noise, lighting, traffic, air quality, buffers, emergency services, employment, public reporting, periodic review, and decommissioning. NJEDA advises grounding agreement terms in an understanding of local resource impacts and community input. A commitment that is not measurable, assigned, monitored, or enforceable may be difficult for residents to rely on after a project begins operating.
Keep the review grounded in local authority
Canada’s Responsible Data Centre Development Principles say: “Proponents must engage early and transparently with impacted local governments and Indigenous communities on data centre projects and respect local approval processes.” That statement describes Canada’s principles. It is not a substitute for checking the public-participation rules that apply at a particular U.S. or Canadian site.
The practical goal is to connect each community concern to evidence, the decision-maker with authority, and a specific point in the approval or negotiation process. Facility scale, design, cooling, location, and operations can change both resource demands and permit requirements; not every project uses the same amount of water or power, and not every project triggers every permit. A careful review therefore asks what this proposal requires, what remains undecided, and how any resulting commitments will be verified over time.
