Communities reduce deaths during an El Niño season by turning forecasts into pre-agreed actions: identify who is most exposed, set local warning thresholds, communicate the expected impact in accessible language, and keep cooling, water, electricity, health care and emergency services operating. El Niño changes the odds of heat, rainfall and drought; it does not predict the hazard for every town. Local meteorological, hydrological, health and disaster-management authorities must translate the global signal into location-specific decisions.

What El Niño does—and what it does not tell your community

On 13 October 2026, the World Meteorological Organization (WMO) reported that El Niño was established and expected to strengthen to very strong intensity. Its September 2026 update gave an exceptionally high likelihood—nearly 100%—that the event would persist through February 2027. That is a forecast about persistence, not a probability that a particular town will experience a flood, drought or heatwave.

El Niño shifts the odds of rainfall and temperature patterns. The direction and severity of those shifts vary by region, and other climate drivers also influence each event. A community should therefore use its national meteorological and hydrological service, regional climate outlooks and impact-based warnings rather than treating the global El Niño announcement as a local forecast.

“El Niño changes the odds; it does not determine the weather in every city or cause every heatwave,” WMO Secretary-General Celeste Saulo said on 22 September 2026.

The practical question is not whether El Niño guarantees a disaster. It is whether the community has enough lead time to protect people when local forecasts show dangerous heat, heavy rain, water shortage or disease conditions.

Build a warning system that triggers action

A warning saves lives only when people receive it, understand the expected impact and can carry out a feasible protective action. Before the hazard season, agencies and community organizations should write those links down instead of improvising during an emergency.

Agree on thresholds and authority

Meteorological and hydrological services, health authorities, emergency managers, utilities and trusted community organizations should agree on the local thresholds that activate each response. Thresholds might involve a forecast heat index, a river level, rainfall intensity, reservoir status or a disease signal, but the values must be set locally. The plan should name the official who can issue each alert, the agency responsible for each action and the time by which it must occur.

Write impact-based messages

A useful alert says what is expected, who is at risk, when the impact may occur and what to do. “Extreme heat possible” is less actionable than “Dangerous heat is expected from Tuesday afternoon through Thursday; people with heart, lung, kidney or metabolic conditions should use a cool location, and outdoor employers should move strenuous work to cooler hours.” Messages should use the languages, formats and channels people already trust, with plain wording, large print or audio alternatives where needed.

Reach people before the general public

Map residents who may be unable to respond without help: older adults living alone, people with disabilities, people with cardiovascular, respiratory, renal, metabolic or mental-health conditions, infants, pregnant people, outdoor workers, residents of informal settlements, people without reliable transport and households with limited connectivity. Assign a named service or community group to check each priority population when an alert is issued. Do not assume a broadcast message reaches an isolated person.

Provide backup communication routes

Use more than one route—cell broadcast or text, radio, television, public address systems, social media, door-to-door outreach and local leaders—because power, networks and literacy vary. Keep printed instructions at clinics, schools, transport hubs and cooling locations. Identify a backup channel if the primary network fails, and test the process before the season.

Prepare before the hazard season

  1. Convene the response group. Include the meteorological and hydrological service, public health, emergency management, water and electricity utilities, hospitals, schools, employers, transport operators and trusted civil-society or neighborhood organizations.
  2. Map exposure and dependence. Record where heat accumulates, where floods can isolate neighborhoods, which communities depend on a vulnerable water source, and which residents rely on electricity-powered medical equipment or regular clinical care.
  3. Set alert-to-action rules. For every warning level, specify who issues it, who is contacted first, what services open or close, how transport is arranged and how long the action must be sustained.
  4. Check capacity. Inspect cooling spaces, backup power, water treatment, shelters, ambulances, call centers, clinic staffing, fuel, food stocks and communications equipment. Correct gaps while there is still lead time.
  5. Practice with a realistic scenario. Run a short exercise involving a forecast alert, a power outage, a blocked road and a person needing medical support. Record delays and assign owners for fixes.
  6. Publish a simple local plan. Tell residents how alerts will arrive, where to obtain help, which facilities can provide cooling or water, and how to report a person in danger.

WMO’s Early Warnings for All framework organizes this work around risk knowledge, monitoring and forecasting, warning communication, and preparedness to respond. In June 2026, Saulo said 128 countries reported multi-hazard early warning systems. That figure does not mean every resident in those countries is reached or protected, so local coverage still needs to be checked.

Respond to extreme heat as a health emergency

Heat can cause severe illness or death directly and can worsen cardiovascular, respiratory, renal, metabolic and mental-health conditions. A weather alert should therefore activate health and social measures, not just a public notice.

Open safe cooling locations

Identify buildings that remain cool and accessible during the forecast period, such as libraries, schools, community halls or clinics. Publish opening hours, transport options, accessibility information and whether drinking water, seating, toilets and assistance are available. Plan backup power and a procedure for keeping the location open if the heat lasts longer than expected. A nominal “cooling center” that people cannot reach or that loses power is not an effective intervention.

Run targeted health outreach

Health services should provide advice tailored to local risks, including warning signs that require urgent care and instructions for medications or chronic conditions. Use clinics, pharmacies, home-care services and community workers to contact people known to be isolated or medically vulnerable. Establish a route for escalating a missed welfare check or a report of confusion, fainting, breathing difficulty or other serious symptoms to emergency care.

Protect outdoor and indoor workers

Employers and labor authorities should use the local warning to shift strenuous tasks to cooler hours, increase rest and shade, provide drinking water and train supervisors to recognize heat illness. The plan must cover agricultural, construction, delivery, sanitation and emergency workers, as well as people working in hot indoor environments. Workers need a practical way to stop or seek help without retaliation when conditions become unsafe.

Keep essential services running

Utilities and health systems should identify the facilities and customers that cannot safely lose electricity or water. Prepare backup generation, fuel, maintenance crews, water distribution and alternative clinical arrangements. Hospitals and clinics should review staffing, surge capacity, medication storage and ambulance routes. Publish outage reporting and assistance numbers, and prioritize restoration according to life-safety needs.

Armel Castellan, Extreme Heat Advisor in the WHO-WMO Climate and Health Joint Programme, described the value of seasonal information this way: “The WMO seasonal outlooks buy us much needed lead time, and that lead time is what lets health authorities look ahead and prepare, rather than repair.”

Plan for floods, drought and related health threats

El Niño-related rainfall shifts can produce very different local outcomes. Some places face heavy rain and flooding; others face drought, water insecurity, food stress or conditions favorable to infectious disease. A community should activate the plans that match its local outlook instead of applying one El Niño checklist everywhere.

Flood and heavy-rain preparation

  • Use rainfall and river forecasts to pre-position rescue teams, transport, fuel, medicines, safe water supplies and communications equipment.
  • Check evacuation routes, bridges, shelters and facilities serving people with disabilities or limited mobility; arrange transport before roads become impassable.
  • Issue warnings that state the expected locations and timing of dangerous water, the route to safety and the point at which residents should leave.
  • Coordinate with water and sanitation services to protect drinking-water sources and test quality after flooding.
  • Prepare clinics for injuries, interrupted treatment and outbreaks linked to contaminated water or displacement.

Drought and water insecurity

  • Use seasonal outlooks and reservoir or groundwater monitoring to trigger graduated water-conservation and supply measures.
  • Identify households, schools, clinics and farms that lack reliable access, and arrange equitable distribution or protected community sources.
  • Monitor food availability, prices and nutrition, with support for children, older people and people with chronic illness.
  • Publish water-quality advice and maintain treatment, testing and repair capacity.

Disease surveillance and prevention

Changes in water, temperature and standing-water patterns can make cholera and mosquito-borne disease relevant in some locations. Public-health authorities should use their established surveillance and outbreak protocols, connect alerts to laboratories and clinics, and communicate prevention measures in locally understood terms. The applicable disease risks and thresholds are location-specific; no single global checklist substitutes for national health guidance.

Make warnings accessible and equitable

Evaluate every intervention by who can actually use it. Check language, literacy, disability access, mobile and internet coverage, transport, cost, opening hours and safety. Provide sign-language interpretation, captions, audio messages or in-person assistance where needed. Work through organizations that already serve migrants, older adults, people with disabilities, remote settlements and minority-language communities.

Do not place the burden entirely on individuals. A resident cannot shelter from heat without a safe place to go, avoid unsafe water without an alternative supply or evacuate without transport. Public agencies should fund and operate the protective services that warnings require.

Compare local interventions before choosing them

When resources are limited, compare proposed actions using the same questions. The table is a planning aid; trigger values, capacities and priority groups must be supplied by local authorities.

Intervention area Hazard addressed Lead time and trigger People to prioritize Continuity requirement
Cooling and health outreach Extreme heat Local heat-health warning; hours to days Isolated people, medically vulnerable residents, infants, older adults and outdoor workers Electricity, water, clinics, transport and staffed cooling locations
Evacuation and flood response Heavy rain and flooding Rainfall, river or coastal alert; hours to days People in flood-prone areas, those with limited mobility and people in isolated facilities Routes, shelters, rescue capacity, communications and safe water
Water and food protection Drought and water insecurity Seasonal outlook plus reservoir, groundwater or supply indicators; weeks to months Water-insecure households, schools, clinics, children and nutritionally vulnerable people Treatment, distribution, monitoring, food supply and health services
Disease surveillance Cholera or mosquito-borne disease where locally relevant Public-health surveillance and environmental indicators People in crowded, displaced or poorly serviced areas Laboratories, clinics, sanitation, vector control and trusted communication

Review every event and improve the next warning

After each heatwave, flood, drought episode or disease alert, hold a short multi-agency review. Record which warnings reached people, how long they had to act, which actions were feasible, which groups were missed, where services failed and how many requests for help went unanswered. Compare planned capacity with actual demand and assign a deadline and owner for each correction. Feed the results into thresholds, contact lists, cooling-site plans, evacuation routes and supply pre-positioning.

This learning cycle is an implementation practice consistent with the Early Warnings for All emphasis on coordinated risk knowledge and preparedness. Available WMO material states qualitatively that early warning systems have helped decrease deaths and losses, but it does not establish one universal number of deaths prevented by the community actions described here.

Use seasonal lead time without overpromising certainty

Seasonal forecasts can support decisions about emergency protocols, heavy-rain and drought preparation, humanitarian supplies and staffing. They cannot identify the exact street that will flood or prove that a specific heatwave will occur. Update the plan whenever local forecasts and impact-based warnings change, and keep protective actions ready for hazards that develop outside the seasonal expectation.

Saulo called the 2026 event “a test” and said, “We have the science. We have advance warning. And we still have time to act.” The meaningful measure of that time is whether agencies convert it into reachable warnings, staffed services and protection for people who cannot protect themselves alone.

Localize this guide before using it as an emergency plan

This guidance is global. It does not establish a community’s flood zones, drought exposure, warning thresholds, languages, communication channels, cooling capacity or priority populations. Local authorities should replace each generic step with current national meteorological, health and disaster-management procedures, contact numbers and facility details. WMO Europe heat-health guidance is regional and should not be treated as a universal protocol.
