In U.S. joint military doctrine, command and control (C2) is “the exercise of authority and direction by a properly designated commander over assigned and attached forces in the accomplishment of a mission.” The definition, reproduced in Air Force Doctrine Publication 3-0.1, describes a leadership function—not simply a communications network or command post.
What does command and control mean?
C2 is how a designated commander exercises authority and gives direction to forces assigned or attached to them so those forces can accomplish a mission. The definition comes from U.S. joint doctrine (JP 1), as reproduced in Air Force Doctrine Publication 3-0.1.
The words in the definition matter: authority belongs to a properly designated commander, it concerns particular forces, and it is directed toward a mission. C2 therefore includes decisions and direction, as well as the coordination needed to put them into effect.

How are command and control different?
They are connected, but they are not identical. Air Force Doctrine Publication 3-30, Appendix E, distinguishes the terms this way:

- Command is the lawful authority a commander exercises over subordinates by virtue of rank or assignment.
- Control can refer to authority over some activities that is less than full command. It also describes the process inherent in command through which commanders plan, guide, and conduct operations.
This distinction helps explain why C2 can involve delegated authorities and direction without giving every person or system involved command authority.
What makes up a C2 system?
C2 is the function; a C2 system is the arrangement that enables people to perform it. A functional description in the Air Force publication includes personnel, equipment, communications, facilities, and procedures used to plan, direct, coordinate, and control forces and operations. The U.S. Army’s Doctrine Smart Book, July 2024, describes a C2 system in terms of people, processes, networks, and command posts.

These are complementary descriptions from different U.S. doctrine sources, not one universal checklist. In practice, the system combines people and working methods with the communications and facilities needed to share information and coordinate activity. NATO’s Allied Joint Doctrine likewise emphasizes standardized procedures and interoperable communications and information systems used by commanders, staffs, and subordinates.

Mission command is the U.S. Army’s approach to command and control, not another name for C2’s definition. It empowers subordinate decision-making and decentralizes execution as appropriate to the situation. The Army’s 2019 explanation of this relationship appears in “Combined Arms Center launches new mission command doctrine.”

In other words, a commander still provides authority and direction, while the approach can give subordinates room to make decisions and carry out the mission. The appropriate balance depends on the situation.

No single meaning should be assumed across every field. The definition above is specifically grounded in U.S. military doctrine. NATO doctrine provides a related multinational framing, particularly around standardized procedures and interoperability, but the sources cited here do not establish a universal definition for every civilian, business, or computing use of “command and control.” Context determines which meaning applies.
