Union minister Sarbananda Sonowal said Cochin Shipyard Limited (CSL) had orders to build more than 40 ships for foreign countries, including the US, Germany and Norway. The figure does not mean CSL announced 40 new contracts at Sagarmanthan 2026: the shipyard clarified that the orders were already in its orderbook and at different stages of development.
What Sonowal said about Cochin Shipyard’s ship orders
At a press conference in New Delhi on 8 October 2026, Union Ports, Shipping and Waterways Minister Sarbananda Sonowal described CSL as having orders for more than 40 ships from multiple foreign countries. The Week quoted Sonowal the next day saying that shipbuilding orders for CSL were coming from foreign countries such as Germany, America and Norway. That quotation is a media report of his remarks, not an independently available transcript. The Week’s 9 October report also covered the company’s response.
Were the more than 40 ships new orders?
No. CSL clarified that the contracts behind the count were already part of its orderbook and were at various stages of development. The figure was not an announcement of more than 40 newly secured deals at Sagarmanthan 2026.

The company also said orders, including export orders, had already been notified to stock exchanges and were publicly available. It said new firm orders would be notified in line with its policy. The distinction is between an existing orderbook—a record of contracted work that may be in progress or awaiting later stages—and a newly announced firm order.
What the reported figure does—and does not—tell readers
- It is an aggregate vessel count. The reports describe orders for more than 40 ships; they do not provide an itemized list of 40 new contracts.
- The named countries are examples, not a complete market breakdown. Sonowal named the US, Germany and Norway, but the reports do not give a full list of countries or a ship count for each.
- It does not disclose the individual projects. The reports do not identify every vessel, buyer, contract value or delivery date behind the aggregate.
- It is not evidence of a market share or revenue total. No such statistic follows from the order count alone.
Without contract-by-contract details, it would be misleading to infer particular buyers, schedules or vessel types from other CSL projects. The company’s business includes specialized commercial vessels: for example, its 2022 announcement described commissioning and service operation vessels for offshore wind commissioning, service, maintenance and operations, featuring motion-compensated gangways and cranes. That background does not establish that those vessels are part of the more-than-40 figure. CSL’s official site carries company information and announcements.

Why CSL’s clarification matters
An orderbook figure and a new-order announcement describe different things. The minister’s statement pointed to the scale and international character of CSL’s existing shipbuilding work. The clarification addressed how that figure was being interpreted: the orders were already in the orderbook, rather than 40 fresh contracts disclosed at the event.
The available reports do not provide a vessel-by-vessel schedule or a complete buyer and contract list. They therefore support the orderbook distinction, but not estimates of the contracts’ combined value, individual delivery dates or contribution to revenue.
