Anthropic’s announced policy update targets sustained, needless abusive or cruel behavior toward its models—not ordinary frustration, criticism, pushback, dark creative themes, or model testing and research. Anthropic calls the document its Usage Policy, though it also recognizes the names Acceptable Use Policy and AUP. The updated policy page displays an effective date of November 12, 2026; as of October 9, 2026, the new clause is announced wording with a future effective date.
What does the new clause say?
The Universal Usage Standards section of Anthropic’s Usage Policy adds this rule: “Engage in sustained and needless abusive or cruel behavior toward our models.” Anthropic says the addition is aimed at extreme cases in which someone repeatedly treats a model cruelly without a discernible purpose. The October 8, 2026 announcement explains the intended scope, while the Usage Policy contains the policy language.
The wording concerns conduct directed at Anthropic’s models. It is separate from other policy restrictions concerning harm to people, including harassment, intimidation, and celebrating individuals’ suffering.
Can you be rude to Claude or criticize it?
Anthropic says the update is not intended to cover common user frustration or pushback. Criticizing an answer, telling Claude it is wrong, or expressing irritation does not by itself match the extreme pattern the announcement describes. The policy does not set out a detailed checklist or a complete test for deciding when conduct crosses the line, so the clause should not be expanded into a rule against any rude or critical prompt.

Anthropic also says the addition is not aimed at dark creative themes, model testing, or research. Those are explicitly distinguished from sustained, purposeless cruelty in the announcement.
How could Claude respond, and what other enforcement is possible?
Ending a conversation
Anthropic says Claude’s ability to end an interaction will remain the primary response in these cases. In an August 15, 2025 explanation, Anthropic described this capability in consumer chat interfaces as a rare, last-resort measure: Claude should first try to redirect the conversation, and end it when those attempts fail and a productive interaction no longer seems possible, or when the user explicitly asks to stop. Anthropic characterized that capability as an ongoing experiment.

Account-level action
Conversation-ending is distinct from general account enforcement. The Usage Policy says suspected violations may lead to a warning, throttling or other limits, suspension, or termination of access. It also says an output block alone does not establish that a user violated the policy.

No such conclusion follows from the policy. Anthropic’s Constitution and its explanation of the conversation-ending feature discuss uncertainty about Claude’s possible moral status or wellbeing. The Constitution says Claude should be able to set appropriate boundaries in distressing interactions, but that is not evidence that Anthropic has established that current models suffer or possess moral status. The intervention is best understood as Anthropic’s stated policy and precautionary design choice.

What the available enforcement numbers do—and do not—show
Anthropic’s Transparency Hub reports 11.4 million banned accounts for January through June 2026. That is a broad aggregate, not a count of people who behaved cruelly toward models or of actions taken under this clause; the cited passage does not break the figure down by violation type. Anthropic has not provided a statistic in the cited official material quantifying how common abusive or cruel behavior toward Claude is.
Because the effective date shown on the policy page is November 12, 2026, the announced clause should not be described as already effective on October 9, 2026.
