An h-index and a citations-per-paper figure are summaries of recorded citation activity, not complete judgments of a researcher. An h-index of h means that at least h publications have received at least h citations each. Citations per paper is an average for a defined set of publications. Both numbers are meaningful only when you name the database, publication set, retrieval date and the researcher’s field and career stage.
What an h-index actually measures
The h-index combines publication output and citation uptake into one threshold. To determine it, order a researcher’s publications from most cited to least cited. The h-index is the largest number h for which publication number h has at least h citations.
A simple example
Suppose a profile lists 12 publications. If the first eight have at least eight citations each, but the ninth has only seven, the h-index is 8. The remaining four publications do not affect the threshold unless their citation counts rise enough to change it. An h-index of 8 therefore says nothing precise about the total citations, the exact citation count of each paper, or the quality of any individual study.

What the threshold captures
- It reflects both sustained publication and repeated citation of those publications.
- It is less dominated by one extremely cited paper than a total-citation count.
- It provides a compact description of where a publication list crosses a citation threshold.
What it hides
The metric discards the shape of the distribution above and below the threshold. Two researchers can both have an h-index of 10 even if one has ten papers with exactly ten citations and the other has nine papers with ten citations plus one paper with several thousand citations. The h-index also does not show whether a researcher has one exceptional publication, a broad body of moderately cited work, or many uncited recent papers.

What “citations per paper” means
Citations per paper normally means the arithmetic mean: the number of recorded citations divided by the number of publications included in the calculation. A result is interpretable only after the publication set is defined. “All publications” is different from “journal articles from 2020–2024,” and a database’s document types may include or exclude books, conference proceedings, reviews or other records.
Why the average can mislead
An average is not a promise about a typical paper. In a hypothetical portfolio with one paper cited 1,000 times and nine papers cited zero times, the mean is 100 citations per paper. A second portfolio with ten papers cited 100 times each has the same mean, although its citation pattern is completely different. Report the underlying distribution or at least the range and highly cited outliers when the average could conceal an important difference.
State the calculation’s boundaries
A responsible report identifies:
- the database that supplied the citation counts;
- the publications included and the document types counted;
- the publication years or citation window, if a window was used;
- the retrieval date, because citation totals change over time; and
- whether self-citations, duplicate records or versions were handled in a particular way, if the database provides that choice.
Web of Science describes per-publication citation counts as inputs to derivative measures such as the h-index. Its researcher profiles cover journals, books and conference proceedings indexed in the Web of Science Core Collection. Because its coverage differs from Google Scholar’s, a Web of Science total can be lower than a Google Scholar total without either number being a universal count.

Raw citation counts depend on the index
A raw citation count is the number of citing records that a particular index has captured. There is no single, database-independent total. Indexes differ in the journals, books, proceedings, languages, document types and citation links they include, and in how they merge author identities and duplicate records.
When quoting a number, put the source beside it: for example, “h-index 14 in Web of Science, retrieved 16 October 2026.” A number without that context invites an invalid comparison. If two profiles come from different services, first determine whether their coverage is sufficiently similar; otherwise, treat the values as separate measurements rather than ranks.
Why field and career stage change the meaning
Citation practices vary substantially between fields and even between specialties in the same field. Some communities publish large numbers of short papers and cite recent work rapidly. Others publish fewer articles, rely heavily on books or conference proceedings, or accumulate citations slowly. Language, journal history, publication format and the timing of a researcher’s career also affect how quickly citations appear.

Career opportunity matters
A researcher who began publishing five years ago has had less time to accumulate citations than someone with a 25-year publication history. Recent papers also have less opportunity to be cited than older papers. Clarivate’s Web of Science guidance warns that the h-index does not control for career stage and that publication and citation behavior differs between fields; it calls serious conclusions from direct h-index comparisons unwise without context.

No universal “good” score
The available guidance does not establish a universal good, bad or successful h-index or citations-per-paper value. A number that is common in one discipline or career stage may be unusual in another. Any benchmark should therefore be local and explicit: define the field, cohort, database, publication years and document types before drawing a comparison.

- Match coverage. Use the same database where possible, and record which indexed document types it includes. If the sources differ, label the comparison as limited rather than combining the figures.
- Define the field. Compare researchers whose specialties and publication customs are reasonably similar. A broad department label may hide major differences in citation behavior.
- Account for career stage. Record years since the start of independent research or another clearly stated career measure. Do not treat a longer citation accumulation period as a measure of superior ability.
- Align publication windows. Note publication years and give newer work a realistic opportunity to receive citations. If one profile contains many recent papers and the other does not, a single average is especially unstable.
- Match document types. A portfolio rich in reviews, books or conference papers may receive a different citation pattern from one made mostly of original research articles.
- Inspect the distribution. Look at each paper’s citations, not only the h-index and mean. Identify outliers, uncited recent work and whether citations are spread across the portfolio.
- Read the contributions. Examine methods, originality, collaboration roles, data or software contributions and expert assessments. Use metrics as supporting evidence, not as a substitute for reading the work.

What these metrics cannot establish
Neither an h-index nor citations per paper proves that research is rigorous, original, correct, socially valuable or influential outside the scholarly literature. Citations can reflect agreement, criticism, background use, required references or the visibility of a topic. A high count does not reveal whether a researcher led a project, supplied a method, shared senior authorship or made a minor contribution within a large collaboration.
Clarivate’s 2017 guidance on research metrics states that citation data are not meant to replace informed peer review and recommends attention to the many conditions that influence citations. For hiring, promotion, funding or awards, metrics should accompany a considered account of the work and the researcher’s role.

A journal-level indicator describes a journal or its citation environment. It is not a measurement of every article in that journal and cannot be transferred automatically to an individual author. Clarivate’s 2026 Journal Citation Reports guidance says journal-level indicators are designed to support journal evaluation, not to assess the performance of individual papers or researchers. Use article-level evidence and expert assessment for an individual evaluation.

How to report a metric so readers can interpret it
A compact but defensible profile can follow this pattern:
- Give the metric and value: “h-index 12.”
- Name the source: “Web of Science Core Collection.”
- Give the retrieval date: “retrieved 16 October 2026.”
- Describe the set: “journal articles, reviews and proceedings indexed in that profile,” or another precise scope.
- For citations per paper, provide the formula’s numerator and denominator or the publication window.
- Add field and career-stage context and a short description of the citation distribution.
- State that the figure supports, rather than replaces, assessment of the publications and the researcher’s contribution.
For example, “The profile shows an h-index of 12 in Web of Science Core Collection on 16 October 2026. Its 8.4 citations-per-paper mean covers 35 indexed publications from 2018–2025. The mean is lifted by two highly cited reviews, so the paper-level distribution should be read alongside these summaries.” This wording makes the source, date, scope and limitation visible instead of presenting a bare ranking.
Common mistakes and how to correct them

Use metrics as a starting point, not a verdict
These indicators are most useful for organizing a conversation about a publication record. The h-index shows the depth of citation uptake across a threshold; citations per paper summarizes the average for a stated set; raw counts show what one index has recorded. None supplies the context needed to judge research on its own. A credible evaluation pairs clearly sourced numbers with the publications, methods, collaboration roles, field norms, career stage and informed expert review.
