Cisco Smart Software Manager On-Prem (SSM On-Prem) is software installed in your own environment that collects Cisco license usage from supported devices and manages that information locally. It then synchronizes the local account with Cisco Smart Software Manager (CSSM), either across a network connection or through a manual file-transfer workflow when the licensing environment is disconnected.
It is therefore a local management and reporting intermediary in Cisco Smart Licensing—not a device license, a software feature, a Smart Account, or a replacement for CSSM. The exact devices, releases, registration commands, and supported workflows depend on the Cisco platform and licensing model in use.
What SSM On-Prem is responsible for
SSM On-Prem is Cisco’s on-premises version of its Smart Software Manager experience. Organizations install it inside their own network when they want license-management functions to remain local or when managed Cisco products cannot communicate directly with Cisco’s cloud service.
Supported products register with the local SSM On-Prem server and send license-consumption information to it. Administrators can then view usage through the local application, manage local accounts, and perform the registration, activation, reporting, and synchronization tasks supported by the relevant SSM On-Prem edition. Cisco documentation also describes transfers between company entities as one of the application’s functions.

The local system works with Cisco Smart Accounts and Virtual Accounts. Those accounts hold the organization’s Cisco entitlements and determine where device consumption is assigned. SSM On-Prem does not create a separate licensing universe: it provides a local interface and collection point while CSSM remains the Cisco licensing service that receives synchronized account and usage information.
Because support is product-specific, a deployment should always be checked against the guide for the device family, software release, and licensing mode being used. A workflow documented for IOS XR, for example, should not automatically be applied to NX-OS or another Cisco operating system.
How the three-part Smart Licensing arrangement works
The simplest way to understand the architecture is to separate the device, the local manager, and the Cisco service:
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →- Managed Cisco product instances: routers, switches, or other supported products report their licensing status and usage.
- SSM On-Prem: the installed local server receives those reports, provides local visibility and account administration, and acts as the registration and synchronization endpoint for the deployment.
- Cisco Smart Software Manager (CSSM): Cisco’s licensing service stores the organization’s cloud-side account and entitlement state. SSM On-Prem synchronizes with it online or through exported and imported files.
In a connected design, the local server can reach CSSM over the network. In a disconnected design, no network path is used for that exchange; an administrator moves the required synchronization files between the environments. Devices still communicate with SSM On-Prem inside the local environment in either design.
Cisco describes SSM On-Prem as providing a subset of CSSM’s functionality. It is not the same as the cloud-hosted CSSM portal, and installing it does not eliminate the need to configure the organization’s Smart Account and Virtual Accounts or to follow the registration process required by each managed product.

Where SSM On-Prem fits in Smart Licensing Using Policy
Smart Licensing Using Policy is the broader Cisco licensing workflow. It supports several deployment patterns rather than requiring one universal topology. Cisco lists direct CSSM access, on-premises choices such as SSM On-Prem and Cisco Smart Licensing Utility (CSLU), and offline processes.
SSM On-Prem is one deployment option inside that framework. Choosing it answers the question of where devices send licensing information and where operators obtain a local usage view; it does not by itself determine every policy, entitlement, or device-side command. Those details remain tied to the product platform and release.
The practical distinction is:
- Direct CSSM: a supported product communicates with Cisco’s licensing service without an SSM On-Prem intermediary.
- SSM On-Prem: devices report to a customer-hosted local server, which synchronizes with CSSM either online or by file transfer.
- CSLU: another on-premises option in Smart Licensing Using Policy; its supported features and device workflows must be checked in the applicable Cisco documentation.
- Offline processes: licensing information is moved through an approved manual exchange rather than a live service connection.
Cisco’s platform guides are the authority for which choices are supported on a particular release. The IOS XR and NX-OS documentation provide examples of the differences between these models:
Cisco Smart Licensing Using Policy for IOS XR
Cisco NX-OS Smart Licensing Using Policy Deployment on Nexus Switches
Connected and disconnected SSM On-Prem deployments
The choice between connected and disconnected operation changes the synchronization procedure and the day-to-day work required from administrators.

| Characteristic | Connected SSM On-Prem | Disconnected SSM On-Prem |
|---|---|---|
| Device reporting | Supported devices register and report usage to the local SSM On-Prem server. | Supported devices register and report usage to the local SSM On-Prem server. |
| Path from SSM On-Prem to CSSM | Network connection. | No network connection; synchronization uses manually moved files. |
| Synchronization timing | On demand or on a schedule; Cisco’s IOS XR explanation describes daily, weekly, or monthly intervals. | Performed when an administrator exports, transfers, and imports the required files. |
| Operational burden | Requires network reachability, credentials, and reliable scheduled or manual synchronization. | Requires a controlled file-transfer procedure, tracking, and repeated human intervention. |
| Local usage visibility | Available through the local SSM On-Prem application. | Available through the local SSM On-Prem application in the NX-OS topology described by Cisco. |
The connected model reduces the number of manual handoffs but may not satisfy an environment in which the licensing network is isolated. The disconnected model can fit a classified or otherwise offline network, but an unsynchronized local view can become stale if file exchanges are delayed or omitted.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Cisco’s NX-OS comparison includes an important platform-specific distinction: disconnected SSM On-Prem supports viewing license consumption locally and supports multiple Smart Account and Virtual Account combinations. Cisco contrasts that with a switch-only offline topology in which consumption is not viewable locally and only one Virtual Account can be used. Those details apply to the cited NX-OS deployment comparison; they should not be generalized to every Cisco platform.
What a normal SSM On-Prem workflow looks like
The labels and commands vary by product and edition, but the lifecycle follows a predictable sequence.
- Prepare the account structure. Confirm the organization’s Cisco Smart Account, the Virtual Accounts that should receive consumption, and the entitlements assigned to them. Decide whether the local deployment needs to handle more than one account combination.
- Install the local application. Deploy the supported SSM On-Prem image in the customer’s environment and provide the network identity and services required by the edition. The current installation guide describes an ISO-based virtual-machine installation.
- Complete local server prerequisites. Configure network settings, a dedicated address, DNS, and NTP. Time synchronization matters for authentication, certificates, logs, and scheduled operations.
- Register and approve the local account. Use the SSM On-Prem registration process for the chosen edition, then complete any required account approval and association with the organization’s Cisco licensing account.
- Register supported devices to SSM On-Prem. On each platform, select the device-side Smart Licensing Using Policy workflow documented for that release and point the product to the local server. Do not substitute commands from another operating system’s guide.
- Collect and inspect usage. Confirm that devices appear in the local inventory, that reports are arriving, and that consumption is assigned to the intended Smart Account and Virtual Account.
- Synchronize with CSSM. In connected mode, run or schedule the network synchronization. In disconnected mode, export the required file, move it through the approved transfer path, import the response, and verify the resulting status locally.
- Reconcile regularly. Compare local usage and entitlement state with the CSSM-side account after each synchronization. Investigate missing devices, rejected files, account mismatches, or stale reporting before they affect compliance or renewal work.
This sequence describes the roles and decisions, not a universal command set. Cisco can change the screens, registration sequence, supported transports, and device-side syntax between releases.
Installation and edition differences you must account for
Cisco’s SSM On-Prem Installation Guide separates the newer Enhanced Edition 6.x and later from the Classic Edition through 5.x. Enhanced Edition has a different architecture, interface, registration and synchronization procedures, role model, and role-based access control.

That distinction is operationally significant. A runbook written for Classic Edition may show menus, roles, or synchronization steps that do not exist in Enhanced Edition. Before an upgrade or a new installation, identify the edition and version first, then use the corresponding guide rather than copying older screenshots or procedures.
The current installation guidance calls for an ISO-based virtual-machine deployment and includes network configuration, a dedicated address, DNS, NTP, and local-account registration and approval. It does not establish one universal hardware specification or capacity limit for every deployment. Host sizing and supported hypervisor details should be taken from the version-specific installation documentation and your organization’s device count and reporting pattern.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Platform and release requirements are not universal
SSM On-Prem support is tied to the managed product and its software release. For one documented IOS XR workflow, Cisco calls for SSM On-Prem release 9-202407 or later. That is a requirement for the cited IOS XR procedure, not a minimum that can be applied to every Cisco product.
Transport support can change as well. Cisco’s current IOS XR guidance states that beginning with IOS XR release 25.3.1, Call Home transport mode is no longer supported for Smart Licensing Using Policy and directs users to configure CSLU or Smart Transport instead. This is an IOS XR release-specific migration and operating detail, not a blanket rule for NX-OS or all Cisco platforms.

How to choose SSM On-Prem, CSLU, direct CSSM, or an offline topology
Use the following decision sequence rather than selecting a tool by name alone.
1. Can the managed products reach CSSM directly?
If yes, direct CSSM may be technically possible. If policy or network isolation prevents that path, an on-premises intermediary or an offline workflow is needed.
2. Can the local licensing server reach CSSM?
If the answer is yes, connected SSM On-Prem can provide local collection while synchronizing over the network. If no, disconnected SSM On-Prem can preserve local management, but the team must operate the file-transfer cycle.
3. Is a central local usage view required?
SSM On-Prem is appropriate when operators need a local point for collecting and viewing supported device consumption. Cisco’s NX-OS comparison specifically distinguishes that capability from a switch-only offline topology where consumption is not viewable locally.
4. How many account combinations must be managed?
If the deployment spans multiple Smart Account and Virtual Account combinations, check the platform topology guide carefully. Cisco identifies multiple combinations for disconnected SSM On-Prem in its NX-OS comparison, while the cited switch-only offline topology allows one Virtual Account.
5. Which product and release are actually deployed?
Make the final decision only after confirming support in the current IOS XR, NX-OS, or other platform documentation. The same label—connected, offline, SSM On-Prem, or CSLU—can represent different supported details across releases.
Common failure points and practical checks
Devices do not appear in the local inventory
- Confirm that the device is a supported product and release for the selected SSM On-Prem version.
- Verify the device is configured for the correct local server address and registration workflow.
- Check DNS, routing, certificates, and clock synchronization between the device and SSM On-Prem.
- Ensure the device was assigned to the intended Smart Account and Virtual Account during registration.
Connected synchronization fails
- Test the SSM On-Prem server’s network path and name resolution to CSSM.
- Check proxy, firewall, certificate, and authentication requirements defined by the current guide.
- Review the last synchronization result and confirm that the local server clock is accurate.
- Run a controlled manual synchronization before relying on a recurring schedule.
Disconnected data becomes stale
- Record the export date, transfer date, import result, and account used for every exchange.
- Move both the outbound usage file and the returned response through the approved secure process.
- Verify that the imported result changed the local status and that no devices were omitted.
- Escalate rejected or expired files using the edition-specific procedure rather than repeatedly reusing an old export.
The installation guide does not match the interface
Check the edition before troubleshooting. Enhanced Edition 6.x and later and Classic Edition through 5.x use different architecture and procedures. Mixing their instructions can look like a permissions or registration fault when the real problem is an edition mismatch.

- It does not replace a Cisco Smart Account or Virtual Account; those account structures still organize entitlements and consumption.
- It does not turn an unsupported device or release into a supported one.
- It does not make every Smart Licensing Using Policy feature available locally; Cisco describes it as a subset of CSSM’s functionality.
- It does not remove synchronization work. Connected deployments need a working network path and schedule; disconnected deployments need recurring file exchanges.
- It does not provide one universal set of commands. Device registration and transport configuration remain platform- and release-specific.
