A complex instruction set computer (CISC) is a computer architecture whose instruction set offers a comparatively broad range of instructions and addressing modes. Some instructions can combine several lower-level actions—such as loading data from memory, performing a calculation, and storing the result. CISC describes the software-visible instruction set, not a guaranteed processor design or speed.
What does CISC mean?
CISC stands for complex instruction set computer; the approach is also called complex instruction set computing. The term describes an instruction-set architecture (ISA): the set of operations and rules that software can use to communicate with a processor. An ISA is the interface visible to software, not a complete description of the circuitry inside a chip. IEEE describes CISC as providing many instructions and addressing modes, including instructions that can carry out multiple steps.
For example, an instruction may combine a memory read, an arithmetic operation, and writing the result back to memory. In a simpler instruction set, those actions might instead be expressed as several separate instructions. The precise instructions and behavior depend on the particular ISA.

RISC means reduced instruction set computer. The traditional distinction is about the design of the instruction set: CISC offers a wider set of potentially more complex instructions and addressing modes, while RISC emphasizes simpler instructions. This can affect how many instructions a program needs, but it does not establish which processor will be faster.

| Comparison | CISC | RISC |
|---|---|---|
| Instruction-set emphasis | A comparatively broad instruction set; some instructions can combine multiple low-level actions. | Simpler instructions are the traditional design emphasis. |
| Program instruction count | A complex instruction may do work that would otherwise require several instructions. | A program may use more instructions for the same task. |
| Performance conclusion | The label alone does not determine speed or energy use; results depend on the processor implementation and workload. | |
RISC-V International presents the classic tradeoff as potentially fewer instructions for complex CISC operations versus potentially less time to read a simple RISC instruction. That is a design framing, not a universal benchmark. To compare performance, look at specific processors running the same workload under comparable conditions.
Is x86 a CISC architecture?
Yes. Intel identifies x86 as a CISC design and connects its instruction set with compatibility across generations of software. That makes x86 a familiar example of a CISC ISA. It does not mean that every x86 processor has the same internal implementation, or that a complex instruction must be executed internally as one indivisible step. Intel’s x86 overview explains the architecture and its compatibility role.

Why the CISC label does not predict processor speed
The ISA specifies what instructions software can use; the microarchitecture is how a particular processor implements them. Different processors can implement the same ISA differently. As a result, the CISC or RISC category by itself cannot establish real-world performance or energy efficiency. IEEE notes that contemporary differences between ARM- and x86-based designs also reflect microarchitecture, manufacturing process technology, and design goals. A meaningful comparison needs a defined processor pair and workload, not just the architecture labels.

IBM’s historical overview notes that computers in the 1970s relied on CISC architectures and describes RISC as a later development. These terms summarize design approaches; they should not be taken to mean that every modern processor fits a simple historical template.
