Offshore energy islands can create real environmental and maritime pressures, but the existence of a potential pathway is not proof that every project will injure wildlife or make shipping unsafe. The main issues are construction and operating noise, seabed and cable disturbance, electromagnetic fields, changes to fish habitat and movement, seabird collision or displacement, and interactions between new infrastructure, service vessels and existing marine traffic. Each effect has to be assessed by project phase, species, season and location.
Evidence from North Sea planning shows that these questions are being treated as formal investigation topics. It does not yet establish a universal population-level effect or a quantified collision risk for a particular Danish energy-island project.
Why project phase matters
An energy island is more than a single structure. It can include artificial-island works, offshore wind turbines, export and inter-array cables, substations, construction spreads, maintenance vessels and repeated service traffic. Those elements create different exposure patterns over time. A useful assessment separates construction, operation and eventual decommissioning rather than treating the island as one permanent activity.

| Decommissioning | Removal, abandonment or repurposing of structures and cables, with another period of marine works | New noise and seabed disturbance; repeat vessel activity; removal or retention effects on habitat; temporary navigation restrictions |
The UK National Policy Statement EN-3 (2025) uses this phase-based approach for offshore renewable infrastructure. Its framework is useful for identifying what must be studied, but it is policy guidance rather than a finding about the Danish North Sea Energy Island.

Marine mammals: noise, habitat and prey
Construction noise can be the most acute exposure
Pile driving, seabed preparation, cable installation and vessel activity can raise underwater sound above the existing baseline. Marine-mammal assessments therefore examine feeding grounds, prey availability, breeding and pupping sites, migration routes and protected areas before deciding whether a particular activity could overlap sensitive animals.
Noise analysis distinguishes several possible outcomes. A very high exposure could be evaluated for mortality or permanent threshold shift (PTS), meaning a lasting reduction in hearing sensitivity. Lower or shorter exposure may be assessed for temporary threshold shift (TTS) or behavioural disturbance, such as avoidance, interrupted feeding or altered movement. These are assessment categories, not evidence that a named energy island has caused injury.
Operational sound and habitat changes require a different baseline
Once construction ends, turbines, substations and maintenance traffic may produce a lower but more persistent sound signature. The question is whether that sound, together with changed prey distribution or access to feeding areas, affects how marine mammals use the area. A credible baseline includes existing vessel noise and seasonal animal distribution; without it, a change cannot be attributed confidently to the project.

Infrastructure can also change the physical and biological setting around the seabed. Cable corridors, scour protection and foundations may disturb sediment during installation and alter local habitat afterward. Whether that benefits, harms or has little effect on a species depends on the species’ prey, depth range, mobility and use of the site. The same structure can be a refuge for some organisms while displacing others.

Fish and other aquatic species
Migration, spawning and nursery areas
UK EN-3 identifies fish communities, migration routes, spawning activity and nursery areas as receptors that may be affected during construction, operation or decommissioning. Timing and location are therefore critical: work that overlaps a spawning ground or a seasonal migration corridor raises a different question from work in an area with little such use.
Three principal mechanisms
- Noise: Construction sound can mask signals, alter behaviour or cause avoidance. The appropriate concern depends on the hearing capabilities and life stage of the species present.
- Electromagnetic fields: Subsea power cables generate electromagnetic fields. Assessments consider whether field strength, cable configuration and exposure duration could affect species that detect or respond to electromagnetic cues.
- Sediment interactions: Excavation, trenching and placement of material can resuspend sediment, change seabed conditions or temporarily affect feeding and nursery habitat.
These pathways should not be collapsed into a claim that an island will reduce fish abundance. A project-specific assessment must connect measured or modelled exposure with the species, life stage, habitat and duration involved.
Seabirds: collision and displacement
Collision risk is species- and site-specific
Turbines introduce rotating blades and tall structures into airspace used by birds. Collision-risk modelling estimates exposure from species distribution, flight height, turbine layout, weather and seasonal movement. UK EN-3 calls for such modelling and, for certain species, additional analysis of displacement and population viability.

It is a forecast whose result depends on the input data and assumptions. A project should state the survey period, flight-height observations, avoidance assumptions and uncertainty range so readers can distinguish a modelled possibility from a measured impact.

Displacement can occur without a collision
Some birds may avoid turbines, substations, vessels or the island itself. Displacement can remove access to feeding or resting habitat, increase travel distance or concentrate birds in other areas. The ecological consequence depends on what alternative habitat is available and whether displaced birds encounter additional developments. For that reason, displacement and collision are analysed separately rather than treated as interchangeable effects.
What the North Sea baseline shows
A 2024 Energistyrelsen baseline report characterized offshore birds across a 4,814 km² study area. It combined 12 aerial surveys and 11 ship-based surveys conducted from 2021 through 2023. The recorded community included northern fulmar, northern gannet, black-legged kittiwake and razorbill/common guillemot, with seasonal variation in species composition. Most observed auks, terns and skuas flew low over the sea surface.
| Baseline fact | What it can tell planners | What it cannot establish by itself |
|---|---|---|
| 4,814 km² survey area | The geographic extent used to characterize the offshore bird community | Future mortality or a population decline caused by an island |
| 12 aerial and 11 ship-based surveys | The observation effort used during 2021–2023 | A complete record of every bird movement in every weather condition |
| Seasonal changes in species composition | Why construction and operations may need season-specific analysis | That a seasonal change was caused by the proposed infrastructure |
| Many auks, terns and skuas observed flying low | A baseline flight-height observation relevant to collision modelling | A guaranteed collision rate at future turbine layouts |
The baseline is valuable because it establishes what was present before operation. It is not a finding that the project will kill birds or reduce their populations.
Shipping, fishing and navigational safety
What changes for vessels
An island, turbine array, cable route and construction exclusion zones can occupy water that is also used by commercial shipping, fishing vessels, ferries, offshore-service craft or emergency responders. The assessment question is how infrastructure and associated traffic affect safe navigation: sightlines and radar interpretation, available sea room, route crossings, manoeuvring space, access to ports and the ability to respond to incidents.

Construction usually creates the most concentrated vessel activity and temporary restrictions. Operation can create a more permanent change in route geometry, while maintenance adds intermittent traffic and workboats. Decommissioning can reproduce many construction-related constraints. The existence of these interactions does not demonstrate that a collision will occur or that a route must be diverted.
HAZID and marine-traffic studies
Danish scoping documents list marine traffic and safety of navigation as formal investigation subjects, including a marine-traffic/navigation HAZID (hazard identification) report. The Danish Energy Agency’s preliminary-results page lists that report without a completed entry. Consequently, the published material does not quantify a particular collision probability, route diversion, delay or shipping loss for the Danish project.
A useful navigation assessment would identify vessel types and routes, test credible encounter and failure scenarios, and examine whether construction and operating layouts leave adequate room for safe passage. It should also account for fishing activity and emergency access instead of evaluating only large commercial ships.

Fishing and aquaculture consultation
Fishing grounds can overlap cable corridors, construction areas and turbine fields. UK EN-3 states: “Applicants should undertake early consultation with a cross-section of the fishing and aquaculture industries, for example through Regional Fisheries Groups, as well as MMO (Marine Management Organisation), SNCBs (Statutory Nature Conservation Bodies), relevant Inshore Fisheries and Conservation Authorities (IFCAs (Inshore Fisheries and Conservation Authorities)), Defra (Department of Environment, Food and Rural Affairs) and Welsh Government, to identify impacts, and actively encourage input from active fishers to provide evidence of their use of the area to support the impact assessments.”

This is a consultation and evidence-gathering expectation, not a conclusion that a specific project will exclude fishing or shipping. Local users can provide route, gear, seasonal and incident information that may not appear in an administrative dataset.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Cumulative effects across the North Sea
Wildlife and vessels encounter more than one development. Several wind farms, cable corridors, ports and energy-island components can overlap the same migration route, feeding area or shipping lane. A moderate effect from one project may become more important when repeated across a region or when animals are displaced into another project’s footprint.
The Dutch KEC 5.0 programme lists dedicated work on marine mammals, bird collision and displacement, and North Sea ecosystem scenarios. That programme demonstrates that cumulative effects are an active assessment issue. Its topic listing does not, by itself, provide numerical results or prove a population-level outcome. Any quantitative conclusion must be attributed to the underlying study, including its scenario, species, time horizon and uncertainty.
What is known about the Danish North Sea Energy Island
The Danish Energy Agency says work on the Plan for Programme North Sea Energy Island and its strategic environmental assessment was paused after a government decision on June 28, 2023 to postpone the tender and examine better or more cost-effective solutions. Preliminary reports have been published for marine mammals, birds and fish. The agency’s status material lists underwater noise and vibrations, fisheries, and marine traffic and safety of navigation as not yet provided.
That status matters when interpreting headlines. The available documents are preliminary investigations and baseline evidence, not a final impact assessment for a built and operating island. They can show which receptors and pathways require analysis, but they cannot support a claim that a particular shipping hazard, underwater-noise injury or bird mortality rate has already been established.
How to judge an energy-island impact claim
- Identify the phase. Ask whether the statement concerns construction, normal operation or decommissioning; the noise, sediment and vessel profile differs for each.
- Name the receptor. “Marine life” is too broad. Check whether the evidence concerns a particular mammal species, fish community, seabird population, fishing activity or vessel class.
- Check the mechanism. Look for a defined pathway such as PTS/TTS, behavioural disturbance, electromagnetic-field exposure, sediment interaction, collision or displacement.
- Separate baseline from prediction. Survey counts describe conditions before a project. Models forecast possible outcomes and should disclose assumptions and uncertainty.
- Check geography and season. A result for one cable route, protected site or migration period cannot automatically be generalized to the entire North Sea.
- Look for cumulative analysis. Determine whether other wind farms, cables and traffic were included rather than evaluating the island in isolation.
- Verify project status. A scoping topic or report marked as not yet provided is an open investigation, not a measured impact or quantified risk.
What a complete assessment should contain
- Baseline maps of feeding, breeding, pupping, spawning, nursery and migration areas, plus existing underwater noise and marine traffic.
- Construction, operating and decommissioning exposure estimates for noise, sediment disturbance, electromagnetic fields and vessel activity.
- Species-specific analysis of PTS, TTS and disturbance for marine mammals where relevant.
- Fish-community, migration, spawning and nursery analysis tied to the proposed schedule and cable design.
- Bird collision modelling and, where applicable, displacement and population-viability assessment.
- Marine-traffic and navigation HAZID work covering commercial ships, fishing vessels, service craft and emergency access.
- Cumulative scenarios that include other North Sea developments and ecosystem interactions.
- Transparent uncertainty, survey limitations and consultation with fishers, shipping users, conservation bodies and regulators.
Offshore energy islands can therefore create challenges for both ecosystems and maritime use, but the credible conclusion is conditional: effects depend on design, location, timing, technology, traffic patterns and the species using the area. The Danish material currently identifies important questions and supplies bird baseline information; it does not establish a universal harm finding or a quantified shipping hazard.
