Urban air pollution comes from a combination of local emissions and pollution transported from surrounding regions. The main sources are transport, household and commercial cooking or heating, power generation, industry and construction, agriculture, and waste handling. Effective action starts by measuring which sources drive exposure in a particular city, then combining cleaner energy, low-emission mobility, industrial controls, better waste management, and land-use planning.
There is no universal “best” policy. A measure should be judged by the pollutant and source it targets, the people it protects, how quickly and widely benefits appear, its cost and fairness, and whether monitoring can verify results.
What urban air pollution is
Urban air pollution is the mixture of gases and particles present in a city’s outdoor air. Some pollutants are emitted directly from a source; these are primary emissions. Others form or change in the atmosphere after emissions from several sources mix. That distinction matters: a city may need to reduce emissions inside its boundaries while also working with neighboring jurisdictions to address pollution arriving from elsewhere.

A dense metropolitan area may have heavy traffic and construction dust, while another city’s largest contributions may come from household solid-fuel cooking, coal-fired power, industry, agricultural burning, or waste incineration. The World Health Organization (WHO) therefore recommends identifying source contributions under local conditions before choosing an intervention (WHO, Air quality, energy and health: Sectoral interventions).

Why the issue matters for health
Exposure to fine particles is associated with stroke, heart disease, lung cancer, and acute and chronic respiratory disease, according to WHO’s air-pollution health topic. WHO reports about 7 million premature deaths each year from the combined effects of ambient (outdoor) and household air pollution. That figure is a global estimate for both types of exposure; it is not a count attributable only to urban outdoor air.
Health impact depends on more than the amount emitted. Where people live, work, study, and travel determines their exposure. A source beside homes, schools, hospitals, or busy walking routes can create a larger health burden than an equal quantity released in a sparsely populated location. Policies should therefore assess both emission reduction (less pollution released) and exposure reduction (less pollution reaching people).
The main sources of pollution in cities
Road transport: exhaust and non-exhaust emissions
Cars, trucks, motorcycles, buses, and delivery vehicles release exhaust pollution. Traffic also creates non-exhaust emissions from brake and tyre wear and from dust lifted from roads. WHO’s transport technical brief, published 17 July 2025, treats these as part of the same urban transport problem (WHO, Transport: sectoral solutions for air pollution and health; technical brief PDF).

The resulting pollution depends on the fleet’s age and fuel, vehicle maintenance, how often and how far vehicles are driven, congestion, road surfaces, and the mix of travel modes. Replacing tailpipes alone will not address dust or wear particles, and adding lanes can increase traffic volume if it encourages more driving. A city needs a package that reduces unnecessary car trips, controls the dirtiest vehicles, and manages roads and public transport.
Household and commercial cooking and heating
Cooking and heating with polluting fuels can release pollution indoors and outdoors. Dense neighborhoods can experience significant outdoor exposure when many homes or businesses use smoky fuels or inefficient stoves. WHO lists cleaner household fuels and technologies among the key intervention areas (sectoral interventions).

Access and affordability determine whether a switch lasts. A policy that bans a fuel without providing reliable, affordable alternatives can push households toward unsafe burning or reduce compliance. Programs should pair cleaner appliances or fuels with connections, maintenance, user training, and protection for households that cannot absorb higher energy costs.
Electricity and heat generation
Power plants and district-heating systems can affect city air quality, depending on the fuels burned, plant location, operating practices, and emission controls. Cleaner generation, renewable energy, and energy efficiency can reduce pollution from the electricity and heat system. The city’s role may include local permitting and building efficiency, while fuel standards and power-sector rules may be set nationally.

Factories and other stationary sources can emit pollution through stacks, storage, material handling, and leaks. Construction and demolition add dust through excavation, vehicle movement, cutting, and uncovered stockpiles. The size of the contribution is site-specific, so authorities should use inventories and measurements rather than assume that either industry or construction is the leading source.
Controls can include cleaner production processes, capture and filtration equipment, enclosure of dusty operations, covered trucks, wheel-washing, limits on work during high-pollution episodes, and inspections that verify equipment is operating. Enforcement matters as much as the written standard.
Agriculture and waste
Agricultural activity can affect city air through emissions transported from fields and livestock operations. Waste collection, open burning, landfills, and incineration can also contribute. WHO identifies agriculture and waste incineration among major outdoor pollution sources and recommends better municipal waste management and appropriate controls (WHO, Strategies for reducing ambient air pollution).

Preventing uncontrolled burning, expanding reliable collection, separating materials for reuse or recycling, and ensuring that treatment facilities meet operating and emissions requirements can reduce both routine pollution and short-lived spikes.
Pollution crossing city boundaries
Air pollution can travel hundreds of kilometers and cross municipal, regional, and national borders (WHO, Air quality, energy and health). A city may therefore record high concentrations on days when the largest sources are outside its jurisdiction. Regional transport, agricultural emissions, power generation, wildfire smoke, and industrial activity upwind can all matter. Local governments need data-sharing and coordinated standards with surrounding authorities; some solutions require national action.
How cities should diagnose the problem before acting
Source information is the foundation of an effective plan. WHO’s guidance emphasizes identifying source contributions under local conditions, examining pollution-reduction scenarios, and assessing health and economic effects before implementation.
- Build an emissions inventory. List transport, household and commercial energy, electricity and heat, industry, construction, agriculture, and waste sources. Record fuel types, operating hours, locations, and available control equipment.
- Map exposure. Combine monitoring stations with modeling and targeted measurements near roads, schools, housing, workplaces, and other sensitive locations. Distinguish citywide averages from neighborhood hotspots.
- Separate local and transported pollution. Compare measurements at urban, suburban, and regional sites and examine wind and seasonal patterns. This prevents a city from taking sole responsibility for pollution it cannot control alone.
- Estimate health and economic effects. Identify which groups face the greatest exposure and compare avoided illness, lost work, and other benefits with implementation costs.
- Test policy scenarios. Model combinations, not just isolated actions—for example, cleaner buses plus walking access and traffic management—then examine emissions, exposure, travel behavior, energy access, and distributional effects.
- Set measurable targets and a baseline. Publish the starting measurements, target pollutants, geographic area, deadline, responsible agency, and method for checking progress.
Measures that can reduce urban air pollution
1. Shift trips to cleaner and more efficient modes
Integrated urban planning and mobility can increase public transport and active travel while reducing emissions and exposure, as described in WHO’s 2025 transport brief. Useful measures include frequent, reliable rail and bus service; electric or alternative-fuel buses where the electricity or fuel supply is genuinely cleaner; safe walking and cycling routes; traffic management; and policies that reduce the most polluting vehicle use.
Vehicle-emission standards, inspection and maintenance programs, anti-idling enforcement, and targeted restrictions on highly polluting vehicles address the existing fleet. A city should account for non-exhaust pollution by managing road dust, improving street cleaning where it is effective, and designing lower-traffic streets rather than relying only on tailpipe standards.

2. Make household and commercial energy cleaner
Expand access to clean cooking and heating fuels, efficient appliances, and dependable electricity. Pair technology distribution with financing, connection infrastructure, maintenance, and consumer support. Building insulation and efficiency reduce the amount of fuel needed for heat, lowering emissions and household energy bills at the same time.
3. Clean up electricity and heat generation
Renewable generation, energy efficiency, fuel switching, and effective pollution controls can reduce emissions from power and heat. Cities can use procurement, building codes, and local permitting to support cleaner supply, while national regulators may control grid dispatch, fuel standards, and plant performance.
4. Control industrial and construction emissions
Stationary sources need enforceable limits, suitable reduction technology, operating permits, and inspections. Construction rules can require covered materials, dust suppression, paved or stabilized entrances, limits on idling, and cleanup of tracked soil. Authorities should prioritize facilities and sites that contribute most to measured exposure, rather than applying identical requirements regardless of risk.
5. Improve waste management and stop uncontrolled burning
Reliable collection, source separation, recycling or reuse, safe treatment, and properly operated disposal reduce the need for open burning. Incineration and other treatment facilities require appropriate controls, continuous operating procedures, and inspections. Public reporting and complaint systems can help authorities find illegal burning that fixed monitors miss.

Land-use and transport decisions determine how close homes, schools, clinics, and workplaces are to major roads and industrial sources. Planning can provide connected pedestrian and cycling networks, place services near residents, reduce congestion, and use buffers or building ventilation strategies where separation is not immediately possible. WHO’s Urban Health Initiative promotes cross-sector assessment across transport, land use, energy, housing, and waste (Urban Health Initiative; Implementing the Urban Health Initiative).

How to compare policy options
No single measure is universally best. Use the following decision axes when comparing proposals.
| Comparison axis | Question to answer | Why it matters |
|---|---|---|
| Source and pollutant | Which source and pollutant does the measure target? | A policy aimed at tailpipe emissions will not automatically solve road dust, household smoke, or industrial releases. |
| Population exposed | How many people, and which vulnerable groups, are in the affected area? | Reducing a hotspot near schools may produce greater health benefit than the same percentage reduction in a low-population area. |
| Emissions versus exposure | Does the action reduce emissions, people’s exposure, or both? | Relocating a source may lower neighborhood exposure without reducing total emissions; cleaner production can do both. |
| Timing and reach | How soon will benefits appear, and can pollution arrive from outside the city? | Local traffic controls may act quickly, while power-sector changes take longer; regional pollution requires coordination. |
| Feasibility and cost | Can agencies implement, inspect, finance, and maintain the measure? | Unfunded rules or unreliable services deliver little real-world reduction. |
| Fairness | Who pays, who benefits, and who may lose access or income? | Compensation, affordable alternatives, and targeted support can prevent cleaner-air policies from worsening inequality. |
| Monitoring | What indicator will show implementation and outcome? | Clear measurements distinguish a policy that exists on paper from one that changes emissions or exposure. |
Implementation pitfalls and ways to correct them
- Relying on a city average: A single average can hide roadside or neighborhood hotspots. Add measurements and modeling in high-exposure locations.
- Focusing only on vehicle exhaust: Include brake, tyre, and road-dust emissions in the transport strategy.
- Installing technology without enforcement: Require commissioning, maintenance records, inspections, and penalties that are actually applied.
- Ignoring affordability: Provide financing or targeted assistance when cleaner fuels, appliances, fares, or vehicle changes impose upfront costs.
- Counting announcements as results: Track real indicators such as fleet compliance, fuel use, public-transport ridership, measured concentrations, and modeled exposure.
- Working inside administrative borders only: Establish data-sharing and joint plans with neighboring municipalities and higher levels of government.
- Evaluating one sector in isolation: Check interactions among transport, energy, housing, land use, and waste so that one intervention does not shift pollution or costs elsewhere.
Monitoring whether a plan works
Evaluation should cover implementation, emissions, exposure, and health-relevant outcomes. Implementation indicators might include the share of buses meeting standards, inspection pass rates, households adopting cleaner cooking technology, industrial sites inspected, or waste collected without burning. Emissions indicators can use fuel sales, vehicle activity, stack measurements, and verified inventories. Exposure indicators include concentrations at fixed and mobile monitoring sites and modeled population-weighted exposure.
Publish methods, baselines, uncertainty, and results by neighborhood and population group. Review outcomes regularly and adjust policies when measurements show that a source was over- or underestimated. WHO’s Urban Health Initiative provides tools and a cross-sector approach for assessing impacts and supporting implementation.
A practical policy sequence for city leaders
- Convene the relevant sectors: transport, health, planning, energy, housing, industry, waste, finance, and regional authorities.
- Identify priority sources and populations: use inventories, monitoring, exposure maps, and seasonal analysis.
- Select a balanced package: combine immediate controls with structural changes in mobility, energy, buildings, and land use.
- Protect access and equity: fund alternatives before restricting polluting options, and measure effects on low-income households and workers.
- Assign responsibility and funding: name the agency, legal authority, budget, procurement route, and inspection mechanism for every action.
- Measure and publish: compare results with the baseline, report uncertainty, and revise the package when evidence changes.
Urban air pollution is therefore a systems problem, not a single-source nuisance. Cities make the greatest progress when they combine local source controls with regional coordination, prioritize the people most exposed, and use monitoring to verify that cleaner policies produce cleaner air.
