Ozone depletion is mainly caused by long-lived, human-made chemicals that contain chlorine or bromine. These compounds can survive in the lower atmosphere, drift into the stratosphere, and break apart under intense ultraviolet (UV) light. The released chlorine and bromine then participate in catalytic reactions that destroy ozone repeatedly. The major controlled families include chlorofluorocarbons (CFCs), hydrochlorofluorocarbons (HCFCs), halons, methyl bromide, carbon tetrachloride, methyl chloroform, hydrobromofluorocarbons and chlorobromomethane.
“Phased out” refers primarily to controls on production and consumption, not the instant disappearance of every existing appliance, fire-suppression system or chemical bank. International treaty controls and national implementation schedules differ by substance, country and exemption.
How ozone depletion happens
Ozone is a form of oxygen made of three oxygen atoms (O3). In the stratosphere, it is continuously created and destroyed as part of a natural balance. That layer absorbs much of the Sun’s biologically harmful ultraviolet-B radiation. Depletion occurs when additional chemical reactions speed up ozone destruction faster than it is naturally replaced.
Persistent source gases reach the stratosphere
Many ozone-depleting substances (ODS) were designed to be chemically stable and nonflammable. Those properties made them useful in refrigeration, air conditioning, foams, solvents, aerosols and fire suppression, but also allow them to remain in the lower atmosphere for years or decades. Because they are not readily washed out by rain, some eventually circulate upward into the stratosphere.

EPA distinguishes these compounds from chlorine released by volcanoes or the oceans. Natural chlorine in those sources is generally soluble in water and is removed from the atmosphere by rain before it can reach the stratosphere in the same persistent form. CFCs and similar industrial gases resist that removal, which is why human-made source gases are central to modern ozone depletion.
UV light releases reactive chlorine and bromine
Stratospheric UV radiation has enough energy to break apart ODS molecules. That photolysis releases chlorine or bromine atoms and other reactive fragments. The atoms then react with ozone, converting it to ordinary oxygen while regenerating the chlorine or bromine catalyst.
EPA summarizes the scale this way: “A single chlorine atom can break apart more than 100,000 ozone molecules.” The exact rate varies with altitude, temperature, sunlight and other chemicals, but the catalytic nature of the reactions explains why a relatively small amount of ODS can have a large effect.
Why the Antarctic ozone hole is an extreme example
The Antarctic ozone hole is an area of extremely low stratospheric ozone that develops seasonally; it is not a literal opening through the atmosphere. Very cold polar stratospheric clouds convert relatively inactive chlorine compounds into forms that are rapidly activated when sunlight returns in spring. The resulting chemistry produces severe seasonal loss over Antarctica.

Ozone depletion is not confined to Antarctica. The Antarctic event is the most dramatic illustration, while changes elsewhere can be smaller, more variable and spread over larger regions.
Which chemical families are controlled?
The Montreal Protocol and national regulations control groups rather than only one product name. A chemical’s ozone-depletion potential (ODP) compares its ozone impact with an equal mass of CFC-11, whose ODP is defined as 1.0. EPA maintains molecule-level listings that include ODP, global-warming potential and Chemical Abstracts Service (CAS) numbers.
| Chemical family | Elements that drive ozone chemistry | Historic or relevant uses | Phaseout context |
|---|---|---|---|
| Chlorofluorocarbons (CFCs) | Chlorine | Refrigeration and air conditioning; foam blowing; solvents; aerosol propellants | Class I ODS. U.S. production and import are phased out, subject to specific exceptions. |
| Hydrochlorofluorocarbons (HCFCs) | Chlorine | Refrigeration and air conditioning; foams; solvents; aerosols; fire suppression. HCFC-22 was a common refrigerant. | Transitional substitutes for CFCs. In the United States, new production and import of most HCFCs ended in 2020; the Class II schedule reaches zero production and import of all HCFCs in 2030. |
| Halons | Bromine (often with chlorine) | Fire extinguishing and fire-suppression systems | Class I ODS subject to phaseout. Bromine-containing chemistry makes halons especially potent ozone-depleters. |
| Methyl bromide | Bromine | Agricultural and soil fumigation | U.S. production was phased out in 2004, with allowable exemptions for specific uses. |
| Carbon tetrachloride | Chlorine | Industrial and cleaning solvent applications | Controlled ODS group under international and national measures. |
| Methyl chloroform (1,1,1-trichloroethane) | Chlorine | Industrial and cleaning solvent applications | Controlled ODS group under international and national measures. |
EPA also lists hydrobromofluorocarbons and chlorobromomethane as controlled ODS families. They are less familiar than CFCs or HCFCs, but their inclusion matters because bromine can be highly efficient at destroying ozone. The exact products, uses and legal treatment depend on the molecule and jurisdiction.
What “phaseout” means in practice
International treaty controls
The Montreal Protocol was signed in 1987 and entered into force in 1989. It is a legally binding global agreement that controls the production and consumption of ODS. Amendments and technical adjustments have added chemical groups, tightened schedules and accommodated safer alternatives as scientific knowledge improved.

The UNEP Ozone Secretariat reports 198 parties to the Protocol on its current treaty page. That figure is a present-day party count, not a claim that every country has identical domestic rules or that every ODS use has already ended.
Global timetable
UNEP describes production and consumption of controlled ODS by developed and developing countries as almost completely phased out by 2030. “Almost” is important. Essential-use exemptions, permitted feedstocks, laboratory or analytical uses, quarantine applications and existing chemical banks can remain under specific controls. A global treaty milestone therefore should not be read as proof that every appliance or cylinder has been emptied.
United States rules
In the United States, Class I substances include CFCs, halons, carbon tetrachloride and methyl chloroform. EPA says production and import of Class I substances are phased out, with exceptions allowed by regulation.

The U.S. stopped new production and import of most HCFCs in 2020. HCFC-22 can still be present in older air conditioners and refrigeration equipment, and existing supplies or recovered refrigerant may be managed under servicing rules. EPA’s Class II schedule reaches no production or import of any HCFCs in 2030. This is a U.S. deadline, not a universal date for every country.

For methyl bromide, EPA’s FAQ identifies 2004 as the U.S. production phaseout year, while allowing defined exemptions. A phaseout date can therefore describe production, import, consumption or a particular use; those terms should not be treated as interchangeable.
Why HFCs are being phased down even though they do not destroy ozone
Hydrofluorocarbons (HFCs) were widely adopted as substitutes because they contain no chlorine or bromine and have zero ODP in EPA’s overview. They do not significantly deplete stratospheric ozone. Some HFCs nevertheless have high global-warming potential.
The 2016 Kigali Amendment adds HFCs to Montreal Protocol controls for climate reasons. Kigali is a phase-down of greenhouse-gas emissions, not evidence that HFCs belong on the list of ozone-destroying chemicals. Keeping the two issues separate prevents a common labeling error: an HFC can be climate-intensive without being an ODS.

Why ozone recovery takes decades
Stopping new emissions does not remove gases already in the atmosphere. Many ODS are long-lived, and refrigerant, foam and fire-suppression equipment can hold “banks” that leak slowly or are released during disposal. Those reservoirs continue affecting stratospheric chemistry after production controls begin.

EPA reports that atmospheric ODS concentrations have fallen substantially and projects near-complete recovery of the ozone layer to pre-1980 levels around the middle of the 21st century, often described as about 2050. That is a projection contingent on continued compliance and effective management of remaining banks, not a guaranteed date when every location reaches the same value.
How to interpret labels, equipment and replacement claims
Read the refrigerant designation
An older refrigerator, air conditioner or heat pump may contain an HCFC such as HCFC-22 even though new production and import have been restricted in the United States. The presence of an old refrigerant does not mean the appliance is illegal; it means servicing, recovery and replacement decisions must follow applicable rules.
Do not equate “ozone-safe” with “climate-neutral”
A replacement refrigerant can have zero or very low ODP yet still contribute substantially to warming if it has a high GWP or leaks. Conversely, a lower-GWP option may require redesigned equipment, different safety controls or new technician practices. ODP and GWP measure different environmental effects.

Distinguish production controls from disposal
A ban on production or import does not authorize venting an existing charge. Recovery, recycling, reclamation and disposal requirements are governed by national and local rules. Building owners should use certified technicians and consult the regulator that applies to their location rather than infer requirements from a treaty date.
Quick Recap
Common misconceptions
- “The ozone hole is a hole through the atmosphere.” It is a region of very low stratospheric ozone, most pronounced seasonally over Antarctica.
- “Any chlorine source destroys the ozone layer.” Readily washed-out natural chlorine is not equivalent to persistent industrial source gases that reach the stratosphere.
- “Every refrigerant is an ODS.” Refrigerants include ODS such as CFCs and HCFCs, but also non-ODS substances, including HFCs.
- “A 2030 phaseout means all old equipment disappears that year.” The U.S. 2030 milestone concerns HCFC production and import; legacy equipment and recovered supplies can still require regulated management.
- “The Montreal Protocol solved the problem immediately.” It sharply reduced emissions, but atmospheric lifetimes and existing banks make recovery gradual.
What readers should remember
- Long-lived, human-made chlorine- and bromine-containing gases are the principal cause of modern ozone depletion.
- UV light breaks those gases apart in the stratosphere, releasing catalysts that can destroy ozone repeatedly.
- CFCs, HCFCs, halons, methyl bromide, carbon tetrachloride and methyl chloroform are the best-known controlled families; hydrobromofluorocarbons and chlorobromomethane are also listed controlled groups.
- International controls come from the Montreal Protocol, while exact exemptions and deadlines are set through national implementation.
- In the United States, Class I production and import are largely phased out, most HCFC production and import ended in 2020, and the HCFC schedule reaches zero production and import in 2030.
- HFCs are controlled under Kigali because of their climate impact, not because they deplete ozone.
