Extreme electricity demand during a heat wave is driven primarily by air-conditioning and related cooling equipment. During a cold wave, the largest temperature-sensitive load is heating—especially electric-resistance systems and heat pumps—while buildings heated by gas or oil still draw electricity for fans, pumps and compressors. The eventual peak depends on the local building stock, time of day, weather coverage, and how much generation and transmission capacity is available. A high-demand event raises reliability risk, but demand alone does not determine whether an outage occurs.
What “electricity demand” means in a weather emergency
Grid operators measure electricity demand, or load, as the amount of power the system must supply over a defined interval. A reported hourly peak is the energy delivered during one hour, expressed in megawatt-hours (MWh) or gigawatt-hours (GWh), or the average power during that hour, expressed in megawatts (MW). It is not an instantaneous measurement of every appliance switching on at once.
Weather is one influence among several. Industrial production, commercial schedules, lighting, transportation loads and ordinary household use continue during a cold or heat wave. Temperature changes the weather-sensitive portion of that baseline. Whether the resulting peak causes rotating outages or other emergency action also depends on available generation, transmission limits, reserve margins, equipment failures and the duration of the event.

Air-conditioning compressors are the main driver
The U.S. Energy Information Administration (EIA) identifies air conditioning as a major reason U.S. electricity demand usually reaches its annual high in July or August. As outdoor temperatures rise, more buildings run cooling equipment, for longer periods and at lower thermostat settings. Compressor-based air conditioners and chillers must remove heat continuously while the building is gaining heat from outdoors, sunlight, occupants and equipment.

The effect is cumulative. A single residence may add only a few kilowatts when its cooling system runs, but millions of homes, offices, stores and industrial facilities can start or remain on cooling during the same hot afternoon. Commercial buildings often add ventilation and chilled-water pumping to the compressor load, so the grid sees a broad increase rather than one appliance category alone.
Humidity adds dehumidification work
Hot weather often arrives with high humidity. Cooling equipment must remove moisture as well as sensible heat, and stand-alone dehumidifiers can run at the same time as air conditioners. EIA also lists fans and other cooling equipment among the loads that can increase electricity use in hot weather. These devices may be small individually, but their combined operation raises the system peak.
Occupancy and behavior align the load
People respond to heat in similar ways: they move indoors, lower thermostat settings, run ceiling or portable fans and use cooled commercial spaces. The timing of those choices matters. If a hot afternoon coincides with people returning home, commercial activity and regular lighting demand, cooling is added to an already substantial baseline. A cooler night can shorten the event; a warm night keeps air conditioners running and makes the next day’s peak harder to recover from.

Electric resistance heating creates direct load
Buildings heated with electric resistance elements convert electricity directly into heat. When outdoor temperatures fall, those elements run more often and for longer periods. A large electric-resistance building can therefore add a substantial, sustained load during the coldest hours, particularly when many similar buildings are served by the same distribution system.
Heat pumps draw electricity for space heating
Heat pumps also make heating an electric end use. Their electricity consumption rises when more homes and businesses operate them to maintain indoor temperatures. The size of the grid impact depends on how widespread heat pumps are in the region and how the equipment is controlled, not simply on the outdoor temperature.

Fuel-heated buildings still need grid power
Gas- and oil-heated buildings do not become electrically independent during a cold wave. Furnaces use electric blower fans; hydronic systems use circulation pumps; many installations include electrically powered controls, ignition systems or compressors. If those auxiliary loads operate across a large building stock, they contribute to the cold-weather peak even when the primary heat comes from another fuel.
Cold-weather peaks often have two daily surges
EIA describes winter demand as commonly having distinct morning and evening peaks. Before sunrise, heating systems work to raise indoor temperatures while people prepare for the day. In the evening, occupants return, heating demand rises again and lighting and cooking loads are added. The result can be two sharp periods rather than the single prominent summer peak often associated with afternoon cooling.
Seasonal timing depends on the region
Most U.S. regions reach their highest loads during summer heat waves because air-conditioning use is widespread and intense. Some northern areas are different: they have high space-heating needs but comparatively little summer air-conditioning, so a severe cold wave can set the annual record.
Regional building equipment is the decisive factor. Two areas with the same temperature can have different peaks if one has more electric heating, more heat pumps, or more efficient buildings. Conversely, a mild-looking winter day can produce a large load where electric heating is common. Day of week and time of day further shift the curve because schools, offices, factories and homes follow different schedules.
How the hot- and cold-weather peaks compare
| Comparison point | Heat wave | Cold wave |
|---|---|---|
| Primary temperature-sensitive use | Air conditioning and other cooling | Electric resistance heating and heat pumps |
| Additional equipment | Dehumidifiers, fans and related cooling equipment | Furnace blower fans, boiler circulation pumps and compressors in fuel-heated buildings |
| Common daily shape | Often one prominent summer peak | Often distinct morning and evening peaks |
| Where it is most likely to set the annual record | Most U.S. regions | Northern regions with high electric space-heating needs and relatively little summer air-conditioning |
| Key uncertainty | How many buildings are cooling simultaneously and how long heat persists | How much of the building stock uses electricity for heating and how auxiliaries operate |
Neither type of event is universally more severe. The comparison must account for the local end uses, the length and timing of the peak, the geographic footprint of the weather and the supply available to that grid.

Why a widespread weather event is harder for the grid
Electric systems routinely rely on power transfers between neighboring regions. During a localized heat wave, an unaffected area may export electricity to the stressed area. A broad heat wave or cold wave can remove that safety valve: neighboring regions experience high demand at the same time, leaving less surplus to sell.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →This is why national totals can hide local danger. A country-wide average may look manageable while a particular transmission zone faces a shortage of generation or import capability. Transmission lines also have physical limits, and power cannot always be moved from a distant surplus to the exact distribution area that needs it.
The weather footprint matters in another way. A storm or cold front that covers several grid regions can align morning or afternoon peaks across them. Forecast uncertainty, wind and solar availability, fuel delivery constraints and unplanned plant outages then determine how much operating reserve remains.
Historical U.S. demand figures
The following EIA figures describe measured historical events. They are hourly or one-hour values, not instantaneous peaks or forecasts.
| System and date | Reported peak | What the figure represents |
|---|---|---|
| Lower 48, July 15, 2024 | About 745 GWh | Hourly demand maximum; EIA said the summer peak was essentially unchanged from 742 GWh in 2023 and 743 GWh in 2022 |
| Eastern Interconnection, June 21, 2024 | 502,670 MW | One-hour demand peak, compared with 467,609 MW for the June hourly peak in 2023 |
| Lower 48, July 27, 2023 | 741,815 MWh | Peak hourly demand; EIA identified it as the second-highest since its data series began in 2016 |
| ERCOT, July 2019 heat wave | 70,177 MW | Observed demand during the heat wave, below the then-current summer forecast of 74,853 MW |
These numbers illustrate the scale of U.S. summer load, but they should not be treated as universal thresholds. Different interconnections, weather patterns and reporting intervals produce different records.

What determines whether high demand becomes an outage
Available generation
Operators compare expected load with generators that are online or can start quickly. A large nameplate fleet does not guarantee equivalent available capacity: units may be offline for maintenance, limited by fuel or water conditions, or unavailable after an equipment failure.
Transmission and distribution capability
Power must reach the customers who need it. A region can have sufficient generation in aggregate yet face a local constraint if transmission corridors or distribution equipment are full. Heat can also increase the electrical resistance of some lines and reduce their transfer capability, while storms and ice can damage lines and substations.
Reserve margin and forecast error
Grid operators hold reserves to cover unexpected failures and forecast mistakes. A weather forecast that misses the timing or severity of a temperature spike can leave less reserve than planned. When neighboring regions are also near their limits, emergency imports may be unavailable.
Duration and recovery
A one-hour spike tests instantaneous capacity; a multi-day event tests fuel supplies, worker availability, equipment endurance and maintenance schedules. Repeated morning and evening peaks can be more difficult than a single brief maximum because the system has less time to recover between them.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsHow to analyze any cold- or heat-wave demand spike
- Identify the interval. Check whether the figure is instantaneous, a one-hour average, or an hourly energy total. Keep MW, MWh and GWh units distinct.
- Locate the system. Determine whether the number applies to a utility, balancing area, interconnection or the Lower 48 as a whole. A national figure does not describe every local constraint.
- Match the end use to the weather. For heat, examine air conditioning, dehumidifiers and fans. For cold, examine electric resistance heat, heat pumps and the electrical auxiliaries of fuel-fired systems.
- Plot the time of day. Look for an afternoon cooling peak, winter morning and evening peaks, or a different pattern caused by commercial and industrial schedules.
- Measure the geographic footprint. Ask whether neighboring regions were also hot or cold. Simultaneous stress reduces the electricity available through imports.
- Check supply conditions. Review generation availability, transmission constraints, reserves and the event’s duration before concluding that demand alone caused an outage or emergency.
Common misconceptions
“The hottest day always sets the record”
Not necessarily. The highest load depends on when the temperature occurs, how many people are present, humidity, day-of-week schedules and whether a previous hot day has already kept buildings warm overnight. A slightly cooler day with aligned commercial and residential activity can produce a larger hourly peak.

“Cold weather matters only where homes use electric heat”
Electric heating creates the largest direct effect, but gas- and oil-heated buildings still operate electrically powered fans, pumps and compressors. Those auxiliary loads can be significant when they run across a broad area.
“A record demand number proves an outage was inevitable”
Demand is only one side of the balance. Generation, transmission, reserves, equipment failures and the event’s geographic spread determine whether the system can serve that load. A record can occur without an outage if supply and network capability are sufficient.
“A national total shows how stressed every region was”
Large systems contain many local conditions. One area may import power while another exports, and a constrained subregion can face reliability risk even when the national total appears moderate.
What households and building managers can infer
The most useful practical question is which end uses dominate the particular building. During heat, cooling and moisture removal are the first places to look; during cold, identify whether space heating is electric and list the fans, pumps and compressors that support any fuel-fired equipment. An energy audit can reveal those loads and efficiency measures can reduce electricity use, although the available programs and service terms vary by location.
For grid planning, the same inventory is aggregated across millions of buildings. Analysts estimate how much of the stock uses each heating or cooling technology, then combine that information with temperature, humidity, occupancy and time-of-day patterns. That approach explains why two regions with similar weather can have very different peak seasons and why a broad weather event can be more challenging than a local one.
Bottom line
Heat waves push electricity demand up mainly through simultaneous air-conditioning, dehumidification and fan use. Cold waves do so through electric resistance heat, heat pumps and the electric components of gas- or oil-heated systems. The decisive factors are the local equipment mix, the timing and duration of the peak, how widely the weather spreads and whether generation and transmission can supply the load. U.S. EIA records show how large summer peaks can become, but no single number predicts an outage everywhere.
