In the United States, no single agency sets one national diesel price. The price at the pump reflects crude-oil costs, the cost and margin of refining, distribution and retail expenses, and taxes. Those inputs change at different speeds, while local supply and competition make prices vary from place to place.

What determines the price at the pump?

A useful way to understand U.S. on-highway diesel prices is to separate them into four components. Their shares are not fixed: market conditions and the timing of price changes alter how much each contributes.

  • Crude oil: The feedstock used to make diesel. The U.S. Energy Information Administration (EIA) says crude oil was about 51% of the monthly average U.S. retail on-highway diesel price over the full period from 2004 through 2025. That is a historical average, not a breakdown for today or any particular week.
  • Refining: Refineries process crude into diesel and other products. The difference between a wholesale diesel price and crude cost is often described as the diesel crack spread. EIA uses it as an indicator of refining margins, not as a complete calculation of any individual refinery’s profit.
  • Distribution, marketing, and retail: Fuel must be stored and transported, then sold at a station. Transport distance, storage, station operating expenses, ownership, local costs, traffic, and competition can all affect this portion.
  • Taxes and fees: Federal, state, and sometimes local charges add to the price. Their combined amount differs by location and can change over time.

EIA estimates these components using monthly data: crude oil is represented by the monthly average composite refiner acquisition cost; the refining component is estimated from the difference between a wholesale-product spot-price proxy and crude cost; taxes use a national average; and distribution and marketing are calculated as the remaining difference between the retail price and the other components. Because these are estimates assembled from different price measures, they should not be read as a station’s accounting ledger. EIA’s explanation of diesel prices and outlook describes the component framework.

In practical terms, the pump price is the end point of several linked markets and businesses. Crude is purchased as a refinery input; refined diesel has its own wholesale market; fuel then moves through distribution channels to retailers. A change at one stage can affect the final price, but it does not necessarily appear there immediately or in the same amount. The component shares are therefore a way to explain price formation, not a fixed recipe that applies identically to every station or week.

Why do diesel prices change?

Crude-oil supply and demand

Crude is a globally traded input, so changes in world supply or demand can feed into diesel costs. Economic conditions matter because diesel powers freight, industry, and other activities that tend to rise and fall with economic activity. A change in crude prices can therefore influence diesel even before local station conditions are considered.

Diesel supply and refinery margins

Diesel can get more expensive even when crude prices are steady. If the supply of refined distillate tightens, or wholesale diesel rises relative to crude, the crack spread can widen and put additional upward pressure on pump prices. Conversely, a narrowing spread may ease pressure from refining, though it does not guarantee an immediate retail-price drop.

The crack spread is useful because it captures the difference between crude input costs and a wholesale product-price proxy. It helps show when diesel product prices are strengthening relative to crude, but it should not be confused with a refinery’s full operating costs, earnings, or profit on every gallon. EIA uses it as an indicator of refining margins.

International distillate markets

Diesel belongs to the broader distillate market, which also includes fuels such as heating oil. International demand, production outages, and changes in imports and exports can affect U.S. wholesale prices. In an analysis published September 18, 2026, EIA attributed recent price pressure at that time to tight global distillate supplies and elevated crude prices, including reduced refining activity in Russia, China, and the Middle East. That was an explanation of conditions then, not a standing forecast.

This connection means U.S. diesel prices can be influenced by developments beyond U.S. driving demand. Distillate products compete in interconnected markets, so shifts in overseas demand or production can matter to the price of fuel available to U.S. buyers. The direction and size of the effect depend on market conditions; EIA’s analysis does not support treating any one international event as a permanent explanation for prices.

Inventories and transport disruptions

A refinery problem or delayed import can reduce available stocks. When inventories are low or falling, wholesalers and marketers may bid more for the fuel they can obtain. Transport bottlenecks can make the effect worse: a region may face high prices if pipelines, waterways, or other routes cannot move supply there quickly, even when fuel is available elsewhere.

Inventory levels matter because they indicate how much supply is on hand to absorb a disruption or a period of stronger demand. A shortage in one area cannot always be quickly offset by fuel elsewhere: pipelines, waterways, and other transport routes determine how readily supply can be shifted. As a result, a local price increase may reflect access to available fuel as well as the broader crude and diesel markets.

Seasonal demand

Diesel and heating oil are related distillate products and are often produced together. Fall and winter heating demand can therefore add pressure to the distillate market. In some regions, seasonal farm activity can also influence diesel demand and local prices.

Taxes, local costs, and competition

Taxes and fees vary across states and local jurisdictions. Beyond those charges, the cost of serving a particular location depends on supply access, transport, station overhead, and competition among nearby sellers. That is why a national market does not produce an identical price at every pump.

For scale, EIA lists the federal on-highway diesel tax and fee as 24.40 cents per gallon: a 24.30-cent excise tax plus a 0.1-cent Leaking Underground Storage Tank fee. EIA’s average state taxes and fees were 35.86 cents per gallon as of January 2026. These are reference figures, not the tax bill at every station; the state average does not describe any particular state, and local charges may also apply.

Wholesale-to-pump timing

A wholesale price change does not necessarily show up at a station immediately. Retailers may still be selling fuel bought under earlier market conditions, and pass-through takes time. EIA notes that this lag can make its estimated refining and distribution/marketing components swing from month to month even when the underlying businesses have not suddenly changed their economics. A short-term mismatch between wholesale and pump prices is therefore not, by itself, proof of an abrupt change in a retailer’s costs or margins. EIA’s diesel price methodology explains how its estimates are constructed.

Who sets the price—and what EIA reports

Refiners, marketers, distributors, and station owners each make business decisions that affect the final price. There is no uniform national pump-price schedule set by EIA. The agency surveys retail outlets and publishes an estimate of observed prices; it does not prescribe what a station must charge.

Put another way, “set” describes the cumulative effect of decisions and costs at different points in the supply chain, not a single government-set price. A station’s posted price is a retail price in its local market. EIA’s reported national or regional figure summarizes surveyed prices, rather than instructing retailers what to charge or promising that any driver will find that exact price.

EIA’s weekly on-highway diesel measure has a specific scope:

  • EIA says the weighted volumes represented by outlets reporting in the weekly survey account for at least 80% of diesel sold in the contiguous United States.

The sample changed in June 2022. EIA cautions that estimates from June 13, 2022 onward are not directly comparable with the June 6, 2022 release, which used the previous sample. When comparing quoted prices, align the date and geography, and check whether the figure is retail or wholesale, on-highway or off-road, and inclusive of taxes. A national weekly estimate is not a promise that every station charges that amount, and it is not a carrier’s negotiated fuel cost. Why diesel can cost more than gasoline

Diesel has generally cost more than regular gasoline throughout the year since September 2004, according to EIA, but that history does not mean diesel must always be more expensive. EIA points to growing worldwide demand for diesel and other distillates, including in China, Europe, and the United States, as well as U.S. production and distribution costs associated with the transition to ultra-low sulfur diesel. The balance can shift with crude costs, product supply, refinery margins, taxes, and local conditions.

The comparison depends on both the fuel markets and the location being compared. Diesel’s historical tendency to cost more is not a rule for every day, state, or station. Product supply and refining conditions can change, and taxes and local retail conditions add another layer. A useful comparison should therefore use prices from the same period and geography and should distinguish retail pump prices from wholesale prices.

How to interpret recent figures and tax amounts

Specific numbers are useful only with their date and scope attached. The following EIA figures are reference points, not current quotes for every location:

Figure What it describes Qualification
About 51% Crude oil’s share of monthly average U.S. retail on-highway diesel prices Average over 2004–2025; not a current-month component share. EIA price explanation, accessed October 13, 2026.
24.40 cents per gallon Federal on-highway diesel tax and fee Comprises a 24.30-cent excise tax and a 0.1-cent Leaking Underground Storage Tank fee. EIA prices page.
35.86 cents per gallon Average state taxes and fees on on-highway diesel As of January 2026; the average does not represent every state. EIA prices page.
$6.29 per gallon Weekly U.S. retail diesel average For September 14, 2026. EIA described it in its September 18, 2026 analysis as the highest nominal level in its series, which began in 1994. It is a historical observation, not today’s price.

Taxes are only one part of the total, and a national average tax figure can conceal substantial state and local differences. Likewise, a reported record in nominal dollars is tied to the date and the series being discussed; it does not say what an individual driver paid or adjust the figure for inflation. EIA’s prices page publishes diesel prices and tax information.

The September 14, 2026 figure is a weekly national average, not a real-time quote or a value that applies to every region. EIA described it as the highest nominal level in its series since publication began in 1994. Keeping the date and measure attached is especially important when referring to such a record: a nominal price observation is not an inflation-adjusted comparison and does not describe what a particular driver paid.

Diesel pump prices and freight fuel surcharges are different

Freight carriers and shippers may use fuel surcharges to account for diesel expenses, but a surcharge is a contract or company pricing mechanism—not another name for the pump price. EIA publishes retail diesel prices that businesses may use in their formulas; it does not calculate, assess, or regulate those surcharges. Companies choose their own methods, so there is no universal formula and the EIA average does not automatically determine a freight invoice. EIA’s diesel information notes that each company has its own method for calculating fuel surcharges.

For a shipper or carrier, this distinction matters when reviewing a bill: a fuel surcharge may be linked to a company’s chosen benchmark and method, rather than to the price at a particular station or the exact EIA figure for that week. EIA’s information supports no single standard formula, so the contract or company’s own published method is the relevant reference.

How to compare two diesel prices fairly

Before deciding that one quote is unusually high or that prices have moved by a particular amount, check that both figures measure the same thing:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Geography: national, regional, state, or a specific station.
  • Date: the same week or comparable observation period.
  • Market level: retail pump price versus wholesale or spot price.
  • Fuel use: on-highway versus off-road diesel.
  • Tax treatment: taxes included or excluded.
  • Type of figure: observed pump price, EIA component estimate, or a carrier’s surcharge formula.

Many apparent contradictions disappear once these distinctions are aligned. A wholesale benchmark can move before retail prices do; a state average can differ from a national average; and a freight surcharge can follow a company-specific schedule rather than the exact price at a nearby pump.

Frequently asked questions

Does the EIA set diesel prices?

No. EIA surveys sampled retail outlets and publishes estimates of observed prices. It does not set or regulate a uniform pump price. Prices reflect costs and business decisions across refining, distribution, marketing, and retail, together with taxes.

Why do diesel prices vary by state?

Taxes and fees differ by state and local jurisdiction, while supply routes, access to fuel, transport costs, station expenses, and competition vary by area. EIA’s national average therefore does not imply that every state or station has the same price.

Why can diesel rise when crude oil is steady?

Diesel is also affected by its own product-market conditions. Tight distillate supplies or a rise in wholesale diesel relative to crude can increase the crack spread and add pressure to retail prices. Changes may take time to pass through to the pump.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why does diesel sometimes cost more than gasoline?

EIA says diesel has generally cost more than regular gasoline throughout the year since September 2004. It points to stronger worldwide demand for distillates and U.S. production and distribution costs associated with ultra-low sulfur diesel. That historical pattern does not mean diesel is always more expensive.

Does the EIA diesel average determine a freight fuel surcharge?

No. Companies may use EIA retail prices in their surcharge calculations, but EIA does not calculate or regulate surcharges. Each company has its own method, so check the relevant contract or company terms.
