A data center can be fully designed, financed, and ready to commission while the electricity system that must serve it is still in studies, permitting, procurement, or construction. The core mismatch is timing: the International Energy Agency estimates that planning, permitting, and completing new grid infrastructure can take 5–15 years, compared with 1–3 years for a data-center build. Those are broad global ranges, not a promise for any particular site.

There is no defensible nationwide “time to power” for data centers. The schedule depends on the requested megawatts, the exact point of interconnection, local network capacity, required upgrades, equipment availability, permits, utility processes, and whether the operator can energize in phases or temporarily reduce grid demand.

Why a finished data center can still be waiting for electricity

Construction and grid delivery follow different critical paths. A developer can complete buildings, cooling systems, servers, and commissioning work on a 1–3 year construction schedule while a utility is still planning a substation, studying protection changes, securing a transmission route, or waiting for a transformer. Grid projects must also fit system-wide reliability plans and regulatory approvals.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The delay is therefore not one queue or one national average. It is a site-specific delivery problem whose binding constraint can change during the project. A location with spare generation may lack a nearby feeder. Another may have transmission capacity but no available transformer. A third may have a technically viable connection whose permit or land-use approval is uncertain.

Local concentration can overwhelm infrastructure

Data centers and other large loads often cluster in the same regions. Rapid, location-specific demand can exceed the capability of local generation, transmission lines, substations, or distribution feeders even when a broader region appears to have adequate supply. The U.S. Department of Energy has identified cases where demand timelines are shorter than infrastructure-development timelines, along with inconsistent planning assumptions and limited planning capacity.

Retirements can tighten the margin further. In a March 20, 2025 release, FERC Chairman Mark Christie said: “The combination of rapidly increasing electricity demand, driven by hyperscale customers such as data centers, paired with the alarming rate of base load generation retirements and lack of new dispatchable generation, is not sustainable and must be addressed.” That statement describes a system-level adequacy concern; it does not establish a schedule for an individual facility.

Large-load interconnection is not the generator queue

Operators should distinguish a data-center load request from a generator or storage interconnection request. A large customer normally works with its utility and, where relevant, a transmission or distribution system operator to study how the facility will take power from the grid. The work can include load-flow, short-circuit, stability, protection, metering, and service studies, followed by an agreement that assigns upgrades and responsibilities.

FERC’s queue statistics primarily describe generation and storage. FERC reported 2,289 GW of active generation and storage interconnection-queue capacity at the end of 2024, down from 2,368 GW at the end of 2023. Its explainer also described more than 10,000 active U.S. generation and storage requests representing over 2,000 GW at the end of 2022. Those figures are useful evidence of interconnection workload, but they are not a measure of data-center load requests or a forecast of customer wait times. FERC Order No. 2023 concerns reforms to generator interconnection procedures, not a universal timetable for large-load service.

The main causes of power-delivery delays

Insufficient capacity at the requested point

A utility may be able to supply a modest initial load but not the customer’s ultimate campus demand. The limiting element could be a feeder, transformer bank, substation bus, transmission corridor, or available generation during stressed conditions. A regional surplus therefore does not prove that a particular point of interconnection can deliver the requested firm megawatts.

Studies, backlogs, and incomplete information

Interconnection studies depend on accurate load shape, ramp timing, power factor, voltage behavior, protection requirements, and the facility’s operating modes. Backlogs, insufficient utility staff, and limited modeling capacity can extend the process. Changing the requested load after studies begin can trigger rework and new upgrade analysis.

DOE has also identified inconsistent assumptions and data gaps as barriers. A forecast that presents a speculative maximum as an immediate commissioning requirement can produce a larger, slower upgrade plan than a credible phased forecast.

Permitting, siting, and community processes

Transmission and substation work may require land rights, environmental review, route approval, local construction permits, and community or municipal decisions. The IEA identifies permitting as the primary cause of transmission-project delays in advanced economies. The duration varies by jurisdiction and project; a permit risk should be treated as a schedule dependency, not hidden inside a generic utility date.

Long-lead equipment and manufacturing constraints

Equipment delivery can become the critical path after a connection is technically approved. The IEA reported in 2025 that cable procurement was taking two to three years and that large power transformers could take up to four years. It also reported that real power-transformer prices had risen about 75% since 2019, while cable costs had nearly doubled over the same period.

Those figures concern transmission equipment and should not be confused with distribution-transformer data. DOE’s latest available figure cited on its page, from 2023, puts U.S. distribution-transformer lead times at 12–30 months, compared with three to six months in 2019. DOE lists inconsistent specifications as one contributor. Labor shortages, manufacturing capacity, testing slots, shipping, and allocation among competing projects can add uncertainty.

Generation adequacy and retirements

Even when wires can reach a site, the system must have dependable supply under the conditions used for planning. Rapid load growth combined with retirement of baseload resources and slow additions of dispatchable generation can force utilities to procure resources or reinforce the network before granting firm service.

Planning assumptions that change mid-project

Cloud, artificial-intelligence, and colocation workloads can ramp in steps rather than at a steady rate. A campus that changes from a small first phase to its full design load, or changes its operating profile after a study, may no longer fit the original upgrade plan. Utility planning and procurement cycles are measured in years, so late changes can move a project behind other commitments.

What the available numbers do—and do not—tell you

More than 2,500 GW Renewable, large-load, and storage projects stalled in queues worldwide IEA, 2026, using queue indicators described as 2025 data

Some utilities have quoted very long delays for large loads, but testimony by Thomas Norris to Congress on March 5, 2025 reports those statements as examples tied to earlier references, not as an independently verified national benchmark. Operators should not describe seven- or ten-year waits as universal.

How operators can reduce schedule exposure

1. Engage the utility during site screening

Start before acquiring land or finalizing a preferred campus. Ask the serving utility and, where applicable, the system operator for:

  • Firm capacity available at the specific point of interconnection and by requested date.
  • The study sequence, required application data, decision gates, and expected agreement date.
  • Transmission, substation, feeder, protection, metering, and generation upgrades that could be required.
  • Permit, land-right, outage, construction, and procurement dependencies.
  • Conditions under which an initial phase could be energized before the full campus.

Record assumptions in writing, identify who owns each dependency, and refresh the schedule whenever the load plan changes. Early contact does not guarantee a faster connection, but it exposes an infeasible site before major capital is committed.

2. Submit a credible, phased load forecast

Provide the utility with phase dates, contracted and diversified demand, ramp rates, power-quality characteristics, expected operating hours, and any ability to curtail or shift load. Separate a firm commissioning requirement from a possible ultimate build-out. Align the forecast with the utility’s resource-planning and procurement cycles instead of presenting the maximum theoretical demand as immediate.

Use a controlled change process. A material increase in megawatts, an earlier ramp, or a different power factor can alter network studies and equipment specifications.

3. Test the physical delivery path, not only regional supply

Review hosting-capacity information where it exists, then trace the actual electrical path from the proposed point of interconnection through the substation and feeder. Confirm thermal, voltage, fault-duty, stability, and protection limits with the utility. A map showing nearby transmission lines is not evidence that they can serve a new large load without upgrades.

4. Plan phased energization

Ask whether a smaller initial building or reduced IT load can be served before the ultimate campus demand. Phased energization can align revenue-producing operations with the first completed upgrade, provided the utility confirms firm capacity, reliability conditions, metering, protection, and outage constraints. Treat the first phase as a separately engineered service, not an assumed shortcut.

  • The exact equipment class and required specification.
  • Whether the utility, customer, or contractor is responsible for procurement.
  • Factory acceptance, testing, shipping, and installation milestones.
  • Approved substitutes, standard designs, or alternate manufacturing sources.
  • The consequence of a late delivery on energization and commissioning.

Standardizing specifications can reduce avoidable variation, but DOE presents it as a contributing opportunity rather than a guaranteed remedy. Reserve manufacturing capacity only after technical requirements and commercial responsibility are clear.

6. Evaluate onsite supply, storage, and flexible demand carefully

Flexibility can reduce the amount of power needed from the grid during constrained periods, but it does not guarantee an earlier connection. In written testimony on March 5, 2025, Duke University Nicholas Institute witness Thomas Norris defined load flexibility as “the ability of end-use customers to temporarily reduce their electricity consumption from the grid during periods of system stress by using on-site generators, shifting workload to other facilities, or scaling back operations.”

Potential measures include moving batch workloads to another facility, temporarily reducing noncritical computing, using storage, or operating permitted onsite generation. Before relying on any measure, document:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • How much load can be reduced, for how long, and with what notice.
  • Which workloads are safe to move or interrupt and how service levels are protected.
  • Fuel, emissions, noise, air-permit, fire-code, and environmental requirements for onsite generation.
  • Storage duration, recharge limits, degradation, controls, and islanding behavior.
  • The utility’s contractual acceptance, measurement method, dispatch authority, and reliability requirements.

These options can add capital cost and operational complexity. They may also affect resilience, emissions, and backup-system design, so evaluate them as a complete technical, regulatory, and commercial program.

A practical way to compare candidate sites

Use a site comparison that scores delivered service rather than a headline utility capacity figure. For each location, document the following in a common format:

Decision area Questions to answer
Power delivery How many firm megawatts can be energized, at what date, and in which phases?
Network work Which transmission, substation, feeder, protection, and civil upgrades are required, and what dependencies control them?
Process risk What studies, utility staffing assumptions, permits, land rights, and community approvals remain?
Supply chain Which transformer and cable classes are needed, who procures them, and is the delivery date supported by a supplier commitment?
Operational flexibility What curtailment or workload-shifting capability exists, with what duration, notice, and reliability conditions?
Economics and responsibility Who pays for network upgrades, onsite supply, storage, interconnection facilities, and ongoing flexibility under the local tariff and contracts?

Require written evidence for each date: a utility study milestone, an executed agreement, a permit decision, a procurement commitment, or an approved operating plan. Keep uncertain items as risks with owners and trigger dates rather than presenting them as committed capacity.

What a realistic power-readiness plan looks like

  1. Screen sites with the utility: obtain a preliminary deliverability view before land commitment.
  2. Define phases: set an initial firm load, ramp dates, ultimate demand, and flexibility envelope.
  3. Run the required studies: submit complete technical data and track assumptions through each review.
  4. Lock the upgrade scope: identify permits, land rights, outages, procurement, and cost responsibility.
  5. Order long-lead equipment: match specifications, factory slots, testing, and logistics to the energization schedule.
  6. Commission incrementally: energize only the capacity and equipment the utility has approved, then expand after each dependency is complete.
  7. Reforecast continuously: update the utility whenever the campus, workload, or operating profile changes.

Lawrence Berkeley National Laboratory reported more than 40 potential solutions in 2026, organized into load forecasting; interconnection; resource planning and procurement; markets and operations; and cost allocation and ratemaking. That breadth matters: no single intervention fixes every bottleneck. The fastest credible path is usually a coordinated package of accurate forecasting, early studies, equipment planning, permitting discipline, and an explicitly agreed operating plan.
