Crude oil prices generally fall when traders expect more oil to be available than buyers will need. The key is to identify which price is falling: a crude benchmark, grade, location, date or futures month, and whether the figure is a spot assessment, futures trade, or settlement.
Why are oil prices falling?
A lower crude price usually reflects a change in the expected balance between supply and demand: supply has grown, demand has weakened, or both. A price can move before production or consumption changes because oil markets respond to expectations about what will happen next. The U.S. Energy Information Administration (EIA) describes how the balance between supply, demand, and inventories affects prices in its explanation of crude-oil market balance.
There is rarely enough information in a price drop alone to prove its cause. To explain a particular decline, match the price to a date and benchmark, then look for evidence about supply, demand, inventories, storage, and changing risks over that period. Several forces can operate at once.

More supply relative to demand
Production increases can put downward pressure on prices when buyers do not need the additional crude. The same can happen when supply restraints ease or oil production returns after an outage. At the prevailing price, more barrels are then available than buyers want to take.

Rising inventories can help reveal this imbalance: if supply exceeds consumption, unsold crude may accumulate in storage. A lower price can make buyers willing to purchase more or producers less willing to supply, helping the market move back toward balance. The timing and size of that response depend on how quickly producers and consumers can adjust; in the short run, those responses can be slow.
Weaker demand
Crude demand can fall when economic activity slows or when transport and industrial use drops suddenly. If buyers expect to need fewer barrels, they may bid less for crude even before the full decline in consumption appears in reported data.
The Commodity Futures Trading Commission (CFTC) cited the unprecedented reduction in demand associated with COVID-19 alongside an already oversupplied market when describing conditions around the April 2020 WTI episode. That example involved a particular market and contract event; it does not establish that every later oil-price decline has the same cause. The CFTC’s November 23, 2020 announcement sets out the scope of its interim report.

Inventory builds and storage pressure
Inventories are a buffer between oil supplied now and oil consumed now. A build can indicate that current supply is running ahead of consumption, but it does not by itself explain why the surplus arose. It may reflect higher production, weaker demand, or a mismatch in timing or location.
Storage matters because it lets buyers defer selling or using crude. When storage is available, a buyer may hold oil for later; when storage is constrained or costly, surplus barrels can become harder to absorb. Inventory information is also incomplete: the EIA notes uncertainty from oil at sea and less timely data for some countries. A reported inventory change should therefore be read as evidence about the balance, not a complete picture of every barrel in the market.
Expectations and changing risk
Oil prices look forward. News that makes future supply seem more plentiful or future demand weaker can affect prices before the expected change occurs. Conversely, the price may rise when traders fear a disruption even if no barrels have yet been lost.

If a geopolitical, weather, or infrastructure risk recedes, the extra premium associated with possible supply losses may diminish. The EIA explains that spare production capacity and inventories affect how the market assesses the potential impact of a disruption in its discussion of crude-oil spot prices. The size of a price response depends not just on the risk, but on how much capacity or stored oil could help offset it.
Contract and market effects
A specific futures contract can fall more sharply than a broad picture of physical crude prices might suggest. Liquidity, contract expiry, and delivery constraints can matter, especially for a contract nearing delivery. These factors can amplify a move in that contract; they do not replace the underlying supply-and-demand context.
That is why a headline saying “oil fell” is incomplete. A decline in a particular futures settlement is not automatically the same as a decline in every physical crude grade or in another benchmark.

How is the price of crude oil measured?
There is no single universal price for every barrel. A meaningful quote identifies the benchmark, crude grade, location or delivery basis, observation date or contract month, currency and unit, and price type. Crude streams trade in an integrated global market, but differences in quality, location, and delivery terms mean their prices are not identical.

Prices are commonly quoted in dollars per barrel, but the unit and currency should be stated rather than assumed. For futures, include the delivery month. A comparison of two price changes is meaningful only if the figures use matching benchmarks, periods, units, and price types.
What is the difference between Brent and WTI?
Brent and West Texas Intermediate (WTI) are different benchmarks, not interchangeable names for a single crude price. They are related through the wider oil market, but regional supply, transport, and market conditions can change the difference between them.

Because the benchmarks reflect different market connections, a fall in WTI need not match a fall in Brent dollar for dollar. Before comparing them, align the observation dates and price types, and note whether the figures refer to comparable contract months. Then consider whether regional supply, transport, storage, or delivery conditions could explain a changing difference.
How to compare two oil-price declines
Use this checklist before deciding that one price has fallen more than another or drawing a conclusion about the whole market:
- Match the benchmark. Confirm that both figures refer to WTI, Brent, or the same other crude benchmark.
- Match the price basis. Check whether both are physical spot assessments, futures trades, or official settlements. Do not compare a spot assessment with a futures settlement as if they were the same measure.
- Match the period and units. Use the same dates or comparable futures delivery months, and confirm currency and unit—commonly dollars per barrel.
- Identify the grade and location. Quality and delivery basis affect physical prices; a benchmark quote is not a promise that every crude grade trades at that value.
- Check the physical context. Look at evidence on production, consumption, and inventory changes, while remembering that inventory data may not capture all oil, including oil at sea.
- Check storage and contract timing. Ask whether available storage, delivery conditions, or an approaching futures expiry could be affecting the quoted contract.
- Separate events from expectations. Identify what actually changed and what traders may only expect to change, such as a disruption risk easing or future supply increasing.
This sequence helps keep a price observation separate from an explanation. A benchmark can be correctly measured while the reason for its move remains uncertain; a persuasive explanation needs dated evidence for the relevant market and contract.

On April 20, 2020, the expiring May NYMEX WTI futures contract settled at -$37.63 per barrel. Earlier that day, the contract was at $17.73 per barrel, and it was one day from expiry. Those figures refer to that specific contract and date, not to a universal price for crude.
The CFTC’s interim-report announcement described an oversupplied market, the COVID-19 demand collapse, storage concerns, elevated open interest, declining liquidity, and exceptional price moves among the conditions present. It said that a root-cause analysis of individual price movements was beyond the interim report’s scope. The commissioner’s May 7, 2020 statement by Dan M. Berkovitz noted that the May futures contract diverged from physical-market prices.
The careful description is therefore that the expiring May 2020 NYMEX WTI futures contract settled below zero on April 20. Saying simply that “oil went negative” omits the benchmark, contract, date, and difference between a futures settlement and physical crude prices.
