Copper shortages arise when mine supply and processing capacity cannot keep up with demand, or when weather and other disruptions temporarily remove supply from the market. The International Energy Agency (IEA) says the mine projects currently in the pipeline could leave a potential 30% supply shortfall by 2035. That is a forward-looking projection, not proof that copper is already unavailable everywhere.

The sectors most directly exposed are electric grids and power infrastructure, construction, industrial equipment and clean-technology supply chains. The available IEA material identifies these demand drivers but does not provide comparable loss estimates, so it cannot support a definitive ranking of which industry would suffer the largest economic damage.

What a copper shortage actually means

“Copper shortage” can describe two different situations. A short-term shortage occurs when mines, smelters, refineries, ports or transport links are disrupted and buyers cannot obtain the required material on schedule. A structural shortage is a longer-run mismatch in which expected consumption grows faster than new mines and expansions can deliver.

The IEA’s 2025 outlook addresses the second issue. Its project-pipeline analysis points to a potential 30% supply shortfall by 2035 under the outlook’s assumptions. The figure describes the gap that could emerge if currently announced mine projects are the main source of new capacity; it is not a statement that 30% of today’s copper demand is currently unmet. Prices, inventories, recycling, substitution, project delays and changes in demand can all alter the eventual outcome.

The IEA summarizes the concern this way:

“Despite strong copper demand from electrification, the current mine project pipeline points to a potential 30% supply shortfall by 2035 due to declining ore grades, rising capital costs, limited resource discoveries and long lead times.”

This statement appears in the IEA Global Critical Minerals Outlook 2025 executive summary. Keeping the forecast year and its assumptions attached to the number is essential when discussing copper availability.

Why copper supply can fall short

Declining ore grades at mature mines

Ore grade is the concentration of copper in the rock that is mined. As a deposit matures, the average grade can decline, so operators may need to move and process more material to produce the same quantity of refined copper. That increases energy, water, equipment and waste-management requirements. Existing mines therefore cannot always expand output simply by running the same facilities harder.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Lower grades also make expansions technically and financially more complex. A project may need larger pits, additional concentrators, new water systems or longer haul routes before it can add saleable copper. The IEA identifies declining grades as one of the central reasons the announced project pipeline may not match demand by 2035. The agency’s 2025 overview of key minerals discusses this constraint alongside the other factors limiting new supply.

Higher capital costs and fewer discoveries

New copper mines require substantial upfront investment in exploration, permitting, roads, power, water systems, processing plants and waste facilities. The IEA points to rising capital costs as a reason fewer projects may be able to proceed at the scale or speed needed. Inflation in construction, energy, labor and financing can make a deposit uneconomic even when the geology is promising.

The agency also reports a sharp slowdown in new resource discoveries. Exploration success is uncertain, and a discovery is not the same as a producing mine. A deposit must be drilled, studied, permitted, financed, built and commissioned before it contributes regular output. Fewer discoveries today reduce the number of projects that could become mines later.

Long project lead times

Copper supply responds slowly to a demand surge. From initial exploration to commercial production, a large mine can require many years of technical studies, environmental reviews, community engagement, construction and ramp-up. Consequently, a decision made after demand accelerates cannot instantly add refined metal to the market.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

These lead times are why the IEA treats the current project pipeline as a strategic constraint. Projects announced today may arrive after the period when buyers need additional copper, while projects that have not yet been discovered or permitted cannot be counted as near-term supply. The result is a timing problem as well as a geological one.

Floods, droughts and water dependence

Weather can create a shorter-term supply shock. Floods may damage mine workings, roads, railways, power lines or ports. Droughts can restrict the water required for mineral processing or compete with agriculture, cities and other users. A disruption at one mine can also affect smelters and manufacturers that depend on its concentrates or refined products.

The IEA estimates that 7% of global copper supply was at risk of disruption from floods or droughts in 2024. “At risk” means exposed to a hazard; it does not mean that 7% of production was actually lost. The statistic is a measure of vulnerability in that year, not a tally of missing copper. The estimate is reported in the 2025 executive summary.

Demand is rising across several uses

Supply pressure becomes more likely when multiple sectors increase consumption at the same time. The IEA identifies expanding construction, electrification of power grids and electrification of industrial equipment as important copper-demand drivers. Clean technologies add another major category rather than replacing those existing uses.

Copper demand is therefore diversified. A slowdown in one application does not automatically remove pressure if grid investment, building activity, factory equipment and clean-energy deployment continue to grow. The IEA’s copper outlook separates clean-technology demand from other uses so readers can see how the transition-related component changes under its scenarios.

How large is the projected gap?

Different IEA publications use different years and scenario labels. They should not be blended into one apparently precise forecast.

IEA publication Figure How to interpret it
Global Critical Minerals Outlook 2025 Potential 30% copper supply shortfall by 2035 Forward-looking assessment of the current mine project pipeline, linked to declining ore grades, rising capital costs, limited discoveries and long lead times.
Copper outlook, published 17 May 2024 31% project-pipeline shortfall versus 2035 APS mining requirements Estimate framed specifically against the 2035 Announced Pledges Scenario (APS) mining requirement in the 2024 outlook.

The 2024 estimate is documented on the IEA’s Copper – Outlook for key energy transition minerals page. Because the two figures come from different publication vintages and scenario framing, the 30% and 31% values should be quoted with their respective years and contexts rather than averaged or presented as a single measured deficit.

Demand and secondary supply in the 2024 APS

The same 2024 outlook gives scenario values for the Announced Pledges Scenario (APS). These are modeled quantities, not observed future consumption. Clean-technology copper demand is shown at 6,311 kilotonnes (kt) in 2023, 12,001 kt in 2030 and 16,343 kt in 2040. Total copper demand is shown at 25,855 kt in 2023 and 36,379 kt in 2040. Secondary supply and reuse are shown at 4,445 kt in 2023 and 10,006 kt in 2040.

APS metric IEA scenario values
Clean-technology copper demand 6,311 kt (2023); 12,001 kt (2030); 16,343 kt (2040)
Total copper demand 25,855 kt (2023); 36,379 kt (2040)
Secondary supply and reuse 4,445 kt (2023); 10,006 kt (2040)

These figures show why recycling and reuse matter in long-range balances: secondary supply grows in the scenario, but total demand also rises. They do not establish that a particular year will experience a specific physical shortage, because actual policy, technology, economic growth, collection rates and mine performance can differ from the APS assumptions.

Which industries are most exposed?

Electric grids and power infrastructure

Grid electrification is one of the clearest demand links in the IEA material. New transmission and distribution capacity, grid upgrades and connections for additional generation all require conductive materials. When copper is tight, utilities and contractors can face higher material costs, longer procurement windows or pressure to redesign projects around available components.

Exposure is not limited to a single country. Grid investment is determined by regional policy, population growth, industrial load and the connection of new generation. The IEA identifies grid electrification as a demand driver, but the cited sources do not calculate how much economic loss a shortage would cause for utilities compared with other industries.

Construction and buildings

Construction is another explicitly identified demand driver. Buildings use copper in electrical distribution and equipment, while large developments can require substantial quantities over a concentrated project schedule. A supply interruption can therefore affect project sequencing even when the overall market still has copper available, because a contractor may need a specific product form, delivery date or certified component.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The IEA’s wording is about demand growth from expanding construction, not a forecast that construction will be unable to build. Local inventories, contracts and the availability of alternative materials determine how a shortage would appear on an individual project.

Industrial equipment

Electrification of industrial equipment raises copper requirements in factories, motors, power systems and related machinery. Manufacturers can be exposed both directly, through the copper in their products, and indirectly, through electrical infrastructure installed at production sites.

Industrial demand may also be cyclical. A factory expansion can be delayed by a copper constraint, while a downturn can temporarily reduce orders. The IEA identifies industrial-equipment electrification as a structural demand force, but does not publish a comparable loss estimate that would justify ranking it above construction or grids.

Clean-technology supply chains

The IEA tracks clean-technology copper demand separately because electrification and energy-transition equipment add substantial requirements. The APS values rise from 6,311 kt in 2023 to 16,343 kt in 2040, with an intermediate 12,001 kt in 2030. Those values cover the scenario’s clean-technology category, not every use of copper in the economy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Clean-technology supply chains include several types of equipment and therefore do not behave as one uniform industry. A shortage can affect manufacturers, installers and developers at different stages, depending on which component uses copper and whether inventories or design changes provide flexibility. The cited IEA sources establish the demand growth, not a single clean-technology loss figure.

Can one industry be called “the most affected”?

Not from the available evidence. The IEA names construction, grids, industrial equipment and clean technologies as important demand-linked areas, but the reviewed publications do not provide comparable industry-level measures of lost output, added cost, employment effects or delayed projects. Without those measurements, declaring one sector the winner of a “most affected” ranking would be speculation.

Impact can also differ by geography and product form. A utility that needs large conductors during a disruption may face a different problem from a manufacturer seeking copper sheet or tubing. Contract terms, inventories, recycling access, substitution options and the duration of a disruption all change the result. A careful description is therefore “these are among the sectors exposed,” followed by the specific demand driver, rather than a universal ranking.

  • Time horizon: A 2035 project-pipeline projection is not evidence that buyers are rationing copper today.
  • Scenario: APS and other IEA scenarios describe modeled pathways. They are not guarantees of realized demand or mine output.
  • Risk versus loss: The 7% weather figure measures supply at risk in 2024, not 7% of copper that disappeared from production.
  • Market measure: Prices, inventories, production, use and trade are current indicators; a project-pipeline gap is a forward-looking capacity assessment.

For current conditions, the International Copper Study Group’s monthly Copper Bulletin and selected copper statistics report stocks, prices and country-level production, usage and trade data. Those statistics can show whether a market is tightening now, while the IEA outlook explains why supply could become harder to expand over the longer term.

What the outlook means for businesses

Companies that depend on copper should treat the issue as both a timing and a planning problem. A long-range project pipeline cannot tell a buyer whether a particular order will ship next month, and a comfortable inventory number today cannot eliminate the risk that future demand will outpace new mines.

  • Track monthly production, usage, trade, stocks and prices rather than relying on a single forecast percentage.
  • Record the publication year and scenario whenever quoting an IEA supply-gap or demand figure.
  • Separate exposure to refined copper from exposure to a particular product form, specification or delivery region.
  • Stress-test schedules for weather-related interruptions, since “at risk” supply can become an actual delay if infrastructure is damaged.
  • Include recycling and reuse in long-range supply planning, while recognizing that scenario growth in secondary supply does not guarantee a balanced market.

Bottom line

Copper shortages are driven by a slow, expensive supply response—declining ore grades, higher capital costs, fewer discoveries and long mine-development timelines—combined with demand growth from grids, construction, industrial equipment and clean technologies. Floods and droughts add near-term disruption risk; the IEA says 7% of global supply was exposed to those hazards in 2024. Its 2025 outlook projects a potential 30% gap by 2035 if the current mine pipeline is all that arrives. That is a warning about future adequacy, not proof of a universal shortage today, and the available evidence does not support naming one industry as definitively the hardest hit.
