Ancient harbors end up underwater when relative sea level rises: the sea surface moves up, the land moves down, or both happen together. That distinction matters. A submerged quay does not, by itself, prove a tsunami, volcanic eruption, or a steady rise in the oceans. Local tectonic subsidence, earthquake-related fault movement, compacting sediment, volcanic-caldera deformation, glacial-isostatic adjustment, human-caused fluid withdrawal, and regional or global sea-level change can each contribute. The balance is different at every site.
What “below sea level” actually means
Archaeologists and geologists usually describe the position of a ruin relative to relative sea level (RSL): the height of the water surface compared with the nearby ground. RSL can increase because ocean water expands as it warms, because additional meltwater enters the ocean, because the crust subsides, or because several of these processes occur simultaneously. Conversely, land uplift can offset or exceed a rise in the water surface.
The National Park Service identifies ocean-water expansion, meltwater changes, glacial-crustal rebound, tectonic uplift or subsidence, fluid withdrawal, and sediment deposition and compaction as processes that alter relative sea level. These mechanisms act at different speeds and over different areas. A large earthquake can lower a shoreline in seconds; sediment compaction may continue for centuries; ocean-volume changes affect broad regions but are modified by local currents, gravity and land motion.

For that reason, “the city sank” is often shorthand rather than a complete diagnosis. The scientifically useful question is: How much did the water level change relative to the original ground, when did the change occur, and what evidence identifies each contribution?

The main processes that submerge ancient coastal sites
Relative sea-level rise from ocean and climate changes
Water occupies more volume as it warms, and land-based ice adds water to the ocean when it melts. Those effects raise sea level globally on average, but the local result is not uniform. Ocean circulation, gravitational effects from changing ice masses, regional winds and pressure, and vertical movement of the land all alter the level measured at a particular harbor.
A site can therefore be inundated even if its land has not undergone substantial subsidence. Conversely, a coast may experience a global or regional rise while uplift keeps ancient structures above water. A global mean value cannot be applied directly to one harbor without local geological and archaeological controls.
Tectonic subsidence and earthquake displacement
Plate-boundary movement and deformation within a plate can lower a coastline gradually. Earthquakes may also shift a block of crust abruptly, changing the elevation of a quay, road or shoreline in one event. Repeated earthquakes can produce a staircase of sudden drops separated by quieter intervals, while slow tectonic strain creates a more continuous trend.
A USGS-indexed 2013 study of submerged structures at Kekova, Turkey, estimates at least 1.6 millimetres per year over the last 1,400 years for coastal tectonic subsidence. This is a site-specific reconstruction based on presumed original elevations of structures and comparisons with relative sea-level history. It is not a rate that can be generalized to Mediterranean cities or to all ancient harbors.

Sediment loading and compaction
River deltas, lagoons and reclaimed shorelines are commonly built from young, water-rich deposits. The weight of newly deposited sediment presses on deeper layers, while the loss of pore water allows grains to pack more tightly. The ground surface then settles relative to the sea. Construction, embankments and artificial land fill can accelerate loading.
Compaction is often spatially uneven: one side of a harbor may sink faster than a nearby bedrock outcrop. That pattern can tilt walls, leave parts of a site dry, and submerge other parts. The USGS distinguishes this kind of settlement from the steadier, generally lower rates it describes for tectonic and glacial-isostatic processes, although real sites can experience several mechanisms at once.
Fluid withdrawal
Pumping groundwater or hydrocarbons lowers pressure in subsurface formations. Compressible aquifer systems can compact, causing the land surface to descend. USGS summaries report subsidence of up to 30 centimetres per year in some instances and more than 13 metres in extreme examples. Those figures describe exceptional modern cases, not expected rates for ancient cities. There is no sound basis for assigning a modern pumping rate to an archaeological site unless historical evidence shows that comparable extraction occurred.

Large ice sheets push the crust downward. When ice melts, the formerly loaded area rebounds, while regions around the ice margin can move downward as the crust and mantle redistribute mass. This glacial-isostatic adjustment changes both land elevation and the shape of the ocean surface over thousands of years. It is especially important when interpreting ancient shorelines in formerly glaciated or forebulge regions, but its influence can extend far beyond the former ice sheet.

Volcanic and caldera movement
Volcanic systems can raise or lower surrounding ground through magma movement, faulting and the gradual collapse or inflation of a caldera. Such deformation is local and may alternate between uplift and subsidence. UNESCO describes Roman shorelines and other remains around Italy’s Campi Flegrei at roughly 10 metres below present sea level, interpreting them as evidence that the caldera generally subsided during the last 2,000 years. This is a regional volcanic example, not proof that every submerged Mediterranean settlement was buried by an eruption.
What well-known archaeological sites show
Alexandria, Egypt
UNESCO’s tentative-list description records submerged archaeological remains along Alexandria’s coast at depths of approximately 6–8 metres. It discusses both the advance of the sea and repeated earthquakes as factors affecting the coast. The same description reports about 2.6 millimetres per year of coastal advance in the western Nile delta. That figure is presented in a site-description context; it should not be treated as a measurement of one isolated cause, nor as a universal rate for Alexandria’s entire shoreline.
The Nile delta setting also illustrates why sediment matters. Delta deposits can compact while the coast responds to regional sea-level change and seismic activity. Determining the contribution of each process requires dated structures, sediment records and local measurements rather than a single dramatic explanation.

Kekova, Turkey
At Kekova, archaeological and geophysical investigations examined submerged coastal structures. The study record indexed by the USGS estimates at least 1.6 millimetres per year of tectonic subsidence over 1,400 years. Researchers had to infer where parts of the harbor originally stood and compare those elevations with reconstructed relative sea-level history. The result demonstrates how a rate can be tied to a specific site and time interval, not transferred automatically to another ruin.

Chersonese
UNESCO’s Chersonese nomination reports sea-level rise affecting ancient harbor installations and other coastal remains, with some areas becoming waterlogged. The description supports inundation as an important factor, but a submerged installation still has to be evaluated against local land movement and sediment behavior before one cause is assigned.
Campi Flegrei
Campi Flegrei provides a clear example of volcanic-caldera deformation. UNESCO notes Roman coastline evidence around 10 metres below today’s sea level, along with Roman and medieval remains that are also submerged. The interpretation is general subsidence over about 2,000 years. Unlike a simple global ocean-rise scenario, this setting records strong local vertical movement associated with a volcanic system.
Why a tsunami is not the default explanation
A tsunami can damage a harbor, scatter masonry, erode a shoreline and leave a distinctive layer of marine sand or debris inland. It is usually a short-lived inundation event, however, not a permanent explanation for why a quay remains underwater centuries later. Permanent submergence requires a lasting increase in relative sea level, such as coseismic land lowering, long-term subsidence, sea-level rise, or a combination.
Volcanic eruptions can generate tsunamis, collapse coastal ground or alter a caldera, but those effects must be distinguished. A tsunami deposit may identify an event without explaining the later elevation of a structure. Likewise, volcanic ash near a site does not prove that an eruption lowered the harbor. The public question that attributes every submerged Mediterranean city to “a tsunami or volcanic eruption” assumes a cause that the evidence may not support.

How researchers distinguish the causes at one site
An underwater wall is a starting observation, not a diagnosis. A western Mediterranean synthesis emphasizes establishing the original relationship between a ruin and sea level and rejecting indicators whose elevation or age is uncertain. The following workflow summarizes the kinds of comparisons used in published studies; it is not an exhaustive field protocol.
- Identify a reliable sea-level indicator. Select a quay, harbor paving, fish tank, tidal channel, beach deposit or other feature whose original position relative to water can be defended. A wall with an unknown construction height is weaker evidence than a feature designed to operate at a known tidal level.
- Determine the original elevation. Survey the surviving structure and use architectural dimensions, foundations and comparable undisturbed features to estimate where it stood when built. State the uncertainty instead of treating an inferred elevation as exact.
- Date construction, use and submergence. Combine inscriptions, pottery, organic material, construction phases and stratigraphy. A structure may have been abandoned before it was flooded, and later rebuilding can obscure the timing.
- Reconstruct local relative sea level. Compare the archaeological elevation with dated shoreline markers, sediment records, tide-related deposits and regional sea-level curves. The comparison should cover the same coast and time interval.
- Look for evidence of vertical land motion. Geodetic observations, fault maps, earthquake histories, uplifted or submerged terraces, boreholes and geophysical data can reveal tectonic or volcanic movement. Uneven deformation across a harbor may point to local subsidence rather than a uniform ocean rise.
- Test the timing and spatial pattern. An abrupt step shared by structures of the same age is compatible with earthquake displacement; a smooth, continuing trend may fit compaction or gradual tectonic motion. A change confined to a delta suggests a different process from one affecting a broad coastline.
- Report competing explanations and uncertainty. Rates may be measured, reconstructed or inferred. Researchers should say how securely the age and original elevation are known and whether more than one mechanism is required.
How to read rates and depths without overinterpreting them
| Figure | What it describes | Qualification |
|---|---|---|
| At least 1.6 mm/year for 1,400 years | Estimated tectonic subsidence at Kekova, Turkey | Site-specific reconstruction from submerged structures and relative sea-level comparisons; not a general Mediterranean rate. |
| 6–8 m | Depth of submerged archaeological remains along Alexandria’s coast | Reported in UNESCO’s tentative-list description; depth alone does not separate land subsidence from sea-level rise. |
| About 2.6 mm/year | Coastal sea advance in the western Nile delta | UNESCO-reported site-description figure; it does not isolate a single mechanism. |
| 30 cm/year in some instances; more than 13 m in extreme examples | Subsidence associated with fluid withdrawal | USGS-reported modern extremes, not expected ancient-site values. |
Depth is also not age. A structure five metres below today’s water may have been built at a shallow intertidal elevation, on a surface later eroded, or on ground that moved downward. Without a dated original elevation, converting depth directly into a sea-level rate produces a false sense of precision.
Common mistakes when explaining submerged cities
- Equating submergence with ocean rise: the land may have subsided, and both effects can operate together.
- Using one city’s rate for another: Kekova’s 1.6 mm/year estimate applies to that reconstruction, not to every ancient harbor.
- Projecting modern pumping onto antiquity: extreme fluid-withdrawal rates require modern extraction evidence.
- Treating a tsunami as permanent lowering: a brief wave leaves a different record from lasting vertical displacement.
- Assuming a volcanic setting proves an eruption caused flooding: caldera subsidence may be gradual and independent of a particular eruption.
- Ignoring uncertainty in original elevations: an inferred harbor datum can dominate the calculated rate.
- Assuming every part of a city moved equally: delta compaction, faults and volcanic deformation can produce sharp local differences.
The practical answer for the Mediterranean
There is no single Mediterranean mechanism. One harbor may combine regional sea-level rise with delta compaction; another may record earthquake-driven subsidence; a volcanic caldera may lower Roman shorelines by metres; a different coast may have experienced uplift that masks ocean rise. The archaeological examples from Alexandria, Kekova, Chersonese and Campi Flegrei are valuable precisely because they represent different combinations of processes.
