Private companies now participate across almost the entire Indian space value chain: launch-vehicle development and production, satellites, propulsion and components, ground infrastructure, communications, Earth observation and applications built from space data. Their role complements rather than replaces the public programme. IN-SPACe authorises and supervises non-government activity, NewSpace India Limited (NSIL) commercialises mature capabilities and commissions industrial production, while ISRO retains advanced research, strategic missions, science, exploration and critical frontier technologies.
The capability map at a glance
“Private participation” in India does not mean only privately owned rockets. It can mean an independently developed product, industrial production under a government arrangement, use of ISRO or Department of Space facilities, a technology-transfer agreement, a public-private partnership (PPP), or a commercial service based on satellite data.

This layered view prevents a common mistake: treating a technology transfer, an announced project, a tested component and an operational commercial service as equivalent accomplishments.

IN-SPACe enables and authorises non-government activity
The Indian National Space Promotion and Authorisation Centre (IN-SPACe) is the regulatory and enabling interface for non-government entities. Its remit includes authorising and supervising companies that build launch vehicles, satellites and space infrastructure, and provide space-based services. It can facilitate access to facilities and premises controlled by the Department of Space and ISRO, or support creation of new infrastructure.

That role makes private activity possible within a safety, security and regulatory framework. Authorisation is permission to conduct the activity; it is not a guarantee that the resulting vehicle, satellite or service has reached operational maturity.
NSIL commercialises mature capabilities
NewSpace India Limited is a government-owned commercial company, not a private company. It acts as a channel between public technology and industry or customers. Its listed business areas include production of the Polar Satellite Launch Vehicle (PSLV) and Small Satellite Launch Vehicle (SSLV) through industry, satellite building to user requirements, transponder leasing, launch services, remote sensing, mission support, space-based applications and transfer of ISRO technologies.
When NSIL signs an industrial-production or technology-transfer agreement, private firms are contributing manufacturing, engineering and delivery capacity. The arrangement should not be described as a private takeover of the underlying public programme.

ISRO’s September 6, 2026 institutional clarification states: “ISRO will neither be privatised nor will its importance be diminished.” It says the organisation retains advanced research, technology development, strategic and national missions, space science, exploration and critical frontier capabilities. It also describes private participation as complementing and multiplying ISRO’s capabilities, while noting that operations and services remain subject to national-security, safety and other regulatory requirements.
Launch vehicles, stages and launch services
Vehicle development and industrial production
Private companies can design and develop launch vehicles and their stages, subject to IN-SPACe authorisation and supervision. NSIL’s business areas also include industrial production of PSLV and SSLV. This creates two parallel forms of participation: a company may develop its own vehicle, or industry may manufacture a vehicle associated with the national programme under a commercial or production arrangement.

Neither category means every Indian launch is privately operated. Public-sector missions, strategic launches and ISRO-led development continue alongside private work.
What the 2025 Department of Space examples show
The Department of Space’s 2025 achievements page reports that SSLV technology transfer was signed with Hindustan Aeronautics Limited (HAL). It also says the first-stage solid motor for a launch vehicle developed by a space startup was realised at Satish Dhawan Space Centre, where static tests for the first- and second-stage motors were conducted.
The same passage said the vehicle’s first orbital launch was expected in early 2026. That is a dated expectation in the 2025 report, not evidence in that source that the launch occurred. Readers should look for a later mission result before calling the vehicle operational.
Satellites and spacecraft
Communications and Earth-observation satellites
IN-SPACe authorises non-government entities to build satellites and establish related infrastructure. NSIL lists construction of communications and Earth-observation satellites to user requirements. This lets private firms supply complete spacecraft, platforms, payload integration and, where authorised, operations.
The Department of Space’s 2025 report says a private industry player was authorised to build and deploy a communications satellite for the first time. The cited passage does not name that company, so the project should not be attributed to a specific firm without an additional reliable source.

Earth-observation PPP capability
IN-SPACe identifies a consortium led by PixxelSpace India and comprising Piersight Space, SatSure Analytics India and Dhruva Space. The consortium was selected to design, build and operate an Earth-observation satellite under a PPP model.
This is a consortium capability: the selection does not mean every member independently supplies every subsystem or service. It also describes a selected and planned scope, not proof that the satellite is already operating.
Propulsion, components and specialist manufacturing
Space companies contribute the parts that make vehicles and spacecraft possible: solid motors, structures, avionics, payload hardware, power systems and other qualified components. Public test infrastructure can reduce the barrier to entry, as the reported static motor tests at Satish Dhawan Space Centre illustrate.
Industrial participation can therefore be narrower than building a complete rocket or satellite. A company might supply one flight-critical subsystem, manufacture a transferred design, qualify a component, or integrate hardware into a government or commercial mission. Capability should be described at the level actually demonstrated, rather than inferred from a broad corporate label.
Ground infrastructure, mission support and operations
Private participation extends to the ground segment: receiving and processing satellite data, operating ground stations, supporting mission control, integrating payload information and building new infrastructure. IN-SPACe may facilitate sharing of Department of Space and ISRO facilities or the creation of additional facilities. NSIL lists mission support among its commercial areas.

Use of a public facility can be essential for testing or early operations, but it does not transfer ownership of that facility. Conversely, a privately built ground system can serve government, commercial or international customers while remaining subject to authorisation and security rules.
Earth observation, communications and applications
From satellite signal to usable service
NSIL identifies remote sensing and space-based applications as commercial services, while IN-SPACe’s remit covers non-government provision of space-based services. Private companies can turn imagery, signals and derived data into products for mapping, agriculture, infrastructure monitoring, disaster response, climate analysis, logistics and other professional uses.
The capability is broader than owning an imaging satellite. It includes tasking, downlink, calibration, data processing, analytics and delivery through an application or service contract. The available official material establishes these categories, but not a particular provider’s current public pricing, consumer availability or commercial terms.
Communications capacity and related services
NSIL’s listed commercial areas include transponder leasing, launch services, remote sensing and mission support. These services can provide communications capacity or operational support to customers without the customer building a complete spacecraft. Specific access conditions, spectrum permissions and customer eligibility still depend on applicable regulation and contract terms.

Technology transfer and access to public capability
Technology transfer is one of the main ways mature public-sector work reaches industry. NSIL identifies transfer of ISRO technology and industrial production as part of its role. IN-SPACe can also facilitate access to public facilities and premises.

The distinction matters when assessing independence. A privately supplied product may combine company engineering with an ISRO-developed design, public test equipment, government procurement or a PPP. That is still a real private-sector contribution, but it should not be presented as wholly developed without public involvement.

Which parts can companies handle independently?
A useful test is to classify a project on four axes:
- Capability layer: identify whether it is a launch vehicle, satellite, component, ground system or service.
- Government relationship: state whether it is independent activity, technology transfer, facility use, procurement or a PPP.
- Maturity: separate a design announcement, authorisation, component test, completed demonstration, operational service and expected future milestone.
- Customer: identify whether the work serves a government or national mission, a domestic commercial customer or an international customer.
This framework avoids overstating announcements. For example, an authorised communications-satellite build is evidence of permission and planned capability; it is not by itself evidence of an on-orbit service. A motor static test demonstrates ground-test progress; it is not flight heritage. A PPP commitment indicates planned financing, not completed expenditure.

What private companies do not replace
Private participation does not remove ISRO’s responsibility for advanced research, strategic and national missions, space science, exploration or critical frontier technologies. Nor does it eliminate government oversight of safety, national security, spectrum, facilities and mission authorisation.
The practical model is division of labour. Companies can expand production, introduce new launch and data-service offerings, and commercialise mature systems. ISRO can concentrate on high-risk research and missions that require national direction. IN-SPACe manages authorisation and access, while NSIL turns mature capabilities into industrial and commercial channels.
How to evaluate a company’s claimed capability
- Ask what hardware or service was actually delivered, rather than relying on a broad “space company” description.
- Check whether the evidence is a test, authorisation, technology-transfer agreement, selection, procurement contract or operational mission.
- Look for the date and reporting organisation; the 2025 Department of Space examples and 2026 PIB figures have different cutoffs.
- Separate a consortium’s shared responsibility from the individual capabilities of its members.
- Check whether a price, customer offer or service territory is actually published; official category descriptions do not establish retail availability.
In short, Indian private companies now supply hardware, launch capacity, infrastructure and data-driven services across the space value chain. Their contribution is substantial precisely because it works through several models—independent development, public technology transfer, shared facilities, industrial production and PPPs—while ISRO remains responsible for the programme’s strategic and frontier core.
