Canada’s monthly jobs headline is an estimate of people, not a count of every job on payroll. Statistics Canada’s Labour Force Survey (LFS) asks sampled households about the population aged 15 and older during a specific reference week. It classifies each person as employed, unemployed or not in the labour force. Payroll programs such as the Survey of Employment, Payrolls and Hours (SEPH) instead estimate payroll jobs using administrative and establishment data. Those different units, sources and coverage areas explain why the numbers can diverge without either series being wrong.
The LFS is valuable because it shows employment, unemployment, participation, hours, industries, occupations and demographic patterns quickly. It is not a census, a complete measure of all useful work, or a stand-alone measure of job quality and employer demand. Reading the unemployment rate alongside the participation and employment rates—and checking the reference week, definitions and uncertainty—is essential.
What Canada’s monthly jobs report actually is
The familiar monthly jobs release is based primarily on the Labour Force Survey, a household survey conducted by Statistics Canada. Its main purpose is to classify people aged 15 and older into three mutually exclusive labour-market groups:

- Employed: people who worked or had a job during the reference week under the survey’s employment rules.
- Unemployed: people without work who meet specific search, availability or imminent-start conditions.
- Not in the labour force: people who are neither employed nor classified as unemployed.
From those classifications, Statistics Canada publishes employment and unemployment estimates, the unemployment rate, the participation rate and the employment rate. The release can also describe industry, occupation, public- or private-sector status, usual and actual hours, and demographic characteristics.

These are estimates for a particular reference week. The survey does not continuously observe every person throughout an entire calendar month. Results are released approximately 10 days after data collection is completed, which makes the LFS timely but also means that a headline refers to a defined slice of time rather than an average of every day in the month.
How the three headline rates are calculated
The rates look similar but use different denominators. That distinction determines what a change means.

A person who is neither working nor counted as unemployed is outside the labour force. That person is included in the population denominator for the participation and employment rates, but not in the unemployment-rate denominator. Consequently, the unemployment rate can fall even when the number of people without work has not improved: if some jobless people stop looking or are unavailable, they may move from “unemployed” to “not in the labour force.” The participation and employment rates provide the context needed to see that change.

Being without a job is not, by itself, enough for the LFS unemployment category. Under the operational definition in Statistics Canada’s Guide to the Labour Force Survey (2025), the main groups are:

- People without work during the reference week who looked for work during the previous four weeks and were available to work.
- People on temporary layoff who were available to work.
- People without work who had a job scheduled to start within four weeks and were available.
Someone without work who does not meet those conditions is generally classified as not in the labour force. This is why a lower unemployment rate does not automatically mean that every person who wants a job has found one. A careful reading checks whether participation changed at the same time.
What the LFS means by “employment” and “jobs”
It counts people, not each job they hold
The LFS employment concept is person-based. A person with two jobs is counted once as employed. Payroll-based measures count jobs: if that same person has two payroll jobs covered by the payroll program, those positions can contribute two jobs to the payroll total. The distinction matters when comparing a household-survey employment change with a payroll employment change.
The populations covered also differ. The LFS includes self-employed workers, while payroll employment measures have different coverage because they rely on payroll records and establishment information. A total from one program therefore should not be treated as a direct substitute for the total from the other.
Full-time and part-time use usual hours
For the person’s main or only job, the LFS classifies:

- Full-time: usually 30 or more hours per week.
- Part-time: usually fewer than 30 hours per week.
“Usually” is the key word. A worker who normally works full-time can have fewer actual hours in one week because of vacation, illness, a holiday, bad weather or another temporary interruption without becoming part-time under the usual-hours classification.
Total hours worked is a different indicator
Total hours worked records the actual hours worked at the main job during the reference week, including paid and unpaid hours. Overtime or a temporary absence can therefore change total hours while leaving a person’s usual full-time or part-time status unchanged. For questions about labour input, actual hours can reveal something that the employment headcount does not.
What the survey leaves out
Unpaid household and volunteer work
The LFS is designed to measure labour supplied to market production under its statistical definitions. It does not treat every productive activity as employment. Statistics Canada’s Guide to the Labour Force Survey (2025) states:

That exclusion is a definition of the measure, not a claim that housework or volunteering lacks economic or social value.
Job quality and unmet labour demand
Employment status and hours do not provide a complete account of wages, job security, benefits, vacancies or the number of employers unable to hire. The LFS can describe many characteristics of workers and jobs, but a reader needs other Statistics Canada programs for a fuller labour-market picture, including payroll and earnings information from SEPH and job-opening and wage information from the Job Vacancy and Wage Survey.
Every worker is not observed with census precision
Monthly LFS figures are survey estimates and have sampling variability. A small one-month movement may be less informative than a pattern sustained over several months. Statistics Canada’s release notes provide uncertainty guidance; use that guidance when deciding whether a change is large enough to interpret as meaningful.

The survey’s rotating design helps comparisons: households remain in the sample for six consecutive months, so five-sixths of the sample overlaps between adjacent months. That overlap supports month-to-month analysis, but it does not make either month’s estimate exact.

Why the jobs number can differ from payroll data
Different totals are expected when programs measure different things. Before concluding that one series is inaccurate, compare the following dimensions.

Release timing can also differ. A household survey can show a change in people’s reported status while payroll records reflect a different period or set of covered employers. The right comparison uses the matching reference month and the exact SEPH series, not two headline numbers assumed to be identical.
How population aging changes the interpretation
Rates can move because the population’s composition changes, not only because individuals alter their work behaviour. In Statistics Canada’s September 2026 release, people aged 65 and older made up 23.2% of the working-age population, compared with 20.5% in September 2019. Statistics Canada said that lower participation relative to a year earlier and the pre-pandemic period could largely be attributed to population aging.

More generally, a headline participation or employment rate should be read with the age composition and other demographic breakdowns in mind.
A practical way to read each monthly release
- Identify the reference week. Confirm which week the LFS estimate represents before comparing it with another month or with a payroll series.
- Read all three rates together. Check the unemployment rate, participation rate and employment rate rather than treating the unemployment rate as a complete scorecard.
- Check the number of people behind the rate. Determine whether a rate changed because employment changed, unemployment changed, labour-force participation changed, or some combination.
- Separate usual from actual hours. Use full-time and part-time figures for usual schedules, and total hours worked for what people actually worked in the reference week.
- Look for composition. Review age, industry, occupation, sector and self-employment information when the headline seems inconsistent with local experience.
- Allow for sampling variability. Read the release’s uncertainty notes and examine several months before treating a small movement as a firm trend.
- Match measures before comparing sources. Align people with people or jobs with jobs, check coverage, and use the corresponding reference period when consulting SEPH or vacancy data.
What the September 2026 example does—and does not—show
The September 2026 LFS release is a useful illustration of why context matters. Its 23.2% older-population share and the accompanying aging explanation help interpret participation changes in that month. The figure does not establish what the next release will show, nor does it by itself measure wages, vacancies, job security or unpaid work. Those questions require the appropriate additional indicators.
The bottom line for interpreting the headline
Canada’s monthly jobs report is best understood as a timely, person-based survey estimate for a defined reference week. It tells you how Statistics Canada classified the population aged 15 and older and how employment, unemployment, participation, hours and worker characteristics changed under those definitions. It cannot, on its own, count every payroll position, capture unpaid work, measure all dimensions of job quality, or explain the experience of every community. The most reliable reading combines the three rates, the definitions, the survey’s uncertainty information and properly matched payroll or vacancy measures.
