An NBN 25 plan can suit a household with modest internet use, one main stream at a time and only occasional overlapping activity. NBN Co describes its fixed-line Home Basic II tier as supporting one 4K stream or HD streaming, basic online games and video calls. It is less likely to feel adequate when several people regularly stream, call, work or download at once—particularly during the evening busy period.

The useful question is not simply whether 25 Mbps is “fast.” It is whether your household’s busiest few hours fit within the plan’s capacity, and whether the provider’s expected speed at your address is sufficient. NBN’s own general guidance points to higher typical busy-period speeds for households that need to support 4K, multiple devices or large transfers.

What an NBN 25 plan includes

NBN Co currently calls the fixed-line 25 Mbps tier Home Basic II. The 25 Mbps figure is the listed download speed at the wholesale-plan level, not a promise that every household will achieve that speed at every moment. Upload speed depends on the access technology serving the premises.

  • Download: 25 Mbps for Home Basic II.
  • Upload on FTTP/C and HFC: 10 Mbps.
  • Upload on FTTN/B: between 5 and 10 Mbps, depending on the service.
  • NBN’s stated uses: one 4K stream or HD streaming, basic online games and video calls.
  • NBN’s download example: a 10 GB file takes an estimated 65 minutes.

Download speed affects activities such as receiving a video stream or downloading a file. Upload speed matters when sending files, backing up data to the cloud or transmitting your video during a call. That is why two services with the same download tier may not behave identically for a household that uploads frequently.

  • Powerful Dual-Core 900MHz Processor – Handles multiple data streams simultaneously for reliable performance across your devices. Ensures smooth streaming, online gaming, and video conferencing without buffering or lag.

These are NBN wholesale plan specifications and examples, not a retail provider’s speed promise or an individual measurement. NBN says actual experience depends on the configuration delivering service to the premises, whether the connection is used during busy periods, equipment quality and setup, the chosen broadband plan, device age and how the provider designs its network. A service’s advertised tier is therefore a starting point for a decision, not a guarantee of the speed a particular device will see.

What can you do on 25 Mbps?

Browse, email and routine online tasks

Home Basic II is aimed at a lighter usage pattern. Browsing, email and routine online activity are the kind of demand for which an entry-level tier may be reasonable, especially when one person is the main user or household activity is spread across the day. The important qualification is overlap: the same connection is shared when other people begin streaming, joining calls or downloading at the same time.

Stream video

NBN’s current Home Basic II description includes one 4K stream or HD streaming. That makes a single primary TV stream a plausible use for this tier. It does not mean that every combination of video quality, other users and background activity will remain smooth. NBN explicitly warns that more people and activities online together can affect supported activities.

TP-Link AX1800 WiFi 6 Router (Archer AX21 V5)
  • DUAL-BAND WIFI 6 ROUTER: Wi-Fi 6(802.11ax) technology achieves faster speeds, greater capacity and reduced network congestion compared to the previous gen. All WiFi routers require a separate modem. Dual-Band WiFi routers do not support the 6 GHz band.
  • AX1800: Enjoy smoother and more stable streaming, gaming, downloading with 1.8 Gbps total bandwidth (up to 1200 Mbps on 5 GHz and up to 574 Mbps on 2.4 GHz). Performance varies by conditions, distance to devices, and obstacles such as walls.
  • CONNECT MORE DEVICES: Wi-Fi 6 technology communicates more data to more devices simultaneously using revolutionary OFDMA technology
  • EXTENSIVE COVERAGE: Achieve the strong, reliable WiFi coverage with Archer AX1800 as it focuses signal strength to your devices far away using Beamforming technology, 4 high-gain antennas and an advanced front-end module (FEM) chipset
  • OUR CYBERSECURITY COMMITMENT: TP-Link is a signatory of the U.S. Cybersecurity and Infrastructure Security Agency’s (CISA) Secure-by-Design pledge. This device is designed, built, and maintained, with advanced security as a core requirement.

If several household members want to watch demanding streams simultaneously, one-at-a-time capability is not the same as comfortable multi-stream capacity. NBN’s separate speed-selection guide associates a minimum typical busy-period download speed of 60 Mbps with 4K streaming, large file transfers or multiple devices. That is general selection guidance, not a guarantee that any particular 60 Mbps retail plan will deliver that speed at your address.

Play online games

NBN includes basic online games among Home Basic II’s supported uses. This is not the same as saying that every game-related task will be quick. NBN’s example puts a 10 GB download at an estimated 65 minutes on the tier, so large game downloads or updates may take a while. If a download happens while other people are streaming or on calls, the shared connection has to accommodate both activities.

Join video calls and work from home

Video calls are included in NBN’s description of the plan. For someone making occasional calls while household use is light, that may be enough. If a call needs to remain dependable while others are streaming, downloading or attending their own calls, consider both the busy-period download speed and the plan’s upload allowance for your access technology. NBN’s support description does not guarantee call quality under every combination of household activity.

TP-Link Dual-Band AX3000 Wi-Fi 6 Wireless Gigabit Internet Router for Home
  • Next-Gen Gigabit Wi-Fi 6 Speeds: 2402 Mbps on 5 GHz and 574 Mbps on 2.4 GHz bands ensure smoother streaming and faster downloads; support VPN server and VPN client¹
  • A More Responsive Experience: Enjoy smooth gaming, video streaming, and live feeds simultaneously. OFDMA makes your Wi-Fi stronger by allowing multiple clients to share one band at the same time, cutting latency and jitter.²
  • Expanded Wi-Fi Coverage: 4 high-gain external antennas and Beamforming technology combine to extend strong, reliable, Wi-Fi throughout your home.
  • Improved Battery Life: Target Wake Time helps your devices to communicate efficiently while consuming less power.

NBN’s general guide associates at least 30 Mbps typical busy-period download speed with HD streaming, online gaming and working from home. This makes Home Basic II’s 25 Mbps listed download tier a tighter fit for a household that relies on work calls while other devices are active. The 30 Mbps figure is guidance for choosing a service, not a claim that every work-from-home household needs exactly that speed.

Is 25 Mbps fast enough for your household?

For one main user or a small household with modest overlapping use, it may be. For a busy family or shared home with several simultaneous high-bandwidth activities, it is more likely to become restrictive. The clearest way to decide is to picture what everyone does at once—not to add up every device that exists in the home.

It may be enough when

  • One person is the primary user, or household members are online at different times.
  • There is usually one main stream, rather than multiple 4K streams at once.
  • Video calls, gaming and large downloads are occasional or do not regularly overlap with other demanding activity.
  • You are comfortable with large downloads taking time; NBN’s example for 10 GB is 65 minutes.

Look at a faster tier when

  • Several people regularly stream or join calls at the same time.
  • A work call needs to coexist with other active users in the evening.
  • Multiple 4K streams, large file transfers or many active devices are a normal pattern.
  • The household often downloads large files while people are using the connection for other activities.

These are workload signals, not a device-count limit. NBN’s material does not establish a maximum number of devices for Home Basic II; what matters to the decision is the mix of activities and how many happen concurrently.

Assess your busiest hours before choosing

NBN highlights 7pm–11pm as the daily busy period in its speed-selection guidance. That is often the most useful window to examine because household members may be home and online together. Think through an ordinary evening, not an unusual quiet day or a one-off peak.

  1. List who is online between 7pm and 11pm. Include people using phones, computers, TVs and other connected devices.
  2. Write down what they do at the same time. Distinguish one stream plus browsing from two streams, a work call, gaming downloads and cloud backups overlapping.
  3. Identify the activity that cannot tolerate disruption or delay. For example, decide whether a call must continue while someone else watches video, or whether a large download can wait until later.
  4. Ask the provider what busy-period speed to expect for your address and plan. NBN’s guide uses typical busy-period speed thresholds, but the provider’s offer and availability at a particular address still matter.
  5. Compare the retail price difference with the headroom you need. A faster tier is useful only if the extra capacity addresses a recurring household need; weigh that against the price of the actual offers available to you.

NBN’s general guide gives two useful reference points: at least 30 Mbps typical busy-period download speed for HD streaming, online gaming and working from home, and at least 60 Mbps for 4K streaming, large file transfers or multiple devices. Use them as broad selection guidance rather than individualized guarantees. They help explain why a 25 Mbps tier can work for light use yet leave less room when several demanding tasks coincide.

How Home Basic II compares with the next tier in NBN’s dated figures

NBN’s 2024 wholesale pricing announcement described Home Basic II as 25/5 Mbps and Home Standard as 50/20 Mbps. In that announcement, NBN described Basic II as supporting 4K on one device plus video calls on a relatively small number of connected devices, and Home Standard as supporting up to two simultaneous 4K streams. These figures are a dated wholesale comparison, not current retail prices or a substitute for checking a provider’s present offer.

Tier in NBN’s 2024 announcement Wholesale download/upload figure Use description in that announcement
Home Basic II 25/5 Mbps 4K on one device plus video calls on a relatively small number of connected devices
Home Standard 50/20 Mbps Up to two simultaneous 4K streams

For current Home Basic II upload details, NBN’s current speed-plan listing is the relevant reference: it gives 10 Mbps on FTTP/C and HFC, and 5–10 Mbps on FTTN/B. The 2024 25/5 figure should be read as what that announcement said at the time, not as a replacement for those current access-specific upload listings.

Do not confuse fixed-line Home Basic II with Fixed Wireless Basic II

The similar names refer to distinct access-specific products. NBN lists potential maximum wholesale speeds for Fixed Wireless Basic II of 25 Mbps down and 5 Mbps up. Its use description includes one 4K stream or HD streaming on multiple devices, basic games and calls, and NBN warns that end-user speed may be lower.

Those Fixed Wireless figures should not be substituted for the fixed-line Home Basic II upload range. Check which access technology serves your address before applying any speed or upload figure to a plan decision.

What to check if the connection feels slower than expected

A listed 25 Mbps tier does not by itself identify why a particular device feels slow. NBN names several influences on actual experience: the delivery configuration, busy-period use, equipment quality and setup, device age, plan choice and provider network design. Use that distinction to narrow down the issue before assuming that the plan tier is the only cause.

  • Check the time and household load. If the problem is most noticeable during 7pm–11pm, compare what is happening on the connection then with the lighter periods.
  • Ask the provider about the expected busy-period speed. NBN’s plan listing is a wholesale specification; the provider can explain the retail plan and expected performance relevant to your service.
  • Consider the device and home setup. NBN identifies equipment quality and setup, as well as device age, as factors in the experience. A router cannot increase the subscribed tier’s 25 Mbps capacity, although equipment and setup can affect the experience delivered around the home.
  • Check that the plan matches your real workload. If several high-demand activities routinely overlap, a higher tier may better fit the need than trying to solve a capacity mismatch through equipment changes.

There is no basis here for promising that a router, software change or other purchase will make a 25 Mbps broadband tier faster. If the issue is coverage or setup, ask the provider what equipment is compatible with the service and what checks are appropriate for your connection.

Bottom line for a household choosing NBN 25

NBN 25 is an entry-level option for lighter demand: think one main stream, basic online activity and calls without several demanding tasks regularly competing for capacity. If your normal evening includes multiple streams, work calls, large transfers or many active users, use NBN’s 30 Mbps and 60 Mbps busy-period guidance as a prompt to compare faster offers—and ask providers what typical busy-period speed they expect at your address.
