A lithium project can slip because engineering is not mature, long-lead equipment arrives late, contractors or skilled trades are unavailable, roads and utilities are unfinished, financing or approvals hold back work, or the owner changes the execution plan. Even after physical construction appears complete, commissioning can take months while power, water, process equipment and control systems are tested together and the plant is gradually ramped to commercial throughput.
There is no reliable industry-wide average for how often lithium projects are delayed or how long a delay lasts. The practical way to assess a schedule is to examine its dependencies and define exactly which milestone has moved: construction progress, mechanical completion, first product, commercial production or nameplate throughput.
Why lithium-project schedules are unusually interdependent
A lithium conversion plant is a chain of linked work packages rather than one building. Engineering defines what must be purchased; procurement determines when equipment can be installed; installation depends on foundations, utilities and labor; and commissioning depends on every connected system being safe and functional. A problem in one package can therefore block several others.
Owners commonly track engineering completion, purchase orders, fabrication, delivery, construction progress, utility readiness, equipment testing and ramp-up as separate indicators. A site may look busy while a single missing pump, electrical connection or water system remains on the critical path.

The main causes of construction delays
1. Incomplete engineering or design changes
Construction packages need sufficiently mature drawings, specifications and equipment data. If a design decision is late, purchasing may be deferred, fabrication may begin with incomplete information, or field crews may have to remove and reinstall work. Changes can also interrupt the planned sequence for civil, mechanical, electrical and instrumentation trades.
Thacker Pass reporting illustrates why owners monitor engineering completion alongside procurement and delivery of long-lead equipment as the project moves into major construction workstreams. Those updates show the dependency between design and execution; they do not, by themselves, prove that a particular design issue caused a date slip.
- Schedule exposure: unfinished engineering can delay purchase orders, fabrication releases and installation drawings.
- Field symptom: crews are reassigned, work fronts are opened and closed repeatedly, or installed items await revised details.
- Useful check: compare the percentage of issued-for-construction documents with the percentage of physical work claimed complete.
2. Long-lead equipment and supply-chain constraints
Large process vessels, filtration units, kilns, electrical gear, pumps, compressors and control systems can require lengthy engineering, fabrication, inspection and transport. One late item can prevent a whole system from reaching mechanical completion or can force commissioning to proceed in an inefficient sequence.

Later updates also identify transport and broader logistics conditions as cost pressures. These facts establish exposure to supply-chain risk, not that a cited delivery definitely caused a specific schedule change.
When reviewing a schedule, ask whether each critical item has a purchase order, a confirmed manufacturing slot, inspection dates, shipping documentation and a contingency for damage or rework. “Ordered” is not the same as “delivered, installed and accepted.”

3. Labor, contractors and worker accommodation
A construction plan requires enough qualified welders, electricians, millwrights, instrumentation technicians, supervisors and commissioning specialists at the right time. Labor markets can be tight when several industrial projects recruit in the same region. Remote sites add travel, housing, catering, medical and transportation requirements.
Lithium Americas reported more than 1,300 workers at Thacker Pass in mid-May 2026 and expected more than 2,000 at peak. The project has also described development of a workforce hub. These are project-specific staffing figures and plans, not an industry benchmark.
- Contractor mobilization can lag the civil schedule.
- Subcontractors may be available for one trade but not for a specialist commissioning discipline.
- Insufficient accommodation can cap the number of people who can work safely onsite.
- High turnover increases induction, supervision and rework time.
4. Logistics and off-site infrastructure
Roads, rail links, bridges, laydown yards, power connections, water pipelines, reagent deliveries and waste or tailings facilities can determine whether a plant can operate. Work inside the fence may continue while an off-site connection remains unfinished, leaving equipment installed but unusable.
An independent technical report hosted in an HKEX filing separates the dates for water-pipeline completion, grid connection, trial production, commercial production and later throughput milestones. The sequence demonstrates why “the plant is built” is not a sufficient schedule test. Infrastructure requirements differ by project, so this example should not be treated as a universal delay history.
5. Funding, permits and authorization gates
Major construction usually proceeds through financial close, permits, board approvals, notices to proceed and staged release of capital. A project can have an engineered design but still be unable to accelerate work until a funding tranche, permit condition or contract authorization is satisfied.

Thacker Pass’s 2024 plan update described early works, then-expected major-construction timing and a planned commissioning and ramp-up period. Those were expectations published in 2024. They are historical and should not be presented as the project’s current schedule.
The available evidence does not establish permitting as a universal or dominant cause of lithium-project delays. Its effect is project-specific: a permit condition may change scope, while a financing gate may change when work is authorized.
6. Governance changes and execution-plan optimization
Owners sometimes slow, pause or resequence work after reviewing cost, readiness, accountability or construction strategy. This can look like a delay even when the stated goal is to reduce later risk.
On March 13, 2026, Rio Tinto said it and the Nemaska Lithium board had agreed to slow construction at Bécancour while optimization work was completed. Some activities would continue while others were paused or deferred, and contractor numbers would temporarily fall. Rio Tinto stated: “This approach will allow the project team to complete the optimisation work required to strengthen the execution plan and ensure the long-term success of the project.” The company said it did not foresee a major change to the overall project timeline. That was a company forecast at that date, not an independently confirmed outcome.
Why commissioning can take longer than construction
Commissioning is the transition from installed equipment to a safe, integrated and repeatable operating process. It is not a single switch flipped after construction. Systems are inspected, energized, flushed, tested under load, interlocked, tuned and handed over in stages.

Mechanical completion is not commercial production

Using these terms interchangeably makes a schedule appear healthier or worse than it is. Always ask which systems and criteria are included in the milestone.
Utilities and process integration
Commissioning may wait for stable power, instrument air, water treatment, cooling, steam or heat, communications and control-room systems. Process equipment that works in isolation can behave differently when connected to upstream and downstream units. Interlocks must be proven, emergency systems tested and operating procedures validated before the plant can run continuously.
Water, reagents, tailings and waste systems
A plant cannot sustain production if process water, reagents, residue handling or tailings facilities are unavailable. These systems may be outside the main process building and can have their own construction, testing and permitting sequence.
Testing, tuning and gradual ramp-up
Early runs often reveal vibration, leaks, control-loop instability, feed variability, filtration limits or product-quality problems. Engineers may lower feed rates, change set points, modify equipment or repeat tests. A staged ramp-up reduces the risk of turning a small commissioning fault into a larger safety, environmental or equipment failure.

Keliber’s operator describes staged ramp-up as a way to manage commissioning risk. The HKEX-hosted technical report provides a project-specific sequence in which trial production began in November 2024, Phase I commercial production began in April 2025, a throughput increase was targeted for the second half of 2026, and Phase II production was targeted from the first quarter of 2027. Those dates apply to that report’s project, not to lithium developments generally.

How to diagnose the cause of a slipping schedule
- Name the moved milestone. Determine whether the change affects construction completion, mechanical completion, first product, commercial production or sustained throughput.
- Map the critical path. List the work packages that must finish before the moved milestone, including off-site utilities and logistics.
- Check engineering maturity. Identify design packages still being revised and any resulting procurement or rework exposure.
- Verify long-lead status. For each critical item, record purchase order, fabrication progress, inspection, shipping, arrival, installation and acceptance.
- Test labor capacity. Compare planned and actual craft, supervisory and commissioning staffing, including accommodation and transport limits.
- Confirm infrastructure readiness. Check power, water, roads, rail, reagents, waste and tailings against the commissioning sequence.
- Review authorization gates. Identify unmet permit conditions, financing releases, board approvals or notices to proceed.
- Separate a deliberate slowdown from an uncontrolled slip. An owner may pause work to optimize execution while maintaining its stated overall forecast.
- Rebaseline transparently. Record the cause, affected activities, recovery action, new assumption and confidence level rather than changing one headline date.
How to compare two lithium projects or company updates
Comparisons are meaningful only when the projects use comparable definitions and dates. Use these six axes:

| Funding and authorization | Are permits, financing, contracts and notices to proceed in place for the next work package? |
| Commissioning definition | Does the update refer to testing, trial production, commercial production or target throughput? |
A higher construction percentage does not necessarily mean a project is closer to commercial output if its remaining work contains the most integrated or longest-lead systems.
What a realistic commissioning forecast should include
A credible forecast identifies the systems to be commissioned, the dependencies between them, test durations, operator-training needs, product-quality criteria, reliability runs and the ramp-up assumptions. It should show both a planned date and the conditions that would move it.

That range was a dated project expectation, not a sector-wide rule. A different project may require less or more time depending on process complexity, infrastructure, feed characteristics, automation and the definition of commercial production.
- Use separate dates for utilities ready, mechanical completion, first feed, first product and commercial production.
- State whether throughput targets are instantaneous, daily, monthly or sustained.
- Include contingency for retesting and equipment modification.
- Publish the assumptions behind any revised forecast.
What the evidence can—and cannot—show
Company updates are strong evidence of what a particular owner reports, plans or forecasts. They are not proof that the same issue is the leading cause across the lithium industry. The examples above show several mechanisms that can delay work, but no authoritative cross-project dataset establishes a typical delay frequency or duration.
For readers evaluating a project, the most useful question is therefore not “How many months are lithium projects usually late?” It is “Which dependency is currently controlling this project’s next verifiable milestone, and what evidence shows that dependency is under control?”
