Consumers cannot verify every forest-risk supply chain from a package alone, but they can materially reduce risk. Start by identifying commodities such as cattle, cocoa, coffee, palm oil, rubber, soy and wood; then prefer sellers that can explain the origin and production area of the relevant commodity. Treat broad environmental language as a prompt for questions, not proof.
The most useful test is product-specific: can the business identify the commodity in this item, trace it to its production area, explain the verification method and show that the evidence applies to the item you are buying rather than only to a company-wide pledge?
Start with the commodities most associated with forest loss
Forest-risk shopping is easier when you look for commodity families rather than trying to recognize every individual product. The European Union’s deforestation rules cover seven named commodities—cattle, cocoa, coffee, palm oil, rubber, soy and wood—and specified products made from them. That list is a regulatory scope, not a complete inventory of every product that can affect forests, and products in the same category do not all have the same impact.

|---|---|---|
| Cattle | Beef and other listed cattle-derived goods | Country and production area, plus evidence that the particular supply is traceable |
| Cocoa | Chocolate and other highly processed cocoa foods | Whether the cocoa in this product can be linked to a production area; processing can make that difficult |
| Coffee | Coffee products | Origin information and whether the claim covers the beans in this product |
| Palm oil | Food and selected palm-oil derivatives used in personal-care products | The specific derivative, its origin and the scope of any palm-related claim |
| Rubber | Products made with natural rubber | Whether the seller can identify the source and production area of the rubber |
| Soy | Soy foods and other goods using soy | Origin and traceability, especially where supply is aggregated |
| Wood | Furniture, printed paper and wood-based boards | Species or material origin, production area and chain-of-custody information |
A product can contain one of these commodities without being automatically unlawful or environmentally damaging. Conversely, a product outside a named regulatory category is not automatically low-risk. Use the categories to decide what to investigate first.

Ask for evidence tied to the product you are buying
When a package, product page or salesperson makes a forest-related claim, ask questions that force the claim to become specific. These are practical implications of the traceability information required by EU rules and of supply-chain problems described by WWF; they are not a universal certification checklist.
- Which commodity is covered? Ask whether the claim concerns cocoa, coffee, palm oil, rubber, soy, wood, cattle or a derived material. A statement about one commodity does not cover another ingredient.
- What is the origin? Request the country and, where available, the production area. “Sourced responsibly” without an origin does not let you assess the claim.
- Can the source be traced? Ask whether the business can connect this product, batch or ingredient to a production area, or whether it only knows the country of purchase. A long chain of intermediaries can hide where a commodity was produced.
- What standard or verification supports the statement? Ask who performed the verification, what records or checks were used and whether the business publishes the method. A logo or slogan by itself does not establish deforestation-free production.
- Does the evidence apply to this item? A corporate commitment may cover only some factories, commodities, suppliers or future purchases. Ask for the product line, ingredient or batch covered by the evidence.
- What definition and cutoff does “deforestation-free” use? Different programs can define the term differently. A credible answer states the definition and the date used to judge land conversion.
If a seller cannot answer, record that as an evidence gap rather than assuming the product is harmful. You can then choose a supplier that provides more specific information or reduce your purchase of that commodity.
Choose between reducing demand and choosing a more traceable supplier
There are two defensible consumer routes. You can buy less of a commodity, or you can keep buying it from a supplier that supplies product-level traceability and verification. Neither route is automatically superior in every situation: substitution can shift impacts to another material, while a detailed claim can still be incomplete.

|---|---|---|
| Reduce or substitute demand | You cannot obtain credible origin information, or the commodity is optional in your purchase | Ask what replaces it and whether the substitute has its own land-use impacts; “free from” wording does not prove the replacement is better |
| Choose a traceable supplier | The product is important to you and the seller can document origin, production area and verification | Check that the evidence covers this product, not merely a company aspiration or a different commodity |
When comparing two claims, use the same five axes each time: commodity covered; origin transparency and traceability level; the definition and cutoff date behind “deforestation-free”; verification method and verifier; and whether the evidence covers the specific product or only a corporate pledge. The available evidence does not establish a ranking of consumer labels, so a familiar mark should not replace these checks.

Understand why traceability can break down
Mixed origins and aggregated supplies
Commodities may be combined from multiple farms, plantations, mills or traders. A business may know the country where it bought an ingredient without being able to identify each production area. Ask whether the company separates verified material from material of unknown origin or mixes them in a common pool.
Complex processing
EU guidance notes particular difficulties in identifying origin and geolocation for paper, fibreboard, particleboard and highly processed cocoa foods. Processing can involve several facilities and ingredients, making a simple country-of-origin statement incomplete. For these products, ask what stage the traceability reaches and which inputs are covered.
Non-standardized data
Suppliers do not collect land-use and origin information in one universal format. Two businesses may use the word “traceable” for very different levels of documentation. Request the actual fields provided—such as production area, supplier identity, date and verification record—rather than relying on the label alone.

Corporate pledges versus item-level proof
A company-wide promise may describe a goal, a percentage of supply, or a future deadline. It may not apply to the product on the shelf. Look for a product specification, batch record or supplier disclosure that connects the promise to the item you are considering.

Apply focused checks to each commodity
Palm oil and its derivatives
Personal-care products can contain selected palm-oil derivatives that are not obvious from a front label. Ask the manufacturer to identify the derivative and its origin, and whether the evidence covers the ingredient in that formulation. A palm-oil-free claim avoids one named input but does not, by itself, establish that the replacement has no forest impact.
Soy
Ask where the soy was produced and whether the supplier can connect it to a production area. The OECD-FAO 2023 handbook describes the Amazon Soy Moratorium, signed in 2006, as an initiative under which 90% of companies in the Brazilian soy market committed to avoiding purchases of soy grown on recently deforested areas in the Brazilian Amazon. That historical commitment illustrates how a market initiative can target a defined region and cutoff; it is not evidence that all soy is deforestation-free.
Wood, paper and board
For furniture, printed paper, fibreboard and particleboard, ask for the material’s origin and how the business handles mixed or recycled inputs. The more processed the board or paper, the more important it is to know whether traceability reaches the original production area rather than stopping at the converter or printer.

Cocoa and chocolate
Chocolate can combine cocoa from many origins and pass through several processors. Ask whether the claim applies to the cocoa in this product, how origins are recorded and how highly processed ingredients are handled. A statement about a company’s cocoa purchases may not cover every bar or seasonal product.

Coffee, rubber and cattle
For coffee, rubber and cattle-derived goods, request the production country and, where possible, the production area and verification record. If the seller can provide only a broad regional statement, treat it as less specific than evidence tied to a defined production area.
Use the EU rules as context, not as a personal guarantee
The EU Deforestation Regulation (EUDR) puts due-diligence duties on operators and traders that place covered goods on the EU market, make them available there or export them. Businesses must establish that covered products meet the regulation’s deforestation-free and production-law requirements. The regulation therefore creates obligations for businesses in a defined market; it does not mean that every item in every shop has already been individually verified.
| EU implementation point | What the Commission page states | Consumer significance |
|---|---|---|
| 30 December 2026 | Large and medium operators, plus micro and small operators already covered by EU timber rules | Covered businesses should be operating under the relevant due-diligence timetable, but shoppers still need to check product scope and evidence |
| 30 June 2027 | Other micro and small operators | Some smaller businesses have a later start date, so availability of detailed information may vary |
| 30 December 2027 | Products added by Delegated Regulation (EU) 2026/2102 | Newly added products have a separate application date |
These dates and scope details can change, so businesses and consumers should check the European Commission’s current implementation information when a purchase depends on a legal deadline. The EUDR is not a universal label and does not turn a retailer’s general environmental statement into product-level proof.
Know what the EU-linked figures do—and do not—say
The Council of the European Union reproduces European Commission analysis for 2008–2017 showing rounded shares of deforestation linked to EU consumption of the seven covered goods: palm oil 35%, soy 33%, wood 9%, cocoa 8%, coffee 7%, beef 5% and rubber 3%.

| Commodity | Rounded share in the cited 2008–2017 EU-linked analysis |
|---|---|
| Palm oil | 35% |
| Soy | 33% |
| Wood | 9% |
| Cocoa | 8% |
| Coffee | 7% |
| Beef | 5% |
| Rubber | 3% |
These are historical, EU-linked estimates for the 2008–2017 period. They are not current-year measurements, global commodity shares or a ranking of the risk of every product containing each commodity. They are useful for deciding where to ask questions first, not for judging an individual item without supply-chain evidence.
Read UK policy claims carefully
For Great Britain, Defra material published in June 2026 described proposed due-diligence requirements for forest-risk commodities and an intended policy approach for businesses above a stated turnover threshold. Consultation and further guidance remain relevant. The proposals should not be presented as an in-force, product-by-product consumer guarantee, and they are separate from the EU regulation.
If a UK retailer says a product is covered by “new deforestation rules,” ask which jurisdiction, law and effective date it means. A business may be preparing for a proposal, complying voluntarily or referring to EU sales obligations; those situations are not interchangeable.
Quick Recap
A practical shopping workflow
- Scan the ingredients and materials. Look for the seven commodity families and obvious derived products such as chocolate, furniture, printed paper or selected palm-oil derivatives.
- Find the seller’s sourcing statement. Prefer a page or document that identifies commodities, origins, production areas and verification methods rather than a single unqualified slogan.
- Send one precise question. Ask: “What is the origin and production area of the [commodity] in this product, and what verification covers this item?” A specific question is easier to answer than “Is it sustainable?”
- Check the scope. Confirm the statement covers the product, ingredient and market you are buying in, not only another product line or a future target.
- Check the definition. Note the meaning and cutoff date used for “deforestation-free,” and who checked compliance.
- Decide with an evidence threshold. If the answer is detailed and product-specific, buy from that supplier if the product meets your needs. If the answer is vague, reduce the purchase or choose an alternative whose sourcing can be explained.
- Keep the record for repeat purchases. Save the supplier’s response and date. Supply chains and policies change, so do not assume an old answer still covers a later product formulation.
Pitfalls that create false confidence
- Assuming a logo proves everything: A mark may cover only one commodity, region, facility or percentage of supply. Check its scope and verification.
- Treating “natural” or “ethical” as traceability: These terms do not identify origin or production area.
- Confusing country of sale with country of production: A product bought locally may contain a commodity produced elsewhere.
- Using historical statistics as a product score: The 2008–2017 EU-linked figures describe a broad estimate, not the item in your basket.
- Assuming legal coverage equals universal coverage: EUDR duties apply to defined commodities, products, operators and markets, with phased dates.
- Believing substitution ends the inquiry: Replacing palm oil, soy, wood or another input can introduce different environmental trade-offs. Ask what the replacement is and how it is sourced.
- Accepting a promise without a verifier: Ask who checked the claim, what was checked and whether records are available for the product you are buying.
