Direct answer: Do not react to a headline tariff percentage alone. Build a shipment-level exposure list, verify each product’s classification and legal origin, recalculate its complete landed cost, model sourcing and pricing alternatives, check conditional duty-relief programs, and document the decision. Tariff liability depends on the importing country, product, origin, customs value, measure and entry date, so no single rate applies to every business or shipment.

Why the same tariff announcement affects businesses differently

A tariff is only one input in the border cost of an imported item. The amount your business owes can also depend on the product’s tariff classification, country of origin, customs value, ordinary duties, trade remedies, quotas, taxes, brokerage and the date the goods are entered. A measure may apply only to specified products or origins, and one duty may be charged in addition to another rather than replacing it.

For that reason, first identify the exact rule that applies to each shipment. In the United States, the Harmonized System (HS) uses internationally harmonized digits through the first six places, but the later U.S. Harmonized Tariff Schedule (HTS) digits and legal descriptions are destination-specific. The U.S. International Trade Commission explains why an export-country code supplied by a vendor may not be the correct U.S. code; classification is determined under legal rules and notes, not by a supplier’s spreadsheet alone (USITC tariff FAQ).

Other jurisdictions have their own schedules and origin tests. Treat the following process as a control framework, then apply the current customs authority’s rules for the country where your goods are entered.

1. Build an import-exposure register before making changes

Start with a product-level register rather than a company-wide percentage. Ask procurement, finance, logistics, suppliers and your customs broker for the same fields so that every scenario uses consistent assumptions.

Field What to capture Why it matters
Product identity SKU, component or finished-good description, model and bill of materials Different materials or uses can change classification and eligibility for a measure.
Supply chain Supplier, factory, manufacturing steps and all countries involved Legal origin is not necessarily the shipping or invoicing country.
Shipment timing Order date, departure, arrival and customs-entry date Measures often have explicit start dates, end dates and transition rules.
Value and volume Quantity, invoice price, assists, freight, insurance and currency Duty may be assessed on a legally defined customs value, not simply the purchase price.
Current declarations HTS or local tariff code, origin declaration, broker entry data and duty paid These are the assumptions you must validate before modeling a new charge.
Commercial exposure Customer, contract price, margin, inventory on hand and open purchase orders The financial effect includes pricing, working capital and cancellation risk.

Separate goods already ordered, in transit, in a bonded facility, warehoused and not yet manufactured. A new measure may treat each status differently. Preserve the source of every value and assumption, including the date on which a rate was checked.

2. Verify classification and legal origin

Do not accept a supplier code without checking it

Request the supplier’s code and product description, but independently compare them with the importing country’s tariff schedule. Give the reviewing person a full and complete description, including origin, manufacturer, composition, intended use and pricing or payment information. That is the information the U.S. Customs and Border Protection (CBP) importer guidance asks importers to provide (CBP importer tips).

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a U.S. entry, check the live HTS, its legal notes and any applicable trade-remedy provisions. If a classification uncertainty could materially change duty, ask CBP about a binding written ruling before relying on the result. A licensed customs broker or trade-compliance adviser can help assemble the technical description and ruling request, but your business remains responsible for accurate records and instructions.

Establish origin from manufacturing facts

Origin is a legal determination based on the applicable rules and manufacturing operations. Changing the port, freight route or invoice path does not by itself change origin. Light processing in a third country should not be treated as an origin change unless the governing rule supports that conclusion.

The European Commission notes that non-preferential origin controls application of most-favoured-nation treatment and commercial measures such as anti-dumping and countervailing duties, safeguards and tariff quotas (European Commission origin guidance). Keep production records, bills of materials, supplier declarations and process descriptions that demonstrate the conclusion.

3. Recalculate the complete landed-cost change

Build a baseline for the current transaction and a tariff case using the same units and currency. A simplified model is:

  • 【Plug and play】: This mouse and keyboard pad is powered by USB, plug and play, no driver required. One button control light modes. Press one time to change the lighting mode, press twice to change the brightness, press and hold about 3 seconds turn ON/OFF.

Then compare the old and new amounts per unit and for the expected volume. The precise customs value, tax base and treatment of freight differ by jurisdiction, so use the local legal definition rather than blindly inserting every expense into a U.S.-style formula. The Canadian Border Services Agency, for example, ties duties and taxes to tariff classification, origin and value and offers advance rulings for classification, origin and value (CBSA importer guide).

  • List ordinary duty separately from anti-dumping, countervailing, safeguard, quota or emergency charges.
  • Apply the rate to the correct customs value and currency conversion date.
  • Record whether a quoted rate is preferential, temporary, product-specific or origin-specific.
  • Include one-time qualification, tooling, re-routing, testing and broker costs when comparing alternatives.
  • Show the effective date and treatment of goods ordered, shipped, stored or entered around that date.

Do not assume a press-release percentage applies to every SKU. A CBP operational notice described a temporary U.S. Section 122 surcharge of 10% from February 24 through July 24, 2026. That stated period had ended before October 16, 2026; it is not a current-rate claim. The practical lesson is to check the current HTS and CBP messages for the actual entry date (CBP CSMS notice).

4. Compare response options with scenarios, not instinct

Deloitte’s February 2025 advisory recommends combining cost-structure analysis and scenario planning with supply-chain, customs and tax considerations (Deloitte tariff advisory). At minimum, model a baseline, the tariff case and realistic alternatives.

Option Costs and benefits to model Questions to resolve
Keep the current source Additional duty, margin reduction, possible customer price increase and no qualification delay Can contracts, demand and cash flow absorb the increase?
Change supplier or production country New unit cost, tooling, audits, freight, lead time, capacity and qualification expense Does the new production actually satisfy origin rules, and can quality be maintained?
Redesign or substitute inputs Engineering, testing, certification, inventory write-offs and potentially lower duty Will the modified product receive a different classification without creating compliance or performance problems?
Adjust inventory timing Storage, insurance, financing, obsolescence and the risk that the measure changes again Is an earlier or later entry legally and operationally feasible?
Change customer pricing or terms Margin preservation versus lost volume, renegotiation and contract liability Who bears the duty under the sales and purchase contracts?
Use a duty-management program Eligibility review, records, applications, controls and possible savings or deferral Does the particular measure and transaction qualify?

Rank each scenario on delivered cost, implementation time, transition expense, capacity, quality, lead-time reliability, origin and classification certainty, cash-flow impact, resilience and customer demand. A lower nominal tariff can be the more expensive choice if relocation takes months, requires new tooling or causes missed deliveries.

5. Check lawful exclusions, preferences and duty-management programs

Ask the customs authority or a qualified adviser to test the actual goods and measure against available relief. Potential mechanisms include:

  • Exclusions or product-specific exceptions: In the United States, prospective importers can seek advisory guidance from a CBP Import Specialist on whether goods fit an existing Section 301 exclusion. CBP describes this process in its Section 301 FAQ.
  • Preferential trade treatment: A lower rate is available only when the shipment meets the agreement’s product, origin, documentation and certification rules.
  • Duty drawback: Some jurisdictions refund qualifying duties on imported goods that are later exported or destroyed under prescribed procedures.
  • Bonded storage or foreign-trade-zone treatment: These can defer or alter duty payment for eligible movements, but they require approved facilities, inventory controls and transaction-specific analysis.
  • Advance rulings: A binding classification, origin or value decision can reduce uncertainty before repeated entries.

None of these is an automatic saving. Confirm the measure, product, origin, filing deadline, recordkeeping and approval requirements in writing before changing a declaration or routing plan.

6. Decide how to handle contracts, prices and cash flow

Review who bears the increase

Read purchase, distribution and customer contracts for duty-allocation clauses, change-in-law language, price-adjustment formulas, delivery terms and termination rights. Incoterms determine logistics responsibilities but do not by themselves settle every tax or customs obligation. Document whether a proposed surcharge is a contractual pass-through, a renegotiation or a margin decision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Model working capital, not just margin

A tariff can require more cash before sale even when the final customer price rises. Forecast duty at entry, inventory days, financing cost, refunds or drawback timing and the effect of larger safety stocks. Finance should receive the same SKU-level assumptions used by procurement and the broker; otherwise a “savings” scenario may conceal a cash shortfall.

Communicate a controlled customer decision

For each affected product, state the effective date, the cost basis, the portion your business absorbs and the portion proposed for customers. Avoid promising a permanent reduction when the measure is temporary or under review. Keep customer notices separate from internal estimates so a later rate change can be corrected without rewriting the underlying customs record.

7. Implement the chosen plan without creating a compliance problem

  1. Assign ownership. Name a tariff-response lead and representatives from procurement, finance, logistics, sales, legal and trade compliance.
  2. Freeze the approved assumptions. Record the classification, origin rationale, customs value, rate, effective date, volume and source document for every modeled SKU.
  3. Obtain supplier evidence. Collect manufacturing locations, bills of materials, process descriptions, origin statements and updated commercial invoices.
  4. Qualify alternatives. Complete quality, capacity, tooling, regulatory and customer approvals before moving production or relabeling goods.
  5. Update systems and instructions. Change purchase orders, item masters, broker instructions, landed-cost models and price lists only after the compliance review signs off.
  6. Audit the first entries. Compare broker filings with invoices, packing lists, classifications, origin documents and the approved scenario; correct errors promptly.
  7. Tell affected teams. Provide finance, sales, operations and customer service with one effective date and one escalation path.

Never alter a declared origin or classification merely to obtain a lower rate. The facts and applicable legal rules must support the declaration.

8. Monitor volatile measures and preserve an audit trail

Tariff programs can have amendments, exclusions, quotas and sunset dates. Assign a person to monitor official customs and trade-remedy notices, the local tariff schedule and broker alerts. Set a review trigger for any change in rate, product scope, origin, supplier, manufacturing process or entry date.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Retain product specifications, composition, bills of materials, manufacturing records, supplier statements, invoices, customs-value calculations, classifications, entry records, tariff assumptions, rulings, exclusion decisions and internal approvals. Version the model so management can see which shipments used which rate. This evidence supports corrections, refunds, audits and the next scenario update.

Common mistakes that make tariff exposure worse

  • Using a headline rate as a company-wide rate: Product scope, origin and entry date may differ by SKU.
  • Copying the supplier’s code: The export-country code may not match the importing country’s legal classification.
  • Confusing shipping route with origin: Transshipment or minor processing does not automatically create a new origin.
  • Counting only the duty: Qualification, freight, storage, financing, brokerage, quality and lost-sales costs can dominate the comparison.
  • Assuming one duty replaces another: Ordinary duty and trade remedies may be cumulative.
  • Relying on an expired notice: Check the live schedule and the entry date; a temporary measure is not a standing rate.
  • Changing suppliers before proving capacity and origin: A cheaper quote is not a compliant, deliverable alternative.
  • Failing to preserve evidence: Without bills of materials, process records and value support, a defensible classification or origin decision is difficult.

A practical decision checklist

  • Have we listed every affected SKU, component, supplier, factory and open shipment?
  • Do we know the importing country, entry date, customs value, classification and legal origin for each item?
  • Has an official tariff schedule or binding ruling validated material classifications?
  • Does the landed-cost model include all applicable duties, taxes, border charges, freight, insurance and transition costs?
  • Have we compared keeping the source with alternate suppliers, redesign, inventory and pricing scenarios?
  • Did we test exclusions, preferential treatment, drawback, bonded storage, foreign-trade-zone or advance-ruling options?
  • Do contracts and customer communications assign the cost clearly?
  • Are records, approvals and monitoring responsibilities in place for the next rate or scope change?
