Sanctions compliance for a maritime shipment starts with scope, not a generic checklist. Identify the countries, entities, people, services, cargo, vessel and voyage involved; determine which sanctions regimes connect to those facts; then document risk-based checks on counterparties, beneficial owners, vessel identity, cargo and shipping records. A warning sign is a reason to investigate, not by itself proof of a breach.

This guide is for shipowners, charterers, brokers, freight forwarders, insurers, banks, bunker suppliers, port operators and other businesses exposed to maritime transactions. It explains a practical control process, but the applicable duties depend on jurisdiction, sanctions program and transaction facts. Obtain qualified legal advice before acting on an unresolved concern.

Which sanctions rules apply to my company and this shipment?

Start by mapping every legal connection before screening names. The same voyage can involve several regimes, each with different restrictions, licences, reporting duties and enforcement standards.

UK connections

The Office of Financial Sanctions Implementation (OFSI) says UK nationals and UK-established legal entities, including their branches, must comply with UK financial sanctions in force wherever the activity occurs. That does not mean every maritime transaction is governed only by UK rules: trade, shipping-service, insurance, transport and port restrictions may arise under separate UK regulations and guidance.

OFSI’s maritime guidance was updated on 28 January 2026. It states that the UK Sanctions List is now the only source for UK sanctions designations after closure of the OFSI Consolidated List. Use the live list at the time of each decision, rather than a saved copy.

US connections

OFAC states that all U.S. persons must comply with OFAC sanctions. Organizations subject to U.S. jurisdiction, and some foreign businesses connected with U.S. persons, U.S. goods or services, or U.S. business, should apply a risk-based compliance program. The exact connection can turn on ownership, payment flows, financing, insurance, technology, employees, ports and the cargo itself.

Other connections and program-specific rules

Determine whether the transaction also touches another country’s sanctions, export controls, customs rules or maritime restrictions. Do not treat UK and U.S. guidance as interchangeable. The UK Maritime Services Ban and Oil Price Cap have their own conditions, due-diligence expectations and attestation context. A U.S. advisory dated 16 April 2025 focuses on Iranian oil sanctions-evasion risks, while other OFAC communications address broader maritime activity. Russia-focused UK freight and shipping guidance published on 3 November 2025 may provide useful risk indicators, but it is not a universal rule for every sanctioned country.

Decision question What to establish
Who is covered? Nationality, place of incorporation, branches, employees, owners, controllers and other jurisdictional connections.
What is restricted? Financial dealings, goods, shipping or brokering services, insurance, transport, vessel access, facilitation or other activity under the applicable program.
What is being shipped? Cargo description, origin, destination, end user, transfer history and any oil-price-cap or other program condition.
Which vessel and parties are involved? Vessel identity, owner, manager, charterer, flag, route, history and designation status.
What records or permissions are required? Licences, attestations, contractual certifications, due-diligence files and required reports.
What happens if a concern remains? Investigation, pause or decline, escalation, reporting and any other response required by the specific rules.

What sanctions checks should I do before accepting a shipment?

Use a documented, proportionate workflow. Higher-risk cargoes, routes, parties and vessels need deeper verification than a routine low-risk movement.

  1. Map the transaction. Record the contracting parties, agents, banks, insurers, brokers, shipowner, charterer, operator, manager, bunker supplier, ports, cargo, origin, destination, transshipment points and all services your business will provide. Note where each entity is established and where personnel or systems will perform the work.
  2. Identify applicable regimes. Compare the map with current official sanctions lists, trade restrictions, maritime-service bans, oil-price-cap rules, licence terms and relevant enforcement guidance. Record why a regime applies or does not apply; do not rely on a country name alone.
  3. Screen parties and beneficial owners. Check each legal entity, individual, vessel owner, manager, charterer, broker, insurer, bank and other material intermediary against current official lists. Collect ownership and control information sufficient to identify beneficial owners and controlling relationships. Name-only screening is inadequate where transliteration, aliases, shell companies or layered ownership are possible.
  4. Assess risk and set verification depth. Consider cargo type, route, unusual payment terms, opaque ownership, newly formed companies, prior sanctions exposure, high-risk ports, rapid changes in counterparties and the value of the transaction. OFSI recommends written controls, training, audits and routine list checks; the depth of verification should match the risk.
  5. Verify the vessel independently. Compare the vessel’s name, IMO number, flag, owner, manager, call sign and available movement history across reliable records. Use several identifiers, not a name alone. An IMO number is a unique seven-digit vessel identification code. OFSI’s guidance describes identification-display requirements for passenger ships of 100 gross tonnage or more and cargo ships of 300 gross tonnage or more.
  6. Reconcile cargo and voyage records. Compare the contract, invoice, bill of lading, charter-party information, customs declarations, certificates of origin, packing or quality documents, port records and any ship-to-ship-transfer evidence. Check that the stated cargo, quantity, origin, destination, vessel and voyage make commercial and geographic sense.
  7. Investigate discrepancies before proceeding. Ask for original or corroborating documents, explanations from relevant parties and evidence that resolves the inconsistency. OFAC advises fully investigating manipulated documents before continuing. Preserve the questions asked, responses received, data checked and decision-maker’s reasoning.
  8. Escalate and decide under the applicable rule. Route unresolved concerns to compliance and qualified legal reviewers. Depending on the program, the correct action may be to pause, decline, block, reject, obtain a licence, make a report or continue with documented safeguards. Do not assume that a commercial deadline overrides a legal restriction.
  9. Keep the file and monitor change. Retain screening results, ownership evidence, vessel data, documents, approvals, licences, attestations and communications according to the applicable recordkeeping rules. Re-screen when lists, ownership, flag, route, cargo, payment path or guidance changes.

How can I tell if a vessel or cargo may be linked to sanctions evasion?

Indicators should trigger contextual investigation. They do not, on their own, establish that a violation occurred.

Vessel identity and registration indicators

  • A vessel appears under different names, IMO numbers, call signs or flags in documents and databases.
  • The flag changes repeatedly in a short period, or the displayed flag does not match reliable registry information.
  • Ownership, management or control is hidden behind layered companies, nominees or recently created shell entities.
  • The vessel’s age, capability, route or cargo does not fit the stated commercial explanation.
  • A ship-to-ship transfer occurs in an unusual location, is poorly documented or appears designed to obscure origin, destination or cargo identity.

Open registries are used by legitimate shipping businesses. Registry structure alone is not proof of wrongdoing; it becomes more significant when combined with identity inconsistencies, opaque control or unexplained route changes.

AIS and movement indicators

Automatic Identification System (AIS) transmits vessel identification and navigational-position data. OFSI notes that the International Convention for the Safety of Life at Sea (SOLAS) requires certain vessel classes on international voyages to operate AIS, subject to exceptions. Safety concerns, equipment faults and poor transmission can also explain an outage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • AIS is disabled, intermittent or spoofed during a sensitive part of the voyage.
  • The reported position conflicts with port calls, satellite data, draft changes, weather or other reliable records.
  • The signal disappears near a sanctioned jurisdiction, transfer area or suspected rendezvous and returns with a changed identity.
  • Movement history contains unexplained gaps or impossible speeds.

When AIS goes dark, record the time, location and stated reason; seek logs or technical evidence; compare other tracking and port data; and inform relevant stakeholders where appropriate. A genuine safety-related shutdown should be documented rather than automatically treated as evasion.

Documents, payments and cargo indicators

  • Invoices, transport documents and customs declarations describe different parties, quantities, vessel names, origins or destinations.
  • Certificates of origin or cargo descriptions are vague, altered, backdated or inconsistent with the commodity’s characteristics.
  • Payment instructions change late in the transaction, involve unrelated entities or use opaque intermediaries without a credible business reason.
  • Participants resist providing ownership information, voyage evidence, insurance details or supporting records.
  • The transaction uses unusual discounts, routing, transshipment or ship-to-ship transfers that could conceal the cargo’s origin or destination.

What documents should a charterer or freight forwarder review?

Build a document set that lets an independent reviewer reconstruct the transaction. The exact set depends on cargo and program, but commonly includes:

Testing and updates

Perform routine audits or sample reviews to confirm that screening was completed, ownership evidence was obtained and decisions were documented. Recheck official lists and guidance whenever a transaction is booked and when a voyage, vessel, owner, route, cargo or payment path changes. OFSI recommends matching safeguards to actual exposure rather than adopting controls that look comprehensive but are not used.

What to do when a concern cannot be resolved

Stop treating the issue as an ordinary documentation delay. Record the specific indicator, preserve the underlying data, request targeted evidence and involve compliance and legal reviewers. Do not tip off a person or entity where applicable law restricts disclosure. Depending on the governing regime, you may need to reject or block the transaction, seek a licence, notify an authority, file a report or take another prescribed action.

UK civil-enforcement guidance describes enforcement under relevant UK regulations and notes that a specified lack-of-knowledge defense is ignored for trade sanctions under those regulations. That point is limited to the stated UK trade-sanctions context; it should not be generalized to every UK restriction or another jurisdiction. OFSI’s guidance is not legal advice and recommends independent legal advice where needed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common mistakes that create avoidable exposure

  • Screening only the customer: vessel owners, managers, charterers, brokers, insurers, banks, bunker suppliers and ports can each create exposure.
  • Relying on a vessel name: names can change or be manipulated; corroborate IMO number, flag, owner, manager and movement data.
  • Treating every AIS gap as proof: safety and technical explanations exist; investigate the circumstances and document them.
  • Accepting a plausible explanation without evidence: obtain records that reconcile the explanation with the voyage and documents.
  • Using an old list or generic checklist: sanctions lists, licences and guidance change. Check the current official source and the program’s own conditions.
  • Assuming one regime answers every question: financial sanctions, trade restrictions, maritime-service bans and oil-price-cap rules can have different scopes and permissions.
  • Confusing a screening hit with a confirmed violation: resolve identity and context before deciding, while preserving the ability to pause the transaction.

Key takeaways for operations teams

Before accepting or financing a maritime shipment, establish the legal nexus, screen all material parties and beneficial owners, verify vessel identity and history, reconcile cargo and voyage documents, investigate red flags and escalate unresolved issues. Maintain a file that shows what was checked, when it was checked, which evidence supported the decision and which rule governed the outcome.

OFSI’s practical instruction is concise: “You should assess your risks and put due diligence measures in place to manage these risks.” That statement is UK official guidance, not a universal legal safe harbor. Lists, licences and restrictions can change, so confirm the current position and obtain jurisdiction-specific advice before a high-risk transaction proceeds.
