Browser-safe colors are the historical 216-color “web-safe” palette: combinations made from six selected red, green, and blue values. It was designed for computers with 256-color displays, where colors outside the palette could be approximated. Modern websites generally do not need to limit their designs to those 216 colors.
What does “browser-safe color” mean?
The term usually refers to the web-safe palette, a set of 216 colors intended to display consistently on monitors limited to 256 colors. Adobe describes them as “shared browser colors”; they are a historical compatibility palette, not a separate current CSS color standard. Adobe’s color-selection documentation explains the palette and its original purpose.
On a limited-color display, a requested color that was not available in the display’s color table could be substituted or approximated. Using colors from the shared palette was intended to reduce that problem. It did not guarantee that every screen would make a color look identical.

How the 216-color palette is built
The palette combines six levels for each of the three RGB channels: red, green, and blue. Six choices per channel produce 6 × 6 × 6 = 216 combinations. The channel values are 0%, 20%, 40%, 60%, 80%, and 100%, represented in hexadecimal as 00, 33, 66, 99, CC, and FF. Colors on the Web’s web-safe color reference describes this construction.

For example, #336699 uses one of the palette’s listed values in each channel. A color such as #34729A does not, because its channel values are not all drawn from that six-value set.
Why the palette is mostly historical
The original concern was hardware limited to 256 display colors. Adobe notes that most current computers can display thousands or millions of colors, greatly reducing the reason to constrain a design to the old palette. For ordinary modern web work, choosing a palette solely to stay within those 216 entries is generally unnecessary.

Modern CSS defines colors using established color systems rather than requiring the web-safe set. CSS Color Module Level 3, a W3C Recommendation dated January 18, 2022, describes sRGB as an unambiguous, objectively measurable definition, while noting that user agents can vary in how faithfully they represent colors. The W3C CSS Color Module Level 3 specification makes an important distinction: a standardized color value does not ensure identical appearance on every physical display.

CSS Color 3 covers sRGB color definitions. CSS Color 4, a W3C Candidate Recommendation Draft dated February 27, 2026, addresses newer color capabilities; its status is a draft, not a final Recommendation. The CSS Color 4 draft is the relevant standards reference. What to use when choosing colors today
- Use the web-safe palette only when you specifically need to illustrate or reproduce that historical set.
- For conventional web design, select colors using modern CSS color values such as sRGB hex or color functions; there is no general requirement to keep every color within the old 216-color palette.
- If using wide-gamut colors, provide an appropriate sRGB fallback or apply the wider value only after checking the browser and display capabilities you need to support.
- Test the design on relevant screens if appearance matters. A standards-based color value improves precision of definition, but cannot make different physical displays reproduce identical color.
MDN describes sRGB as created in 1996 for computer monitors and the web. MDN’s color-space glossary provides that context; it is separate from the old web-safe palette.
