For a smartphone covered by India’s Compulsory Registration Scheme (CRS), “BIS certification” means the device is registered for conformity with the applicable Indian requirements and may carry the BIS Registration Mark. It does not mean BIS has rated the phone’s camera, speed, battery life, durability, software support or value. The decisive check is the exact handset model and variant, not merely the fact that mobile phones appear on a BIS category list.
What is BIS certification in a mobile phone?
The Bureau of Indian Standards (BIS) is India’s national standards body. For many electronic products, the relevant route is not the familiar ISI licensing mark but the Compulsory Registration Scheme (CRS), also called Scheme II. BIS’s consumer guidance states: “The Electronic products covered under Compulsory registration Scheme are marked with Registration Mark.”
That wording matters. A smartphone in this system is registered against applicable technical requirements, and the Registration Mark communicates that registration. Calling it an “ISI-certified phone” is inaccurate when the claim concerns the CRS route. BIS distinguishes the Scheme II Registration Mark from the ISI Mark used under Scheme I.

Registration is about conformity to the requirements that apply to the product category and the registered model. It is not a general endorsement of the manufacturer and is not a single score for overall product quality. A phone can satisfy the applicable registration requirements and still have weak cameras, slow updates, poor repairability or disappointing battery endurance.

Is BIS certification mandatory for smartphones in India?
BIS says its certification scheme is generally voluntary. The legal position changes when the Government of India issues an order making a specified product category compulsory. Once the relevant order has commenced, products in that category need the applicable BIS mark for the commercial activities covered by the order.
BIS’s product-certification guidance describes those activities broadly: a covered product cannot be manufactured, imported, distributed, sold, hired, leased, stored or exhibited for sale without the required mark after the order takes effect. The obligation therefore applies to the supply chain, not only to a consumer who buys a handset.
Mobile phones are expressly included in the current Scheme II product list. That makes the CRS requirement relevant to smartphones offered in India, but it does not turn every phone-shaped device or every accessory into the same regulated product. The exact order, product description and effective date control the legal scope.

Which BIS standard applies to mobile phones?
The current BIS Scheme II list identifies mobile phones under IS/IEC 62368 Part 1:2023, titled “Audio/Video, Information and Communication Technology Equipment – Part 1 Safety Requirements.” This is the principal mobile-phone entry shown in the current list.

These rows illustrate an important boundary: a BIS listing can refer to the handset, a handset-language requirement, a screen protector or a battery. Read the product description and standard together before drawing a conclusion about a phone.
What does the BIS mark mean on a phone?
What it does indicate
- The product is in a category for which BIS registration under CRS applies.
- The registered product is represented as conforming to the applicable requirements associated with its registration.
- The manufacturer or importer has a compliance obligation under the relevant compulsory order before covered commercial supply in India.
What it does not indicate
- It is not a laboratory score for camera quality, processor performance, display calibration or gaming speed.
- It is not a promise of a particular battery-runtime figure, charging speed or battery lifespan.
- It is not proof of long-term reliability, water resistance, repairability, software-update duration or resale value.
- It does not establish that every regional version, storage configuration or carrier variant of a phone is covered by one registration.
- It does not certify separately regulated accessories merely because they are bundled with the handset.
BIS also warns that use of a BIS Standard Mark without a valid BIS licence, or a colourable imitation of the mark, is misuse. A convincing-looking logo in an online listing is therefore not enough; the registration must correspond to the actual product.
How do I check whether my phone is BIS certified?
Use a model-level check. The category list confirms that mobile phones are covered, but it does not prove that a particular listing has an active registration or that the registration applies to the variant in your hand.

- Record the exact identity of the handset. Copy the model number, model code, storage and memory configuration, and region or market designation from the phone’s settings, regulatory label or sales documentation. Do not rely only on the retail name, which can cover several variants.
- Separate the phone from its accessories. Note whether a claim refers to the handset, its removable or built-in battery, a charger, or a screen protector. BIS categories for those items are not interchangeable.
- Open BIS’s current Scheme II product list. Confirm that the relevant mobile-phone category and standard are still listed. Check the date and any amendment or replacement notice, because the list is date-sensitive.
- Ask for the registration details that match the model. A seller or manufacturer should be able to identify the BIS registration associated with the precise handset variant. Treat a generic statement such as “all our phones are BIS certified” as insufficient evidence.
- Compare the supplied details with the device you will receive. The model code on the box, phone and invoice should describe the same product. A registration shown for one regional or hardware variant should not automatically be applied to another.
- Escalate inconsistencies before buying. If the seller cannot reconcile the model code, mark and registration information, choose a listing with clearer documentation or contact BIS through its consumer complaint channels.
No category-level search can substitute for this identity match. The fact that a phone is sold through a major marketplace, imported by a known distributor or described as “BIS approved” is not itself a model-specific verification.
How to read “BIS approved” claims in phone listings

Do not infer performance from compliance language. A registration claim answers a market-access and conformity question; it does not answer whether the phone is a good purchase for your priorities.
Why the exact model and variant matter
Manufacturers frequently sell phones under one family name with different model codes for India, other countries, memory capacities, radio configurations or component revisions. Registration evidence tied to one code should not be generalized to every product carrying the same marketing name.

Imported phones deserve extra care. A device designed for another market may have a different model identifier even when its exterior and retail name look identical to an Indian version. Confirm the code on the actual unit and ask the seller to identify the corresponding Indian compliance record before purchase.

The same caution applies to replacement batteries and bundled accessories. BIS’s list treats screen protectors and portable sealed cells or batteries as separate categories. Their compliance status is a separate question from the CRS registration of the smartphone.

BIS identifies several complaint categories relevant to phones and their listings:
- Quality complaints about products covered by CRS
- Misuse of BIS marks
- Violation of a Quality Control Order
- Misleading conformity or certification claims
BIS’s consumer FAQ describes both online and offline complaint channels. Preserve the listing URL, photographs of the mark and model label, invoice, seller communications and the model number. Those details help distinguish a false mark, a mismatched variant and a genuine quality complaint.
A complaint about poor battery life or a defective screen is different from a complaint that a phone was sold without the required registration. State the issue precisely and identify whether it concerns the handset, battery, charger or another accessory.

A practical pre-purchase checklist
- Identify the complete model code, not only the commercial phone name.
- Confirm that the handset falls under the current mobile-phone CRS entry.
- Check which standard the claim cites; IS/IEC 62368 Part 1:2023 and IS 16333 Part 3 address different requirements.
- Ask for registration information that matches the exact variant.
- Keep the phone’s compliance claim separate from claims about its battery, charger or screen protector.
- Do not treat the Registration Mark as a rating for speed, cameras, durability or software support.
- If the mark or claim appears misleading, retain evidence and use BIS’s complaint channels.
Bottom line for smartphone buyers in India
BIS registration is a regulatory conformity requirement for covered smartphones, communicated through the CRS Registration Mark. Mobile phones are currently listed under IS/IEC 62368 Part 1:2023, while Indian-language support, screen protectors and batteries appear as separate entries. Check the exact model and variant against current BIS information, and treat the mark as evidence of applicable registration—not as a universal quality or performance guarantee.
