Scaling across company, institutional, or network boundaries can extend reach, combine data and capabilities, improve interoperability, and create value that no participant could produce alone. The price is governance complexity: every additional organization brings different systems, incentives, risk tolerances, competitive concerns, and ideas about who should decide. Evidence from a 2026 Journal of Management study of 155 interviews across 81 interorganizational blockchain projects in 25 industries identifies three recurring tensions: consistency versus flexibility, reliance on shared systems versus reliance on accountable actors, and ecosystem utility versus member utility. The practical answer is not to choose maximum centralization or maximum decentralization. It is to make the required uniformity, authority, trust mechanisms, economics, and growth path explicit, then adjust them as the network changes.
What scaling across boundaries gives you—and why it gets harder
Potential gains
A cross-organizational network can connect customers, suppliers, public agencies, competitors, or complementary service providers around a shared process. Participants may gain access to a larger pool of data, distribution, capacity, specialist knowledge, or demand. Common interfaces can reduce duplicate integrations, while shared records can make transactions more visible and auditable. A functioning network can also create ecosystem utility: the total value of the connected system exceeds what any one member could deliver alone.
These benefits depend on participation. A platform with excellent software but too few contributors may have no useful data, liquidity, coverage, or counterparties. Conversely, a network that grows rapidly without clear rules can become slow, mistrusted, and expensive to operate.
Why organizational boundaries change the problem
Inside one firm, leadership can usually set priorities, allocate budget, standardize processes, and change systems through a recognized chain of authority. Across firms, each participant retains legal responsibility, commercial interests, data obligations, and the right to leave. Members may cooperate on one activity while competing on another. A rule that improves the network’s total performance can reduce an individual member’s bargaining power, expose sensitive information, or shift costs onto the organization least able to pay them.

Scale magnifies these differences. More members mean more technical environments, regulatory contexts, legacy processes, and exceptions. The governance design that works for a small founding group may fail when the network includes smaller organizations or participants from another industry.
The three recurring trade-offs identified in interorganizational projects
1. Consistency versus flexibility in coordination
Shared standards make a network usable. Common data definitions, message formats, identity rules, service levels, and process steps reduce translation work and allow one participant’s output to be consumed by another. Uniform rules are especially valuable when transactions cross many organizations or when auditability matters.
Uniformity has a limit. Participants differ in law, technology, risk exposure, operating scale, and customer expectations. A standard designed for a large, highly automated organization may be impractical for a small member. If every exception requires a central waiver, the network becomes slow; if every member implements its own variation, interoperability disappears.
The 2026 study reports that cohesion and a shared purpose can soften this conflict. Involve affected participants before standards harden, distinguish essential interoperability rules from areas where local variation is legitimate, and sequence standards instead of attempting to standardize everything at launch. Simplified interfaces can hide internal differences while preserving a common exchange contract.
2. System reliance versus actor reliance in trust and control
A shared technical system can provide repeatable rules, tamper-evident records, automated checks, and an audit trail that does not depend entirely on one sponsor. This can reduce uncertainty when participants do not fully trust one another. Technical controls are useful for proving what was submitted, when a rule ran, and which version was active.
High-stakes participants may still want an identifiable party that is contractually accountable. They may rely on a sponsor’s reputation, service guarantees, insurance, support team, or ability to resolve an exceptional case. Code and shared records do not by themselves decide who bears a loss, interprets an ambiguous obligation, or responds when a participant is compromised.
Competitive relationships sharpen the issue. A company may hesitate to disclose pricing, capacity, customer, or operational data if another member could use it to gain an advantage. Trust therefore combines technical safeguards with access controls, contracts, liability allocation, confidentiality rules, and credible remedies. Decentralizing a database or decision process does not remove the need to decide who can see information, change rules, or settle disputes.

3. Ecosystem utility versus member utility
The network needs members to contribute data, capabilities, demand, or funding before it can produce broad value. Yet a rule that increases total ecosystem utility may weaken one member’s position. For example, greater price transparency could improve market efficiency while reducing a participant’s information advantage. A shared capacity pool might improve resilience while making an individual firm’s idle capacity more visible.
The 2026 study characterizes value creation as relatively collaborative and value capture as more zero-sum. Members can agree that a larger ecosystem is desirable while disagreeing about who pays for integration, who receives leads, who owns derived data, or who captures the margin. Participation incentives must therefore show a credible member-level benefit, not only a promise of aggregate growth.
Two structural tensions that determine whether the network can scale
Centralized authority versus distributed ownership
A firm-controlled platform can make decisions quickly, fund infrastructure, enforce standards, and provide a clear escalation path. The same concentration can create dependence on the sponsor, fears of favoritism, and concern that the sponsor will use network data or rule-setting power to compete with members.
Shared or distributed ownership gives participants more residual control and can protect local interests. It also makes budgets, accountability, roadmap priorities, and dispute resolution harder to coordinate. A committee with many veto points may be inclusive but unable to respond quickly. Ownership must be paired with operational authority: stating that a network is decentralized does not answer who approves a security fix, pays for maintenance, or accepts liability.

A 2025 case of a logistics platform illustrates the risk. Contradictions involving ownership, trust, and growth were not resolved, and the platform was ultimately discontinued. The lesson is not that distributed ownership always fails; it is that unresolved governance contradictions become operational failures when the network expands.
Adoption speed versus inclusive participation
A sponsor can launch quickly with a small group of capable organizations. This approach reduces coordination overhead and makes early decisions easier. It can also lock in assumptions that later participants cannot afford or do not accept. Broad participation may be slower, but network value often depends on sufficient coverage and data volume.
An interview excerpt in the 2026 study captures both sides: “Getting participants upfront might help to set up the project for success.” Another warns that “without the network, without the data on the platform … it’s just a hollow piece of software.” Onboarding, integration support, data contribution, and help for smaller participants are therefore part of the architecture, not post-launch administration.

Four governance architectures and their trade-offs
A 2024 Strategy Science framework distinguishes four broad arrangements. They are patterns rather than rigid product categories; a real network can combine elements or move from one pattern to another.
| Architecture | Who coordinates | Advantages | Primary trade-offs | Questions to resolve |
|---|---|---|---|---|
| Firm-controlled platform | A lead firm owns or operates the core platform and sets most rules. | Fast decisions, clear funding, consistent implementation, and a single support channel. | Member dependence, sponsor dominance concerns, and reluctance to share sensitive data. | What prevents unilateral rule changes, and what happens if the sponsor exits? |
| Shared-governance platform | Several participants jointly set standards, budgets, and policy. | Greater legitimacy, shared control, and better representation of affected members. | Slower decisions, bargaining costs, and possible deadlock. | Which decisions require consensus, and which can be delegated? |
| Hub-and-spoke alliance network | A hub coordinates bilateral or modular relationships with members. | Practical coordination with room for member-specific arrangements; easier staged expansion. | Hub bottlenecks, unequal bargaining power, and inconsistent treatment between spokes. | How are hub responsibilities audited, and can members connect directly when necessary? |
| Symmetric decentralized ecosystem | No single participant has dominant authority; rules and infrastructure are distributed. | More participant autonomy and less dependence on one sponsor. | Complex decision rights, weaker accountability, funding difficulty, and coordination delays. | Who handles emergencies, upgrades, disputes, and members that do not comply? |
The right choice depends on the process being coordinated. A safety-critical exchange with little room for local variation may justify stronger central authority. A network involving competitors or politically sensitive institutions may need shared controls and independent oversight. A modular alliance can be a practical intermediate step when participants need autonomy but still require a dependable hub.
A decision framework for choosing the control model
Compare possible architectures against the same questions rather than debating labels such as “platform” or “decentralized.”
- Coordination: Which data fields, identity checks, service levels, and process steps must be identical? Where are local exceptions legitimate, and how will they be represented without breaking interoperability?
- Decision rights: Who owns contributed data and derived data? Who grants access, approves rule changes, sets budgets, conducts audits, and resolves disputes? Are emergency powers time-limited and reviewable?
- Trust model: Will participants rely primarily on technical rules, contracts, a sponsor’s reputation, independent auditors, or a combination? What evidence can each member verify?
- Participation economics: Who pays for onboarding, integration, data quality, security, and ongoing support? What benefit does each participant receive before the network reaches full scale?
- Competitive context: Are members collaborators, competitors, or both? Which data could alter bargaining power, and what safeguards prevent strategic misuse?
- Growth path: Can smaller or less technically capable organizations join? Are interfaces, fees, and compliance obligations sustainable as membership and geographic scope expand?
How to design for scalable participation
Start with a shared purpose and representative design
Define the problem in terms that every participant can test: faster settlement, fewer duplicate checks, better traceability, or more reliable capacity. Include organizations affected by the rules before the first standard becomes permanent. Representation should cover large and small members, data providers and data users, technical and operational teams, and parties that bear risk without receiving immediate revenue.
Separate the stable core from legitimate variation
Specify a minimum interoperability layer: identity, required fields, message semantics, security, and versioning. Keep workflows, approval thresholds, reporting formats, or service practices configurable where differences do not damage the shared outcome. Publish a change process so members know when a local exception can become a supported option rather than an informal workaround.

One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchMake ownership, access, audit, and change rights explicit
Written policies should cover raw submissions, corrections, aggregated outputs, analytics, retention, portability, and deletion. Define which participants can inspect logs and which independent party can audit them. State how a new rule is proposed, tested, approved, communicated, and rolled back. These details are more important than whether the network uses a particular database architecture.
Combine technical trust with accountable actors
Use authentication, authorization, encryption, logging, validation, and segregation of sensitive data where appropriate. Pair them with contracts that assign liability, support obligations, service levels, confidentiality, and exit rights. Establish a human escalation route for fraud, outages, ambiguous records, and participants that violate the rules.

Show member-level value while building ecosystem value
Model the distribution of benefits and costs, not just the total opportunity. Possible benefits include reduced reconciliation, access to new counterparties, faster transactions, better forecasting, or lower compliance effort. Publish who receives each benefit, when it appears, and what data or work the member must contribute. If one group subsidizes the network during the early stage, document the compensation or influence it receives.
Build onboarding into the operating model
Provide reference implementations, clear data dictionaries, testing environments, migration support, and a process for correcting poor-quality submissions. Offer a path for members that cannot adopt the most advanced interface immediately. Track activation and useful contribution, not merely signed agreements; a nominal member that sends no usable data does not create network utility.

Reassess governance as conditions change
Review the model when membership, interdependence, competitive pressure, regulation, or the value of the shared data changes. A sponsor-led pilot may need stronger member representation at scale. Conversely, a large committee may need delegated operational authority when rapid response becomes essential. Governance should have scheduled reviews and measurable triggers rather than changing only after a crisis.

The hollow platform
Symptoms: polished software, few active contributors, thin data, and no repeat transaction that members value.
Correction: secure a concentrated use case with enough committed participants to produce useful volume, fund onboarding, and measure completed exchanges instead of registrations.
Standards that fit nobody
Symptoms: repeated exemptions, manual re-entry, stalled integrations, or smaller members dropping out.

Trust concentrated in the wrong place
Symptoms: members dispute who can see data, fear sponsor favoritism, or cannot obtain a remedy when an automated rule produces a harmful result.
Correction: publish access and audit rights, add independent oversight where needed, define liability and appeals, and limit emergency authority with review and expiration.
Value capture undermines cooperation
Symptoms: members agree on ecosystem growth but resist data contribution, challenge fees, or use the network only when it benefits them.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsCorrection: make contribution requirements and benefits visible, test distributional effects, and revise pricing or voting rights when one group bears disproportionate costs.
Governance overload
Symptoms: every decision requires all members, routine changes take months, and accountability is unclear.
Correction: reserve collective approval for constitutional matters, delegate operations to accountable teams, set decision deadlines, and publish escalation rules.
Growth that excludes capable partners
Symptoms: only large, technically mature organizations can join, leaving gaps in geographic or market coverage.
Correction: provide tiered integration options, practical support, affordable participation terms, and standards that do not assume one organization’s resources.
A stage-based way to evolve the network
| Stage | Governance priority | Useful checks |
|---|---|---|
| Pilot | Prove one shared outcome with a small but representative group. | Are participants contributing usable data or transactions? Can the team resolve exceptions quickly? |
| Expansion | Turn informal agreements into explicit standards, rights, and economics. | Can smaller members onboard? Are costs and benefits distributed credibly? Which decisions need member approval? |
| Established network | Preserve legitimacy, resilience, and adaptability as interdependence rises. | Are audits independent? Can rules change without capture or deadlock? Is there a viable exit and migration path? |
At every stage, monitor participation quality, data completeness, integration time, dispute volume, decision latency, service reliability, and the distribution of costs and benefits. These measures reveal whether scale is creating useful interdependence or merely adding members and meetings.
What a sound scaling decision looks like
Choose the least concentrated authority that can still deliver the required reliability, accountability, and speed. Centralize the parts that must be consistent, share control over decisions that affect members’ competitive interests, and leave room for local operation where variation is harmless. Treat trust as both a technical and institutional problem. Make participation economically credible for individual members while protecting the ecosystem’s shared purpose. Finally, design the network to change: the balance that works for a founding group is not automatically the balance that will work at regional, national, or cross-industry scale.
