Co-packaged optics (CPO) can reduce the distance that high-speed electrical signals travel between a switch ASIC and optical engines. That shorter path can lower signal-conditioning power and increase bandwidth density, but it also moves more optical, electrical, thermal and mechanical dependencies into one integrated assembly.

For a data-center operator, CPO is therefore an architecture decision rather than a simple transceiver upgrade. The gains depend on the exact product and measurement boundary; the costs appear in cooling design, fiber assembly, spares, repair scope, supplier coordination and migration risk. No current evidence establishes a universal operational or lifecycle-cost win.

What CPO changes inside a data-center system

In a conventional switch, optical transceivers sit in front-panel cages. Electrical traces run from the switch ASIC across the board to those modules, where digital signals are converted to optical signals and sent through fiber. As signaling rates rise, those board-level electrical paths lose more energy and require increasingly capable equalization or digital signal processing.

CPO places optical engines beside the switch ASIC in a common package or substrate. NVIDIA describes the arrangement this way: “In contrast, switches with co-packaged optics (CPO) integrate the electro-optical conversion directly onto the switch package.” The shorter electrical route reduces path loss and can reduce the amount of power needed for compensation. CPO still uses optical conversion and external fiber; it does not remove the optical plant from the data center.

The practical change is that a previously modular front-panel component becomes part of a tightly integrated switch assembly. That affects every operating phase: procurement, rack power and cooling, fiber installation, diagnostics, spare holding, field repair and platform replacement. The benefit becomes more relevant as port speeds and aggregate switch bandwidth increase, but a figure from one generation cannot be generalized to all CPO systems.

Where the power and density case comes from

CPO’s main technical argument is the reduction in high-speed electrical reach. Shorter traces generally have less loss, so the system may need fewer or lower-power signal-conditioning functions between the ASIC and optical engine. More of the switch’s front-panel area can then be used for fiber connectivity instead of large electrical modules, potentially improving bandwidth per rack unit.

Published numbers illustrate why the comparison must be defined carefully:

Well over 1,000 routed fibers and sub-micron alignment tolerances Corning description of a CPO assembly Shows the assembly precision and handling discipline required

These values should not be averaged or presented as if they measured the same thing. “Optics power” may exclude switch ASIC power, host-board losses, cooling overhead or facility distribution losses. Before approving a design, request the vendor’s input and output power boundaries, traffic pattern, port speed, temperature, firmware state and comparison platform.

What lower link power can mean at rack level

If a switch consumes less power at a stated workload, the immediate effects can include lower heat rejection and more headroom in a rack’s power budget. That headroom may support additional switches or reduce the need for aggressive power-capping. However, the facility value is realized only after accounting for the complete chassis, fans or liquid loops, optical launch components and any external laser or control hardware. A component-level saving does not automatically equal the same percentage reduction in total rack energy.

Thermal design becomes a joint optics-and-electronics problem

Integrating photonics next to a high-power ASIC concentrates heat sources in one package. A peer-reviewed technical review identifies thermal management as a central CPO challenge. The operator must evaluate the package, board, chassis and facility as one thermal chain rather than treating optics as a cool, separately replaceable module.

Questions to put in the thermal specification

  • What is the maximum package, board and complete-chassis power at the intended port speed and traffic mix?
  • Which figures assume front-to-back air cooling, side-to-side airflow or liquid cooling?
  • What inlet-temperature, altitude and humidity limits apply, and how do they affect optical output or link margin?
  • Are external laser sources, retimers, fan trays or pump units included in the stated power?
  • What happens when a fan, pump or cooling zone is degraded: throttling, port shutdown or an orderly service event?

Ask for thermal maps and sustained-load data, not only a typical power number. A design that meets a laboratory limit at a low ambient temperature may require a different rack layout or cooling contract in a production hall. Also verify whether the CPO assembly can be handled without violating an optical or thermal alignment limit during board replacement.

Reliability and serviceability trade places

CPO can remove some detachable electrical interfaces, but it also makes the remaining assembly more consequential. Corning states: “Because this is a highly integrated system, parts inside the box are generally not field-replaceable or serviceable.” The phrase “generally” matters: the exact replacement boundary is product-specific and must be written into the support agreement.

Define the failure domain before deployment

For a failed optical engine, determine whether the approved action is to replace an optical subassembly, a switch board, the complete switch or an entire line card. Record the expected mean time to replace, factory-return process, diagnostic evidence required for a return and the spare quantity needed for each failure domain. A unit that is inexpensive to repair at a depot can still create a long outage if no complete spare is staged locally.

Integrated packaging may reduce the number of pluggable connections that can be disturbed during routine work. It can also increase the scope of a repair and make a single optical defect inseparable from a high-value ASIC assembly. Compare not only component failure rates, but also the operational consequence of each failure and the time to restore service.

How to read reliability demonstrations

Corning reports a public test of one million link hours without a link flap. Corning also explains that link flaps are brief connectivity disruptions and a closely watched reliability metric in high-performance networks. This is useful evidence about the tested platform, but the available description does not provide enough protocol, environmental and comparison detail to convert it into a universal field failure rate.

Broadcom separately reports higher link reliability in data from its 2025 announcement. Treat that as a vendor-reported result for the stated design. For an operational decision, request the test configuration, error thresholds, traffic pattern, temperature range, duration, population size and independent service records where available.

Fiber installation and assembly demand more discipline

CPO does not eliminate fiber infrastructure; it concentrates more of the fiber routing and alignment work inside and around the switch. Corning describes an assembly routing well over 1,000 fibers onto photonic integrated circuits with sub-micron alignment tolerances. At that density, ordinary patch-cord habits are not sufficient.

Risks the installation plan must control

  • Glass-surface damage: scratches or contamination can increase loss or create intermittent behavior.
  • Excessive tensile stress: pulling or bending during routing can damage the fiber or shift alignment.
  • Coating damage: abrasion or stripping errors can reduce mechanical protection and long-term reliability.
  • Contamination: dust on connector or array surfaces can produce insertion-loss and return-loss problems.
  • Strain-relief errors: poorly supported bundles can transfer movement to precision-coupled interfaces.

A Corning-and-Broadcom infrastructure paper highlights these fiber-surface, tensile-stress and coating risks. Operators should specify bend-radius rules, cleaning and inspection steps, protected routing, strain relief, connector keying, labeling and acceptance-loss limits. The work may require trained technicians and repeatable assembly fixtures rather than general rack-and-stack labor.

Commissioning tests worth making mandatory

  1. Inspect every connector, array and exposed fiber surface with the approved scope and cleaning process.
  2. Measure insertion loss and return loss against the platform’s documented limits before traffic is enabled.
  3. Run traffic and error monitoring at the intended rate, including link-flap, corrected-error and uncorrected-error counters.
  4. Perform a controlled movement or maintenance simulation to verify that strain relief prevents changes in optical performance.
  5. Record serial numbers, fiber paths and test results so a later failure can be isolated to an assembly, port or external plant.

Pluggables, LPO and CPO: what changes operationally

Front-panel pluggables retain a modular service model. An operator can stage modules separately from switches, replace a failed optic without replacing the switch and use a broader multi-vendor procurement model when interoperability is supported. That modularity also allows capacity to be added incrementally rather than committing every optical engine at the time of switch purchase.

Linear-drive pluggable optics (LPO) are presented by some suppliers as another way to reduce electrical signal-processing power while preserving a pluggable form factor. In a shareholder letter, Coherent argues that LPO retains pay-as-you-go and multi-vendor advantages and could delay CPO adoption. That is a supplier’s strategic assessment, not a settled market forecast.

CPO can offer a tighter, more controlled optical-electrical design, but it may narrow the set of interchangeable parts and tie optics availability to the switch platform. The sources reviewed here do not establish a complete interoperability matrix, current standard conformance across products or a universal migration timetable. Treat every proposed CPO deployment as a platform-specific integration exercise.

Procurement questions for ecosystem risk

  • Which switch, optical engine, laser source and fiber assemblies are qualified together?
  • Can optics or engines be sourced from more than one supplier without changing firmware, thermal limits or warranty terms?
  • What is the migration path from the current pluggable network, including cabling, optics inventory and monitoring?
  • Does the support contract cover the complete integrated assembly, and for how many years?
  • Which diagnostic tools and telemetry are available to distinguish a fiber fault from an optical-engine or ASIC fault?

Lifecycle cost is broader than optics power

No current independent, like-for-like total-cost-of-ownership study establishes that CPO is cheaper over a complete operating life. The economic result depends on packaging yield, switch price, thermal equipment, fiber installation, spare strategy, service labor, downtime exposure and the pace at which capacity is added.

Build a lifecycle model with separate line items for:

  • Initial switch and optical-engine acquisition.
  • Rack power, cooling capacity and any liquid-cooling distribution.
  • Specialized fiber assemblies, inspection equipment, fixtures and technician training.
  • Local spares, depot inventory, return freight and expected replacement scope.
  • Software, telemetry and support contracts tied to the integrated platform.
  • Downtime cost when a board or complete switch must be removed instead of a front-panel optic.
  • Migration and stranded-inventory costs if the platform changes before the planned refresh.

Do not infer lower lifecycle cost from a lower optics-power figure alone. Likewise, do not reuse historical price targets from technical reviews as current market prices; they are not a substitute for a quotation covering the exact generation and service model.

A decision framework for operators

CPO is most defensible when the workload is pushing electrical reach, port density or rack power toward a hard limit and the operator can support an integrated repair model. A pluggable design may remain preferable when staged expansion, rapid module replacement and multi-vendor sourcing have greater value than maximum integration.

  1. Define the bottleneck. Document current port speeds, electrical reach, switch power, rack density, cooling margin and observed optical failures.
  2. Normalize vendor data. Require every power, loss and bandwidth figure to state its measurement boundary, workload, environmental conditions and comparison platform.
  3. Map the failure domain. Write the exact field action for an optical, fiber, laser, board or ASIC failure and calculate restoration time with stocked spares.
  4. Validate the physical plant. Confirm fiber routing, bend radius, strain relief, cleanliness, inspection capability and technician training at the intended density.
  5. Run a representative pilot. Test sustained traffic, thermal conditions, link-flap behavior, corrected and uncorrected errors, maintenance procedures and telemetry integration.
  6. Price the full lifecycle. Include cooling, installation, spares, support, downtime and migration rather than comparing transceiver purchase prices.
  7. Set exit criteria. Define the measured power, thermal, reliability, service-time and interoperability thresholds that must be met before a fleet rollout.

Common failure scenarios and practical responses

Intermittent link flaps after installation

Start with connector inspection and cleaning, then check for fiber-surface damage, coating damage, excessive tensile stress and inadequate strain relief. Compare optical-loss measurements with the commissioning record and correlate errors across both ends of the link before replacing an integrated switch.

Thermal alarms or optical degradation under load

Verify inlet temperature, airflow direction, fan or liquid-loop operation and the actual chassis-level power boundary. Compare the observed condition with the vendor’s thermal envelope; do not assume a component-level optics number predicts whole-system behavior.

A failed optical engine with no field replacement

Follow the documented failure-domain procedure, preserve diagnostic logs and install the correct board or complete-unit spare. Review whether the spare pool reflects the integrated assembly’s value and lead time, not merely the historical number of pluggable optics kept on hand.

Supplier or interoperability change during rollout

Freeze the qualified bill of materials, firmware versions and service terms for the pilot. Require written confirmation of alternate sources and migration steps before committing a second-generation purchase.

Bottom line for a CPO business case

CPO can deliver shorter electrical paths, lower signal-conditioning power and greater bandwidth density in the right switch generation. Its trade-off is a more tightly coupled system: thermal design, fiber assembly, diagnostics, spares and repairs become harder to separate. Vendor-reported savings and reliability results are useful inputs, but they are not interchangeable or independent industry averages. Approve CPO only after the exact platform demonstrates its power and thermal claims at the stated boundary and the operator has a credible plan for fiber quality, integrated-unit replacement, supplier continuity and downtime.
