Large-scale tree planting can reduce streamflow and groundwater availability, especially in dry or water-stressed areas, and can damage native ecosystems when trees replace naturally open habitats or are planted as non-native monocultures. It can also improve water quality, stabilize soil and support forest recovery when the site and planting plan are suitable. The outcome depends on what vegetation is replaced, local water balance, tree species, planting density and long-term management—not simply the number of trees planted.
How tree planting affects water supplies
Trees take up water and return some of it to the atmosphere through transpiration. A planted forest can also intercept rainfall. Where water is limited, these processes may leave less available for groundwater recharge, streams, wetlands, agriculture and downstream communities. The risk is particularly important in arid and semi-arid regions and in catchments already facing seasonal shortages.
The effect is not uniform. The Food and Agriculture Organization (FAO) warns that inappropriate planting, particularly with high-water-demand species, can deplete water resources, including groundwater, with effects beyond the planted area. It says the effects cannot be generalized and must be assessed in light of local ecology, water availability and distribution, species and management objectives. As its guidance puts it, “The effect of planted forests on water cannot be generalized.” See the FAO guidance on planted forests and water.
That means tree planting can contribute to water shortages in a particular place, but the mere presence of trees does not establish that it will. The practical question is how much water is available through the year, how much is already used, and whether the proposed species and planting design change the amount or timing of water reaching groundwater, streams and other users. Water effects may extend outside the planted boundary, so a site-only assessment can miss consequences for a wider catchment.

A dryland example: Yatir
FAO describes more than 3,000 hectares of rainfed Aleppo pine planted in the early 1960s in Israel’s Yatir area, which averages 270 millimeters of precipitation a year. In that particular case, FAO reports that the forest used all the precipitation water. The figures illustrate why water balance matters in dry areas; they are not a forecast for other forests, climates or planting designs. FAO’s account does not state a publication year. Its discussion appears in Forests and water: Improving the water balance.
The example is useful as a warning, not as a universal measurement of what a plantation will consume. A proposal in a wetter catchment, with different soils, species or density, may have a different result. Conversely, a planting in a dry location should not be judged only by annual rainfall: planners also need to consider groundwater recharge, seasonal streamflow and existing demand. The relevant evidence is local and should be assessed before planting begins.
Water benefits are possible, but conditional
Planted forests integrated into watershed management may regulate flows, improve water quality, reduce erosion and sedimentation, and stabilize land. These benefits do not mean that every forest increases usable water or prevents floods. The relevant question is whether a project improves the particular water service the landscape needs without worsening shortages elsewhere. FAO outlines these potential benefits in its planted-forest management guidance; the IPCC likewise describes the benefits of well-planned restoration alongside the risk that poorly planned afforestation can reduce water yield in its 2022 assessment of agriculture, forestry and other land uses.
Water quantity and water quality are related but distinct outcomes. A project may help stabilize soil and reduce erosion or sediment entering water, while also using water that might otherwise contribute to recharge or streamflow. A sound plan therefore specifies which service it is intended to improve and monitors both quantity and quality. It should not assume that a positive result for one measure automatically means a net benefit for all water users.

A restoration example: native forest in Chile
The IPCC cites a Chilean study in which replacing a non-native Eucalyptus plantation with native forest was associated with a 28–87% increase in base flow during restoration compared with pre-treatment. This range is from one study and intervention, not a general estimate of what native planting will do elsewhere. The context is described in the IPCC’s 2022 assessment of terrestrial and freshwater ecosystems.
The Chile example and the Yatir case point in different directions, which is precisely why neither should be treated as a rule for all planting. One concerns a particular restoration intervention and measured base flow; the other describes water use by a rainfed pine forest in a dry area. Neither establishes a global percentage for water loss or gain. Their lesson is to compare the current condition with the proposed change in its own ecological and hydrological setting.
How planting can harm native ecosystems
Afforestation establishes forest on land that was not historically forested; reforestation restores forest on land that previously had it. That distinction matters: planting trees in a natural grassland, shrubland, wetland or other open ecosystem can convert valuable native habitat rather than restore a forest. The IPCC says biodiversity impacts depend largely on the vegetation cover being replaced and warns that afforestation of natural, non-tree-dominated ecosystems can have negative effects. As its assessment states, “Impacts on biodiversity depend mostly on the vegetation cover that is replaced.” See its discussion of land conversion in Climate Change and Land.

So the first question is not simply whether a site has few trees or looks degraded. It is whether forest belongs there in the first place. A naturally open ecosystem can have its own native species and ecological functions. Adding trees may replace those features, even if the planting is described as restoration or climate action. Reforestation of appropriate former forestland and afforestation of natural grassland are different land-use decisions and should not be collapsed into a single tree-count target.

Monocultures can simplify habitat
A large single-species stand, especially one made up of non-native trees, does not recreate the structure and biodiversity of a natural forest. The IPCC notes that non-native monocultures may provide little biodiversity benefit; it also identifies Acacia and Pinus among plantation genera that can become invasive in some contexts. Whether a species poses an invasive risk depends on local conditions, so planners need to assess it for the proposed site rather than assume every planting will have the same effect.
A planting may also affect ecological interactions beyond the area of trees themselves. In its Yatir account, FAO reports that planting was associated with altered regional biodiversity and new predation dynamics that threatened endemic species. That is a site-specific example, not evidence that the same changes occur at every planting. It does show why reviewing a species list alone may be insufficient: the assessment should consider nearby habitats, species and interactions, and whether changes could reach beyond the project boundary.
FAO guidance says planted forests should not replace primary forest, ecologically significant secondary forest or other important ecosystems, and that a planted forest cannot substitute for natural-forest biodiversity. Protecting existing high-value habitats—including wetlands and riparian vegetation—should therefore come before adding tree cover. The relevant guidance is in FAO’s voluntary guidelines for responsible management of planted forests.
What to check before approving a planting plan
A sound proposal starts with the landscape’s current ecology and water use, then tests whether the planting design fits them. FAO advises planners to assess effects on both surface water and groundwater, use locally adapted indigenous species where suitable, and take care with high-water-demand planting in water-stressed areas. It also notes that heavy equipment can compact soil and impede hydrology.

- Identify the starting ecosystem. Establish whether the site was historically forested and is suitable for forest recovery, or is naturally open, wetland, riparian habitat or another high-value ecosystem that should remain unplanted. Consider the value of the habitat that would be replaced, rather than counting only the trees the project would add.
- Assess the water balance. Examine local precipitation, groundwater recharge, streamflow, existing demand and seasonal shortages. Consider how water use may change as trees mature, and assess effects both inside the planting area and downstream. Include surface water and groundwater, not just rainfall at the site, and ask whether water availability and distribution already create constraints for communities or ecosystems.
- Choose species and density for the site. Check whether proposed species suit local soil and water conditions and are native or otherwise demonstrably appropriate. Evaluate the mixture and planting density against water supply and biodiversity goals, not just the number of seedlings. Give particular scrutiny to high-water-demand species in water-stressed places, and assess whether a species could become invasive in the local context.
- Protect habitat and water corridors. Identify and safeguard natural forest remnants, wetlands and riparian reserves; consider whether they remain connected after planting. Existing primary and ecologically significant secondary forests should not be treated as land available for replacement by plantations.
- Recognize people’s rights and uses. Map who depends on the land and water for farming, grazing, food, fuel or cultural purposes. Involve affected communities, including Indigenous people with land or water rights, and establish social and environmental baselines. A plan should account for existing uses before deciding that land or water is available for a new planting.
- Plan for construction and long-term management. Consider whether heavy equipment could compact soil and impede hydrology. Set out who will maintain the planting and monitor water quantity and quality, biodiversity, invasive species, soil effects and unintended impacts beyond the boundary over the project’s life. Monitoring matters because projections and early results may not reveal what happens as trees mature.
- Make monitoring actionable. Establish a baseline before planting, identify the water and biodiversity outcomes the project is intended to achieve, and specify how results will inform management. Track both quantity and quality of water as well as ecological changes. If monitoring shows effects outside the planted area or worsening pressure on local supplies, the plan should have a way to respond rather than treating planting numbers as the only measure of success.
These checks reflect FAO’s guidance on responsible planted-forest management, which calls for attention to local rights, environmental and social baselines, water resources and management objectives. They also make the proposal comparable with the no-project baseline: what water, habitat and land uses exist now, and what is likely to change if the planting goes ahead?
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to interpret claims about tree-planting impacts
There is no universal percentage for how much large-scale planting reduces water supplies or changes biodiversity. The available assessments describe outcomes as dependent on location, the ecosystem converted, species, planting design and management. A figure from one watershed or restoration study should be read with its geography and intervention attached, not treated as a global average. The Yatir figures and the Chile base-flow range are examples from particular settings; neither predicts the effect of a different project.
In practice, evaluate the proposal against a baseline: what water and habitat exist now, what would happen without the project, and how conditions are expected to change as the planting grows. A project that restores appropriate forest on degraded former forestland is a different decision from one that converts native grassland or adds thirsty trees to a water-stressed catchment. The most defensible plans make those differences explicit and monitor both water quantity and quality, alongside ecological and social outcomes.

Frequently Asked Questions
Can large-scale tree planting cause water shortages?
It can reduce streamflow or groundwater availability, particularly where water is already limited and high-water-demand trees are planted. The result depends on local rainfall, recharge, demand, species and management, so the effect cannot be generalized from tree cover alone.
Does afforestation mean the same thing as reforestation?
No. Afforestation establishes forest on land that was not historically forested; reforestation restores forest on land that previously had it. The distinction matters because planting trees in natural grassland, shrubland or wetland can replace native habitat rather than restore forest.
Can planting trees improve water supplies?
In suitable settings and as part of watershed management, planted forests may improve water quality, reduce erosion and sedimentation, stabilize land and regulate flows. These benefits are conditional and do not mean every forest increases usable water. A Chilean restoration study cited by the IPCC found a 28–87% increase in base flow when non-native Eucalyptus plantation was replaced with native forest, but that result is specific to that intervention.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesWhy are native grasslands and wetlands a concern in tree-planting projects?
They are native ecosystems in their own right, and converting them to forest can damage their biodiversity. The IPCC says biodiversity impacts depend largely on the vegetation cover replaced. Planting should not be treated as restoration when it converts an ecosystem that is naturally open.
Are non-native tree plantations always harmful?
Not necessarily, but non-native monocultures may provide little biodiversity benefit, and some plantation genera such as Acacia and Pinus can become invasive in some contexts. The risks depend on the site and species; planners should assess local suitability and protect high-value native ecosystems.
What should a community check before approving a planting proposal?
Check the site’s starting ecosystem, local water balance and seasonal shortages, the proposed species and density, nearby forests, wetlands and riparian areas, and effects on land and water users. The plan should recognize local and Indigenous rights, establish social and environmental baselines, and fund long-term monitoring of water quantity and quality, biodiversity and invasive species.
The Bottom Line
Large-scale tree planting is not automatically good or bad for water and biodiversity. It can reduce water available to streams and groundwater or damage native open habitats, while well-sited restoration may stabilize soil and improve water quality. Judge each proposal by the ecosystem it replaces, the local water balance, the species and density chosen, and whether people and ecological outcomes will be protected and monitored over time.
