Scaling a photonic quantum computer is primarily an exercise in controlling loss across an entire optical system. Photons are attractive because many components can operate at room temperature, photonic circuits can be integrated on chips, and fibers can connect modules over distance. Those advantages matter only if photon sources, switches, waveguides, delay lines, detectors, control electronics and error-correction procedures work together with enough efficiency and precision to preserve quantum information. The leading obstacle is therefore not one missing component but the end-to-end loss and reliability budget of the machine.
Why photons are attractive—and why scaling is difficult
Photonic processors encode information in properties of light such as optical paths, time bins, polarization, phase or field quadratures. Unlike many matter-based qubits, photons can travel through low-loss fiber and can be routed between separate chips. Integrated photonics also offers a path toward manufacturing many interferometers and switches on a compact substrate. A large fraction of the optical hardware can operate without cryogenic cooling, although particular detectors or supporting subsystems may impose additional requirements.
The same features create a difficult engineering problem. Photons generally do not interact strongly with one another, so a processor must create special resource states, interfere photons in carefully stabilized circuits, measure them, and use the results to control later operations. Every source, coupler, switch, connector, delay line and detector has a chance of losing a photon or corrupting its state. A system that looks impressive when each component is considered separately can still fail when the probabilities are multiplied across thousands or millions of operations.

Optical loss is the central bottleneck
Photon loss is an erasure of the physical information carried by a photon. In a circuit that depends on a particular photon arriving at a detector or participating in an interference event, a loss can turn a successful operation into a failure. Loss can also reveal partial information about a quantum state and make subsequent error correction harder.
Why losses compound
Suppose a photon passes through several elements, each with transmission below 100 percent. The probability that it survives is the product of all those transmissions. Adding a source, an extra switch, a fiber connector or a longer delay line can therefore reduce the overall success probability even when the new element is individually very efficient. Large processors need many parallel paths and repeated operations, so small per-element losses become a system-level limitation.
The Aurora architecture analysis identifies optical loss as the dominant and most challenging hurdle to reaching a fault-tolerant threshold. The relevant threshold is not a universal number: tolerance depends on the encoding, circuit design, resource states, detector model and error-correction method. A loss figure quoted for one architecture cannot be transferred directly to another without the assumptions that produced it.

Building an end-to-end loss budget
Engineering teams must account for loss at every stage:
- Generation and coupling of photons or non-Gaussian resource states.
- Propagation through waveguides, fiber, filters and delay modules.
- Insertion loss from switches, modulators, beam splitters and connectors.
- Interference visibility and mode mismatch, which can reduce usable operation rates even when photons are not absorbed.
- Detector quantum efficiency and events in which a detector cannot resolve the required photon number.
- Loss and latency in feedback paths that determine whether a later operation is applied correctly.
The budget must be evaluated for the complete computation, not just for a laboratory component test. It also has to include calibration drift, packaging tolerances and the yield of manufactured devices. Improving one element may have little effect if another element dominates the total loss.

Sources and non-Gaussian resource states
Universal photonic computing requires more than a stream of ordinary laser light. Depending on the architecture, the machine needs single photons, entangled states, squeezed states, cluster states or other non-Gaussian resources. These states must be generated with high fidelity and made available at a rate compatible with the processor’s clock.
Heralding and state preparation overhead
Many schemes use a heralding measurement to identify when a desired state has been created. If a source succeeds only occasionally, the processor needs multiplexing, storage or many parallel sources to avoid waiting. Heralding detectors, switches and delay lines add their own loss and timing requirements. The probability of obtaining a usable resource is therefore a system property rather than a source-only specification.
The Aurora demonstration synthesized heralded non-Gaussian states using photon-number-resolving detection and then multiplexed available states. That chain shows how source quality, detector capability and switching overhead are coupled. It does not establish one source specification that applies to every discrete-variable, continuous-variable or bosonic architecture.
Indistinguishability and stability
When photons must interfere, they need matching temporal, spectral, spatial and polarization properties. Differences reduce interference contrast and increase logical error rates. Integrated sources can reduce alignment complexity, but they still require temperature control, calibration and stable coupling. A scalable design must maintain those properties across many devices manufactured at once, not only in a hand-tuned experiment.
Optical networks, integration and manufacturing
Photonic processors are often described as modular because separate chips can perform generation, interferometry, detection or control and then be connected with fiber. Modularity can make fabrication and maintenance more manageable, but every interface is a potential loss and alignment point.

Interconnects and delay lines
Fiber links must preserve timing, phase and mode quality while carrying photons between modules. Stabilized fiber delay modules can provide the storage needed for feedforward, yet they add propagation loss and consume physical space. Connectors and packaging must remain stable as temperature and vibration change. A network that works during a short demonstration may require substantially more monitoring and calibration when operated continuously.
What the Aurora network demonstrates
The 2025 Aurora research team reported a network of 35 photonic chips connected by fiber-optic interconnects. The system also used stabilized fiber delay modules. The accompanying Nature paper presents this as a modular scale model and notes that further refinements are needed to move prototype modules toward mass manufacturing. Modularity is consequently a strategy for managing complexity, not evidence that production-scale fabrication and packaging are solved.
Manufacturing must deliver high device yield, repeatable optical performance and compatible packaging across many modules. If a small fraction of chips or connections fall outside specification, the system may need redundancy or repair mechanisms, increasing resource overhead. These practical constraints are as important as the design of the quantum circuit.
Detectors, switching and real-time classical control
Photonic machines depend on measurements during computation. Detectors do not merely read the final answer: they may herald resource states, determine which optical path is selected, and supply the data used by an error decoder.
Photon-number resolution
Some protocols need to distinguish zero, one, two or more photons in a detection event. A detector that only reports “click” or “no click” may not provide enough information. Photon-number-resolving detectors therefore affect both resource-state preparation and the amount of error information available to the decoder. Their efficiency, dynamic range, dark-count rate and timing must remain suitable as the processor grows.

Clock-cycle feedforward
After a measurement, classical electronics must process the result and configure a switch, phase modulator or measurement basis before the next relevant optical event. The Aurora system demonstrated decoder-informed feedforward within a single clock cycle in its scale model. That is an important integration capability, but it does not show that every component operates with the margins required for fault-tolerant computation.
Scaling requires synchronized clocks, deterministic trigger distribution, low-latency decoding and predictable behavior when data are missing or ambiguous. The control system must also handle calibration and fault monitoring without interrupting the quantum workload. Faster optics alone cannot solve a decoder or electronics path that is too slow.
Fault tolerance is more than making a huge optical state
A large entangled or cluster state is a resource, not automatically a useful quantum computer. To run general algorithms, the architecture must encode logical qubits, detect and correct errors, and execute logical gates with error rates below the relevant threshold.
What has been demonstrated
Aurora reported a synthesized cluster state spanning 86.4 billion modes. The mode count describes the extent of the optical state across time and other degrees of freedom; it is not a count of logical qubits or completed useful computations. The paper characterizes the machine as a sub-performant scale model and demonstrates a foliated distance-2 repetition code with real-time decoding.
The demonstration links resource-state generation, photon-number-resolving detection, multiplexing, fiber buffering, cluster-state formation, adaptive measurement, decoding and feedforward. The DOI record summarizes these four integrated functions at https://doi.org/10.1038/s41586-024-08406-9. Together, they show that a substantial control stack can be assembled; they do not establish a fault-tolerant processor capable of a useful application.

Resource overhead and logical reliability
Error correction consumes physical resources. A code may require many photons, modes, measurements and repeated checks to protect one logical qubit. If loss is high, additional redundancy can increase the number of components and create more opportunities for loss, producing an unfavorable scaling loop. The decisive milestone is reliable logical computation at useful scale, not a single record for state size, chip count or pulse rate.
The Aurora article states: “Although the performance of individual photonic components is still too limited by optical loss to operate in the fault-tolerant regime, demonstrations of the functionality of these components and the platform and systems integration needed to scale them need not wait.” This distinction is essential: validating the architecture’s ingredients can proceed before the complete system crosses its fault-tolerance threshold.

Photonic quantum computing is not one design. Discrete-variable, continuous-variable, bosonic and hybrid approaches choose different encodings, resource states, detectors and correction codes. Their reported tolerances and overheads are meaningful only under the assumptions of each proposal.

A 2025 review of hybrid photonic quantum computing discusses combining discrete and bosonic degrees of freedom as a research direction in Newton. It does not settle which architecture is best. A fair comparison should use the same axes: end-to-end loss tolerance, resource-state preparation rate, detector requirements, switching and feedforward latency, integration and stability demands, and demonstrated logical error-correction performance.
How to judge progress toward a scalable machine
Claims about scale become more informative when they answer several questions at once:
- What is being counted? Distinguish optical modes, physical qubits, chips, detectors and logical qubits. A mode count is not a logical-qubit count.
- What is the end-to-end success probability? Ask how source, circuit, interconnect, delay and detector losses combine during the stated operation.
- Are the operations adaptive? A system that generates a state offline is different from one that measures, decodes and changes the next operation in real time.
- What error-correction task was completed? Identify the code distance, logical error behavior and operating assumptions rather than inferring fault tolerance from hardware size.
- Can the modules be manufactured and calibrated repeatedly? Prototype integration does not by itself demonstrate yield, packaging reliability or continuous operation.
- Is there a useful logical workload? The strongest evidence will be a reproducible logical computation whose performance improves as error correction and system scale increase.
What would count as a breakthrough
The field would move from impressive integration demonstrations toward practical scaling when several improvements arrive together: substantially lower loss across sources and interconnects; high-rate, high-fidelity resource-state generation; detectors and switches with adequate efficiency and latency; stable packaging of many modules; and error-correction schemes that deliver improving logical reliability at manageable overhead.
No single record specification guarantees that outcome. A processor could add chips while losing too many photons, or improve detector efficiency while leaving source preparation too probabilistic. Progress must therefore be measured at the architecture level, with transparent loss budgets, timing margins, calibration procedures and logical-performance data.
