Bringing back an extinct animal is not a guaranteed restoration of the original species. Under the IUCN Species Survival Commission’s 2016 guidance, “de-extinction” describes efforts to create a proxy for an extinct species or subspecies through selective back-breeding, cloning, or genome engineering. A proxy may resemble the extinct animal, but current methods cannot reproduce every genetic, behavioral and ecological property that natural reproduction would have produced. The ethical question is therefore not simply whether a laboratory can make an animal. It is whether creating, raising and possibly releasing that proxy delivers a defensible conservation benefit without causing unacceptable harm to animals, ecosystems or people.

What “de-extinction” actually means

The word “de-extinction” suggests that extinction can be reversed exactly. The IUCN’s more precise term is creating a proxy of an extinct species. A proxy could be produced by breeding living relatives for selected ancestral traits, transferring a nucleus into an egg cell for cloning, or editing a living relative’s genome. None of these methods recreates the complete extinct population, its learned traditions, its microbiome, or the environmental conditions in which it evolved.

This distinction matters ethically. Calling a proxy the original species can hide uncertainty about welfare, ecological function and responsibility for harm. The IUCN says current techniques do not fully replicate the offspring that would have resulted from natural mating of the extinct focal species. If a project proceeds, its claims should be limited to traits and conservation functions supported by case-specific evidence.

Release is a separate decision from laboratory creation. The IUCN treats release into an ecosystem as a conservation-translocation question: proponents must explain the expected conservation benefit, assess risks and show that the receiving environment can support the animals. A project may be ethically unacceptable even if it can produce healthy proxies, and a proxy might be useful for research or contained conservation work without being suitable for release.

Animal welfare risks occur at every stage

The most immediate ethical concern is potential suffering. Welfare questions apply not only to the resulting proxy but also to the animals used to make it, carry it and care for it throughout its life. The IUCN’s guiding principle is explicit: “Positive welfare states must be ensured for individuals to meet their physical and psychological needs.”

Procedures and failed attempts

Cloning, genome editing and assisted reproduction can involve repeated procedures, pregnancy loss, developmental abnormalities or animals that survive with impaired health. A responsible proposal would need to publish the number and severity of procedures, explain how non-viable embryos and newborns are handled, and set stopping rules when harms exceed the expected benefit. A high technical success rate would not by itself establish acceptable welfare; the quality of each animal’s life is the relevant measure.

Surrogate animals and source populations

Gestational surrogates may face invasive implantation, difficult pregnancies, caesarean delivery or nursing demands. Near relatives chosen as egg donors or surrogates may already be threatened, so removing individuals or exposing them to procedures can damage the very populations conservation is meant to protect. A proposal should identify the species, number, sex and conservation status of all donor and surrogate animals, and demonstrate that safer alternatives have been considered.

Lifetime care and social needs

A proxy may have unfamiliar nutritional, veterinary or behavioral requirements. Its caretakers may not know which social groups, migration opportunities, stimulation or maternal learning are necessary for a good life. Keeping animals in research facilities can prevent normal movement and social behavior; releasing them without adequate preparation can expose them to starvation, conflict, disease or predation. Welfare plans should cover housing, enrichment, social companionship, veterinary treatment, breeding decisions, transport, retirement and humane euthanasia if recovery is impossible.

Welfare after release

Freedom is not automatically a positive welfare outcome. A proxy released into a changed habitat may lack learned behaviors, appropriate peers or protection from hazards that did not exist when the extinct species lived there. Monitoring must be capable of detecting distress, injury, poor body condition, reproductive failure and abnormal behavior, with a funded plan to intervene, recapture or end the release if necessary. These are categories of risk identified by the IUCN; they do not prove that a particular project has already caused such harms.

Ecological release can create harms that are hard to reverse

An extinct species disappeared from a historical ecosystem, but that ecosystem may no longer exist. Climate, vegetation, predators, pathogens, land use and human settlement can all change over decades or centuries. A proxy that survives may not perform the same ecological role as its extinct counterpart, and its unfamiliar traits could affect other species or people.

Changed habitats and mismatched ecological roles

Before release, proponents would need evidence that food, shelter, seasonal conditions and space remain available, not merely a map showing that the historical range still exists. They should test whether the proxy’s body size, diet, movement, breeding season and social behavior fit current conditions. If the intended benefit is seed dispersal, grazing, predation or habitat engineering, that function must be demonstrated rather than inferred from appearance.

Disease and biosecurity

Moving animals, cells or microbes between facilities and regions can introduce pathogens. A proxy may be susceptible to modern diseases, carry organisms to which existing wildlife has no defenses, or require treatments that alter its ecological interactions. Risk assessment should cover pathogens in donors, surrogates, captive facilities and release sites, with quarantine, testing, vaccination where appropriate, and a response plan for an outbreak.

Gene flow, hybridization and competition

If a proxy can breed with a living relative, its genes could spread beyond the intended population. Hybridization might dilute locally adapted traits, create invasive behavior or complicate recovery plans. Even without interbreeding, a proxy could compete for food or nesting sites, prey on vulnerable species, transmit parasites or change fire, grazing or nutrient cycles. The relevant question is not only “Can it survive?” but “What could it do to the receiving ecosystem and to people who depend on it?”

Human interests and project failure

Large animals can damage crops, fences or infrastructure, alter tourism and hunting, or create safety risks. Communities may bear these costs while distant institutions receive scientific prestige or commercial benefits. A release plan should specify who is responsible for prevention, compensation, removal and long-term monitoring. It should also define what happens if the proxy cannot reproduce, spreads beyond the release area, becomes dependent on supplemental feeding or fails to deliver the promised ecological function. Some harms, such as gene flow or disease establishment, may not be reversible once they occur.

Opportunity costs and the moral-hazard concern

De-extinction projects require more than a laboratory budget. They can consume veterinary expertise, habitat restoration, field staff, regulatory capacity, monitoring equipment, public attention and long-term management funds. Those resources might instead protect living species, restore habitat, control invasive species or address the causes of current extinctions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The IUCN SSC says proponents should compare these opportunity costs with the expected conservation benefit and secure long-term as well as contingency funding. A credible proposal therefore needs a counterfactual: which measurable conservation outcomes would be achieved by spending the same money and staff time on conventional conservation? If the proxy’s benefit is speculative while an existing species could be stabilized with proven methods, choosing the proxy requires a strong justification.

There is also a possible moral hazard. Public belief that science can resurrect extinct species might weaken the message that extinction is permanent and reduce support for preventing extinctions today. The IUCN presents this as a concern, not as a measured or established effect. Projects should therefore communicate that creating a proxy does not restore lost genetic diversity, erase ecological damage or provide a safety net for careless exploitation. Synthetic biology is not a substitute for protecting living species and addressing habitat loss, overexploitation, pollution, invasive species and climate change.

Governance, consent and fairness

Ethical legitimacy depends on who decides, who bears the risks and who receives the benefits. The IUCN’s Policy on Synthetic Biology in relation to Nature Conservation, adopted at the 2025 World Conservation Congress, calls for case-by-case assessment and recognizes significant knowledge gaps about ecological, ethical, economic, social and cultural effects.

Participation by affected people

People living near a proposed facility or release site may face disease, land-use, safety and livelihood risks. Indigenous Peoples and local communities may hold knowledge about the landscape and may have cultural relationships with species or places involved. Participation should begin before key decisions are locked in, include accessible information about uncertainty, and allow affected groups to influence the design or reject a proposal where their rights are implicated. The IUCN policy supports free, prior and informed consent where relevant; the exact legal requirement depends on the jurisdiction and the rights at issue.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Transparency and accountability

Decision-makers should disclose intended and unintended effects, short- and long-term consequences, cumulative and interacting risks, failed experiments, animal numbers, funding sources and commercial interests. Independent review is especially important when the same organization stands to gain from declaring success. Governance should assign liability, establish routes for compensation or redress, require reporting of adverse effects and provide authority to pause, contain or terminate a project.

Different stages require different scrutiny

Contained laboratory research, field trials, commercial breeding and open release do not carry the same risks. A policy that might be reasonable for contained cells could be inadequate for self-sustaining animals. Regulators should assess the proposed organism, the technology, the receiving environment and the activity type at each stage, rather than treating “de-extinction” as one uniform category.

How to evaluate a specific proposal

The IUCN does not prescribe one numerical score. Its principles can be converted into a practical checklist that keeps technology from dominating the decision.

Decision axis Questions an assessment should answer
Animal welfare How many donors, surrogates and offspring are involved? What procedures, failure rates, lifetime-care standards, social needs and release-survival evidence exist?
Ecological risk and benefit What conservation function is intended? How have habitat change, disease, gene flow, hybridization, competition, ecosystem effects and human interests been assessed?
Alternatives and opportunity cost Could conventional protection, restoration or captive breeding achieve the benefit more reliably? What staff, money and attention would be diverted?
Uncertainty and reversibility Which claims are evidenced and which are assumptions? Can harm be detected early, contained or reversed? Are monitoring and contingency funds guaranteed?
Rights, participation and distribution Who decides, who bears risk, whose knowledge matters, who receives benefits, and what liability, compensation or redress is available?

A proposal that cannot answer these questions should not advance merely because the underlying technology is impressive. Uncertainty is itself a decision factor: when consequences could be severe or irreversible, precaution may justify delaying or rejecting release while evidence improves.

What a responsible decision process would require

  1. Define the conservation problem. State the species, ecosystem function or threat the project addresses, and explain why creating a proxy is relevant to that problem.
  2. Describe the proxy honestly. Identify the living source species, genetic changes, expected traits and known differences from the extinct animal. Do not claim genetic or behavioral identity without evidence.
  3. Assess alternatives, including inaction. Compare the proposal with habitat protection, restoration, assisted migration, disease control, conventional captive breeding and simply preventing further losses.
  4. Complete independent welfare and ecological reviews. Include donor and surrogate animals, captive care, release survival, disease, gene flow, ecosystem interactions and human impacts. Publish methods, uncertainty and negative results.
  5. Secure durable resources. Budget for preparation, monitoring, veterinary care, conflict response, contingency actions and decades of management where needed. A short grant cannot support a long-lived release.
  6. Obtain meaningful participation and consent. Engage rights-holders and affected communities early, provide information in appropriate languages and formats, and document how their concerns changed the plan.
  7. Use staged, reversible trials. Begin with containment or tightly controlled field work when possible. Set measurable stop conditions, independent oversight and authority to recapture or terminate animals if harms emerge.
  8. Review cumulative effects over time. Reassess as climate, land use, disease prevalence, proxy behavior and public acceptance change. Approval should not be treated as permanent permission.

Why the broader extinction crisis matters to the ethics

The IUCN’s 2025 policy page states that approximately one quarter of Earth’s species face a high risk of extinction in the wild in coming decades. That statistic is context, not a prediction about de-extinction’s feasibility or value. It highlights why resources and public attention are ethically significant: decisions about a proxy occur while many living species need protection now.

The strongest ethical case for a project would therefore require a specific, evidence-based conservation gain that cannot be obtained as safely through other means. A project justified mainly by novelty, symbolism or the hope of future technological rescue does not meet that standard. Conversely, a carefully contained project with exceptional welfare safeguards, transparent uncertainty, community participation and a genuine conservation objective may be ethically discussable even if open release is not.

The practical bottom line

Bringing back extinct animals raises ethical risks because the result is a proxy, not a guaranteed resurrection, and because harm can occur before birth, throughout captivity and after release. The central tests are welfare, ecological safety, opportunity cost, uncertainty, reversibility and fairness to affected people. Under current IUCN guidance and policy, no universal yes-or-no answer replaces case-by-case review. A responsible decision protects living species first, treats uncertainty as a reason for caution, and proceeds only when expected conservation benefits clearly outweigh the harms and obligations created by the project.
