A subsidy becomes environmentally harmful when the incentive it creates produces more damage than public value—regardless of whether its stated purpose is to help farmers, lower household bills, or support energy users. Agricultural subsidies can raise the return from crops or livestock, reduce production costs, and make clearing forest frontiers financially attractive. The World Bank’s 2023 report materials associate agricultural subsidies with an estimated 2.2 million hectares of forest loss each year, described as 14% of global deforestation. That is an attributed estimate with a specific methodology and scope, not proof that every subsidy causes deforestation.
What makes a subsidy harmful?
A subsidy is government support that changes the economics of an activity. It can be a direct payment, a tax preference, a price-support scheme, a subsidized loan, a reduced-cost input, or another policy that lowers a private cost or raises a private return. The same policy can be beneficial for one objective and harmful for another. Support intended to stabilize food supplies, protect farm incomes, or make energy affordable can still encourage pollution, habitat conversion, excessive water use, greenhouse-gas emissions, or soil degradation.
The practical test is the outcome of the incentive: does it encourage an activity whose effects damage climate, biodiversity, forests, water, soil, or another environmental good? A label such as “farm support” or “energy assistance” does not answer that question. The European Commission groups environmentally harmful subsidies into three broad categories.

Accounting choices matter. A narrow inventory may count only explicit government spending. A broader estimate may also value tax expenditures, price interventions, and external environmental or social costs. Two studies can therefore report different totals without either being arithmetically wrong. Always check which programs, government levels, years, and external costs an estimate includes.

How farm support can push expansion into forests
The forest risk is a land-use story. A subsidy does not have to mention trees to affect whether a producer clears land. The causal chain usually has four links:
- Public support changes relative profitability. A payment tied to output, a guaranteed price, or a cheaper fertilizer, feed, fuel, or credit package can increase the return from producing a commodity.
- Higher returns change production decisions. Existing farms may intensify, new operators may enter, and land that was previously marginal can become commercially attractive.
- Expansion reaches a forest frontier. Where roads, land markets, and enforcement make conversion possible, additional production can move into forested areas rather than staying within already-cleared farmland.
- Clearing converts habitat. Forest loss removes or fragments habitat and undermines biodiversity and other ecosystem values.
The World Bank’s 15 June 2023 press release identifies soybeans, palm oil, and beef as examples of products for which subsidies can push farmers toward the forest frontier. The mechanism is not that every payment to every producer causes clearing. It is that support can alter the relative cost of expansion in places where forests are available for conversion and safeguards are weak.
Location and policy design determine the result. A payment restricted to previously cleared land, tied to compliance with forest rules, or based on environmental performance can have a different effect from an unrestricted output subsidy. Conversely, a support program can create pressure indirectly: cheaper inputs may increase expected returns, while roads or credit programs can make remote land easier to develop. Establishing that a particular program caused a particular clearing event requires program-level and land-use evidence; the general mechanism alone is not proof of causation in every case.

What the World Bank’s forest estimate means
World Bank 2023 report materials associate agricultural subsidies with the following annual figures:

These numbers concern agricultural subsidies. They should not be presented as a measured forest-loss total caused by fossil-fuel subsidies, nor as evidence that all agricultural support is harmful. They summarize an association across the policies and land-use relationships examined by the World Bank. The appropriate conclusion is that agricultural incentives are large enough to be a material forest-policy issue, and that governments need to examine which forms of support are driving expansion.

Why identifying harmful subsidies is difficult
Incentives are scattered across ministries, budgets, tax codes, state-owned enterprises, development banks, and local programs. A national agriculture ministry may publish a payment program while a finance ministry records a tax preference and a regional authority supplies discounted water or electricity. Producers can respond to the combined package even when no single measure appears decisive.
The OECD’s 2022 working paper Identifying and assessing subsidies and other incentives harmful to biodiversity says that few countries had completed the initial step of identifying and assessing these incentives. That finding is important: governments cannot reform what they have not mapped, and a missing inventory can make a policy look smaller or cleaner than it is.

The German Environment Agency’s Environmentally Harmful Subsidies in Germany: Update 2021, published in 2022, illustrates a national approach covering several sectors while focusing mainly on federal subsidies. Its scope shows why comparisons need care. A federal inventory may omit state or municipal measures; a program list may not value external costs; and a biodiversity assessment may examine impacts that a climate-only review leaves out.
How to assess a subsidy or proposed reform
A practical assessment starts with the incentive and follows it to measurable outcomes. Use the following sequence for an existing program or a proposed replacement.

Record whether it is a transfer, tax preference, price support, subsidized finance, an input discount, or another incentive. Identify the legal authority, annual value, duration, eligibility rules, and government levels involved.
- Identify the response it rewards. Specify the commodity, input, technology, land-use change, or consumption pattern that becomes more profitable. Note who receives the benefit and whether payment is tied to output, area, inputs, or environmental conditions.
- Trace the environmental pathway. Test for links to forest conversion, biodiversity loss, pollution, water withdrawals, soil degradation, or climate emissions. Distinguish direct effects from indirect effects such as infrastructure, credit, or market expansion.
- Define the measurement boundary. State whether the calculation counts only public expenditure or also tax expenditures, price effects, and external environmental and social costs. Record the geographic level and years covered.
- Check distributional effects. Identify which households, workers, firms, and regions gain from the current policy and who would bear higher costs after reform. Separate short-term adjustment costs from long-term benefits.
- Design safeguards and a use for savings. Decide how vulnerable groups will be protected, how compliance will be monitored, and where recovered revenue will go. Publish enough detail for the public to verify those commitments.

How subsidy reform can protect people while reducing forest pressure
Removing a harmful incentive is not simply a budget-cutting exercise. Farmers, workers, and consumers may have organized their decisions around the existing policy. The World Bank recommends several measures to make reform more durable:

- Targeted social assistance: Cash transfers or other support can protect vulnerable households while a broad subsidy is withdrawn. Assistance should be targeted to actual exposure rather than assumed to benefit every household equally.
- Transparent communication: Explain the program’s cost, who receives it, the environmental problem, the replacement support, and how savings will be used. Transparency helps people distinguish reform from an unexplained price increase.
- Time to adjust: Give people and businesses a transition period when contracts, equipment, crop cycles, or employment cannot change immediately. Sequencing can reduce avoidable disruption.
- Visible reinvestment: Show where recovered revenue goes, such as social protection, rural services, restoration, or cleaner infrastructure. A published allocation and reporting schedule makes the promise testable.
Distributional results are not automatic. The World Bank notes that subsidy burdens are not always progressive; in some energy cases, wealthier households benefit more because they consume more. In agriculture, benefits may be concentrated among larger producers or landowners, but that pattern must be measured for the specific program. A reform that removes a regressive benefit can help equity, while a poorly targeted replacement can still hurt people who have few alternatives.
Political economy is a central constraint. Richard Damania, Chief Economist of the World Bank’s Sustainable Development Practice Group, said: “Much is already known about best practices for subsidy reform, but implementing these practices is no easy feat due to entrenched interests, challenging political dynamics, and other barriers.” Reform plans therefore need affected businesses, workers, and communities to see both the transition rules and the destination for the money.
International policy direction
The Kunming–Montreal Global Biodiversity Framework’s Target 18 calls for eliminating, phasing out, or reforming incentives harmful to biodiversity by 2030. The European Commission describes work on a method for identifying non-energy harmful subsidies and says a first reporting exercise was scheduled for 2025 alongside energy-subsidy data collection. That is the Commission’s stated plan; a scheduled exercise is not evidence that reporting was completed everywhere.

The target does not mean that every subsidy must disappear. It points governments toward identifying harmful incentives, changing or conditioning them, and protecting legitimate social objectives through better-targeted instruments. Forest policy benefits when those reviews include land-use data and not just budget totals.
What readers should look for in a subsidy claim
- Is the claim about a specific program, or about subsidies in general?
- Does the number refer to agricultural support, energy support, or a broader category?
- Are forest impacts measured directly, or inferred from an association between incentives and land-use change?
- Does the accounting include only government spending, or also tax preferences and external costs?
- Which country, government level, years, commodities, and environmental outcomes are covered?
- What protection is offered to vulnerable groups, and where will savings be reinvested?
Those questions keep the headline forest statistic in its proper place: it is a strong warning that agricultural incentives can contribute to deforestation, not a claim that every subsidy has the same effect. The sound policy response is careful identification, transparent measurement, safeguards for people, and reform of the incentives that make forest conversion more profitable.
