Critical raw materials (CRMs) are materials the European Union considers both highly important to its economy and relatively risky to source reliably. They are inputs for batteries, electric vehicles, wind turbines, semiconductors, smartphones, fertilisers, aircraft, defence equipment and other strategic technologies. The EU treats dependable access as a question of industrial competitiveness and economic security, not simply as a mining issue.
The current EU framework covers 34 critical raw materials, including a narrower group of 17 strategic raw materials (SRMs). The list is a policy assessment rather than a permanent catalogue of rare elements: EU law requires it to be reviewed by 24 May 2027 and at least every three years afterward. The Council of the European Union’s explainer describes CRMs as essential to “the functioning and integrity of a wide range of key industries across the EU.”
What makes a raw material “critical” in the EU?
In ordinary language, “critical” can sound like a synonym for rare or scarce. In EU policy it has a more precise meaning. A material is critical when it combines high economic importance with high supply risk. A material can therefore be abundant in the Earth’s crust and still be critical if the EU depends on vulnerable, concentrated or difficult-to-expand supply chains.

Those scores express the EU’s methodology; they are not a measure of geological rarity.

Critical versus strategic raw materials
Strategic raw materials are a policy subset of the critical list. They are particularly important for strategic technologies linked to the green and digital transitions, defence and aerospace. Their designation also reflects expected demand growth and the difficulty of increasing production quickly enough to meet that demand.
| Term | What it means in the EU framework |
|---|---|
| Critical raw material | A material meeting the EU’s criteria for high economic importance and high supply risk. |
| Strategic raw material | A critical material given additional priority because of strategic technology uses, strong expected demand growth and difficult-to-expand supply. |
| Current count | 34 critical raw materials, of which 17 are strategic, according to the Council’s page reviewed in September 2026. |
The numbers and categories can change as technologies, trade patterns, demand forecasts and production capacity change. The review timetable is why a list published today should not be treated as an unchanging definition.
What are critical raw materials used for?
CRMs sit upstream of products that consumers may recognize as electronics, vehicles or clean-energy equipment. A small quantity in a component can be strategically important even when the finished product contains many other materials.
| Material or material group mentioned by EU institutions | Illustrative use | Why the use matters |
|---|---|---|
| Tungsten | Vibration technology in smartphones | A relatively small component can depend on a specialised material whose supply chain is not easily replaced. |
| Lithium, cobalt and nickel | Electric-vehicle batteries | Battery manufacturing and vehicle electrification require reliable, scalable supplies of several materials at once. |
| Boron | Wind turbines | Clean-energy equipment can create demand for materials with specialised performance characteristics. |
| Rare-earth materials | Components used in digital, energy and other high-technology systems | Demand is tied to the expansion of advanced technologies and is exposed to concentrated processing capacity. |
| Various CRMs | Semiconductors, artificial-intelligence systems, aircraft, defence equipment and fertilisers | Shortages can affect infrastructure, industrial output and security-related capabilities, not only consumer gadgets. |
The examples come from the Council’s official explainer. They show why the issue extends beyond mining: refining, chemical conversion, component manufacturing and recycling can each become a bottleneck.
Why is secure supply important to the EU?
Concentrated supply creates exposure
Many materials are sourced partly or largely outside the EU, and several supply chains depend on a limited number of countries. The Council identifies China as a major supplier for multiple listed materials. Concentration leaves European manufacturers exposed to geopolitical tensions, export restrictions, transport disruptions and competition from other regions seeking the same inputs.

A disruption does not need to stop all imports to cause damage. If one processing step is concentrated in a small number of facilities, a delay or policy change there can interrupt production far downstream. Replacing a supplier may require new permits, specialised equipment, technical qualification and long-term contracts, so supply cannot always be switched on quickly.
Demand is expected to grow sharply
The European Commission forecasts that EU demand for rare-earth materials could rise six-fold by 2030 and seven-fold by 2050. Its overview also forecasts lithium demand increasing twelve-fold by 2030 and twenty-one-fold by 2050. These are forecasts, not observed increases, and the overview does not state the publication year of the underlying forecast. They indicate the scale of the challenge if electric mobility, renewable generation, digital infrastructure and other technologies expand as expected.

Solar and wind equipment, batteries, electric vehicles, power networks, chips and data-processing hardware all require physical materials. The EU’s climate and digital objectives therefore depend on supply chains that can deliver those inputs at the necessary volumes and quality. A policy that secures materials can support technology deployment; a policy that ignores material constraints can leave otherwise funded projects waiting for components.
It is an economic-security issue
The EU’s concern is broader than the price of a commodity. An extended shortage can reduce industrial production, weaken competitiveness, delay infrastructure and affect defence or aerospace programmes. Reliable access involves diversification, processing capacity, recycling, monitoring and stock coordination as well as responsible extraction.
What does the Critical Raw Materials Act do?
Regulation (EU) 2024/1252, known as the Critical Raw Materials Act (CRMA), entered into force on 23 May 2024. Its central approach is to strengthen the whole value chain: extraction inside the EU, processing and refining, recycling, supply monitoring and cooperation with external partners.

The four 2030 benchmarks
At EU level, the Act sets four benchmarks for strategic raw materials. The European Commission overview and the Council describe them as goals for building capacity; the Council explicitly characterises them as non-binding benchmarks.
| Benchmark for 2030 | What the benchmark says | How to interpret it |
|---|---|---|
| 10% extraction | EU extraction capacity should cover at least 10% of annual EU consumption, to the extent possible in light of EU reserves. | This is a capacity and supply objective, not a claim that 10% is already being mined in the EU. |
| 40% processing | EU processing capacity should provide at least 40% of annual consumption. | Processing includes stages such as refining or chemical conversion, where dependence can be as significant as dependence on mines. |
| 25% recycling | EU recycling capacity should provide at least 25% of annual consumption, while recovering increasing amounts from waste. | The target links supply security to collection, recycling technology and recovery rates, not just to new extraction. |
| 65% supplier ceiling | No single third country should account for more than 65% of EU annual consumption of a strategic raw material at any relevant processing stage. | The aim is to reduce excessive dependence on one external country; it is a diversification benchmark rather than proof that every material already meets it. |
The legal text sets these benchmarks for the EU as a whole. They do not mean that every Member State must mine, refine or recycle each material, and they do not guarantee that a particular project will receive funding or a permit.
Strategic projects and faster permitting
The Commission can designate projects that strengthen extraction, processing or recycling of strategic materials. Designated projects can benefit from support for finance and shorter permit timeframes, subject to the applicable environmental and legal requirements. The Act also calls for national exploration programmes so governments can improve knowledge of domestic resources rather than relying only on old geological data.
In the first designation round completed in 2025, the Council reported 60 strategic projects: 47 in 13 EU Member States and 13 in partner countries. Those projects covered 14 of the 17 strategic raw materials. This is a dated implementation snapshot reported by the Council in 2026, not a final count for the lifetime of the Act.
Monitoring, stress testing and stock coordination
The framework provides for supply-chain monitoring and stress tests. These tools are intended to identify where a disruption would have the greatest consequences, which companies or processing steps are concentrated, and how quickly alternatives could be activated. EU institutions can also coordinate information about strategic stocks, helping authorities understand whether inventories would cushion a temporary interruption.

Recycling and permanent-magnet circularity
The CRMA promotes recovery of materials from waste and includes measures for the circularity of permanent magnets. Designing products for disassembly, collecting end-of-life equipment and improving recovery processes can reduce the need for newly extracted material. Recycling cannot remove all primary supply needs—materials are locked into products for years and recovery has technical and economic limits—but it gives the EU another source and can reduce exposure to imported feedstock.
International partnerships
The Act supports partnerships with other countries to diversify supply, processing and investment. The Council reported 16 strategic partnerships as of early 2026. Partnerships can provide access to projects and processing outside the EU while spreading risk across more than one supplier; they do not make a supply chain automatically secure, because transport, permitting, financing and political conditions still matter.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What the CRMA targets do—and do not—promise
- They are forward-looking benchmarks. The 10%, 40%, 25% and 65% figures describe the direction the EU aims to approach or reach by 2030, not current performance.
- They cover several stages. A new mine alone cannot satisfy the policy objective if the ore must still be refined elsewhere or if end-of-life products are not collected.
- They do not require self-sufficiency. The supplier ceiling explicitly allows imports; its purpose is to avoid excessive reliance on one third country.
- They do not freeze technology choices. The list and projects can evolve as demand, substitutes, recycling methods and strategic applications change.
- They do not eliminate environmental or social requirements. Faster permitting is intended to shorten administrative timelines, not to remove the legal obligations that apply to projects.
How the issue affects businesses and the public
For manufacturers, CRM policy makes supply-chain mapping a strategic task. A company may need to identify the country supplying a refined material, not merely the country where its finished component was assembled. Contract diversification, recycled feedstock, inventory planning and alternative material research can all reduce exposure to a single disruption.
For technology developers, the policy increases the value of designs that use less material, accept recycled inputs or can substitute another material without losing performance. Those choices can lower long-term exposure, although substitution is not always technically or economically feasible.

For governments and infrastructure planners, a battery plant, wind-farm programme or semiconductor strategy must be assessed alongside the availability of the materials and processing capacity it requires. The CRMA’s monitoring and stress-testing provisions are designed to make those dependencies visible earlier.

For the public, the connection is indirect but practical. Secure material supply supports the availability and deployment of electric vehicles, clean-energy equipment, digital services and advanced medical or industrial technologies. It can also affect how quickly new facilities are built and how much emphasis manufacturers place on repair, collection and recycling.
How to read future changes to the EU list
When the EU updates its list, the important question is not simply whether a material is “rare.” Check three things: how economically important its applications are, how concentrated and replaceable its supply is, and whether strategic technologies are expected to drive demand faster than production can expand. A material can move into or out of the critical category as those conditions change.
The next legally required review is due by 24 May 2027, with reviews at least every three years thereafter. Any article, business plan or policy discussion using the list should therefore state the date and edition it relies on.

Bottom line
Critical raw materials are the EU’s way of identifying materials that are both economically indispensable and vulnerable to supply disruption. Their importance comes from the systems they enable—batteries, renewable energy, chips, digital infrastructure, aerospace and defence—and from the difficulty of rapidly replacing concentrated supply chains. The Critical Raw Materials Act responds with a portfolio approach: more EU extraction and processing where feasible, higher recycling, diversified imports, strategic projects, monitoring and international partnerships. Its 2030 figures are policy benchmarks for building resilience, not evidence that the EU has already achieved those shares.
