Copilot Notebooks is a Microsoft AI workspace for a defined project or task. You gather selected chats, files, pages, meeting information, and other supported references in one notebook, then ask Copilot to answer questions, find themes, or draft content from that collection. The notebook is available in the Microsoft Copilot app and in OneNote, although Microsoft is rolling out some capabilities gradually.

The important distinction is that a notebook is a curated context, not a search box for every file in your organization. Copilot grounds its response in references you add and are allowed to access. “Reports” are generated summaries or study outputs, and the documented workflow is user-operated; the Microsoft guidance reviewed here does not establish a scheduled report that runs automatically on a timetable.

What Copilot Notebooks is designed to do

A Copilot Notebook gives one project a controlled set of context. Instead of pasting the same background into every chat, you collect the material once and ask questions against that collection. Copilot can use the notebook to answer questions, identify themes, outline a proposal, or draft other material based on the references you selected.

The notebook can contain a mixture of conversational and document-based material. Depending on your account and the features enabled for it, that can include:

  • Copilot chats and other conversation references
  • Word, PowerPoint, Excel, PDF, text, RTF, Loop, and OneNote page content
  • Pages, meeting information, and files selected from OneDrive
  • SharePoint sites, document libraries, and folders that you can access
  • Publicly accessible web pages added through the supported link workflow

Think of the notebook as a project context layer. It does not replace your file system, document-management permissions, or a general-purpose search service.

How grounding and permissions work

Grounding means that Copilot uses the references associated with the notebook to formulate an answer. Microsoft’s guidance states: “Copilot only uses content from the sites, folders, or files that you add as references and have permission to access.” In practical terms, a file elsewhere in your organization is not automatically in scope just because you could find it through another Microsoft 365 search experience.

Only added locations are in scope

If a project has a SharePoint library, add the relevant library, folder, or files to the notebook. If a colleague stores a useful document in a location you have not added, Copilot should not use it as notebook context. This deliberate selection helps keep a project’s working set focused, but it also means that an incomplete reference list can produce an incomplete answer.

Permission checks still apply

You must be able to access a referenced file, folder, or site. Sharing a notebook or a linked file does not guarantee that every recipient receives the same rights; a recipient may have to request access when permissions cannot be transferred. Treat the notebook as an index of permitted sources, not as a way to bypass Microsoft 365 access controls.

Linked web pages have restrictions

In the documented external-link route, the page must be publicly accessible. Authenticated or paywalled pages and linked subpages are not supported through that route. If a source requires a sign-in, add an available file or supported Microsoft 365 location instead, provided you have permission.

Source limits by work or school license

Microsoft’s comparison matrix for work and school accounts gives different limits for Copilot Chat and Microsoft Copilot. These figures are license-scoped and dated guidance, not universal limits for every consumer subscription.

Capability Copilot Chat (work or school) Microsoft Copilot (work or school)
References used per notebook Up to 50 sources Up to 300 sources; Microsoft’s reference guidance says that if more than 300 are added, only the first 300 are used for grounding
Researcher or Deep Research Unavailable in the matrix Up to 25 uses per month
Audio Overviews Unavailable in the matrix Up to 20 per day
Study guides, reports, flashcards, and quizzes Standard processing Priority processing
One-shot Word, Excel, or PowerPoint creation Not stated in the matrix Listed for the work or school Microsoft Copilot tier

Do not interpret “up to 300” as a guarantee that every answer will use all 300 references. The first-300 rule matters when a notebook contains more than the grounding limit, so keep the most authoritative and current material in the set that will be used.

How to create and use a Copilot Notebook

Labels and placement can vary while Microsoft rolls features out, but the workflow is consistent in the Microsoft Copilot app and OneNote.

  1. Open Copilot Notebooks. In the Microsoft Copilot app or OneNote, create a notebook or open an existing project notebook. If you do not see the feature, your account, license, region, or rollout status may not include it yet.
  2. Add references. Use the notebook’s add-reference control to search, upload, paste a supported link, choose items from OneDrive, or drag files into the notebook. You can also select supported SharePoint sites, libraries, and folders that you can access.
  3. Check the working set. Remove obsolete drafts, duplicate files, and material that is outside the project’s scope. Confirm that collaborators can open the referenced items before relying on a shared notebook.
  4. Ask a grounded question. State the task and the desired output. For example, ask Copilot to compare the launch plans in the referenced documents, list unresolved risks, or draft an executive brief using only the notebook sources.
  5. Inspect the result. Generated text is a synthesis, not an independent verification. Check names, dates, figures, and conclusions against the source documents. When a claim is important, ask Copilot to identify which reference supports it.
  6. Refresh the Overview Page when sources change. The OneNote Overview Page has a user-operated refresh control. Refresh it after adding or removing references so the concise synthesis reflects the current notebook contents.

Prompt patterns that produce clearer work

  • Scope: “Use only the references in this notebook. If the sources disagree, show both positions.”
  • Evidence: “For each recommendation, name the supporting file and quote the relevant section.”
  • Missing information: “List questions the references do not answer instead of guessing.”
  • Format: “Create a table with owner, deadline, dependency, and source for each action.”

These instructions do not expand Copilot’s access; they make the requested use of the existing, permitted references more explicit.

What “automations” mean in Copilot Notebooks

Microsoft’s documented notebook workflow consists of user actions: adding or removing references, prompting Copilot, choosing Researcher when available, and refreshing the Overview Page. The product guidance reviewed here does not document a scheduled or workflow-triggered notebook run.

What is documented

  • Copilot can process the selected references when you submit a prompt.
  • The Overview Page can be regenerated with its refresh control after source changes.
  • Researcher can perform a distinct external-research workflow when that capability is available on your license.

What is not established

Do not assume that a notebook will email a report every Monday, monitor a folder continuously, or rerun a prompt when a file changes. Those are automation scenarios, but they are not established by the notebook documentation described here. If your organization needs a scheduled workflow, confirm that a separate, currently supported Microsoft automation product and connector provide it; a Copilot Notebook by itself should not be presented as that scheduler.

How reports and other generated outputs work

“Reports” in Microsoft’s feature matrix refers to generated content alongside study guides, flashcards, and quizzes. Copilot creates these outputs from the notebook’s references when you request them. They are not evidence that an unattended reporting process is running in the background.

Overview Page

OneNote’s Overview Page is a concise AI-generated synthesis of the notebook references. It is useful for orientation: a new collaborator can see the main topics, and you can use it as a starting brief. Because the page is generated, review it for omissions and errors. After changing references, use the manual refresh control; Microsoft’s documentation also says references can stay current as the underlying data changes, so treat the page itself as a generated snapshot that should be refreshed when you need the latest synthesis.

Study guides, reports, flashcards, and quizzes

You can request a report or learning aid from the selected sources. Copilot may organize themes, summarize findings, or turn material into questions and answers. The work or school matrix distinguishes processing: standard processing is listed for Copilot Chat, while priority processing is listed for Microsoft Copilot. Processing priority does not make the generated content authoritative or eliminate the need to verify it.

One-shot document creation

The work or school Microsoft Copilot tier lists one-shot creation of Word, Excel, or PowerPoint documents. This is a generated deliverable from the notebook context, not a continuing document that automatically updates whenever a source changes. Check the resulting file before sharing it, particularly when it contains numbers, legal language, financial assumptions, or commitments.

Researcher is a separate external-research mode

Researcher is different from an ordinary notebook prompt. Microsoft describes it as a mode that can incorporate external grounding, potentially alongside notebook content. When it is available, you can inspect the referred sources through “See all results” and turn the response into a page.

This distinction matters for source control. A normal notebook answer is constrained to the references you selected. A Researcher answer may add external material, so review the referred sources and decide whether those sources belong in the project record. In the work or school comparison matrix, Researcher or Deep Research is listed as unavailable for Copilot Chat and limited to up to 25 uses per month for the Microsoft Copilot tier.

Copilot Notebooks versus ordinary OneNote notebooks

Both experiences can appear in OneNote, but they solve different problems.

Question Copilot Notebook Ordinary OneNote notebook
Primary purpose Project-focused AI work grounded in selected references Long-term note organization and information capture
How content is used Copilot can synthesize the curated reference set in response to prompts Pages are primarily organized and edited as notes; AI use depends on the available Copilot features
Best fit A launch plan, investigation, course packet, or other bounded project Meeting history, personal knowledge, ongoing notebooks, and durable archives
Relationship Can be used together with OneNote Can provide pages that become part of a Copilot project’s references

Use a Copilot Notebook when the question is “What does this selected project material say?” Use a standard OneNote notebook when the priority is preserving and arranging notes over a longer period.

Availability, licensing, and rollout qualifications

Microsoft publishes separate availability information for Microsoft 365 Personal, Family, Premium, and Pro subscribers and separate comparison material for work or school accounts. Do not transfer the work or school source limits in the table to a consumer plan without checking that plan’s current documentation.

Before planning a team workflow, verify four items for the specific account:

  • Account and license: personal, family, premium, pro, or an organization-assigned work or school license.
  • Feature rollout: some notebook, Researcher, Overview Page, and generated-output features may not yet be enabled for every account.
  • Grounding capacity: the source limit and which file, page, site, or link types are accepted.
  • Sharing and permissions: whether collaborators can open every referenced location and whether your organization permits the required sharing.

If a control is missing, that does not necessarily indicate an error in your notebook. It may reflect the license, tenant policy, region, or staged rollout. Check the account-specific Microsoft guidance and administrator settings before rebuilding the project.

Common failure modes and practical fixes

Copilot ignores a document you expected it to use

Confirm that the document was actually added as a reference, that you can open it, and that the notebook has not exceeded its applicable grounding limit. If the notebook contains more than the limit, move the highest-priority sources into the portion used for grounding.

A collaborator cannot open a referenced file

Have the collaborator request access or share the file through the organization’s normal permission process. A notebook link cannot grant rights that the underlying SharePoint or OneDrive item does not provide.

A linked web page produces no useful context

Check whether the page is publicly accessible and whether the content is on a linked subpage or behind authentication or a paywall. Use a supported uploaded or Microsoft 365 file when the source cannot be added through the public-link route.

The Overview Page is out of date

Refresh the Overview Page after adding or removing references. Then verify important statements against the current source files rather than assuming the generated page updates in real time.

You expected an automatic recurring report

Use a manual prompt and refresh for the documented notebook workflow. A recurring email, trigger, or scheduled export requires a separately documented automation service; it is not a capability established for Copilot Notebooks here.

A safe operating model for teams

  1. Define the project boundary. Decide which files and pages are authoritative and which are background only.
  2. Keep references intentional. Prefer current, approved documents over a large pile of duplicates.
  3. Record uncertainty. Ask Copilot to flag conflicts and unanswered questions instead of filling gaps with assumptions.
  4. Review generated work. Assign a person to verify dates, calculations, quotations, and policy language before distribution.
  5. Refresh after material changes. Regenerate the Overview Page and rerun important prompts when the source set changes.
  6. Audit access. Remove references that no longer belong in the project and confirm that shared users have the required permissions.

Used this way, Copilot Notebooks is a practical bridge between a document set and an AI assistant: the quality of the answer depends on both the model and the references you deliberately provide.
