ALPR cameras (automatic or automated license plate recognition cameras) photograph license plates, use software to read the visible characters, and attach each read to a time and place. When a system keeps those records in a searchable database, repeated sightings can show where a vehicle was observed. That is vehicle tracking in the sense of linking camera observations—not continuous GPS tracking, and not automatic identification of the person driving.
What ALPR means
ALPR stands for automatic or automated license plate recognition. UK law-enforcement documents commonly use ANPR, for automatic number plate recognition. The terms describe a capability rather than one universal product design.
An ALPR installation is more than a camera. The California State Auditor defines an ALPR system as the cameras, software that converts plate images into data, and the searchable database that stores that data. Some deployments add a list of vehicles of interest, alerting, links to other agency systems, or mobile equipment.

The basic output is an observation: a plate read associated with an image, date and time, and capture location. A plate read by itself does not establish who was driving, where the vehicle went between cameras, or that anyone committed an offense.

How an ALPR camera system works
The exact equipment and policies differ by agency, but a typical read follows this sequence.
- Capture: A fixed camera mounted on infrastructure or a mobile unit, such as equipment on a patrol vehicle, photographs a vehicle and its visible plate as it passes through the camera’s field of view.
- Character extraction: Recognition software analyzes the plate image and converts the visible characters into a machine-readable plate value. The system can retain the original image alongside the characters.
- Record creation: The record generally includes the plate read, image, date and time, and location. The fields retained depend on the deployment and its policy.
- List comparison: The software may compare the read with a current list of vehicles of interest. A possible match can generate an alert for an authorized user.
- Human review: Personnel check the plate, image, vehicle details and circumstances before taking action. Hawaiʻi’s Department of Law Enforcement describes ALPR alerts as investigative leads that authorized personnel must review and verify.
- Search and sharing: Authorized users may search stored observations later, subject to access, retention and sharing rules. Searches can include a full plate, a partial plate, or every vehicle recorded at a location during a specified time window.
This workflow explains why a recognition hit is not the same as a confirmed identification. A camera can misread a character, a list can be outdated, or the vehicle may no longer match the circumstances that put a plate on the list.
What “tracking vehicles” actually means
In an ALPR context, “tracking” usually means recording and querying sightings. If several cameras read the same plate at different times, a database can display those time-and-location observations in sequence. Investigators may then reconstruct a vehicle’s observed route or ask whether it appeared at a particular place during a time window.

It does not provide continuous coordinates between cameras. Hawaiʻi’s agency explanation specifically distinguishes ALPR observations from continuous GPS tracking.
Coverage, camera placement, readable images, network connectivity, retention periods, user permissions and inter-agency sharing all affect what can be found. A gap in a search result can mean that no camera saw the vehicle, the plate was not readable, the record was deleted, or the user lacked access; it does not prove that the vehicle was absent from the area.

Fixed and mobile ALPR deployments

A network can combine fixed and mobile observations, but the existence of a network does not mean every camera shares data with every other agency. Network design, database access and sharing agreements are policy choices.
What data an ALPR record can contain
California’s audit describes stored images, plate numbers, dates, times and capture locations. An agency may also retain system metadata or alert information, but the precise fields and retention periods must be checked for that deployment.

- Plate value: The characters the software read, sometimes as a full or partial value.
- Image: The plate image and, depending on the camera and policy, a wider vehicle scene.
- Time: When the image was captured, usually recorded by the system clock.
- Location: The camera or capture location associated with the observation.
- Alert context: If a list comparison produced a possible hit, the list and review status may be recorded.
A plate is a vehicle identifier, not a person identifier. Hawaiʻi’s Department of Law Enforcement says its ALPR does not identify the driver, use facial recognition, track a phone or identify occupants. That description applies to that agency’s system and should not be generalized to every ALPR deployment.
Alerts, hot lists and investigative use
A hot list is a list of plates or vehicles that an agency wants its system to flag. Depending on the policy, it can contain vehicles connected to a stolen-vehicle report, an investigation, a missing-person case or another authorized purpose. The list categories and legal authority vary by jurisdiction.
When software finds a possible match, the result is an alert or investigative lead. It is not proof that the vehicle is currently involved in wrongdoing. An authorized user should compare the alert with the plate image, vehicle description, date, location and current records. Hawaiʻi’s stated requirement that personnel review and verify alerts illustrates this safeguard.

Some systems also store non-alert reads. Those records can later be searched even when no hot-list match occurred at the time of capture. This retrospective capability is what allows investigators to ask where a plate was observed before a case was reported.

Recognition performance depends on the system category and the conditions defined by its governing standard. The UK Home Office’s national ANPR standards, accessible version updated July 29, 2026, require static systems to capture 98% of qualifying visible plates and accurately read 95% of the plates they capture. Those are requirements under the specified UK law-enforcement test conditions. They are not a universal guarantee for consumer cameras, every installation, or every weather, lighting or traffic situation.
A capture percentage and a read-accuracy percentage measure different stages. A plate that is never captured cannot be correctly read; a captured image can still produce an incorrect character sequence. For that reason, operational policy should treat a software match as something to verify rather than as a final decision.
Privacy and civil-liberties implications
A single plate observation may seem limited, but a database of observations can reveal a pattern of movement when searches connect places and times. The California State Auditor documented searchable ALPR records and sharing between agencies. The Electronic Frontier Foundation argues that aggregated location records create significant privacy and civil-liberties risks; that is an advocacy assessment, not a universal legal conclusion.
The practical safeguards to examine are:
- Permitted searches: Rules defining which investigations or purposes justify a query.
- Access controls: Authentication and role-based permissions limiting who can search or export records.
- Audit logs: A record of searches and user activity so misuse can be investigated.
- Retention and deletion: A schedule for removing reads that are not preserved for evidence or an active investigation.
- Sharing rules: Limits and approvals for giving records to another agency or organization.
- Alert review: Human verification before a stop, detention, notification or other action.
Hawaiʻi’s Department of Law Enforcement reports a 90-day default retention period for its ALPR records, unless a record is preserved for evidence or an active investigation, and says searches are logged. That is an agency-specific policy, not a nationwide rule.

Ontario’s Information and Privacy Commissioner issued police guidance in December 2024. The guidance page notes that amendments to Ontario’s public-sector privacy laws took effect in 2026 and that the guidance is under review. This illustrates why retention, access and disclosure questions must be answered using the current law and policy for the relevant jurisdiction.

There is no single global ALPR rulebook. The UK maintains a national standards regime for a defined policing and law-enforcement capability. U.S. agencies may operate under state law, local policy, contracts and agency procedures. Canadian guidance can change when privacy statutes are amended.
When evaluating a real deployment, ask these questions rather than assuming that another agency’s policy applies:
- Is the equipment fixed, mobile or both?
- Are reads processed locally, sent to a local database, or available through a larger network?
- What image and metadata fields are retained?
- How long are non-alert reads kept?
- Who can search, and are searches logged?
- When may records be shared with another agency?
- What verification is required before an alert leads to action?
Historical U.S. adoption figures
The U.S. Department of Justice Office of Justice Programs reported in 2012 that 70 of 305 state, local and tribal agencies responding to its initial survey—23.0%—said they used ALPR. That is a historical survey result, not a current estimate of national adoption. Among the 40 agencies that responded to a follow-up survey after confirming ALPR use, 95% reported mobile systems. Because the follow-up group was small, it should not be treated as representative of all agencies or today’s deployments.
Common misconceptions
“ALPR follows every vehicle continuously.”
No. It records readable sightings at camera locations. Between observations, the system has no ALPR-derived position.

“A plate read identifies the driver.”
No. The read identifies characters associated with a vehicle plate. It does not, by itself, identify the occupant or driver.
“An alert proves a crime.”
No. An alert is a possible match and requires review and verification.
“All ALPR systems keep data for the same period.”
No. Retention and deletion depend on the agency, jurisdiction, purpose and any evidence hold.

No. ALPR requires image capture plus plate-recognition software and a way to store or query the resulting records. A generic camera may provide images without producing structured plate reads.
What to check when a record affects you
If an ALPR observation or alert is used in a matter involving you, identify the agency operating the camera and request its current policy or public records notice. The key details are the date and location of the read, the image used for verification, the retention rule, the authority for the search, and whether the record was shared. Procedures for access, correction or challenge vary by jurisdiction, so the agency’s applicable privacy and public-records process controls.
