AI agents are software systems that use a language model together with tools to complete a task for someone. For online work, those tools may search for pages, fetch a known URL, call an API, or operate a browser. The model does not automatically have unrestricted internet access; the application that hosts it determines which tools exist, what they can reach, and which results are returned to the model.
That distinction explains why one agent can quote a current web page while another can answer only from its training data. It also explains why a site may work through an API but fail in a simple fetch, or require browser automation because its content appears only after JavaScript runs.
What is an AI agent?
An AI agent is an application that can interpret a goal, decide which actions are useful, call external tools, inspect the results, and continue until it reaches an answer or completes an authorized workflow. A large language model is usually the reasoning and language component, but the agent is the larger system around it.
The model is not the whole agent
The model proposes a search query, API request, or browser action. An orchestration layer executes that action, applies permission rules, and sends the result back. The model can then revise its plan. If no web-search, fetch, API, or browser tool is connected, the model cannot independently open a site just because it is good at writing about websites.

What an agent can do online
- Find likely sources for a question.
- Read a page or document at a known address.
- Retrieve structured records such as account, product, or calendar data through an API.
- Navigate a rendered site, click controls, enter information, and inspect the resulting page when those actions are permitted.
- Combine several sources and explain the result, subject to the quality and freshness of the retrieved data.
The World Wide Web Consortium’s 8 July 2026 Group Note defines a web user agent as software that interacts with websites outside itself on behalf of its user, including rendering content or performing authorized actions. That definition covers more than conversational systems: an agent can be a research assistant, an accessibility interface, or an automation service.
How an agent gets information from the web
Online access is not one feature. Search, fetching, APIs, and browser automation solve different problems and expose different limitations.
1. Search discovers candidate pages
A search tool accepts a query and returns results such as titles, URLs, snippets, and sometimes extracted text. The agent uses those results to decide which pages deserve closer inspection. Search is therefore a discovery step, not proof that the complete page was read.

In a disabled mode, the application may deliberately prevent network discovery even if the model normally supports web search. A result can also be incomplete, stale, filtered, or unavailable because of regional, rate, or permission limits.
2. Fetch reads a known URL
A fetch tool retrieves a page or document when the agent already has an address. Cloudflare’s agent documentation distinguishes this from search: fetch is for reading a known location, while search is for finding locations. A fetch may return HTML, extracted text, a document representation, or an error. It may not reproduce everything a person sees in a full browser.

Fetching is efficient for static articles, public documentation, and files. It is less suitable when a site requires a login, a sequence of clicks, a form submission, or client-side code to construct the content.
3. APIs provide structured access
An application programming interface exposes data and operations in a machine-oriented format. Instead of interpreting a page layout, the agent sends a structured request and receives structured fields, often with explicit identifiers, filters, and pagination.

The API still enforces authentication, scopes, quotas, and business rules. An agent cannot legitimately obtain fields that the connected account is not allowed to see.
4. Browser automation handles rendered pages and interaction
A browser tool loads a live page and inspects its rendered state. Tools described by Cloudflare can read the DOM, evaluate JavaScript, capture screenshots, and interact through the Chrome DevTools Protocol. This makes browser automation useful when information appears only after scripts run or when the task requires navigation and controls rather than a single document read.
Browser access is more capable but also more fragile. A changed button label, an unexpected consent dialog, a session timeout, or an anti-automation challenge can interrupt the workflow. The agent must also be given a browser context with appropriate permissions; “browser capable” does not mean “logged in everywhere.”

5. Hybrid access combines routes
A hybrid agent might use search to locate a service, an API to retrieve structured records, and a browser to complete a step the API does not expose. This avoids forcing every task through a page layout while retaining the browser’s ability to handle human-facing workflows.

Can an AI agent browse the internet?
It can, when its application supplies a browsing tool and allows the requested destination. “Can the model browse?” is therefore the wrong level of question. Ask instead which application is running it, which tools are enabled, what network destinations are allowed, whether the session is authenticated, and what content the tool returns.
Two agents using the same underlying model can behave differently. One may have only a private document index; another may have live search; a third may operate a browser inside a restricted environment. Tool results are also passed back selectively. An application may truncate a page, remove scripts, redact fields, or block downloads before the model sees anything.
Why JavaScript, login, and interaction change the answer
Static versus client-rendered pages
A static page includes its meaningful text in the initial response, so a fetch tool can often extract it. A client-rendered page may deliver a minimal HTML shell and obtain the visible data through JavaScript requests. A basic fetch can then appear empty even though a person sees a populated page in a browser. Browser automation, or a documented API behind the page, is more appropriate in that case.
Authentication and permissions
Private content requires a valid session, token, or delegated permission. An agent should receive only the access needed for the task. A public URL does not guarantee that every tool can retrieve it, and a successful page load does not authorize the agent to disclose information to someone who lacks permission.

Actions are different from reading
Searching and reading are generally lower-risk than sending a message, changing an account, purchasing something, or submitting a form. Applications commonly place confirmation steps, allowlists, or separate credentials around consequential actions. The agent should explain what it plans to do and verify the target and parameters before an irreversible operation.
Should an agent use an API or a browser?
Choose the route that matches the site’s design and the task, rather than assuming that the most human-looking option is best.

Using an API does not make an agent infallible, and using a browser does not make it human-equivalent. Both routes can return errors or incomplete information. A hybrid design is sensible when structured data is available for most of a task but one authorized interaction still requires the website.

A 2025 paper in the Association for Computational Linguistics Anthology compared API-based, browsing, and hybrid web agents on the WebArena benchmark. In that experimental setup, API-based agents outperformed browser-only agents, while hybrid agents outperformed both approaches across nearly all reported tasks. The hybrid system reached a 38.9% success rate, more than a 24.0 percentage-point absolute improvement over web browsing alone in that comparison.
Those figures are benchmark results, not a universal probability that an agent will complete a real-world task. WebArena has its own sites, tasks, interfaces, and evaluation procedure. Production performance will vary with authentication, tool quality, page changes, task complexity, and the safeguards around actions.

How websites control or limit agent access
Robots.txt is guidance for crawlers
Google Search Central describes robots.txt as a file that tells search engine crawlers which URLs they may access. It is primarily a crawling-management mechanism, not authentication. It cannot protect a private document, and it cannot guarantee that a URL will disappear from search results. A disallowed URL may still be discovered and indexed through links.
If the objective is privacy, use authentication or password protection. If the objective is to keep a public page out of search results, Google recommends mechanisms such as noindex or an appropriate removal process. Robots rules also cannot force every crawler to comply.
“AI crawler” can mean different purposes
OpenAI’s documentation distinguishes several of its systems. OAI-SearchBot is described as supporting ChatGPT search visibility; GPTBot is described as crawling content that may be used for foundation-model training; and ChatGPT-User is described as making certain user-triggered page visits. These labels describe OpenAI’s own systems, not a universal industry taxonomy.

The documentation also says user-triggered visits may not be governed by robots.txt in the same way as automated crawling. Site owners should therefore distinguish automated discovery, training-oriented collection, and a visit initiated by a person asking an assistant to retrieve a page. The applicable terms, technical controls, and jurisdiction can change, so owners should consult the current documentation for the particular service.
A practical way to reason about an agent’s web access
- Define the task and its authority. Separate “find and summarize” from “change or submit.” Specify the account, records, and actions the user has authorized.
- Check for a suitable API. Prefer documented, scoped operations when the required data and actions are available there.
- Use search for discovery. Treat returned URLs and snippets as leads, then fetch or verify the relevant source.
- Use fetch for a known, mostly static page. If important content is missing, determine whether the page is client-rendered or access-restricted.
- Escalate to a browser only when needed. Provide the minimum session permissions, handle rendered state, and pause before consequential actions.
- Check the result against the task. Confirm dates, account identity, filters, totals, and whether the tool returned the full content or a limited extract.
- Report limitations. An agent should say when a page was blocked, a result was truncated, a login was unavailable, or a claim could not be verified.
Common misconceptions
- “Every language model is online.” Internet access is an application capability, not an automatic property of the model.
- “Search means the agent read the page.” Search usually supplies discovery data; a separate retrieval step may be necessary.
- “A browser can access anything a person can.” Sessions, permissions, network restrictions, JavaScript failures, and anti-automation measures can all prevent access.
- “Robots.txt is a lock.” It is crawler guidance, not a security boundary.
- “An API is always better.” It is preferable for suitable structured operations, but some workflows exist only in the website interface.
Frequently Asked Questions
How can I tell whether an agent used live web content?
Ask the application which tool ran, when it retrieved the material, and which URLs or documents supported the answer. A model’s confident wording alone does not establish that it made a live connection.
Why might an agent see less than I see in my browser?
The tool may return extracted text instead of the rendered page, omit scripts or downloads, lack your login session, truncate the response, or be blocked by an access rule.
What should a site owner do if private content must not be exposed?
Require authentication or password protection and control permissions at the server or application layer. Do not rely on robots.txt as the protection mechanism.
